Norwegian Nobel Committee, The Norwegian Nobel Institute NO-0255 Oslo, Norway 12 Sept 2018 Dear Members of the Norwegian Nobel Committee, 9 December 2018 will mark the 20th anniversary of the UN’s Declaration on Human Rights Defenders (HRDs) 1. It is an ideal and opportune moment to recognise and celebrate the efforts of these extraordinary individuals who despite threats of violence and unlawful imprisonment, harassment, intimidation, torture and assassination, continue to peacefully challenge injustice and call for the implementation and strengthening of the rule of law. Since 1998, over 3000 human rights defenders have been killed for defending the fundamental values enshrined in the Universal Declaration of Human Rights adopted by the UN. In recognising the increasingly hostile environments globally, in which human rights defenders must work, the late Former Secretary-General to the United Nations, Kofi Annan, recently said: “To stand up for human rights requires courage, perseverance, vigilance and a strong foundation of knowledge and evidence. We need to be vigilant in the protection of human rights defenders, for when the defenders’ rights are violated, all our rights are injured.” 2 In the same vein and emphasising the critical role that human rights defenders play in promoting and fostering stable democracies and sustainable peace, Permanent Representative of Norway to the Organisation for Security and Cooperation in Europe, Ambassador Steffen Kongstad said: “Threats and attacks against human rights defenders may hamper the realisation of economic, social and cultural rights, undermining social cohesion, and ultimately stability and development.” 3 Despite this recognition and respect at the highest levels of the international community, human rights defenders are killed every day. -

Rosenbluth Yale University Seiki Tanaka University of Amsterdam Few democratic countries have lower rates of female political representation than Japan, making it an excellent place to seek clues for female underrepresentation. We were surprised to find, based on three experimental surveys, that Japanese voters do not harbor particularly negative attitudes toward female politicians. The problem instead appears to be that women are reluctant to run for office because of socially mandated family roles. An implication of our study is that gender equality in political representation will likely founder in countries with electoral systems that require around-the-clock constituency The authors are shown in alphabetical order. Shift in Priorities of Abenomics P 13 Conclusion P 14 1 Summary The Liberal Democratic Party leadership election held in September 2018 saw LDP President (Prime Minister) Shinzo Abe capture his third consecutive victory and party leadership for the next three years. During his last three-year term under the LDP constitution, the Abe administration needs to complete the final stage of Abenomics and draw up a roadmap for the post-Abenomics era. Over the past nearly six years, the Abe administration has promoted its economic policy featuring “three arrows” and “three new arrows,” and the policy has demonstrated certain achievements, for example, substantial progress made in overcoming deflation. But Japan’s full-fledged economic recovery is only halfway down the road. In the coming years, the government needs to advance its policy agenda below and address important medium- and long-term issues. This report examines (1) consumption tax increase, (2) fiscal consolidation, (3) monetary policy, (4) growth strategy, (5) social security, (6) employment, and (7) regional revitalization as the government’s key policy issues. Japan is facing numerous domestic and foreign affairs challenges, including changing the current Japanese era name, the Upper House election, chairing the G20 summit in 2019, and hosting the Tokyo 2020 Olympic and Paralympic Games. -

In Defence of Humanity: WOMEN HUMAN RIGHTS DEFENDERS AND THE STRUGGLE AGAINST SILENCING In Defence of Humanity In Defence of Humanity The lack of access to justice and resources, together with the failure of states to provide protection for Executive summary WHRDs, affects the work of WHRDs around the world. When it comes to these goals we have a compliance rate of about 80%, according to the University of Toronto. Germany, with its 87%, comes off pretty well. That means that next year too, under the Japanese G7 presidency, we are going to check where we stand in comparison to what we have discussed with each other now. So a lot of what we have resolved to do here together is something that we are going to have to work very hard at over the next few months. But I think that it has become apparent that we, as the G7, want to assume responsibility far beyond the prosperity in our own countries. Why in News? Ethiopian Prime Minister Abiy Ahmed Ali was chosen as the awardee for the 2019 Nobel Peace Prize for “his important work to promote reconciliation, solidarity and social justice”. The Norwegian Nobel Committee said: “Abiy Ahmed Ali has initiated important reforms that give many citizens hope for a better life and a brighter future.” Achievements of Abiy Ahmed Ali When Abiy became Prime Minister in 2018, Ethiopia had been locked in conflict with Eritrea for 20 years. In July that year, the former Army officer-turned-PM, stepped across the border, held Eritrean President Isaias Afwerki in a warm embrace and signalled the beginning of a peace effort, announcing to the world that war was no longer an option. It also listed domestic achievements by Abiy in his first 100 days as Prime Minister — lifting Emergency, granting amnesty to thousands of political prisoners, discontinuing media censorship, legalising outlawed opposition groups, dismissing military and civilian leaders suspected of corruption, and increasing the influence of women in political and community life. Roots of the Conflict: Eritrea, once an Italian colony, was merged with Ethiopia in 1936 during Benito Mussolini’s regime, then taken over by the British during the Second World War. After the War, a United Nations declaration in 1950 made Eritrea part of a federation with Ethiopia. When Eritrean groups launched a struggle for independence in 1961, Ethiopia dissolved the federation and annexed Eritrea in 1962. -

ORGANI SATIO N FO R ECONO MIC CO- OPERATIO N AND DEVELO P M ENT Japan Policy Brief OECD Better Policies Series APRIL 2015 www.oecd.org/japan Inequality GREATER GENDER EQUALITY FOR MORE INCLUSIVE GROWTH Young women in Japan are on average better educated than young men, but gender differences in the labour market remain large. Women are less likely to be employed than men and those who do work typically earn much less than their male counterparts. The gender pay gap is closely linked to men being more often in regular employment than women, with greater access to employer-provided training and benefits, as well as age and tenure-related pay increases. Japan has been modernising some of its work/life balance policies to support both parents to be in work, but investment in early childhood education and care is limited compared with other OECD countries. To achieve greater gender equality in employment and more inclusive growth, Japan needs to change the workplace culture and ensure that the tax and social security systems do not reduce work incentives for second earners in households. What’s the issue?
