Summary of Final Reports by MSRC Contractors Gorski p. 2 • Fullerton Joint Union High School District MS14075 ($300,000 - Expansion of Existing CNG Infrastructure/Maintenance Fac. Mods.) • Los Angeles County Metropolitan Transportation Authority (LA Metro) MS16001 ($1,350,000 – Implement 2015-‘16 Seasons of Dodgers Stadium Express service) • Los Angeles County Metropolitan Transportation Authority (LA Metro) MS18001 ($807,945 – Implement 2017 Season of Dodgers Stadium Express service) • Southern California Regional Rail Authority (Metrolink) MS18011 ($239,565 - Special Train Service to Festival of Lights) Information Only - Receive and File 2. MSRC Contracts Administrator’s Report Ravenstein p. 23 This report covers key issues addressed by MSRC staff, status of open contracts, and administrative scope changes from May 31 through July 25, 2018. 3. Financial Report on AB 2766 Discretionary Fund Kampa p. 57 Financial Report for July 2018. For Approval – As Recommended 4. Consider Addition of Matching Projects and Six-Month Term Extension Ravenstein by Southern California Association of Governments (SCAG), Contract p. 59 #MS18002 ($2,500,000 – Regional Active Transportation Partnership Program) In order to meet match funding requirements more expeditiously, SCAG requests to add a project by the Los Angeles Department of Transportation and SCAG’s own “Go Human Loaner” program to the previously-approved list of projects. SCAG also requests a six-month no-cost contract term extension. EXCEPT FOR AN ABSTENSION BY MEMBER LUO, THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL ii 8/16/18 MSRC Agenda 5. Consider Nine-Month Term Extension by City of Santa Monica, Ravenstein Contract #MS12060 (Implement Westside Bikeshare Program) p. 68 The City requests a nine-month no-cost contract term extension due to the update of their travel demand forecasting model taking longer than anticipated. THE MSRC- TAC UNANIMOUSLY RECOMMENDS APPROVAL 6. Consider Two-Year Term Extension by City of Highland, Contract Ravenstein #ML16071 (Implement Boulder Avenue “Complete Streets” Project) p. 72 The City requests a two-year no-cost contract term extension due to the time- consuming requirements associated with the project’s federal Projects of National and Regional Significance program co-funding. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL 7. Consider Contract Replacement by City of South Pasadena, Contract Ravenstein #ML14066 (Bicycle Trail Improvements) p. 76 Due to the expiration of the City of South Pasadena’s prior contract, the City requests a contract replacement to complete the scope of work for the contract. THE MSRC- TAC UNANIMOUSLY RECOMMENDS APPROVAL ACTION CALENDAR (Items 8 through 13) 8. Consider FY 2018-19 Administrative Budget Minassian p. 80 An administrative budget is prepared each year as part of the annual MSRC budget. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL 9. Consider Potential Updates to MSRC Website and $6,000 Contract Hardison Value Increase by Geographics, Contract #MS18003 ($56,953 – p. 84 Design, Host and Maintain MSRC Website) At their April 19, 2018 meeting, the MSRC asked staff to investigate adding the Google Translate service to the MSRC’s http://www.cleantransportationfunding.org website. Geographics, the company which maintains the site under Contract #MS18003, estimates the cost to add this feature at $600. MSRC staff have also identified other potential updates for consideration, as well as the addition of undesignated funds to address critical updates as they arise. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL OF A $6,000 CONTRACT VALUE INCREASE FOR GOOGLE TRANSLATE AND OTHER POTENTIAL UPDATES iii 8/16/18 MSRC Agenda FYs 2016-18 WORK PROGRAM 10. Consider Funding for Applications Received under the Local Patchan Government Partnership Program p. 87 As an element of their FYs 2016-18 Work Program, the MSRC allocated $21,180,650 for a funding partnership with cities and counties to jumpstart implementation of the SCAQMD’s 2016 Air Quality Management Plan. A Program Opportunity Notice was released on September 1, 2017. Per the Program Opportunity Notice, each city and county within SCAQMD that participates in the AB 2766 Subvention Fund Program has a funding allocation reserved for its use. The primary eligible project categories focus upon zero- and near-zero-emission vehicles and their supporting infrastructure, with a few additional categories open to the smallest jurisdictions. The MSRC has previously funded applications totaling $8,446,972. Nineteen additional applications, requesting a total of $1,476,700, are being brought forward for consideration. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL OF NINETEEN AWARDS TOTALING $1,476,700 AS DESCRIBED IN THE ATTACHED STAFF REPORT 11. Consider Work Plan Received under the CTC Partnership Program Lynn p. 92 As an element of their FYs 2016-18 Work Program, the MSRC allocated $8,000,000 for a program to partner with the region’s County Transportation Commissions (CTCs) to implement transportation-related air quality improvement projects within their respective jurisdictions. The MSRC approved a solicitation document in November 2017 seeking work plans from CTCs to partner with the MSRC. $2,000,000 is reserved for each CTC. To date, the MSRC has approved awards totaling $6,000,000. An additional work plan requesting $2,000,000 has been received from Orange County Transportation Authority (OCTA) for the implementation of three projects: 1) the OC Flex Micro-transit Pilot Project; 2) the installation of a hydrogen detection system at OCTA’s bus maintenance facility; and 3) the implementation of a College Pass transit fare subsidy program. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL OF A $2,000,000 AWARD TO OCTA iv 8/16/18 MSRC Agenda 12. Consider Applications Received under the Major Event Center Lynn Transportation Program p. 96 As an element of their FYs 2016-18 Work Program, the MSRC allocated $5 million to fund projects assisting venues not sufficiently served by transportation service. A Program Announcement was released on March 3, 2017. To date, the MSRC has awarded a total of $4,468,078. Two additional applications are being brought forward for consideration: 1) Southern California Regional Rail Authority (Metrolink) is requesting $252,696 to implement special Metrolink train service for the 2018 Festival of Lights to be held in downtown Riverside; and 2) The Rose Bowl and Foothill Transit are requesting $344,850 for special shuttle service in support of various events in 2018, including the Arroyo Seco Music & Arts Festival. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL OF AN AWARD OF $252,696 TO METROLINK FOR FESTIVAL OF LIGHTS SPECIAL TRAIN SERVICE. THE MSRC- TAC FURTHER RECOMMENDS, WITH ONE MEMBER OPPOSED, THAT NO AWARD BE MADE TO THE ROSE BOWL AND FOOTHILL TRANSIT FOR SPECIAL SHUTTLE SERVICE. 13. Consider Applications Received under the Natural Gas Infrastructure Marquez Program p. 102 As an element of their FYs 2016-18 Work Program, the MSRC allocated $4 million to fund new and expanded CNG and LNG refueling stations, as well as modifications to vehicle maintenance facilities and technician training. A Program Announcement was released on June 2, 2017. The MSRC has previously funded applications totaling $1,156,500. The MSRC has received twenty additional applications, requesting a total of $3,926,680. THE MSRC-TAC UNANIMOUSLY RECOMMENDS APPROVAL OF 15 AWARDS TOTALING $2,843,500 AS DESCRIBED IN THE ATTACHED STAFF REPORT. THE MSRC-TAC FURTHER RECOMMENDS $1,083,180 BE ALLOCATED TO THE NATURAL GAS INFRASTRUCTURE PROGRAM TO FUND THE SEVEN APPLICATIONS ON THE BACK UP LIST.
