Welcome to our 2019 Annual Convention. It’s fitting that we’re gathering and celebrating PNWA’s 85th anniversary here in Vancouver. Fort Vancouver was the Pacific Northwest’s original and foremost trading station, and the furs shipped from here often found their way across the Pacific Ocean to China.

The Pacific Northwest is still one of North America’s key gateways to the Pacific Rim, and we still rely on our rivers and ocean to power our economy, in many different ways. It’s always a great pleasure to connect with representatives of so many industries and organizations who share that common bond.

PNWA continues to be a respected voice for our diverse interests in our region and the nation’s capital, including the ten new members who joined us in 2019. Our funding and policy priorities remain at the forefront of agency and Congressional leaders’ deliberations. Industry analysts, the news media and– increasingly – the general public are also becoming more aware of the critical importance of our coastal, deepwater and upriver infrastructure, and of PNWA’s role in advocating for these projects. The number of reporters who sought PNWA’s perspective on the recent Bonneville navigation lock outage, for example, demonstrates our reputation.

It’s been my great honor and pleasure to serve these past two years as your PNWA President. Thank you all for your support and guidance. I leave you in Dave Harlan’s capable hands, but you know I’ll always remain involved!

As PNWA’s Executive Director, Kristin Meira leads the association’s work with Congress, federal agencies and regional decision makers on transportation, trade, energy and environmental policies and projects. She joined the PNWA team in 2002.

Kristin moved to Portland in 2000 after spending five years on Capitol Hill in DC, where she worked for U.S. Senator Patty Murray and U.S. Senator Bill Bradley. Her political experience also includes work as a legislative assistant for a N.J. State Assemblyman, briefing aide to N.J. Governor Jim Florio, and work on several campaigns around the nation.

Kristin serves on the following boards and committees: Harbors & Navigation Committee of the American Association of Port Authorities (AAPA), Freight Committee for the City of Portland, WSU Freight Policy Transportation Institute Advisory Committee. Frances E. “Beth” Coffey is the interim Programs Director for Northwestern Division, U.S. Army Corps of Engineers, a role she assumed on March 31, 2019. Through the Division's headquarters in Portland, Oregon, and a Missouri River regional office in Omaha, Nebraska, Ms. Coffey oversees approximately a $3 billion annual program of water resource projects and environmental restoration activities throughout the Columbia and Missouri river basins in an area comprising about a fourth of the continental United States.

Ms. Coffey has over 28 years of experience with the U.S. Army Corps of Engineers in a variety of assignments in engineering, program and project management, Regulatory and operations. She has experience as a planner/project manager, Regulatory Application Review Section chief, Civil Works Branch chief, and Chief of Operations Division for Seattle District. Ms. Coffey was responsible for the leadership, management and execution of the annual Operations and Maintenance program of over $100 million, including direct funded Bonneville Power Administration and 350+ employees. Ms. Coffey has served as the chief of Programs Support Division at Northwestern Division , where she oversaw the Operations, Maintenance and Regulatory programs within Northwestern Division, and as the chief of Civil Works Integration Division, where she oversaw program development and execution, as well as Congressional engagement.

Spencer Cohen brings five years of public sector experience as a research analyst and senior policy advisor, and an extensive academic background in economic geography. He has extensive experience in industry and market analysis, regional economic development policy, and issues related to international trade and foreign direct investment. As the senior policy advisor for the Washington Economic Development Commission, he was responsible for evaluating state economic development programs and investments and determining ways to both optimize the state's economic development system and improve how programs measure their impact. He is involved in two local efforts to strengthen economic ties between Washington State and China and attract Chinese investment, and has given numerous Chinese-language presentations to inbound delegations about investment opportunities in Washington State. Lieutenant Colonel Christian N. Dietz assumed command of the Walla Walla District (Washington) of the U.S. Army Corps of Engineers on July 20, 2018. As District Commander, LTC Dietz is responsible for planning, engineering, design, construction, operation and maintenance of hundreds of projects to support navigation, hydropower, flood risk reduction, environmental stewardship, and recreation. He administers regulatory programs, supports national disaster recovery and response operations, and maintains eight Federal dams across the Columbia and Snake River basins.

LTC Dietz earned master’s degrees in engineering management from the Missouri University of Science and Technology in 2005 and in environmental engineering from the University of California Los Angeles in 2011. His military education includes Air Assault School, Sapper Leader Course, the Engineer Officer’s Basic and Advanced Courses, Joint Engineer Operations Course, and the Command and General Staff College. He is a registered professional engineer in the state of Delaware and a project management professional. Colonel Aaron L. Dorf assumed the duties as the commander and District Engineer of the Portland District, U.S. Army Corps of Engineers, on July 28, 2017. He oversees a workforce of more than 1,300 employees serving residents of Oregon and parts of southwestern Washington. The Portland District has one of the Nation’s most comprehensive and diversified civil works programs. Covering most of Oregon and southwestern Washington, Portland District is operating locks and dams along the Columbia River, managing dams in the Willamette Valley for flood risk management, maintaining Oregon’s coastal rivers for navigation and leading the Nation in hydropower generation, all while ensuring equal attention is placed on environmental protection and restoration, fish and wildlife enhancement and recreation. Portland District also serves as the Corps’ Hydroelectric Design Center, a national leader and Center of Expertise. He holds a Bachelor of Science degree in Geological Science from the University of Maine at Orono, a Master of Science in Defense Geographic Information from Cranfield University in the United Kingdom, and a Master of Military Art and Science from the Command and General Staff College. His military education includes Engineer Officer’s Basic and Advance courses, U.S. Army Command and General Staff Course and Canadian Forces National Security Program.

Sally has 35 years of experience working in environmental assessment and permitting-related consultation. She specializes in port and waterfront work, focusing on sediment characterization, beneficial use and disposal of dredged material, and hazardous materials investigation. Sally brings extensive successful experience with federal, state, and local permitting for dredging projects and development/repair of marine facilities to her clients, including PNWA-member ports and private commercial facilities in the Puget Sound, coastal Washington, and Columbia River. Sally recently joined Moffatt & Nichol to enhance the firm’s environmental team in the Pacific Northwest.

Brien Flanagan assists marine terminals and public ports to seek the permits, authorizations and financing they need to develop state-of-the-art facilities. He has advised clients in the bulk storage and maritime industries on complex and controversial projects, including export facilities on the Columbia River. Brien is currently working on permitting a dock upgrade for fuels exports, a renewable fuels facility along the Columbia River, and a bulk commodity transfer facility. With 15 years of experience, Brien has handled all aspects of the development process including permitting; investigation and remediation of contaminated property; and ongoing environmental compliance, including hazardous waste management and compliance with stormwater regulations. He regularly counsels clients on environmental regulations including the Endangered Species Act, National Environmental Policy Act, Clean Water Act, Clean Air Act, Comprehensive Environmental Response, Compensation, and Liability Act, and Washington's State Environmental Policy Act.

Ann joined the Port of Portland in January 2016 after nearly 15 years working on energy and climate policy in the Pacific Northwest. Ann manages federal government affairs for the Port, advancing the Port’s federal priorities before Congress and the Executive Branch. The Port of Portland runs three airports, including PDX, the largest commercial airport in Oregon and Southwest Washington, as well as four marine terminals and industrial property. Elliot Mainzer was named Administrator of the Bonneville Power Administration (BPA) in January 2014 but

From February to July of 2013, Mainzer served as BPA’s acting deputy administrator, responsible for Finance, Strategy, Legal, Public Affairs, Risk Management, Compliance, Governance and Internal Audit functions. He also served as the principal policy and strategy adviser to the BPA administrator.

Mainzer, who joined BPA in 2002, has held a variety of management positions within the agency’s Power, Transmission and Corporate organizations, including trading floor manager and manager of Transmission Policy and Strategy. Most recently, as executive vice president of Corporate Strategy, he led the agency’s strategic planning process and provided policy leadership and cross-agency coordination on renewables integration, market design, climate change and integrated planning.

Jaime A. Pinkham (Nez Perce) has spent most of his career advocating for tribal sovereignty, self- determination and treaty rights. In April 2017 he returned west to become the Columbia River Inter-Tribal Fish Commission’s Executive Director. The Commission was established by four treaty tribes: Yakama, Warm Springs, Umatilla and Nez Perce. Combined, their ancestral homelands cover roughly 25% of the entire Columbia River Basin. The Commission supports the tribes with science, management, enforcement, litigation, policy and advocacy. Before CRITFC, he was Vice President of the Bush Foundation, a private foundation in St. Paul, MN. He led the design and implementation of a program that partnered with tribes across North Dakota, South Dakota and Minnesota as they redesigned their governing systems. From 1990 to 2002 he was at home with the Nez Perce Tribe where he was elected twice to the Tribe’s governing body successfully retaining the position of Treasurer as the tribe was launching into gaming. He also led the tribe’s natural resource programs and was involved in salmon restoration, water rights negotiations, wolf recovery and land acquisition.

Amy Reese is the Chief of Operations Division for the U. S. Army Corps of Engineers, Seattle District. She has served in this position since October 2016.

As Chief, Operations Division, Reese is responsible for the leadership, management and execution of the approximately $150 million annual Operations and Maintenance (O&M) and Large Capital programs executed by more than 350 employees. These programs support federal water resources, including operations and maintenance, navigation, flood risk management, hydropower, environmental stewardship, recreation and water quality and supply, in the upper Northwestern part of the U.S. The Operations Division includes a $5.5 million Regulatory program that provides permit actions in one of the most environmentally sensitive areas in the U.S. Emergency Management is also a part of the Operations organization, overseeing emergency response to flooding and levee program oversight within the Seattle District. Steve Wirsching is Vice President and Director of the U.S. Wheat Associates, West Coast Office located in Portland, Oregon. Steve has served US wheat producers for over 25 years in various positions and capacities with USW. He joined USW in 1992 as Assistant Director, West Coast Office, and in 1997 became Assistant Regional Director for the South American region in Santiago, Chile. The Pacific Northwest Waterways Association is pleased to honor Representative Dan Newhouse (R, WA-4) as the group’s 2019 Legislator of the Year. Congressman Newhouse will receive the award and make remarks at PNWA’s Annual Convention on October 9th.

Congressman Newhouse is a lifelong resident of Central Washington and is a third- generation Yakima Valley farmer, where he continues to operate a 750-acre farm of hops, tree fruit and grapes. The Congressman served four terms as a legislator in the Washington State House of Representatives, representing the 15th Legislative District from 2003 to 2009. From 2009 to 2013, Congressman Newhouse served as Director of Washington State’s Department of Agriculture. In 2014, Newhouse was elected to the U.S. House of Representatives to represent Washington’s Fourth District.

Congressman Newhouse serves on the House Energy & Water Development Appropriations Subcommittee, working to fund the U.S Army Corps of Engineers as robustly as possible each year. The Congressman has also been a vocal supporter of renewable hydropower and reliable, efficient inland navigation, prominently highlighting the Columbia Snake River System in hearings, press conferences, and many venues in his district and the nation’s capital.

Idaho's only seaport, the Port of Lewiston is the most inland port on the Columbia Snake River System.
