Busan, Republic of Korea OECD/IMHE project Supporting the Contribution of Higher Education Institutions to Regional Development Self-Evaluation Report: Busan, Republic of Korea Jang-soo Ryu, Sung-joon Paik, Dae-shik Lee, Hyun-joong Jun, Eui-soo Cho and Jong-han Kim January 2006 ACKNOWLEDGEMENTS This self-evaluation report has been created with the help and support of regional partners such as universities in the Busan region, the central government, the regional government, and businesses. There are a total of six authors to this report including a regional co-ordinator and their expertise cover a wide range of fields including economics, education, and sociology. This report would not have been possible without the active help from our regional partners. In preparing the questionnaire the authors referred to many materials, including past OECD reports, and at the same time reflected Busan’s regional characteristics. Questionnaires were distributed to twelve universities in the Busan region to research and analyze each university’s role in regional development. Representatives from all twelve universities participated in the questionnaire review meeting and gave outstanding opinions, and the researchers actively reflected those opinions in creating the final questionnaire. Everybody from the Busan region universities gave sincere answers to the question and provided much data. After creating the self-evaluation report, the authors collected opinions from the regional steering committee, and the regional steering committee authorized the report as Busan’s self-evaluation report. The Ministry of Education and Human Resources Development (MOE) and Busan Metropolitan City gave unreserved support in creating this report. Not only did the MOE judge this project as a means to accurately identify university’s roles for regional development so far, but had plans to promote similar researches in other regions, based on this report. Busan Metropolitan City recognized universities to be very important for a city to become world class. Due to such reasons, the Ministry of Education and Human Resources Development and Busan Metropolitan City supported the creation of the report in many ways. This report has been created through the help of active support from regional partners, yet it has some issues to resolve. Business participation was relatively low in this project. The issue was raised in the regional steering committee that businesses should play a more active role in the future. Plus, junior colleges’ role in the Busan region was not a part of this research analysis, and was an area for improvement. Nevertheless this report will be remembered as the most outstanding report that was created with the participation of regional partners from the region. The ‘role of higher education institutions for regional development’ is recently becoming very important in Korea as well, and we wish this report to be remembered as one that analyzed the issue.     Development of the Global Film Industry The global film industry has witnessed significant transformations in the past few years. Although there has been a large volume of literature exploring the determinants of low fertility in South Korea, studies on spatial variations in fertility are scarce. This study compares the Ordinary Least Squares (OLS) and Geographically Weighted Regression (GWR) models to investigate the potential role of the spatially heterogeneous response of the total fertility rate (TFR) to sociodemographic factors. The study finds that the relationships between sociodemographic factors and TFRs in South Korea vary across 252 sub-administrative areas in terms of both magnitude and direction. This study therefore demonstrates the value of using spatial analysis for providing evidence-based local-population policy options in pursuit of a fertility rebound in South Korea. In order to be designated as a metropolitan city in Korea the population of the city must exceed one million. The combined population of these six metropolitan cities except Seoul (of which the city population is 10 million) is about 13 million. The Seoul-Incheon "corridor" comprises a largely urban area with a population of about 22 million people. Although the markets in the cities outside Seoul are still small, they are growing. There is potential for faster growth of imported food products in these provincial areas, while the future growth rate of the market in Seoul slows. In the past, many imported processed foods were not widely available in the retail sector of provincial metropolitan cities, but thanks to the launching of discount stores and large-scale department stores in recent years, many processed foods are now available at these outlets in these other cities.

He was the king who also experienced various changes in construction and accomplished a large number of construction activities aggressively. Gojong could acquire the information and details about anarchitecture, through the experience of a lot of large-scale construction activities in a regency period of Heungseon-Daewongun(興宣大院君 ).After opening of a port, as the western culture and technology was flowed in Korea, the knowledge of western architecture also was introduced. Gwanmungak(觀 文閣 )was constructed in Kyeongbokgung Palace under that influence in 1888, but the construction was not successfully finished. Due to the failure of Gwanmungak, Gojong no more constructed a western architecture until 1897. He was aware of the merits of western architectures while living in the western architecture during Agwanpacheon(俄館播遷 ).And he led a lot of constructions of the western architectures in Kyeongungung(慶運宮 ).It is possible to arrange in two reasons about the interest in an architecture of Gojong. Firstly, Gojong was individually interested in the architectures, and he constantly accomplished constructions of new buildings from childhood. And secondly, Gojong thought that western architecture has an advantage in the international situations.
