Introduction District Commander Martin Langan

Wakefield district covers 338 square kilometres and is home to 325,800 people in a diverse range of city, urban and rural communities. Wakefield offers unsurpassed transport links lying at the intersection between the M1, M62 and the A1 (M) at its eastern boundary, providing fast connections by road, rail and air.

The district combines the 5 towns in the north east of Normanton, , Pontefract, Knottingley and Featherstone as well as Ossett in the Northwest and South Elmsall in the South East and a host of other smaller communities.

Wakefield city acts as the historic seat of the district’s main commercial, cultural and administrative centre, with numerous high street chain stores, markets, 4 libraries, public transport hub, Fire and Rescue Service District Office and further education colleges. The city is also home to the headquarters of the Metropolitan District Council, West Yorkshire Police and the Yorkshire Ambulance Service retaining its strong tradition of public service employment.

Our ambition is ‘Making West Yorkshire Safer’ and our aim is to provide an excellent fire and rescue service working in partnership to reduce death, injury, economic loss and contribute to community wellbeing.

This district plan provides the strategy from which four Local Risk Reduction Plans have been developed. These local plans focus on the needs of the local communities within Wakefield district and contain greater detail of how Prevention, Protection, Response and Resilience will be managed.

As in previous years we will be focusing our resources in areas affected by West Yorkshire Fire and Rescue Service’s Integrated Risk Management Plan.

Wakefield Fire Station will lose one appliance in coming years, and South Elmsall and Hemsworth fire stations will close, with a new fire station being built on a site in South Kirkby in 2014.

Our actions last year delivered a significant reduction in the number of arson incidents and fires within dwellings and places of work. More importantly, these actions have saved lives and reduced serious injuries. Whilst the number of road traffic collisions we attended last year was reduced to their lowest level on record, they continue to be a major part of our operational workload and have the potential to become serious incidents throughout our major and rural road network.

Within our Service Plan we have set four strategic priorities for 2011-15 to deliver our ambition. These priorities assist us to set objectives to manage performance and direct resources where they are most needed.

If a fire does occur, fire protection measures are important to control and mitigate its effect. Firefighting crews will be well prepared to deal with all types of emergency incidents. 6 We intend to build on our success and continue to work with our partners to reduce the risk to the communities of Wakefield during 2013/14.

District Policy

This Wakefield District Risk Reduction Plan directly underpins the strategy set in our Service Plan 2011-2015 and is produced as a working document to address the priorities set for Wakefield District by Service Delivery Board.

District Priorities

The Service Delivery Board has determined the following priorities:

 One station to reduce its current risk band - Pontefract from Medium to Low

 We will maintain resilience and availability of appliances at the following Retained Duty System (RDS) stations: Featherstone and Hemsworth. Where necessary, we will recruit on call firefighters to achieve this.

 Wakefield district operational staff will carry out a programme of prevention 7 work and will complete 6300 home fire safety checks

 Wakefield district operational staff will complete 1060 fire protection inspections. They will also collect safety critical information which can be used to ensure firefighter safety, should an incident occur at the property.

 Continue risk reduction work in the South Elmsall and Hemsworth areas prior to the relocation of resources to South Kirkby. To achieve this we will focus specifically on the following areas:

 Dwelling fires

 Fires in other buildings

 Road Traffic Collisions

Risk Reduction Hierarchy

In order to achieve these priorities and reduce risk across Wakefield district, this plan is aligned to West Yorkshire Fire and Rescue Service’s risk reduction philosophy. Four elements provide a focus for our activity, known as the Risk Reduction Hierarchy:

8 Fire Prevention – Fire Safety in the Home

Wakefield district staff will:

 Direct resources into areas and communities which have the highest level of risk

 Work closely with communities and our partners to identify and visit the hard to reach and the most vulnerable within the district

 Carry out 6300 home fire safety checks and if required we will fit smoke detectors for vulnerable people to ensure they have an early warning in the event of fire.

We will operate the following hierarchy for completion of home fire safety checks:

 Vulnerable individuals and groups identified through partner agencies

 Prioritised risk areas and households identified by lifestyle type

 Hot strike visits after a fire

 Direct calls requesting home fire safety checks for vulnerable individuals and households

 Hot line for referrals for individuals and households

 Advice on request

The District Team will advise on the dangers of arson and how to protect properties which are at risk. If appropriate, working with our colleagues in West Yorkshire Police, we will carry out ‘target hardening’ measures on high risk 9 properties.

We will support and deliver education programmes to a number of at risk groups throughout the district. Specifically, children and young people will be targeted by a programme of Year 5 talks and the Young Firefighters’ Scheme, as well as other specific events.

Fire Protection – Fire Safety in the Workplace

The district will complete 1060 fire protection inspections and collect safety critical risk information as detailed in the individual Station Risk Indicators. These will be conducted, on a risk-assessed basis, at premises throughout the district to ensure that adequate fire safety measures and arrangements are in place. Where required we will provide advice on how to protect life and property in the event of fire.

Specialist officers will carry out the most complex fire safety inspections, aligned to district based crews who will focus their inspections on the following premises types:

 Sleeping risks

 Fire engineered buildings

 Premises which are a high risk to Firefighters

They will also gather vital safety critical risk information during these audits and respond to any dangerous conditions to protect the public.

Operational Response and Resilience

The distribution of operational response resources across Wakefield will be determined by West Yorkshire Fire and Rescue Service Integrated Risk

10 Management Plan. To ensure the emergency response is commensurate to the level of risk across the county, this distribution will comply with our risk based planning assumptions.

All emergency calls are of a dynamic nature. Whenever appliances are required to attend an incident, an assessment of risk for the immediate and surrounding area is undertaken and, if required, appropriate cover moves are made. The dynamic management of fire cover across Wakefield will be determined by our Control Centre and will pay cognisance to the levels of risk and activity ensuring the safety of the community is not compromised.

In order to provide the most effective operational response, in addition to our normal day-to-day training, we will also ensure that firefighters are trained to the highest standards against risks and threats facing themselves and the community.

We will monitor local, national and international events in order to identify areas where we need to concentrate our training themes. To improve our knowledge and skills we will conduct scenario based training and exercises for specific types of incidents and premises. We will also carry out site specific visits to familiarise our staff with high risk premises throughout the district.

Derelict and unoccupied premises pose a significant risk to firefighter safety during a fire. Therefore, we will gather information on these premises and work closely with the council to reduce this risk.

To improve the resilience of Wakefield, we will train with other emergency services and agencies to improve inter-operability. These exercises will be themed to reflect civil emergencies that are of the greatest threat to public safety.

The priorities for risk training in Wakefield for 2013/14 are:

 Wide area flooding 11

 High rise buildings

 Complex buildings with fire engineered solutions.

Local and National Resilience – Dealing with Major Incidents and Civil Emergencies We will prepare to deal with incidents that are a threat to the resilience of Wakefield and the nation. These risks have been identified by the Local Resilience Forum and are detailed in the Community Risk Register. We will train and exercise to those incidents that are the greatest risk to Wakefield and public safety. These have been included within the district priorities for risk training, as above.

A large scale incident in the district will require a large scale response; these have been modelled on a national level. We will ensure that firefighters across West Yorkshire Fire and Rescue Service are equipped, trained and available to provide this model response should it be required in the district.

We recognise that inter-operability between responding agencies is critical to achieve a successful resolution to large and complex emergencies. Therefore, to improve this, we will train with other emergency services and agencies.

In particular, we will exercise with:

 West Yorkshire Police

 Yorkshire Ambulance Service

Wakefield District staff will employ a risk based approach to service delivery. We will focus our resources towards vulnerable people and high risk premises.

Primarily, we will direct staff and resources to work in areas and communities that have the highest level of risk. To achieve this we will release staff and resources from areas that we believe to be at a lower risk to carry out this work. This approach will ensure we respond to the needs of vulnerable individuals wherever they reside.

Organisation

Resources

Resources will be organised to deliver risk reduction work as per the risk reduction hierarchy detailed previously. The following West Yorkshire Fire and Rescue Service personnel and resources are available to deliver this plan and achieve the priorities and risk reduction targets for Wakefield District, as detailed in Appendix A.

District Command Team The District Commander is supported by a District Team comprising of one Assistant District Commander with responsibility for Operations and Training, and one District Prevention Manager responsible for Fire Prevention activities. At a local level four Station Commanders will ensure that resources are deployed to 13 achieve the targets set out in this plan.

Operational Resources

191 personnel are currently employed at the eight fire stations across the district. These personnel staff eight frontline fire appliances, two resilience and two special appliances including one command unit. They have primary responsibility for the operational preparedness, response and resilience across the district. They also carry out the majority of prevention and protection work in accordance with this plan.

District Prevention

The District Prevention Manager and one District Prevention Assistant have responsibility to coordinate and deliver fire prevention work and home fire safety checks in the district.

District staff have been utilising the Hazard House which is funded by the NHS, working in partnership to identify vulnerable groups such as the elderly, children and groups with varied learning and physical disabilities, which might in other circumstances not understand the concept of fire safety.

During May, District Prevention are organising an Emergency Services Celebration event in Wakefield city centre, which will promote road safety and fire safety to the communities in the District. Firefighters and Prevention staff will be promoting safer driving, safety in the home and free home fire safety checks.

‘Love where you live’ multi-agency initiatives will be run throughout the year involving West Yorkshire Fire and Rescue Service, West Yorkshire Police, Environmental Health and other partners targeting vulnerable areas in Wakefield District providing interventions and awareness of unsafe practices.

Prevention Support 14 A team of centrally located personnel are available to assist our operational staff to deliver prevention and protection work in the district.

The Young Firefighter Schemes at Castleford, Ossett and Wakefield along with other programs delivered in district will be supported by the Youth Training Team.

Central Protection

A number of specialised officers are available to offer support and advice to businesses in Wakefield.

Partnerships

Wakefield District staff will work effectively with a range of both internal and external partners. The following details the current partnership arrangements in Wakefield District:

Safer and Stronger Communities

Wakefield Together is the Local Strategic Partnership and brings together key organisations who deliver the many services and activities that affect the lives of people who live, work, visit and do business in the District of Wakefield. West Yorkshire Fire and Rescue Service will work in partnership with these statutory and non-statutory agencies and organisations, to underpin the principle of risk reduction within Wakefield that contributes to our overall core objectives.

Additionally, Wakefield District has a statutory duty under the Crime and Disorder Act (1998) and the subsequent legislation of The Police and Crime Act (2009), to be a formal partner in Local Authority established Community Safety Partnerships.

Priority issues for Wakefield include dealing with alcohol and violent crime against a trend of falling crime levels in the district, providing diversionary activities amongst young people, tackling anti-social behavior and domestic abuse, 15 addressing deprivation within certain neighbourhoods and improving public services.

Wakefield District Housing

Target Group and area:

Vulnerable tenants who live in Wakefield District Housing

Aim of the partnership: To reduce death, injury and personal loss within Wakefield District Housing properties, by offering a free home fire safety check to tenants identified as vulnerable, supported tenants and victims of anti-social behaviour. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain independent in their own homes.

Wakefield Society for Deaf People

Target Group and area:

Clients/service users of Wakefield Society for Deaf People

Aim of the partnership:

A joint approach has been developed with a referral system and sharing of resources to improve the safety and wellbeing of deaf people. To reduce death, injury and personal loss caused by fire to individuals, West Yorkshire Fire and Rescue Service will provide deaf alarm systems when requested to the Wakefield Society for Deaf People. They in return will fit smoke detection and complete a home fire safety check on our behalf in clients’ homes at the time of fitting or assessment.

Wakefield MDC Family Services 16 Target Group and area:

Vulnerable people who access services provided by Wakefield MDC Family Services.

Aim of the partnership:

To reduce death, injury and personal loss caused by fire, to adults and children who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain independent in their own homes.

Wakefield Carers Association

Target Group and area:

Individuals requiring care due to an illness or disability and unpaid Support Workers living in the Wakefield District.

Aim of the partnership:

To reduce death, injury and personal loss caused by fire to adults and children who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain independent in their own homes.

Accent Housing 17

Target Group and area:

Vulnerable tenants who live in properties owned by Accent housing in the Wakefield District.

Aim of the partnership:

To reduce death, injury and personal loss caused by fire to tenants of Accent Housing properties in Wakefield District, who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups.

Wakefield Substance Misuse and Drug Intervention Programme

Target Group and area:

Wakefield residents who are in contact with the Substance Misuse and Drug Intervention Programme.

Aim of the partnership:

A joint approach has been developed with a referral system, and sharing of resources to improve the safety and wellbeing of vulnerable people who live in Wakefield District. To reduce death, injury and personal loss caused by fire to individuals who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain 18 independent in their own homes.

Mears Care Ltd

Target Group and area:

Vulnerable people who access services provided by Mears Care Limited.

Aim of the partnership:

To reduce death, injury and personal loss caused by fire to individuals who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain independent in their own homes.

Wakefield Sure Start Children’s Centres

Target Group and area:

All children under five years old and their families, living in the Wakefield District especially at high risk from fire as identified through individual lifestyle factors.

Aim of the partnership:

A joint approach has been developed with a referral system, and sharing of resources to improve the safety and wellbeing of vulnerable people who live in Wakefield District. To reduce death, injury and personal loss caused by fire to individuals who are identified as vulnerable by establishing a referral process through to West Yorkshire Fire and Rescue Service for a home fire safety check. In turn, promote fire safety education and provision of free smoke detection and other intervention where required. Develop joint working arrangements to improve fire safety knowledge of the targeted groups. Support vulnerable people to remain 19 independent in their own homes.

Safer Schools

Target Group and area:

Year seven and year ten pupils within Wakefield District.

Aim of the partnership:

Wakefield District Prevention is involved in the Safer Schools partnership which has been delivered in secondary schools across the District since 2009. Staff deliver educational talks to years seven and ten which include topics such as Arson, Road Safety with associated Impact and Consequences. The programme involves working with partner agencies such as the Police, Road Safety Team and Drugs and Alcohol Teams.

This has been well received across the District and has grown in strength. By raising awareness through education this supports our aim to reduce road traffic collisions, incidents of anti-social behaviour, arson and contributes towards reducing death, injury and personal loss caused by fire.

Structure

Wakefield District shares the same administrative boundaries as Wakefield Council and West Yorkshire Police neighbourhood teams.

Fire Prevention and Protection

In order to maximise the effectiveness of our prevention and protection work, we have aligned our delivery of these services to the sub-boundaries that make up the district’s neighbourhood policing teams.

Operational Response and Resilience

Operational resources and personnel respond to incidents and provide fire cover anywhere across the county as required. The structural distribution of these resources is determined by the Fire and Rescue Authority’s Integrated Risk Management Plan.

Roles and Responsibilities

The District Commander will ensure that a working relationship at strategic level exists between the District Commander, Director of Service Delivery, the local authority elected Member for community safety and district Members of the Fire Authority. Additionally, they will use any of the resources and structures listed above to achieve the priorities set out in this plan. The District Commander will report progress and performance to the Area Manager Fire Safety and Service Delivery Board.

The District Commander will utilise any of the resources and structures listed at the beginning of this section to achieve the priorities set out in the policy. Administrative support for the District Plan will be provided by District and Station Clerks.

It will be the District Prevention Manager's responsibility to forge effective links 22 with Wakefield Police Neighbourhood Teams, the Council Locality Areas and Area Committees.

There are a number of sub groups which sit below these structures where it will be more appropriate for links to be made. The district will be represented at these meetings by, if required, the District Prevention Assistant and Watch Commanders.

West Yorkshire Fire and Rescue Service employ staff and resources that work centrally to support the district service delivery of prevention, protection, response and resilience activities. The effective use of these staff and resources are essential to the delivery of this plan. They will be expected to support district work as identified by prior agreement with the respective department or on approval from Service Delivery Board.

Planning and Implementation

The current level of district resource has been utilised in past years to achieve its current risk profile. As there will be no significant additional resource deployed into the district, more effective use and targeting of existing resource is required to improve current performance and achieve district targets.

This will be achieved by meeting the annual targets set in the station target risk indicator table (Appendix A).

Each of the eight stations is tasked with reducing their risk profile, but not necessarily their overall risk band. This will also be achieved by meeting the year on year targets set in their risk indicators.

Wakefield’s fire prevention work will need to be carried out in Wakefield’s station area to reduce the number of actual rescues, fire related injuries and deaths, road 24 traffic collisions and malicious false alarms. A large part of Wakefield station’s work load will be safety critical risk inspections and fire protection inspections.

Castleford’s efforts will be directed towards reducing the number of actual rescues, non-domestic building fires, fire related deaths and injuries and prevalence of false alarms, therefore maintaining a low risk band.

Featherstone is a very low risk area but will need to direct resources towards reducing actual rescues, fire related injuries and deaths, malicious false alarms and road traffic collisions. The Local Retained Support Officer will carry out safety critical risk information inspections and fire prevention inspections.

Hemsworth is a very low risk area. Resources will be utilised to reduce the number of actual rescues, non-domestic building fires, prevalence of false alarms and road traffic collisions. The Local Retained Support Officer will carry out safety critical risk information inspections and fire prevention inspections.

Normanton is a very low risk area. Fire prevention work will focus on reducing the number of actual rescues, dwelling fires, fire related injuries and deaths, road traffic collisions, non-domestic building fires and malicious false alarms.

Ossett’s efforts will be directed towards reducing the number of actual rescues, dwelling fires, fire related injuries and deaths, road traffic collisions and malicious false alarms.

Pontefract’s resources will be directed towards reducing the number of actual rescues, road traffic collisions, fire related injuries and deaths and non-domestic building fires. Achievement of the identified targets will result in a change to the risk band from medium to low through a reduction in the overall risk profile.

South Elmsall is a very low risk area but will need to direct resources towards fire related injuries and deaths, actual rescues, dwelling fires and malicious false alarms. 25 Deployment of Resources

In order to ensure resources are targeted at the areas with highest risk it will be necessary for appliances and operational staff to move towards the highest risk areas. The balance between delivering home fire safety checks and fire protection inspections will be dependent on the level of risk identified in that station area.

Resources will be deployed to ensure that operational preparedness and training toward risk is achieved alongside the delivery of the prevention and protection work as detailed on the following pages.

Additional resources will be committed to the South Elmsall and Hemsworth areas in order to reduce the risk bandings for these stations, prior to the relocation of resources to the South Kirkby area. The areas of particular focus will be:

 Reduction in the number of Road Traffic Collisions

 Reduction in the number of dwelling fires

 Reduction in the number of fires in other buildings

Additional resources will be committed to the Pontefract station area in order to reduce the risk banding:

 Reduction in the number of Road Traffic Collisions

 Reduction in the number of dwelling fires

 Reduction in the number of fires in other buildings 26 These risk reduction activities will ensure that the resources are matched against the level of risk.

Station RiskBand ProjectedRisk 13/14 Bandfor Strategy Wakefield High High Wakefield station is expected to remain within the high risk band during 2013/2014. Operational personnel from Wakefield will complete their prevention work in Wakefield station area supported by resources from Ossett and Normanton.

Ossett Low Low Ossett will maintain their current 27 low risk banding. Operational personnel from Ossett will assist in completing 80% of their allocated home fire safety checks in Wakefield’s station area concentrating their resources in the western boundary.

Station RiskBand ProjectedRisk 13/14 Bandfor Strategy Normanton Very Very Normanton will maintain its Low Low current very low risk banding. Operational personnel from Normanton will carry out 70% of their allocated home fire safety checks in Wakefield’s station area, concentrating in the eastern boundary.

28 Castleford Low Low Castleford will maintain its current low risk banding. Operational personnel from Castleford will carry out 30% of their allocated home fire safety checks within Pontefract’s station area.

Pontefract Medium Low By carrying out targeted fire prevention work, Pontefract will reduce its medium risk banding to low. Operational personnel from Pontefract will complete their risk reduction activities in Pontefract’s station area.

Station RiskBand ProjectedRisk 13/14 Bandfor Strategy South Elmsall Very Very South Elmsall will maintain its very Low Low low risk banding. Operational personnel from South Elmsall will assist the Hemsworth Local Retained Officer (LRSO) to carry out fire prevention work in Hemsworth’s station area.

Featherstone Very Very Featherstone will maintain its very Low Low low banding. The LRSO at 29 Featherstone will complete the majority of risk reduction work in Hemsworth’s station area.

Hemsworth Very Very Hemsworth will maintain its very Low Low low risk banding. The LRSO from Hemsworth will complete the majority of their fire prevention work in Hemsworth’s station area. South Elmsall and LRSO from Featherstone will support Hemsworth in the completion of fire prevention work.

All operational risk inspections to be completed by operational and fire protection personnel will be identified by the Fire Protection Department, on a risk basis, in conjunction with the district priorities.

District staff will assess and prioritise the targeting of home fire safety checks, to ensure that those individuals who are most at risk are dealt with swiftly.

Wakefield District will utilise data-base information, mapped data and partner referrals, working with the locality area lead and deputy to ensure effective targeting of resources.

Unwanted fire signals will be targeted by fire protection staff on district, focussing on the locality or station areas where specific reduction is required. They will not be utilised for minor reductions in low risk areas.

Monitor, Review and Audit

The monitoring, review and audit of the District Plan will be completed by the District Commander utilising:

 Intranet Performance Management Report

 Local area/Station Commander performance reporting

 Measurement of achievement of required targets for fire protection and fire prevention activities

 Fire protection ‘in and out score’ identifying risk reduction

 Prevention database reports

 Reporting of performance to Service Delivery Board

 Twice-yearly reporting of performance to Authority Community Safety Committee 31 We will ensure the operational preparedness of our response and resilience capabilities by continually monitoring the performance of crews throughout the year including Station Commander audits of training. Culminating in an annual performance visit by the District Commander to ensure each watch is operationally effective.

Partnership Board will provide a mechanism for performance managing all partnership activity across the Authority; ensuring district partnerships continue to deliver against the Service Plan by achieving those objectives that require partnership working. It will ensure compliance with the partnership policy and will provide a formal opportunity to identify and share good practice from partnership working across the service.
