A. This Request for Quotes (RFQ) provides interested and previously ITQ qualified Proposers with sufficient information to enable them to prepare and submit a Quote for the Service Category of: GESA Contracting As listed in the Commonwealth’s Guaranteed Energy Savings Act Project (GESA) Invitation to Qualify (ITQ) in accordance with the Guaranteed Energy Savings Act requirements of the Commonwealth Procurement Code, 62 Pa. C.S. Sec. 3751 – 3758, as amended. B. All Offerors must qualify through the ITQ process before the RFQ issue date. Each Quote shall consist of three separately submissions: 1) Technical; 2) ECM/Cost; and 3) Small Diverse Business, for consideration by the Department of General Services (DGS) to satisfy a need for construction of a Guaranteed Energy Savings Act project for the Department of Conservation & Natural Resources (aka “DCNR” and referred hereinafter as the “Funding Agency”) located at DCNR State Parks & Forests, DGS No. GESA 2018-2, Central Region, Pa. (“the Project”). The Quote evaluation process, and if the Commonwealth decides to proceed, the construction process, are further described in this RFQ. 1.2 Definitions. A These definitions shall apply to terms used in the RFQ, without conflicting with any definitions in the General Conditions of the GESA Contract: 1. Energy and Resource Management Office – The DGS Office responsible to oversee development of the design by the GESA Contractor and Energy Consultant. The DGS Office responsible to advertise, bid, and awards the contract for this Project. 2. DGS – The Department of General Services. In addition to the definition stated in the ITQ, DGS helps to oversee adherence to design and construction contractual obligations. 3. GESA Contractor’s Professional (Professional) – The GESA Contractor’s licensed PA Registered Professional. 4. Offeror – A GESA firm submitting and signing the Quote in response to this RFQ for consideration by the Commonwealth for the award of a GESA GESA 2018-2 DCNR Central Region Part 1 Contract. The successful Offeror will, if a contract is awarded and fully executed, become the GESA Contractor. 5. Project – The site and associated building(s) and infrastructure improvements. 6. Project Superintendent – GESA Contractor’s person responsible for oversight and management of the construction process. 7. RFQ – Request for Quote, the document issued by DGS to obtain Quotes from firms for award of a GESA contract. 1.3 Issuing Office: A This RFQ is issued by DGS on behalf of the Funding Agency. The Issuing Office is the sole point of contact in the Commonwealth for this RFQ. Offerors should not contact any DGS employees, any consultant or any Funding Agency employees about this RFQ. 1.4 Requests for Information (RFI): A All questions or inquiries regarding this RFQ are to be submitted by use of an RFI. RFIs are submitted to the RFQ Coordinator in writing and should include the Project Name and Project Number. RFIs must be submitted NO LATER THAN the date indicated in the Calendar of Events herein. B Questions will NOT be answered via telephone. All relevant questions and written answers will be issued as a bulletin and become part of this RFQ. DGS shall not be bound by any verbal information or by any written information allegedly supplied by the consultant, the Funding Agency or by DGS that is not either contained within the solicitation documents or issued by DGS through a bulletin. Questions shall not constitute a formal protest of the specifications or of the solicitation. A DGS is interested in contracting for a full range of energy services and energy- related capital improvements ("energy conservation measures" or "ECMs") at no GESA 2018-2 DCNR Central Region Part 1 initial capital cost for the Project. The ECMs may include but are not limited to: the design, acquisition, installation, modification, maintenance and training of Funding Agency personnel in the operation of existing and new equipment. The ECMs will reduce energy consumption and related costs associated with the heating, ventilation and air conditioning system,

Although each group is independent, and missions and membership policies differ, most use meetings, field demonstrations, tours, seminars and newsletters to provide information about forests and sound forest management to their members and people in the local communities. The plan guides outdoor recreation programs, policies and projects … and developed actions for the future.” Summary from the PA Statewide Comprehensive Outdoor Recreation Plan The centerpiece of PA’s statewide recreation plan is a survey of over 10,000 of the state’s citizens and recreation providers offering “insights into what Pennsylvanians want to do, where they go and what they value in their outdoor recreation lives. According to that survey, ¾ of respondents were actively engaged in outdoor recreation, with over half of them (53%) one or more times a week. About ¾ of the respondents to the state survey listed walking as their primary outdoor activity, validating the high percentage of people we surveyed (80%) who said they would use a rail trail in Penns and Brush Valley for walking. The Penns and Brush Valleys region is also becoming a preferred destination for riders of both skinny (on road) and fat tire (off road) bikes, with on road venues like PASA’s Bike Fresh Bike Local race that attracted over 300 cyclists for a 25, 50 or 75 mile on road event in 2013, or the Bald Eagle State Forest’s Wilderness 101 annual off road extreme mountain bike endurance event that attracts 200 to 300 riders from all over the country. While these once-a-year rigorously planned and choreographed events demonstrate the region’s attractiveness as a destination for serious cycling enthusiasts, it’s the growing demand for places where the general public can safely walk, bike, hike, visit a neighbor, watch wildlife, cross country ski, snowshoe, ride a horse, fish or hunt that sent many leaders of this community on a search for a safe alternative to the region’s heavily traveled roads and highways.

    NATURAL RESOURCES FOREST RESOURCES An Eastern Deciduous Forest is dominated by trees that drop leaves in winter (deciduous trees). Throughout this type of forest, mature trees range in height from 60 to more than 100 feet, and the forest is usually layered with a distinct canopy, understory, shrub, and herbaceous layers. (See Figure 1: Forest Strata Layers) The canopy is distinguished by the crowns of the tallest trees. Beneath the canopy, FORESTS lies the understory which consists of smaller tree species.
