It is my pleasure to welcome all of you on our 10th AASF General Congress. I am thankful to Olympic Council of for giving us the chance to have this assembly during the 17th Asian Games in Incheon, Korea. I also would like to acknowledge the presence of Dr. Julio Maglione, FINA President, and also our dear friends from FINA. Thank you for always supporting us. I also appreciate the hard work of all Bureau Members, Technical Committees, and AASF office for helping us oversee the various championships held in our continent. And for all the AASF delegates, please convey my sincerest gratitude to each member of your federation for the cooperation and active participation on AASF events. As we go ahead with our missions and commitments, let us create a wonderful teamwork towards one mutual goal, and that is to continue uplifting the level of performance of every member of our aquatic family.

Over the years, AASF has engaged in various activities that would enhance the skills of each member of our aquatic family. Each national federation had shown massive efforts in training their teams, thus producing athletes who are talented enough to compete worldwide. Our continent has generated champions in every aquatic discipline and we know for sure that we will not stop developing more champions in the future.

I would like to appreciate the excellent leadership of our President, Sheikh Khalid B. Al Sabah. AASF would have not reached this level without your supervision. Likewise, I would like to thank our colleagues from FINA for making time to be with us on these occasions. Thank you for your unending guidance and support on all AASF activities. I am proud to present to you the different activities which AASF has organized with the support and cooperation of all members. I am very happy to say that we have managed to conclude each event successfully due to everyone’s commitment. For that, I am sharing this glory to every member of AASF family. Keep up the good work everyone! The meeting was held on 17 November 2012 in conjunction with the 9th Asian Championships in Dubai, UAE.

Chaired by the AASF President, Sheikh Khalid B. Al Sabah, the gathering was successfully conducted having a fruitful discussion on various strategies pertinent to the development of aquatic sports in Asia.

The AASF General Congress was carried out on 18 November 2012 at the InterContinental Hotel Dubai Festival City. Forty (40) countries attended the assembly thru their Aquatic federations' delegates along with several prestigious officials from FINA headed by Dr. Julio Maglione, FINA The Asian Representatives in FINA President. Bureau as well as the elected AASF

Officials for the term 2013 – 2017 were one of the highlights of the assembly.

Bureau Meeting 18 November 2012 InterContinental Dubai Festival City

Right after the 9th AASF General Congress, the 1st Meeting of the 9th AASF Bureau was conducted with the presence of the new set of Board Members. Sheikh Khalid B. Al Sabah, AASF President, expressed his congratulations to the elected AASF officials for the term 2013 – 2017 and conveyed his appreciation to everyone’s support and cooperation.

During the meeting, various proposals and inputs were enthusiastically shared by each member. Mr. Qiuping Zhang, AASF Secretary General, announced the new set of AASF Technical Committee Chairmen.

This major event of AASF for the year 2012 was successfully held in Hamdan Sports Complex on 15 - 25 November 2012 wherein, for the first time, all of the four (4) Aquatic disciplines were carried out in one venue. Thirty one (31) Asian national federations had competed and taken part on the various aquatic disciplines.

In Swimming, 24 countries and 227 swimmers participated. 13 Championship records had been broken and Chinese swept the Medals by achieving 33 Gold, 17 Silver and 5 Bronze. and placed 2nd and 3rd respectively. In , 12 teams took part in 4 events (Men & Women).

In competitions, 9 Men and 7 Women Teams participated and it was a Qualification Tournament for the FINA World champion- ships. & (Men and Women) had been qualified to attend in the 15th FINA World Championships. In Synchronised Swimming, 10 teams competed for the total number of 7 Gold Medals in Solo, Duet, Team and Combination. China garnered a complete 7 in numbers. Japan secured 5 Silver medals ahead of team DPR Korea with two Silvers and four Bronzes.

One of the highlights during the 9th AASF General Congress was the announcement of the host country for the 10th Asian Swimming Championships. This major event of AASF has been awarded to Japan Swimming Federation.

During the Congress, Japan Swimming Federation had presented to the members some ideas on what to expect for the next Asian Swimming Champion-ships. As they have a four- year preparation, AASF is indeed looking forward for another remarakable activity

The Agreement Signing ceremony with the host country, Japan, of the 10th Asian Swimming Championships was held in Dubai on 19 November 2012.

Following the AASF General Congress which was held in Dubai on 18 November 2012, AASF has moved onwards to having successful activities for the next year.

Formation of Technical Committees for the term 2013 – 2017

AASF, in coordination with the elected Technical Committee Chairmen, has set up the officials and members for the Committees comprising the organization for the term 2013 – 2017. An ID card has been issued to each and every member of the committees.

It is with great hope that AASF activities will be thoroughly doing well with the assistance of the new Committee members.

th 9 Asian Water Polo Clubs Championship City

Hosted by Kuwait Swimming Association, the 9th Asian Water Polo Clubs Championship was successfully held in Kuwait on 20 – 24 April 2013.

Eight (8) Water Polo Clubs from six National federations took part in the event.

Astana Club (KAZ), El Etihad Club (KSA) and Qadisia Club (KSA) Clubs bagged the Gold, Silver, and Bronze Medals respectively.

The two races (5km and 10km) of 6th Asian Championship were conducted in Kapshagay, Kazakhstan on 17 – 22 June 2013. The Organizing Committee did an excellent job on this event making this championship. The venue and accommodation were as great as the entire event thus making this experience, among the officials and athletes, worthwhile.

The 5th Asian Diving Cup has been successfully held in Toa Payoh Swimming Complex, from 13 – 15 September 2013. Malaysian Divers won the 1st place having 6 Gold and 2 Silver Medals. Hong Kong and Singapore divers ranked 2nd and 3rd, respectively.

Singapore Swimming association hosted the 3rd Asian Youth Water Polo Championship on 25 – 30 September 2014. The event was successfully held in Toa Payoh Swimming Complex and was also considered as the Asian Qualification Tournament for the FINA World Youth Water Polo Championships, 2014. 10 Boys’ and 7 Girls’ teams had taken part on the championship.

Three Boys’ teams -Japan, , and Kazakhstan- who has bagged the 1st, 2nd and 3rd place respectively and two Girls’ teams – China & Japan - had been the Asian representatives to the FINA World Championships.

Prior to the conclusion of the 3rd Asian Youth Water Polo Championships, Singapore Swimming Association has started with the 3rd Asian Water Polo Cup which is the Water Polo Qualification Tournament for the FINA Cup, 2014. This water polo competition was conducted on 30 September – 5 October 2013.

From the 5 Women teams who had participated, China was the champion and will be representing Asia on the FINA Cup 2014.

On the other hand, among the 6 men teams, and if there will be vacancy according to FINA B.L., Iran has been qualified to attend the Cup.

From beginning till end of the two Water Polo events, Singapore Swimming Association organized these excellently.

Members of AASF had actively participated in various International and Continental aquatic events for the year 2013.

1. 4th Asian Indoor and Martial Arts Games The short course swimming competition (25 m) has been a part of the 4th AIMAG which was held in Dowon Aquatic Center – Incheon, Korea on 30 June – 3 July 2013.

2. 2nd Asian Youth Games Asian Youth swimmers and divers participated in the 2nd Asian Youth Games which was held in Nanjing, China on 16 – 24 August 2013.

3. 15th FINA World Championships The 15th FINA World Championships, held in Barcelona, Spain on 20 July – 4 August 2013, was another prestigious aquatic event. Athletes and teams of the aquatic disciplines from Asia had actively taken part.

AASF has set an office during the championships which served as the meeting area among members and colleagues from other continents.

A Gala lunch for the members and FINA VIP officials was arranged on 25 July 2013.

FINA General Congress

AASF has gathered once again and joined the different activities of the 15th FINA World Championships which was held in Barcelona, Spain.

Delegates of the different national swimming federations had attended the FINA General Congress which was held on 26 July 2013.

A gala lunch was prepared to FINA and AASF delegates who came over to Barcelona to participate in the 15th FINA World Champion- ships.

On 30 March 2014, the AASF Executive Board came over to Kuwait City to discuss the upcoming events of AASF. One of the major issue taken up is the preparation for the 10th AASF General Congress which is going to be held in Incheon, Korea during the 17th Asian Games. 2014 AASF events a. On behalf of AASF, I would like thank H.E. Sheikh Khalid B. Al Sabah, AASF President, and Kuwait government for their continuous and generous support. Through their valuable financial assistance, AASF is able to maintain an excellent and open interaction, wherein the AASF office is the main channel, among members.

Audit Company for AASF Office

From the time AASF office has been set up in , the company responsible in reviewing the financial matters is Baker Tilly MKM LLC till 2012. For the 2013 appraisal of records, this was handed to George Mathew & Co.

During the AASF Executive Board Meeting held in Kuwait City on 30 March 2014, proposals of several audit companies are presented to the Board. The Board has approved Baker Tilly MKM to conduct the financial audit for the year 2014.

Report on 9th Asian Swimming Championships 2012, in Dubai, UAE

1. The Swimming Championships were held from 15 to 18 November 2012 in the Hamdan Bin Mohammed Bin Rashid Sports Complex.

2. A briefing of all AASF Technical Officials and UAE Officials was held on 14 November 2012 at the Sports Complex Swimming Pool.

3. Assignment of all officials to their respective positions was finalised. Emphasis was laid on having all the qualified officials rotate their duties so as to ensure their gaining experience in all areas of officiating.

4. All officials carried out their duties professionally.

5. The 4-day competition was conducted from 15 to 18 November with Heats held daily from 9.00am to 11.00am and Finals from 6.00pm to 8.00pm.

6. Only 1 appeal was lodged during the competition by the Team Manager from regarding the exclusion of their Relay Team for Event 4 x 100m F/S Relay (Men).

The appeal was rejected by the Jury of Appeal on account of the much delayed reporting of the Team at the Call Room.

7. The Prize Presentation Ceremony was carried out admirably.

8. Electronic Timing and Video Coverage, including overhead cameras – ALL ONE (Swiss Timing) did a very good job.

Following the election of the Water polo Technical Committee Members in November 2012 in Dubai – UAE, the committee commenced its activities with all its efforts on the development of water polo focused in Asian and in the world. Hereunder you will find a brief repot of activities of the TWPC during the past 2 years.

1) 9th Asian Championships Dubai – UAE

The Water polo Competitions of the 9th Asian Championships was held from November 19 -25, 2012 in Dubai – UAE.

In Men Event, 9 teams, and in Women Event, 7 teams participate.

5) Water Polo Referees List

In view of the organization of various competitions in Asia, the number of which is currently increasing and also the demand for sufficient number of international referees is greatly felt nowadays, and to better meet this exigency, there are presently 58 international water polo referees in 2014 FINA list who are able to function in the best manner possible.

6) School for Water Polo Referees

I have the pleasure to inform you that FINA would like to organize a FINA Water Polo School for Referees in China for the Asian referees.

The purpose of this course is to achieve the following objectives: - Enlarge the number of referees and enhance the quality of the existing referees. - Create a uniform pattern of interpretation and application of Water polo rules, thus raising the quality of knowledge and skill. - Use the school as an instrument to develop and promote Water polo worldwide.

For future designation of FINA Water polo Referees, only the referees who have passed the final exam and received the title of "FINA WATER POLO REFEREE" will be selected for FINA and Asian competitions.

7) Referees and Coaches Clinic

Various Clinics aimed at expanding Water polo Refereeing and Coaching in Asia were organized in the years 2013 and 2014. These Clinics were conducted by FINA lecturers and the FINA issued certificates were awarded to the participants. This educational approach did undoubtedly contribute to the qualitative promotion of referees and coaches.

All above events were held under full supervision of the AASF – TWPC.

1. After the conclusion of 9th AASF General Congress, the following members were elected to the Technical Committee from 2013 – 2017 :

2. The 1st TSSC meeting was held at St Petersburg, Russia on 2 Nov 2013 during the Synchronized Swimming Worldwide Seminar. We confirmed the following policy for judges’ eligibility at the AASF competitions from 2014: At the Asian Championships and the Asian Games, a judge must be in the FINA list and must have passed the judge’s examination at a FINA Judges School 2013-2017.

3. The 1st FINA Judge’s School for Asia was held in Beijing, China from 17th to 21st February 2013. The 2nd FINA Judge’s School for Asia was held in Kazakhstan from 28th to 31st March 2013. Lecturer for the Judge’s Schools was Miwako Homma.

It is my great honor to make this working report on behalf of the AASF Technical Diving Committee. Under your able leadership, the AASF TDC has made great achievements since 2012 London Olympic Games. We have undertaken the technical issues of a series of Diving Competitions, details of which as below.

Through all above mentioned games, Asian divers have achieved great performance and increased self-competence. Meanwhile, the Asian Judges had the chance to upgrade their judging levels through experience differentiated. In addition, the organizers have also accumulated experience in competition management which laid a sound foundation for conducting higher standard competition in the future.

Till now, diving has been conducted by nearly 20 Asian Federations. Besides the traditional diving countries like China and Malaysia, other countries and regions like Japan, Singapore, Philippines, Thailand, Indonesia, Kuwait, Saudi Arab, ,Qatar, Chinese Taipei, Hong Kong (China), and Macau (China) have also made this sport popularized.

Many Federations sent judges to attend the FINA Diving Judges Schools and also conducted the Judges school to train and improve their judges’ level. See the FINA Diving Certification Courses and Development Schools which have been held in Asia since November of 2012 as below.

Out of the 377 FINA Diving Judges, 98 Judges are from Asia which account for 26% of all registered FINA diving judges; meanwhile, 3 seats are taken by Asian Federations in FINA TDC.

In the resent years, Asia is playing a leading role in diving worldwide. Amazing strength has been demonstrated by the outstanding performance of Asian divers in FINA World Swimming Championships, FINA Diving World Series and FINA Diving Grand Prix. It is worth to be mentioned that, accomplishment achieved by Asian divers in the world-class events indicated that the diving technical level of Asian has been improved, as a whole, step by step.

In general, the diving sport in Asia has achieved prosperous development in the last few years. While making progress, we have enlarged the communication among Asian Federations and deepened friendship in the diving community which keeps the line with the AASF’s principle of promoting human goodness and peace through sport. As AASF TDC Chairman, I will be sure to make continuous efforts to prompt diving in Asia under this conformity, work closely with the AASF TDC, and assist AASF to enhance cooperation and exchanges among Asian countries and regions, so as to achieve greater development in Asian Diving.

Dear Mr. President, Secretary General, and all AASF Bureau Members, on behalf of the AASF TDC, I would like to express our great appreciation to your unfailing support to us. We sincerely hope we could receive your continuous attention and assistance in the future.

Technical Open Water

Since the last AASF Bureau and Congress meeting held in Dubai on 18/11/2012, many national swimming federations within Asia has been organizing their own open water championships. The number of open water activities is increasing and the trend is encouraging.

The largest Continental Open Water activity of 2013 in Asia,The 6th Asian Open Water Swimming Championships was held between 17/6/2013-22/6/2013 at the city of Kapshegay, The Republic of Kazakhstan. Report of 6th Asian Open Water Swimming Championship has been submitted to AASF’s Secretariat.

The 4thAsian Beach Games will be held in Phuket, Thailand between 14/11-23/11 this year.

In November 2013, I attended the Technical Delegate meeting for the above Games, a site inspection was carried out. The site chosen for the Marathon Swimming events is at the Karon North Beach, the FOP is right in front the beach with is very easily accessible by spectators and suitable for promotion of open water swimming.

As at to-date, the entry by numbers is very promising with 45 male and 26 female swimmers from 13 and 8 federations respectively. There will be 5km and 10km distances for both genders making a total of 4 events.

Date of the competition has been fixed for 15 and 17 of November 2014.

Japan Visit

At the last Bureau meeting, Japan Swimming Federation has undertaken to organize The Asian Swimming Championship in 2016, plus their eventual successful in obtaining the hosting right of the 2020 Olympic Games, the undersigned was invited to pay a visit to their proposed site for the above two events. I took a visit to Tokyo from 29/7/2014-31/7/2014 and was received by representatives from Japan Swimming Federation, the Organizing Committee official of TOGOC (Tokyo Olympic Games Organizing Committee) and Tokyo Metropolitan Government. The Open Water Swimming site of the 2016 Asian Swimming Championship’s and 2020 Olympic Games will be the same, which is located inside the ODaiba Marine Park within the Tokyo Bay. This site is centrally located only 20 minutes from the Olympic Village and the swimming pool complex for the swimming event. Furthermore the water temperate and water quality satisfies the FINA Open Water requirement. I strongly believe that the 2016 Asian Swimming Championships will be a great success.

Lastly, the swimmers qualifying procedure has been determined for the 2016 Olympic Games which is quite similar to that of the 2012 London Olympic Games. I look forward to see more Asian swimmers qualifying for the Brazil Olympic Games.

Medical Committee

By support of AASF president, Secretary General and Director General, doping control was conductedat9th AASF Championships in Dubai, UAE from15 to 25 November 2012.

In this event, AASF Medical and Doping control delegate conducted and supervised the doping control procedure to meet WADA, FINA and AASF rules and at the same time hedirected the presence of minimum medical requirements in events.

Team Leaders Meetings were held on 14th of November for swimming and synchronized swimming, 18th for Water polo and 21st for Diving in the Swimming Pool Media Center Hall. The doping control process and related issues were discussed at all of these meetings by presence of AASF medical and doping control delegate.

Very well equipped medical room was considered inside swimming pool. There were also ambulances and well trained paramedics as well as physician and nurses. During all of competitions also a table for emergency medical services was considered.

There was no significant injury or illness. Just on 17th of November, a Hong Kong Swimmer after a tough competition of 1500 final, suffered from tachycardia (120/min), tachypnea (38/min) and exhaustion which was related to poor recovery. The blood pressure was normal (130/60) and he was referred to hospital for more investigations by EmergencyService Ambulance.

The whole doping control procedure including athlete selection by random draw, notification and sampling was smooth and all the athletes were cooperative.

The total numbers of 40 samples were distributed among different disciplines as follows: 20 for swimming, 4 for Synchronized Swimming, 8 for Water polo and 8 for Diving.

A desk in mixed zone was installed for all of competitions and athlete selection was same as other AASF Swimming events, and all the (6) DCOs and (12) chaperones were expert. UAE

NADO forms and Berlinger kits were used and all other issues were explained in doping control forms.

It also should be mentioned that the event was very well organized and Doping Control issues was in a high standard totally adhered to AASF, FINA and WADA rules.

There was no new world record but all new Asian Championships records were tested.

Person in charge of samples for chain of custody was Dr. Amr ADEL and all samples were sent to WADA-accredited Laboratory in Bloemfontein (South Africa).

Doping control was conducted in different AASF events during recent years and AASF shows its strong fight against doping and emphasis on athletes’ health. Nomination of new AASF Medical Committee Members from a number of well recognized sports physicians also demonstrates a very shining horizon of this issue. Hence we offer the following suggestions:

1-AASF Medical Committee suggests developing an educational anti-doping program with cooperation of national federations (NFs), national and regional anti-doping organizations (NADOs & RADOs) and FINA.

2- An educational program of one day seminar on Sports Nutrition and Supplements could be held during upcoming Asian competitions for coaches.

3-Developing Medical and Anti-Doping webpages linked to AASF website could update athletes, coaches and team physicians about Anti-Doping and health related issues.

4-Publishing a quarterly electronic newsletter to update athletes, coaches and team physiotherapists as well team physicians.
