No. BF-95443509-1 710 Irwin St./Knoxville, TN March 20, 2014 EXECUTIVE SUMMARY S&ME, Inc. has performed a Phase I Environmental Site Assessment (ESA) for the Knox-Tenn Rental & Sales Company property at 710 Irwin Street in Knoxville, Tennessee. This Phase I ESA was authorized by Ms. Anne Wallace of the City of Knoxville Office of Redevelopment. The following summary is intended as an overview of the Phase I ESA, and does not include the complete findings and opinions of the full report. The subject property consists of one parcel containing approximately 0.5 acre. The property is located along Irwin Street and includes two open-sided sheds on the central and northwestern portions of the property. The northernmost shed was used as an equipment staging building. The southernmost shed was used for equipment washing. It contains a small metal building housing an aboveground oil/water separator which receives wastewater from a wash drainage sump. Surficial staining around the oil/water separator was observed. A strong petroleum odor and stained gravel was observed on an unpaved area located on the northeast portion of the property.
