Proceedings of 229 Meeting of the Erc-Ncte Held on 11 Proceedings of 229th Meeting of ERC-NCTE held on 11th -12th January, 2017 PROCEEDINGS OF 229th MEETING OF THE ERC-NCTE HELD ON 11th - 12th January, 2017 The 229th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 11th - 12th January, 2017 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 229th ERC Meeting. Prof. Brajanath Kundu - Chairperson Dr. Deva Kumar Dutta - State Representative of Assam Prof. Vanlalhruaii - State Representative of Mizoram Ms. Mansi Nimbhal - State Representative of Odisha Dr. Tilottama Senapati - State Representative of Odisha Shri Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl.No. Item No. Content Confirmation of the Proceedings of 228th Meeting held on 29th – 30th December, 2016 ER-229.1 at Bhubaneswar. Confirmed with following rectification in respect of item No. 228.8.3 (Sl. No. 96 in the proceeding: The decision of the Appeal Committee noted by the ERC and decided that the name of the institution viz. Kalimuddin Smriti B.Ed. College, Plot No- 289, 431, Street No.- NH- 34, Vill- Halalpur, PS- Runia, Tehsil/Taluka- Tajpur, Town/City- Raiganj, Dist- Uttar Dinajpur, West Bengal- 733156 (B.Ed.) (ERCAPP2510) be changed as “Uttar Dinajpur Primary Teachers Training Institute, Plot No- 289, 431, Street No.- NH-34, Vill- Halalpur, PS- Runia, Tehsil/Taluka- Tajpur, Town/City- Raiganj, Dist- Uttar Dinajpur, West Bengal- 733156”. VT be constituted of Uttar Dinajpur Primary Teachers Training Institute for B.Ed. course. ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built- up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015. 6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 7. The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. B B M Mahavidyalaya, Okari, Jehanabad, Plot no - 1178/1179, Street/Road - Okari, Vill - Okari, PO - Jaytipur Kurua, Tehsil/Taluka - Modanganj, Town / City - Jehanabad, 229.4.1 Dist - Jehanabad, Bihar - 884432 (D.El.Ed.-New proposal) (Private) (Bihar School Examination Board) (ERCAPP3869) The Appellate Authority vides Order No. 89-369/2016-Appeal/12th Meeting – 2016/43508 dated 26.09.2016 remand back the case for revisiting the matter. The impugned order dated 29.06.2016 is set aside. The ERC re-viewed the matter in accordance with the appeal order and observed as under:- (i) The institution is directed to submit (notarized) certified translated English version of the three sale deeds in the name of B.B.M. Mahavidyalaya. In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the application applied for recognition be not refused on the above points. The Committee therefore, provides last opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. 2. B B M Mahavidyalaya, Okari, Jehanabad, Plot no - 1178/1179, Street/Road - Okari, Vill - Okari, PO - Jaytipur Kurua, Tehsil/Taluka - Modanganj, Town/City - Jehanabad, 229.4.2 Dist-Jehanabad, Bihar - 884432 (B.Ed.-New proposal) (Private) (Magadh University) (ERCAPP3864) The Appellate Authority vides Order No. 89-376/2016-Appeal/12th Meeting – 2016/43536 dated 26.09.2016 remand back the case for revisiting the matter. The impugned order dated 29.06.2016 is set aside. The ERC re-viewed the matter in accordance with the appeal order and observed as under:- (i) The institution is directed to submit (notarized) certified translated English version of the three sale deeds in the name of B.B.M. Bihar- 804402 (B.Ed.-New proposal) (Private) (Magadh University) (ERCAPP4045) The Appellate Authority vides Order No. 89-434/2016-Appeal/12th Meeting – 2016/43712 dated 26.09.2016 remand back the case to ERC with a direction to process the application further as per the NCTE Regulations, 2014. The ERC re-viewed the matter in accordance with the appeal order and observed as under:- (i) The institution is directed to submit its documentary evidence for running B.A./B.Sc. courses on that institute. (ii) In the NOC issued by Magadh University dated 26.06.2015, there is no mentioned about the proposed course. (iii) Land possession/Mutation certificate issued from Land Revenue/concerned Govt. Department is not submitted. (iv) The institution is required to submit blue print of building plan mentioning the details of plot number, total land area, total built up area etc. and duly approved by Govt. Engineer. In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the application applied for recognition be not refused on the above points. The Committee therefore, provides last opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of this letter before the Committee takes final decision. Mahatma Gandhi Prarambhik Shiksha Prashikshan Mahavidyalaya, Mukti Niketan, Plot No. 424/234, Street/Road-01, Vill/Town/City-Katoria, PO- Katoria, Tehsil/Taluka- 229.4.4 Katoria, Dist.- Banka, Bihar-813106 (D.El.Ed. - Addl. Course) (Private) (Bihar School Examination Board) (ERCAPP2629) The Appellate Authority vides Order No. 89-454/2016-Appeal/13th Meeting – 2016/46935 dated 02.12.2016 remanded back the case to ERC for further processing of the application. If necessary, the appellant may also be allowed to get the word „Prarambhik‟ deleted from the name of programme applied for. The ERC re-viewed the matter in accordance with the appeal order and observed as under:- (i) The institution is directed to delet the word „Prarambhik‟ in the website as well as other corresponding matters to make it a composite institution. In view the above, the committee decided as under: Letter of Intent under clause 7(13) of NCTE Regulation 2014 be issued to the institution. The institution which is already recognized for B.Ed./D.El.Ed course(s) and sought recognition/permission for additional course/additional intake are to furnish the previous faculty list along with compliance of the Letter of Intent. The institution be asked to submit the FDRs of Rs.5.00 and Rs. 7.00 lakh towards endowment fund and reserve fund in the joint name of RD ERC NCTE and institution with the reply of letter of intent. Indira Gandhi Teachers Training College, Plot No.- 1112, Vill/PO- Talandu, 229.6.1 Tehsil/Taluka- Chinsurah-Mogra, Dist- Hooghly, West Bengal- 712148 (B.Ed.-Addl. Course) (Private) (University of Burdwan) (ERCAPP2564) After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, VTR and reply in response to LOI, the Committee discussed the matter in detail and observed as under: (i) List of practice teaching schools duly approved by the Inspector of Schools is not submitted.

Berunanpukuria is situated on the middle of Barrackpur-Barasat highway in the vicinity of Barasat town. The village is large with an area of 152.92 sq.km. It has a population of 2162(according to 2001 census.) In the past(before 10 years) time the village was fully dependent on agriculture and fishery. But after the education institutions were set up the village become a developed village and in future it will become educational hub as well as an urban area. Here the study mainly focuses on the identification of socio-economic and cultural transformation of the village due to set up of education institution (W.B.S.U & Kingston Educational institute). When the Kingston Educational Institute (Technical engineering college) was set up in 2004 the transformation started and then after 2009 when the West Bengal State University was established a huge change is seen in transportation facilities, income level, change in land use, social amenities of study area, as well as density of population per sq-km, increase of total population, house construction, employment both male and female, health care facilities, increase of literacy, change of food habit, dress patterns, house amenities, nutrition distribution, bank account, etc.Therefore an attempt has been made here to identify the socio-economic and cultural transformation of the village and its benefit.
