If any single man created and formulated the modern U.S. Army Military Police Corps it was Major General Bandholtz. He was the prime mover in making the MP Corps, Provost Marshal Offices and the Division of Criminal Investigation viable and necessary entities in the U.S. Army. Bandholtz began his military law enforcement career as head of the Constabulary that he created in occupied Philippines. As Director of Constabulary, he helped enforce the often-dangerous and devious native tribes throughout the Philippines. Mr. Garland tells us how Harry Bandholtz negotiated peace and truces in many violent situations -- both civilian and military -- in a wide variety of foreign nations. It is intriguing that in helping the Hungarians during their occupation by the Romanians after World war I, Harry Bandholtz became a true national hero in Hungary.
