Schnellrecherche der SFH-Länderanalyse vom 7. Oktober zu Irak: Sicherheitslage im Distrikt Zakho Frage an die SFH-Länderanalyse: Wie ist die aktuelle Sicherheitslage im Distrikt Zakho? Die Informationen beruhen auf einer zeitlich begrenzten Recherche (Schnellrecher- che) in öffentlich zugänglichen Dokumenten, die uns derzeit zur Verfügung stehen. 1 Sicherheitslage im Distrikt Zakho Unzumutbarkeit des Wegweisungsvollzuges in die KRG-Region (Nordirak). Wie in der Auskunft der Schweizerischen Flüchtlingshilfe (SFH) zur Sicherheitssituation in der KRG-Region vom 28. Oktober 2014 und dem Update zur Sicherheitssituation in der KRG-Region vom 28. März 2015 beschrieben, ist die dortige humanitären Lage weiterhin äusserst prekär und die Sicherheitssituation nach wie vor instabil. Die Posi- tion der SFH bleibt unverändert. Sie hält an den von ihr geforderten Massnahmen fest: «In der neuesten und am 27. Oktober 2014 publizierten Position zu Rückführungen in den Irak empfiehlt das UNHCR klar und unmissverständlich, von Rückführungen in den Irak generell abzusehen, bis sich die Sicherheitslage nachhaltig verbessert hat. Die SFH schliesst sich – auch aufgrund eigener Recherchen und Einschätzung – die- ser Position an und fordert speziell für den Nordirak (KRG-Region), dass betroffene Personen angesichts der angespannten und unsicheren Situation zumindest eine vor- läufige Aufnahme wegen Unzumutbarkeit des Wegweisungsvollzugs erhalten. Für ab- gelehnte Asylsuchende aus dem Irak fordert die SFH zumindest ein Moratorium für zwangsweise Rückführungen» (SFH, IRAK: Sicherheitssituation in der KRG-Region, 28. The title quotation for the report is from the grandfather of a Kurdish friend of CPT; it means that every time governments have promised something to the Kurds, a tragedy inevitably followed. - 2 - Dedication The authors wish to dedicate this report to the over 1 million displaced villagers that have entrusted us with their tears and sorrow, hopes and dreams and their desire to return to a life of dignity. During the 2 year period in which CPT collected the research for this report, we have come to love and respect these villagers. It is an earth-fill embankment-type dam with a clay core. The problems of the dam • Since the dam is built on a foundation of gypsum, anhydrite and limestone, water can seep under the dam and compromise its stability, posing the risk of catastrophic failure. • To avoid this, continuous maintenance has taken place since the dam’s opening, in the form of grouting: new leaks are plugged by injecting a cement mixture into the compromised spots. • The grouting stopped in 2014 with the arrival of ISIS. Even if the dam was back in the control of Peshmerga (North Kurdistan) late 2014, the machines for grouting were severely damaged. -

ABSTRACT The Bakhtiari Dam is a planned arch dam on the Bakhtiari River within the Zagros Mountains in Lorestan Province, Iran. At a planned height of 315 meters (1,033 ft), it will be the world's tallest dam once completed and withhold the largest reservoir in Iran. The Zagros Mountains are the largest mountain range in Iran and Iraq. With a total length of 1,500 km (932 mi), from northwestern Iran, and roughly correlating with Iran's western border, the Zagros range spans the whole length of the western and southwestern Iranian plateau and ends at the Straits of Hormuz. In this paper, the probability of environmental pollution due to heavy metals caused by Bakhtiari dam failure is studied. Finite Element and ZENGAR methods are used to analyze the probability of pollution at dam downstream. Different dam cross sections and various loading conditions are considered to study the effects of these factors on the seismic behavior of the dam. Results show that the effect of the highest cross section is not the most significant for heavy metals pollution at the dam down stream. Pollution coefficient due to stress along Y axis (Sy) is always the determinant pollution. While, in all sections Sx and Sy are the determinant parameter affecting downstream heavy metal pollution and normally are bigger than Sz. -

Introduction The Southeastern Anatolia Project (Güneydoğu Anadolu Projesi (GAP)) is one of the largest and most controversial dam projects existing worldwide.2 The project, which started in the 1960s and is ongoing since, has led to the construction of 15 dams, and the area covered by the GAP constitutes more than 10% of the Turkish territory.3 While the Turkish Ministry of Development claims that the GAP is a regional development project, improving the region’s socio-economic status through the provision of hydro-electric energy and irrgation4, the GAP has been criticized for its negative effects on the natural environment, cultural heritage and population in the GAP region.5 Since the GAP region is largely inhabited by Kurds, the GAP has furthermore been linked to the ‘Kurdish Question’6, most notably through the ongoing violent conflict between the Kurdish Workers’ Party (PKK) and the Turkish state.7 Indeed, as the above statement by Turkey’s Minister of Forestry and Water affairs, Mr. -

It is located on the main river course 65 km upstream of the Syrian and Iraqi border. The Ilisu Dam watershed is the same as that of the Mosul Dam in Iraq. Sharing the same watershed with the Mosul Dam and located upstream, the Ilisu Dam will usurp most of the watershed and deprive the Mosul Dam of most of its current inflow. This paper presents an assessment of the hydrological impact (basically predicts changes on future inflow) of the Ilisu Dam on the Mosul Dam. The assessment is based on the worst-case scenario. The analyses that are employed include geographic information system (GIS) techniques and regression models, along with statistical analyses to numerate expected future impacts on the Mosul Dam’s inflow distribution. Results reveal that the Ilisu will have a drastic impact on the inflow regime of the Mosul Dam. -

Yet despite the newness of the setting, the alleged crime the U.S. government was prosecuting on July 16 was as old as war itself. The government had “preferred charges” against Lance Cpl. Stephen B. Tatum of Kilo Company, 3rd Bat- talion, 1st Marine Division, for the “unpremeditated murder” of two civilians, both OF Iraqi children, and the negligent homicide of four FOG WAR other Iraqi civilians, among them a woman and a 4-year-old boy. A native of Edmund, Okla., Tatum who was 25 at the time of the incident, faces life imprison- ment if convicted. His alleged war crimes were part of a larger investigation into the deaths of 24 Iraqi civilians in Haditha, Iraq, on Nov. 19, 2005, after an impro- vised explosive device (IED) killed one Marine and wounded two others.
