The survey was part of a larger initiative launched by the Center for Court Innovation. Located in New York, the Center for Court Innovation operates Newark Community Solutions, a community justice initiative in the Newark Municipal Court. Newark Community Solutions seeks to promote the use of alternative sentencing, such as community service and social services, to reduce the court’s reliance on fines and short-term jail sentences, and to build public confidence in justice. The goal of the community survey was to learn perceptions of the justice system, public safety, and community life in Newark. Seventeen Newark community members were trained alongside Center for Court Innovation researchers and staff to implement the survey, including planning survey locations and helping researchers interpret responses. Surveys were conducted in public areas, local businesses, colleges, and public housing complexes. The survey results highlight views of 577 Newark community respondents on a range of key issues. The majority of respondents were Newark residents (77 percent) and were black or Latino (84 percent). Approximately half of respondents were female, and the average age of respondents was 37 years old. Top Problems: The top issues in Newark ranged from unemployment to public safety to housing to health-related issues. Specific issues commonly cited as a “big problem” were unemployment, drug selling, guns, gang activity, homelessness, drug use, physical health issues like obesity and asthma, abandoned homes and foreclosures, muggings, thefts and robberies, and mental health issues like depression and trauma. Youth Issues: The top issues among youth (17 years and younger) were similar to those identified above. Respondents also identified youth-specific issues as big problems, including the lack of adult role models, teenage pregnancy, bullying, and “nothing to do after school.” Courts: About half of respondents were “neutral” with regard to the effectiveness of the courts, including the Newark Municipal Court (48 percent), the Superior Court of Essex County – Criminal Division (52 percent), and the Superior Court of Essex County – Family Division (56 percent).     ENCLAVES OF MEMORY Michael Immerso Sons of Italy Parade On September 20, 1916, fifteen thousand Italian Americans paraded along Broad Street in an outpouring of pride and patriotism that concurrently celebrated the 46th anniversary of Italy’s unification, and the 250th anniversary of the founding of the City of Newark. At the head of one of the fraternal lodges was a young girl dressed as Italia, and a little boy depicting Uncle Sam. The Sons of Italy, organizers of the event, chose to present the Italian community in a deliberate manner. Italian flags and floats draped with red, white, and green bunting were twined with American flags and expressions of loyalty to the adopted country and city. The message was clear: we are proud natives of Italy; we are loyal citizens of the United States. And in some ways, the parade can be understood as a high-water mark for Newark’s Italian community. Migration: 1880-1920 The peak period of Italian migration to the United States ran from approximately 1880 to 1920. During those years approximately four million Italians immigrated to the United States. The vast majority came from Italy’s southern provinces. Newark’s several Italian enclaves took shape during these peak years. In 1880 there were 407 Italians residing in the City. By 1910 the number had risen to 20,000 and Newark had the fifth largest Italian population among American cities. By 1920 there were 27,465 Italians living in Newark. The new arrivals called it NEVARCA. They settled in all parts of the city. Newark’s Italian Enclaves Prior to the great migration of Southern Italians to the United States, a small Northern Italian enclave was located on BANK STREET and Market Street near the Essex County Courthouse.

Control transition areas between Downtown Newark and the Ironbound to prevent encroachment on the neighborhood. Create opportunities for growth and redevelopment within commercial areas while respecting the character of the neighborhood. Preserve strong industrial areas for industrial and related uses. Permit residential development in appropriate locations at appropriate densities. Preserve residential quality of life by protecting residential areas from incompatible uses and activities, such as excessive noise and pollution. CBD TRANSITION DISTRICTS Expansion of the Central Business District (CBD) east of the Amtrak main line into the Ironbound will have an adverse impact on the character and livability of the area, and should be prevented. Key areas between the Amtrak line and the heart of the neighborhood should be desig-nated as transition areas, with appropriate land use and development standards to enable them to be redeveloped while maintaining the character of the community.

Communities that connect with one another and their landscape become functional and strong, enabling them to act together to achieve common goals. This paper explores how landscape design can reinforce this type of connectivity in the Ironbound neighborhood of Newark, NJ. While the neighborhood is home to a vibrant community, its physical landscape is averse to pedestrian use and occupation. Additionally, dense development leaves few opportunities for design intervention. A survey of the neighborhood found opportunities to improve the landscape in streets and underutilized sites throughout the neighborhood. This project’s design proposals bind select sites and streets into themed networks designed specifically to enhance the activities already occurring in some locations or to allow the community to define how other spaces are used.
