1. Apologies for Absence To receive apologies for absence from Councillors unable to attend the meeting .

3. Minutes a) To confirm the minutes of the meeting held on 18 June 2019 as a correct record. b) To consider the Office Action Plan relating to Town Council Meetings.

4. Mayor’s Announcements/Engagements a) The Mayor will make announcements relevant to Town Council and Mayoral activities and engagements

5. Report This agenda item provides an opportunity for the Police to report on any matters relevant to policing in Ilminster. No police report rec’d - in passing asked for mrssage to be passed on to close windows

6. Reports from District Councillors To receive reports from District Councillors. Cllr Hamilton not able to come but will be attending in future SSDC will be contacting Daido direct over potential sites Busy time post election sorting out who is doing what. Transformation is slower than hoped for – have been some glitches ; money has been made available esp for planning. Big delay in processing plng apps - recuiting Plng offcers is very difficult, bringing additional staff to help with dealing the backlog esp validations. The phone system has been playing up - if urgent email Cllr Keitch or Hamilton and they will do their best to help . Update on Cllr positions - Cllr Vijeh leader of Constv.

Staff need to be treated with respect - they are doing their best in difficult circumstances.

Question – what does Daido make – will it provide extra jobs – probably not - but they do rpvide important jobs in the town Car Charging Point – it is on its way – prices have been received (1 ilchester, 1 , 1 Ilminster) - others are likely to follow. Climate Change is being taken seriously at SSDC. Will be a faster charging point. – talking to car companies and supermarkets about provision

7. Report from the County Councillor for the Ilminster Division To receive a report from the County Councillor. Flooding – what is happening - drains have been cleared but may be not sufficient

9. Update From Neighbourhood Plan Development Group To receive an update from the Neighbourhood Plan Development Group including information on recent and future activities and any expenditure requests. Headings on notes - read out by SS and brief description

10. Update from Former Gooch and Housego Premises Working Group To receive an update from the Working Group.

11. Urgent Decision – Buggy Repairs In accordance with the urgency procedure to formally report the urgent decision to undertake repairs to the buggy at a cost of approx. £4,000.

12. Ilminster Cricket Club - Cricket Pavilion To consider a letter from Ilminster Education Foundation regarding the Cricket Club’s request for a sub-lease instead of a licence on the Cricket Pavilion.

13. Ilminster Cricket Club Rent and other charges To consider a) the rent payable by Ilminster Cricket Club for The Shed in the pre-lease period b) the contribution towards utility charges. (deferred from April Town Council meeting) RESOLVED to Defer

• Safety glasses • Mobile phones V RADIOS – NOW THEY HAVE RADIOS WILL THE PHONE BILL REDUCE – UNLIKELY – RADIOS USED BETWEEN THE TEAM mobile used for suppliers etc • Safety aspects and check in for lone working • Bedding plants – will wild flowers reduce costs – not likely to be able to use in hanging baskets , troughs or Minster flower bed. Likely to increase costs and wild flower seed will have to be bought for use in other areas

Understand that report is being looked at again 5 options 0 new bit will update the options - includes the option to do nothing. There are financial pressures. Principle is that there will be a 2 tier system

17. Market House Roof In November 2018 the Council considered an estimate for repairs to the Market House roof; it was resolved to revisit the need for work and the cost in the next financial year. This item is therefore re-presented for consideration.

18. Appointments to Committees and Outside Bodies To consider (i) Appointment to Committees –to confirm the appointment of Councillor Hamilton to Committees

(ii) Appointment to Neighbourhood Plan Development Group - to appoint a Councillor to the Neighbourhood Plan Development Group following Cllr James’ decision that he did not wish to be part of the Group
