ENTRIES
Entries must be completed on-line at DirectAthletics.com. MPSF Championship entries close at 5:00pm (Pacific) on Tuesday, Feb. 25th. By 5:00pm on the Wednesday prior to the meet the meet technical director shall distribute via email a descending order list, unofficial heat sheets and a jump progression proposal based on submitted entries. “Exceptional entries” shall be noted with an asterisk. (see MPSF Championship Guidelines – Appendix A, pages 9-12)
ACCOMMODATIONS/HOTELS
Teams are responsible for making their own lodging arrangements. If you would like information on nearby hotels with special MPSF rates please contact Connor Savage, Meet Director, at [email protected] cell: 425-770-5070.
AWARDS
Awards will be presented by the MPSF for the top 3 places in each event and the men’s and women’s team champions, with the exceptions of relays which will provide individual awards only to the winning relay teams. There will be no formal awards ceremony. Coaches are asked to collect their awards at the conclusion of the competition from the officials’ area.
ADMISSION
Spectator admission to the event is $10 per person per day. Credentials will be given to coaches for access to the Dempsey and hospitality area at the Don James Center. Wristbands will be given to student-athletes competing. To preserve the track and field-turf surfaces, food and drink are not allowed in the Dempsey Indoor Facility. Tickets can be purchased at the Softball Ticket window.
MEETING Pre-Meet Technical Meeting The pre-meet technical meeting will be held at 5:00-6:00pm on Thursday, February 27th. This meeting will take place in the Don James Center, located in Husky Stadium. (see Appendix D for map). Access to the Don James Center will be available through the North gate of Husky Stadium.
Head coaches are required to attend. Each men’s and women’s team is limited to 2 coaches in attendance. There will not be a dinner during the meeting. The meeting agenda is included is on next page. Pertinent documents will be e-mailed prior to the meeting.

The nature of this meeting will be primarily to review guidelines, seeding, heat sheets and scratch declaration. In general, jump progressions, exceptional entries and seeding will be set prior to the meeting but adjustments may be discussed and voted upon during the meeting. TRANSPORTATION & TRAVEL INFORMATION
All transportation needs will be the responsibility of the participating team. Cars, team vans and buses may be reserved from the following agencies listed on the following page.
Sound Transit Light Rail The Sound Transit Light Rail opened up by Husky Stadium in the Spring of 2016. The light rail is a short walk to Husky Stadium and has access to all areas of downtown and the airport.

Directions from Airport to the University of Washington: (see Map Appendix E) Follow the signs on the Airport Freeway to Seattle. Take exit to Hwy 518 (right hand lane). Immediately move to the left lane and take the first exit on your left to I-5 North. Stay in right lane and take the Hwy 520 exit (East). Take the first exit on the right to Montlake Blvd. Take a left on Montlake Blvd. Husky Stadium will be on your right. The Dempsey Indoor is located north east of Husky Stadium. 6
ENTRANCES & PARKING
Team and Spectator Entrance: Teams and spectators enter the Dempsey Indoor through the south entrance. The entrance on the west side will be closed to all but event officials.
Parking: Cars and vans require permits to park on campus. Each men’s or women’s team will receive 2 permits for the E-19 parking lot (parking area just east of Husky Stadium – (see map in Appendix D). Additional permits may be obtained at the responsibility of the team. Permits must be displayed at all times. PLEASE PARK IN ASSIGNED LOT AND HAVE BUSES DROP OFF ATHLETES ON THE EAST SIDE ALONG WALLA WALLA ROAD NEAR THE SOFTBALL STADIUM – NOT ON THE WEST SIDE (LOT E-9). Parking is unavailable adjacent to the Dempsey Indoor Facility. Buses should park in the E-18 Lot (North of the Dempsey Indoor Facility (see map in Appendix D). Buses do not require a parking permit.
TRAINING ROOM/MEDICAL INFORMATION
The training room is located in Alaska Airlines Arena on the lower level, southwest corner. The training room will be open 1 hour prior to meet time and upon request at other times. Modalities, taping and treatment tables etc are available. Ice, water and taping tables will also be set up in the Dempsey Indoor Facility. For further information contact:

OFFICIALS
Officials for the 2019 MPSF Indoor Track and Field Championships will be Pacific Northwest Track and Field Association Officials.
TEAM CAMPS
The Dempsey Indoor Facility has limited space available for teams in the competition area. The Touchdown Terrace on the east end of Husky Stadium is the preferred area for teams to go during the meet. Televisions inside Touchdown Terrace will have the meet streamed live, but the video stream shall not be used to designate warm-up times. The Dempsey team camp area should only be utilized by athletes currently competing or in the final stages of warm-up. Please note that for student-athlete safety, and per NCAA rules, headphones/electronic devices are not allowed in competition areas or on the track at any time, including during Thursday training.
UNIFORMS
All student-athletes must compete under current NCAA uniform guidelines and must wear official team uniform garments. Coaches are also required to wear school garb identifying them with their institution.
VIDEOTAPING & CAMERAS
Due to space constraints, no tripods are allowed in the facility. Each team will be given one media 7 credential to videotape from the stairway. Teams and spectators may use cameras. However, professional lenses, video-cameras and flash photography are not permitted.
WARM-UPS
The facility will be available for warm-up between 3:00pm and 7:00pm on Thursday, February 27th and beginning at 10:00am on Friday, February 28th and 8:00 am on Saturday, February 29th. Teams will not be permitted inside the facility before this time, so please do not arrive early. No headphones in warm-up and competition areas – see MPSF Championship Guidelines.
CHAMPIONSHIP T-SHIRTS
T-shirt orders are to be emailed to Al Beaird by Monday, February 3. See form attached to email. Teams may pick up your championship t-shirts at practice on Thursday at the banquet or Friday prior to the start of the meet. Team purchase of championship T-shirts is mandatory. See Appendix G for Championship T-shirt Order Form.

2020 INDOOR TRACK & FIELD CHAMPIONSHIP GUIDELINES Revised 12/1/2019
The 2020 MPSF Indoor Track & Field Championship will take place Friday & Saturday, February 28-29, at the University of Washington’s Dempsey Indoor Facility. These guidelines have been established by MPSF head coaches under the overarching philosophy of this championship, established in 2007, which mandates that events shall be seeded to provide the optimum opportunity for the best athletes to qualify for NCAA Championship competition.
CHAMPIONSHIP ADMINISTRATIVE GUIDELINES
• Championship Technical Meeting – 5:00 pm, February 27, in Don James Center, Husky Stadium. Maximum of 2 coaches per team or institution including head coach (except host institution staff). There will be no dinner.
• The Technical Meeting is conducted by the Executive Director who shall recognize head coaches to address the group.
• Meet Referees have the authority to recommend appropriate changes to the Games Committee if necessary, to promote a safe competitive environment
• Awards - Shall be picked up at the end of the meet by a team representative at the scorer’s table.
• Best Marks – MPSF Performance Lists shall be available weekly on www.tfrrs.org
• Squad-size: 14 student-athletes minimum; 27 student-athletes maximum per gender.
Championship Entries - Championship entries shall be entered into directathletics.com no later than 5:00pm PST on Tuesday February 25th.
Seeding – This championship meet shall be seeded by the MPSF’s Technical Director in conjunction with MPSF Championship guidelines and NCAA Championship rules. By virtue of submitting entries, head coaches of participating teams acknowledge and consent to this protocol. Questions and concerns may be addressed in a professional manner during the technical meeting.
1. Seeding Marks – If an athlete has an established indoor mark for the current indoor season, that mark shall be used for seeding purposes and supersedes any mark from previous seasons. If an athlete does not have a mark from the current indoor season, they shall be entered with NT/NM. A mark from the previous year’s indoor or outdoor season may be used for seeding, however, coaches must notify meet management by emailing the designated form for NM/NT to [email protected] and [email protected] before the entry deadline if a previous year’s mark is to be used. All other entries with no mark/no time shall be seeded accordingly. Note: 200m and 400m must use indoor marks ONLY. Speculative marks shall not be used for entry in any event. 2. Exceptional Entry Seeding shall only be considered for legitimate NCAA qualifiers and exceptional athletes. Coaches shall email the designated form for Exceptional Entries, with corresponding rationale, to the Executive Director at [email protected] and copy the MPSF Championship Technical Director at [email protected] before the entry deadline. Note: Exceptional entries shall not displace those with earned entry times/marks.
A list of all requests for Exceptional Entry, and accompanying rationale, will be emailed to Head Coaches for review by 2:00pm PST on the Wednesday prior to the Championships. Any objection(s) to the Exceptional Entries must be provided by email to Al Beaird [email protected] and Stephanie Bohannon [email protected] NO LATER THAN THURSDAY 12:00pm PST. Challenged athletes will be removed from the list and individually voted on by Head Coaches at the Technical Meeting. This vote is gender specific. All unchallenged Exceptional Entries will be seeded accordingly. Exceptional Entries shall not displace those with earned entry times/marks.

3. Entry Errors – The Direct Athletics online meet entry system provides an entry receipt which coaches should examine carefully for accuracy of events entered and seed marks. Coaches should contact Stephanie Bohannon [email protected] before the entry deadline with any errors.
4. Descending Order Start List – A descending order start list of all entries will be emailed to Head Coaches by Wednesday 2:00pm. NT/NM and Exceptional Entries will be highlighted.
5. Scratches – Coaches must notify Al Beaird [email protected] and Stephanie Bohannon [email protected] of all scratches before 12:00pm PST on Thursday. Any scratch made after the close of declarations (Tuesday 5:00pm) eliminates that athlete from ALL EVENTS.
6. Final Heat Sheets – Based on entries/scratches and voting on challenged exceptional entries, final heat sheets will be distributed immediately following the coaches meeting.
Coaching Conduct – Professionalism and courtesy are expected – Do not abuse proximity to athletes.
Facility – The infield is the only usable space for resting and staging. The facility has minimal warm-up space. Coaches and athletes shall be courteous and respectful of other participants and spectators. For venue related questions, contact meet director Connor Savage at [email protected] cell: 425-770-5070. Headphones – Allowed in areas not designated for competing athletes – not in competition areas and not on the track. Coaches are responsible to insure their athletes are informed that the use of headphones/electronic devices shall not be allowed on the track during Thursday training for safety reasons. See NCAA rule 4.17 which refers to related protocol during competition.
Results – Shall be posted at south end of facility. Hard copies will be available. Meet results will be emailed. Results will also be available at PNTFO.com. Final results will be available at mpsports.org and on the UW Track and Field webpage. Videotaping – One credentialed individual per team on stairs or landing.
CHAMPIONSHIP TECHNICAL GUIDELINES
1. Event Check-in: • FIELD EVENT athletes may check in at any time prior to the start of their assigned flight at the field event site. • RUNNING EVENT athletes shall check in at the Clerk no later than 30 minutes prior to the scheduled start of their event (Exception: M/W 3000m must check in NO LATER than 60 minutes before the scheduled start time). • Relay Cards shall be submitted no later than 15 minutes prior to the scheduled start of the relay event.
2. Games Committee: Al Beaird, Stephanie Bohannon, Connor Savage, or other individuals appointed by the Commissioner.
3. Timed-section Finals: All events conducted as timed-section finals shall start with the slowest seeded heat first, with subsequent heats in ascending order to the fastest seeded heat last. Exception: The 200m and 400m shall be contested from fastest to slowest (NCAA 5-10.1b)
4. Responsibility of the Competitor: Misconduct, failure to participate, assistance, and honest effort are all in effect for the MPSF Championships. NOTE: Abandoning the Combined Event is not a violation of Honest Effort (NCAA 4-2.1,2,3,4)
5. Protests: Must be filed within 15 minutes of the results being posted or announced. Meet officials must remain in the venue for at least 15 minutes after their last event of each day in the event of a protest. All protests shall be resolved by the Meet Referees whose decisions are binding and final NCAA 3-4.3. There shall be no jury of appeal. All protests shall be resolved in a timely manner. The coaches involved in the protest shall be notified before a decision is rendered by the referees, whose decision on the protest is binding.

7. Spikes: ¼ pyramid or Nike Christmas tree spikes.
COMBINED EVENTS
1. The Combined Events shall be seeded using current season best marks. When no current season mark is available, an indoor mark from the previous season may be used. If still no mark is available, an outdoor mark from the previous season may be used. 100H/110HH may be converted to 60H/60HH and 100M converted to 60M using the IAAF scoring tables. Using the designated form, it is the responsibility of each institution with combined event entries to email valid seed marks to: [email protected] and [email protected] - BEFORE THE ENTRY DEADLINE.
2. No time/no mark entries for events in the heptathlon and pentathlon shall be seeded as such, unless coaches use the exceptional entry provision, with accompanying rationale.
3. High Jump/Pole Vault Flights: Two pits may be utilized to accommodate field sizes. Competitors shall be grouped according to seed marks. Both pits must follow the same bar progression but may start at different heights.
4. Heptathlon and Pentathlon 60m hurdles shall only utilize lanes 1-3-5. Hurdles shall be placed in all lanes.
5. Heptathlon 1,000-meter run shall use a waterfall start and Pentathlon 800-meter run shall use two alleys. Based on the number of participants, multiple heats may be considered by the Games Committee.
6. Hip numbers for the final event (800m/1000m) will reflect each competitor’s current overall placing and shall also be placed in the middle back of competitors’ singlets.
SPRINTS & HURDLES
1. Preliminary Seeding: For 60m and 60m Hurdles, seeding shall be from left to right only throughout the heats. Heat order and lane assignment shall be drawn by lot (random). (NCAA 5-11.3a) Advancement based on time only. 2. Finals Seeding: For 60m and 60m Hurdles, FINALS shall be contested in two (2) sections formed by seeding competitors from the ranked advancement list using the following assignments. HEAT 1: 3, 4, 6, 8 HEAT 2: 1, 2, 5, 7
3. Lane Preference for Finals: 60m: 3, 4, 2, 5 (1, 6) 60m HH: 3, 4, 2, 5 (1) (Lanes in parenthesis are for ties to .001 sec. for the final qualifying position or extenuating circumstances)
4. Ties: For the final qualifying position (60m and 60mH) will be resolved in the following manner: 1st tiebreaker: .001 second. 2nd tiebreaker: If lanes are available, all ties to .001 advance. 3rd tiebreaker (if not enough lanes are available to accommodate all 8th place ties).
5. 200m: Contested as a timed-section final. Preferred lanes are 4, 5, 3. Lane 2 may be utilized for exceptional entries.
6. 400m and 4x400m Relay: Contested as a timed-section final. Preferred lanes are 4,5,3,2. Lane 1 may be used for Exceptional Entries.
DISTANCES NOTE: Addition of exceptional entries may raise the number of competitors in the fast heat above the maximum. 1. 800m: Contested as a timed-section final with eight (8) runners maximum in each heat. (NCAA 5-10.7d,e) Alley start.
2. Mile: Contested as a timed-section final with twelve (12) runners maximum in each heat. Waterfall start.

3. 3,000m & 5,000m: Contested as a straight final or in timed sections depending on the number of entrants. Start position in these races shall be seeded fastest to slowest, left to right with no more than twelve (12) competitors in any row. The back row(s) is/are seeded fastest to slowest, left to right. No time (NT) entries are seeded to the back row. Lapped athletes shall finish.
4. 3,000m: The top-16 entry times plus approved Exceptional Entries shall be seeded to the fast (final) section, all other competitors shall be seeded in the first section. When three sections are required, there shall be a maximum of 22 competitors in the second section with a minimum of 7 competitors in any section. Following the scratch deadline, competitors may be moved to a faster section if the number of competitors drops below 16 in the last section or 22 in the next to last section. Competitors failing to check in for the 3,000m one hour before the scheduled start time will be scratched from the event.
FIELD EVENTS
1. Nine to finals; all ties for final position shall qualify for finals. 2. Shot put, weight throw, long and triple jumps: Flights shall be configured from entries, top entries in the final flight. Order within each flight shall be drawn by lot (random).
3. Implement Inspection: All implements must be certified legal for warm up and competition. Consult the Participant Manual for time and location.
4. Warm-ups: 15 minutes before each flight and finals for all horizontal field events. HJ – 60 min. PV – 60 min.
5. Competition order for high jump and pole vault shall be drawn by lot (random). If field size necessitates two pits, assignment shall be based on seed marks. 6. Starting Heights and Bar Progressions for High Jump and Pole Vault: • Starting Heights for the men’s and women’s high jump and pole vault competition will be set the Monday prior to the MPSF Championships using the TFRRS MPSF descending order list. The starting height for M/W high jump will be 8cm below the mark of the 15th ranked competitor on the respective lists. The starting height for M/W pole vault will be 20cm below the mark of the 15th ranked competitor on the respective lists. NOTE: Minor adjustments to the starting heights may be made at the technical meeting to insure hitting an NCAA Indoor Championships qualifying mark.

Bar progression for M/W pole vault shall be 15cm, 15cm, 10cm, 10cm, 5cm, then continue at 5cm until one competitor who has won the competition remains. At that point it shall become jumper’s choice. NOTE: If the number of entrants necessitates the use of two pits, the pit with the lower seed marks shall start one progression lower (5cm for HJ and 15cm for PV). Following the lower starting height, this pit will follow the same progression as the pit with the higher seed marks.
7. High Jump/Pole Vault Flights: When field size necessitates the use of two pits, a tie for first-place may be broken when flights are conducted concurrently (NCAA 6-4.3b)
