It is with enormous sadness that we have to tell you that Angelo Errigo passed peacefully away on Boxing Day morning, surrounded by his loving family, after a long struggle against cancer.

Angelo Errigo 1950 - 2016

Angelo served for many years in the Fire Service and in fire prevention. Later he became the Safety Officer for Borough Council and was a huge factor in the success of the town's event programme and in the revival of the Eastbourne Sunshine Carnival.

Angelo was a pillar of the community; always there to lend a hand or give advice to fund raisers or campaigners, and always with a smile and a kind word. He was a very active member of the Sovereign Harbour Residents Association committee; bringing his unique insight into its activities.

Angelo was loved and respected by all who knew him; we are all proud to have been able to call him our friend. He was without doubt one of a kind and irreplaceable. He will be sorely missed.

We offer our sincere condolences to Jackie, his children Bianca and Angelo, and their family.

Storm Barbara is expected to move northeast between Iceland and Scotland tomorrow bringing wet and windy weather across the country. Most impacts will be seen across northern areas. Here, gusts of 40-50mph are expected during the afternoon.

A further storm is expected to the north of Scotland on Christmas Day leading to more wet and windy weather. Again, major impacts in the north, with Pevensey expecting afternoon gusts of up to 45 mph.

High pressure then builds on Boxing Day (Monday) and should last most of next week, bringing a good deal of fine and sunny weather but also some overnight frost and fog.

As a result we do not expect to have any machines working after tomorrow until the New Year. Machines forming a small recycling team are parked up in the Environment Agency depot, so should things change they are ready to act.

With big tides again in the middle of January, it is likely machines will back for a week or so from 9th January if they are not required before.

Hopefully everyone should therefore have a quiet and peaceful Christmas

Dear Residents and Visitors of Eastbourne,

The festive season is upon us, and it has been great seeing you supporting the various events in Eastbourne including the Neon Noel light show at the Town Hall.

Burglaries and Car Crime

Sadly at this wonderful time, receive an increase of reports involving house burglaries and car crime, so we still need to put in to action crime prevention.

Hopefully you have finished your Christmas shopping by now, for those of you who have not, avoid having your car broken into and remember the 3 C’s – Clear, Click, Check;

Clear your car of any purchases, by placing them in the boot of your car. Never leave valuables in your car, take mobile phones, MP3 players into your homes or with you. If they can be seen, they can be stolen. Click your key fob to lock all doors and windows. Check your car to make sure that both of these processes have been completed.

Others of us, who have started the wrapping process and are currently considering where to place them need to consider the following;

Don’t pile your presents under the tree, especially if it is located by the window. Keep your presents away from prying eyes. Hide the boxes, before and after Christmas. Empty boxes left for the rubbish collection, shows thieves what is new. If you are away over the Christmas period, use automatic time switches to turn on lights, or a radio to give the illusion that’s someone’s home.

However, Christmas is not just about giving presents, it is also about looking after one another. As you know many individuals are alone at Christmas, please keep an eye out for neighbours or people you may know who will be on their own.

White Ribbon

Sussex Police was one of the first Force’s to achieve White Ribbon status to recognise the work we do to tackle domestic abuse and supporting the aims of the White Ribbon campaign – never to commit, condone or remain silent about violence against women or men, and to help support everyone who is experiencing domestic abuse. Unfortunately we do see an increase in domestic abuse at this time of year as families spend more time together.

We have specially trained officers to support and advise anyone who may be experiencing abuse by a partner or family member. Drink and Drug Driving

As Christmas day is getting closer, many of us are dressing up in our best outfits and attending various parties and celebrations with loved ones. Remember have a wonderful time but make sure you have plans in place in how you are getting home safely.

Sussex Police have begun their drink and drug-driving campaign in which 35 people were arrested in the first five days. On the first day of the campaign an individual was arrested for drunk and drug driving in Eastbourne. Sussex Police have a zero tolerance approach to drink and drug driving as we are committed to catching criminals. Make sure you do not become a statistic and drink sensibly.

Members of the public are also being asked to play their part by reporting anyone they suspect to be driving under the influence.

RNLI fundraiser and supporter, Tina Fennimore, held her annual open house and Christmas light display at her home in Westham Drive recently attended by friends neighbours, and of course Father Christmas.

The RNLI themed lights, featuring the latest Respect the Water campaign, were turned on by Lifeboat Coxswain Mark Sawyer and Father Christmas. Tina’s neighbours Mark and Claire Thomson and Pat Field kept everyone supplied with hot food and roasted chestnuts from the barbecue whilst the crowds were entertained by the Voices Choir.

With a large tombola and raffle, tea, cakes and mince pies the event proved to be a huge success with donations (including Gift Aid) standing at £716.14, and still rising, for the benefit of Eastbourne Lifeboats.

The Eastbourne lifeboat team hosted their annual Carol Service at the Waterfront, Sovereign Harbour on Sunday with their ‘relief’ Tamar class lifeboat moored alongside. This popular event, held in glorious sunshine, attracted many hundreds of local supporters who all enjoyed singing their favourite Christmas Carols with the crew and accompanied admirably by members of the Lewes Glynde and Beddingham brass band. Afterwards hot drinks and mince pies were generously provided by Di Lieto’s coffee lounge.

As always the good people of Eastbourne showed their continued support for their lifeboats by filling the collection bucket to the tune of £526.03, a gesture much appreciated by the whole volunteer crew. Lloyds Bank customers should be on the lookout for a new sophisticated fraud that involves fraudsters sending fake bank letters.

The convincing letters being sent are a replica template from Lloyds and include their logo, address and signature from a customer service representative.

The letter tells recipients that there have been some “unusual transactions” on their personal account and asks them to call a number highlighted in bold to confirm they are genuine.

When victims call the number, an automated welcome message is played and the caller is asked to enter their card number, account number and sort code followed by their date of birth. Victims are then instructed to enter the first and last digit of their security number.

The fraud was spotted by the Daily Telegraph who was alerted to it by a reader who had three identical letters sent to an office address. On separate occasions the Daily Telegraph ran some tests using fake details and were passed to fraudsters who claimed to be from a Lloyds contact centre. The bank has confirmed that the phone number and letters are fake.

The letters are essentially a sophisticated phishing attempt and serves as a warning to consumers to question written correspondence from their banks.

If you are ever suspicious about correspondence from your bank you should call the customer serviced number on the back of their card.

Premier Marinas has issued a notification that the west bridge will be left in the raised position over the weekend. This is due to health and safety concerns in respect of the barriers.

It is hoped that the bridge will be back in operation by Monday, but this can't be guaranteed.

9th December 2016 An elderly harbour resident was recently cold-called by "a company" which said it could get his Council Tax band reduced for a fee; the resident trustingly gave the caller his credit card details.

Police have confirmed that this is a well-known scam and urge the public never to give financial information over the telephone to cold callers.

Alert: fake emails claim you were caught speeding

Sussex Police have received many reports of fake emails that are meant to be from Greater Manchester Police, claiming that individuals have been caught speeding.

Notices of Intended Prosecution (NIP) are never sent by email, they are always sent through the post using a Driver and Vehicle Licensing Agency (DVLA) registered address.

The aim of these emails is to get you to click on the link to “check the photographic evidence” which leads to banking Trojan malware.

If you should receive one, don’t click on any attachments, delete it and report it.

Warning from Eastbourne police - beware of bogus BT callers

Police are warning Eastbourne residents to be cautious of cold callers pretending to be from BT.

Officers have received reports of fraudulent BT calls telling householders that their IP address has been hacked and accounts need to be urgently updated with new security software and passwords. However, the services offered would place personal bank information in the hands of criminals.

PC Ed Faulkner said “In the last few days we have had reports from two residents at Sovereign Harbour that they have been contacted via their landline from someone claiming to be from BT, stating that their computer has been hacked and they need to urgently follow their instructions to prevent them being hacked further. This is a scam;. BT does not provide this service, and it would not be calling people asking them to log into certain websites including banks." "One of the residents a woman in her seventies, spent some time on the phone with the scammers and lost £5,800. Thankfully her bank stopped a further payment of £4,100. She has had to change all her bank information."

"The other resident, a man in his seventies, put the phone down realising it was a scam, and confirmed it with BT."

We have also had a call today (Monday 5 December) from another resident elsewhere in Eastbourne reporting just such an attempt, which was unsuccessful."

"The scammers ask residents to install a special programme on their computer which allegedly allows them to view what you are seeing on your screen. BT do not do this. If you receive such a call the best thing you can do is hang up immediately. Do not install any programmes on to your computer, tablet or phone, and do not provide any passwords or bank details to them."

The recycling team has now left the beach, leaving just the bulldozer to tidy up and complete small, localised repairs.

On Monday the forecast for the middle of next week and 7.9mCD tides was not good. However, for now, that has changed completely. The current version shows high pressure over continental Europe keeping Atlantic depressions off the west coast of Ireland and hence quieter conditions in the Channel. Of course a lot can change again in the next 4 or 5 days, but hopefully we will not need to restart recycling until the New Year

On Wednesday 7th December, the mortal remains of Former Royal Navy Petty Officer Bryan Clowes was transported to the designated burial ground off Newhaven by the crew of "East Sussex 1" 5th December 2015

At 10:00 on Wednesday 7th December, after family farewells at the quayside, "East Sussex 1", an ex-naval "Kiwi" class vessel operated by the Maritime Volunteer Service,will leave the Sovereign Harbour locks to transport the body of Bryan Clowes for a fitting committal to the sea at the designated burial ground about eight nautical miles south of Newhaven.

Mr Clowes, who was 101 years old, was a former Royal Navy Petty Officer, a veteran of the Arctic convoys an a member of the Royal Navy Reserve.

There will possibly be some media attention and residents might like to take the opportunity to to show their respects as the vessel leaves the harbour.

Protect your home from burglary Police are reminding residents to be extra security conscious around the Christmas period, when homes can be more at risk of burglary. Follow these safety tips to prevent your home from being targeted:

1. Make it as difficult as possible for criminals to gain entry to your property! Ensure doors and windows are locked at all times and remember to use your alarm if you have one. 2. Keys, money and phones are a burglar's dream. Keep all such items well out of sight and reach of doors, windows and letterboxes. Intruders use rods to reach bags and keys and use them to enter your home with ease. In one third of burglaries, the thief didn't have to force entry into the home. 3. If you like to display your Christmas tree in your window remember to keep the presents away from prying eyes. Just like anyone else, thieves like to window shop before obtaining their goods. Remember to draw curtains and lower blinds. 4. Make your home look occupied by using timer switches on your lights and radios so people think you are in. If you don't have them, ask your neighbours to keep an eye on your home and draw your curtains if you are away. 5. Dispose of packaging carefully. Empty boxes awaiting collection and bins full of packaging are a perfect advert for burglars. 6. Eastbourne Borough Council has recently published a community survey about participation in Local Plan consultations. The aim of the survey is to find out whether people are interested in participating in Local Plan consultations and how we can be more efficient and effective in our consultation methods. In order to encourage people to complete the survey who may not normally engage in planning consultations, completed surveys will be entered into a prize draw for the opportunity to win £100.

Whilst there has been a good response to the survey so far, we want to spread the word about the survey as far as possible. We were wondering if it might be possible for you to promote the survey through the Sovereign Harbour Residents Association and encourage people in your area to take part. It would also be very useful if you have Facebook or Twitter pages if you could share our posts on the subject.

Some time before 11am on Wednesday 23rd November, a resident of a house in Tudor Close, Seaford, had a card put through the front door with 'South Coast Galleries' and 'J Collins 07860 592071' on it and some further text stating interest in buying particular types of furniture.

The man then visited shortly after, looked at some furniture and then left asking the owner to call him with a price. Prior to his knocking on the door he was seen by an electrician, who was working at the property, looking in the garage.

From the details on the card and from the registration details of the white van he left in, partial registration MJ56, it is now known that this man is 'of interest' to Police along with his father, who is already a convicted burglar. It is thought he lives in the Brighton area but he may conduct his activities throughout East Sussex.

Please share and warn your friends and family to be on their guard and not to let 'cold callers' in to your homes, whatever reason they may give. Caroline Ansell and Graham Doswell

Eastbourne and Willingdon MP Caroline Ansell has thrown her support behind a new initiative to help fishermen thrive in Eastbourne and beyond. Caroline met with local fisherman Graham Doswell in London last week at the launch of the Blue New Deal in Parliament.

The plans aim to deliver more and better jobs in the fishing and marine conservation industries, while increasing economic sustainability through healthier seas.

Graham is one of a forty-strong, family-run fishing boat company that operates from Sovereign Harbour and spoke to Caroline about the issues affecting his business.

He told her he wants to see more fishing opportunities - including a larger share of fishing quota - going to small-scale fishers who are fishing sustainably but are suffering under the present rules.

“This new deal will help support small and sustainable fishers and secure the future of fishing communities like Eastbourne across the UK,” Caroline said.

“It is an important move that recognises more must be done to secure and make more of, not only fishing, but also sustainable coastal and marine tourism while also making the most of the resources we have around our coast, be that fish or renewable energy. “Brexit offers a great chance to take back control of our seas and set our own fish quotas and I will be making the case with government that smaller operators like Graham are not forgotten.”

Police are warning Sussex residents to be cautious of cold callers offering relief from nuisance phone calls.

The force has received reports of fraudulent sales calls encouraging householders to subscribe to costly call blocking or telephone preference services, charging a monthly fee. However, the services offered will not block any unwanted calls, and could place personal information in the hands of criminals.

During September and October, ten reports to Action Fraud and Sussex Police involved fraudsters asking local residents for payments and monthly subscriptions for call blockers, ranging between £20 – £200. In seven cases out of the ten some money was paid over.

For genuine call blocking and telephone preference services, residents are advised to sign up to the free Telephone Preference Service (www.tpsonline.org.uk) which offers one level of protection. Call blocking devices approved by ‘Secured by Design’, such as trueCall devices (www.truecall.co.uk), are also available.

Detective Chief Inspector Tracy Edwards, lead for Operation Signature which protects vulnerable and elderly people against fraud, said: "We encourage all our residents to be extremely wary of cold callers, but these fraudsters are extremely cunning in offering pretending to offer relief from unwanted callers – at a price.

"If you receive a phone call from anyone offering to block unwanted calls, do not give or confirm to the caller any information at all - refuse even to give your name, address, and your bank - and put the phone down. "Then contact Action Fraud - or us at Sussex Police if you are elderly - with the details of the call."

"If you have given any personal information, please contact Sussex Police and also your bank as promptly as possible.”

Another period of severe gales is expected overnight with gusts in excess of 50mph, with winds dropping back around lunchtime tomorrow. From Wednesday, it expected that winds will come from the north for several days thereafter.

Although big waves are again forecast for high water at 05:00 tomorrow, water levels are 0.6m lower than Sunday, with the wave direction SW rather than S. Conditions are therefore not expected to be as bad as Sunday.

The recycling team will remain on the beach and gradually work east to west repairing erosion as they go, eventually reaching Sovereign Harbour, probably towards the end of next week. If necessary they will then reverse direction and head back to Cooden to take care of any areas that were missed or which received only partial reinstatement. Repairs are expected to be complete before the next set of big spring tides that will start three weeks today.

Police have issued a warning to Christmas shoppers and revellers to keep a close watch on their personal property when out and about shopping and celebrating as the festive season approaches.

Here are some tips and handy reminders: When you put your purse or phone back into your handbag make sure you secure your bag again. Many people leave their bag open, making it easy for a purse and other items to be taken while you’re distracted. If the handbag has a flap that goes over the top of the bag hold it so that the flap’s fastening is towards your body. If you do not use a handbag, make sure phones, wallets, purses and similar items go into an inside jacket pocket (ones with zips are especially good) or into a front pocket of your trousers; not the back pocket, especially when the top of the trousers or jeans are visible.

You could fit your purse with little purse bells, which are designed to be attached to your purse or handbag. They’re very useful where there’s a heightened risk of handbag theft, in places such as busy shops and cafés, street markets, other crowded places and on public transport.

Forecasts for this morning’s 02:45 high water got progressively worse during Saturday so the intensity of the overnight waves was to some degree unexpected. So much so that it has now become the first named storm of winter 2016-17 (Storm Angus).

Predicted offshore waves earlier on Saturday had been 5m offshore. By 00:00 this morning predictions had changed to 7.2m offshore. This rapid escalation of the forecast meant it was too late to get machines on the beach today.

However peak waves have now come and gone and they are expected to drop back to 1m by tonight. There is also a negative storm surge this afternoon, and with tides falling away too, there will be almost 1m less water at 15:10 than there was twelve hours earlier.

Machines have been ordered this morning and should start arriving later today to start repair work tomorrow. As crest widths are either gone or dramatically reduced in many places this will take time, but we will endeavour to have defences restored before the next spring tides in 10 days’ time, but most especially before the 7.9m tides in the middle of December.

Of course with Coast Road still closed machines will have to arrive at either Cooden or Sovereign Harbour and then work along the frontage, so it will be several days before all areas have been covered.

There was a house burglary over the weekend at an address in Wellington Quay. On the Monday officers identified a suspect through a quick thinking investigation and arrested the suspect. The stolen property was recovered and the male remains on Police bail.

There has also been a report of a suspicious male entering San Juan Court flats and loitering near the letter boxes. We believe they are probably involved in fraud by making false credit card applications and having them delivered to San Juan Court.

Neighbourhood Watch colleagues, residents, their families and friends can now take part in the Sussex Police and Crime Commissioner’s consultation for the 2017/18 Police Precept. This proposes to increase the police element of council tax by around £5.00 per household to fund over 100 more police officers and specialist staff.

We have now received clarification form the Office of the PCC that the £5 is based on an average cost per household, per annum, based on a Council Tax Band D household, so depending on the household size and council tax band it could be more or less.

Eastbourne and Willingdon MP Caroline Ansell is writing to the Chancellor asking him to set up a fuel price watchdog to police the industry.

Research by FairFuelUK found the cost of petrol and diesel at forecourts fall like a feather yet rise like a rocket – a situation that is ripping off motorists

Caroline is calling for an independent ‘PumpWatch’ body to monitor fuel prices and transparency, to be backed up with the power to levy fines to companies when profiteering is discovered.

“Fuel costs really do eat into hard working families' incomes and, although there are several factors in pricing that are out of our control, like currency values, it’s clear that prices at the pumps rise faster than they fall and something must be done to give fair value to drivers and stop them being ripped off,” said Caroline.

“A powerful watchdog would be able to act and stop unscrupulous business practices and so hand more money back to ordinary people. I hope the Chancellor will look closely at the idea.”

The FairFuelUK research found in the 38 days since Brexit to August 1st, wholesale fuel prices fell 5% and oil dropped 10%, yet pump prices hardly moved.

But in the 11 days between Sept 27th and October 7th, wholesale prices moved up 5% and pump prices soared.

Caroline added she would also ask the Chancellor to consider a reduction in fuel duty to help families even more.

Caroline Ansell MP has issued the following statement on the High Court Ruling on the triggering of Article 50

"The High Court judgement today serves to highlight the fact we are now in unprecedented terrain but, my feeling is, not much has really changed.

I have thought all along a Parliamentary vote to trigger Article 50 is not controversial and should happen as it’s simply the starting gun to negotiations on our exit from the EU. This ruling does not substantially change the political landscape either. MPs of all parties and both Leave and Remain persuasions must be obliged to respect the referendum result. To do otherwise would be extraordinary and would have severe repercussions for Parliament and the country.

On the wider question of voting on negotiating terms, which was not the subject of today's ruling, there will be close scrutiny by Parliament throughout the process and this too is the right approach. But actual decision making by a committee of 650 MPs on such a huge and complex issue cannot be the best way forward. To do so risks derailing the process and causing massive uncertainty and great resentment in the country. Parliament must have a role, but we must ensure that role is appropriate and always mindful of the clear 23rd June mandate."

The Police Reform and Social Responsibility Act 2011 requires a PCC to make “arrangements for obtaining, before a police and crime plan is issued, the views of the people in that police area, and the views of the victims of crime in that area, on that plan.”

There has been an increase in the last few years with children, families and young people especially all participating in Halloween fun, but it important they do not to have fun at the expense of others. Safety tips for Halloween:

Young children should always be accompanied by an adult. Consider calling only at houses where you know the occupants, rather than strangers. Respect the privacy and wishes of people who do not want to take part in trick or treat – observe the 'No Trick or Treaters please' posters people may display in doors or windows. Residents are also advised to continue to be vigilant when opening the door to strangers or unexpected callers.

As well as offering free posters, officers will be out on patrol to deter any antisocial behaviour and will be quick to disperse groups of people who are found to be causing a nuisance.

Shingle bypassing of Sovereign Harbour finished yesterday, so that recycling can start on the north side of the marina on Monday 24th October. Since nothing has been done since late April, there are small amounts of work required in several places right along the frontage.

In ten days’ time Coast Road will be closed at its junction with Wallsend Road for several weeks. This means we will be unable to deliver to or collect machines from the Coast Road depot as low loaders are unable to negotiate the Normans Bay level crossing. Therefore the only machine access available to us is by Martello tower No.64 off Pacific Drive, Sovereign Harbour or at East Stream depot, Herbrand Walk.

For this reason we shall try and programme the works in a west to east direction so that machines end up at Cooden/Herbrand Walk where they can be collected. Of course the weather we get in the next couple of weeks may change those plans. Initially we will use just two dumptrucks, perhaps increasing to four when at Cooden/Herbrand Walk, and it is expected that work will last between two and three weeks.

East Sussex County Council is consulting on proposed changes to parking and waiting restrictions in Eastbourne. Several of these proposals refer to Sovereign Harbour.

The proposals follow requests for changes to existing parking controls or where local residents or businesses want new controls to be introduced. There are also areas where safety or access issues have been identified and it is felt necessary to introduce restrictions such as yellow lines.

The consultation opens on 14th October and closes on 4th November 2016. All comments need to be received by the closing date.

The level of support will determine the outcome of the proposals. If there are a number of suggested alternatives, these will be considered for inclusion in the final proposals.

If the proposals go forward then the draft Traffic Regulation Order (TRO) will be written and advertised allowing 21 days for formal consultation. If there are no objections the restrictions will be introduced and the draft TRO will be made permanent. If objections are received, we will need to consider these and present a report to Planning Committee.

The City of London Police, in partnership with Get Safe Online, has put together a National Cyber Crime Survey. Its purpose is to learn about people’s awareness of online safety and experiences of cyber-crime, with a view to improve our knowledge and understanding and to help provide a better response to victims.

The results will help police forces gain a better idea of the challenges they are facing. If you have a spare 15 minutes, they would be grateful if you could complete a short questionnaire.

Planting will be done in three stages.

East Sussex Fire Authority (ESFA) would like to find out what you think about its plans for the future so it can make the right decisions. ESFA has set out its priorities, including drowning prevention work and improving business safety. ESFA is also considering a pilot where it supports the ambulance service by responding to certain calls. Most of ESFA’s funding comes from Council Tax and ESFA would like to know whether you think it’s giving you value for your money.

With part of Site 1 (the development site immediately west of the marina) now fenced off there is less space for pedestrians walking between Sovereign Harbour and Eastbourne seafront.

If you are walking that way please try and keep clear of the lorries as the leave and enter the site, or try to use Martinique Way for the duration of the work.

Sussex Police are warning residents and visitors to be aware of a new trend involving individuals dressed as clowns.

Eastbourne Police have received a report from a cyclist, who was riding north along the national cycle route to Golden Jubilee Way, about a person dressed as a clown who jumped out from a bush holding an offensive weapon. No communication was involved. The clown is described as having red hair.

Sussex Police are aware this is a new trend that has come over from America and as Halloween is approaching, they are asking residents to be vigilant and to report any occurrences.

Sergeant Ed Ripley said, ““This is a very irresponsible act which could impact significantly on the wellbeing of people who are targeted by these pranksters. This type of behaviour will not be tolerated in Eastbourne. Police will investigate incidents of this nature and take positive action against individuals”

We were very sorry to hear that Ray Blakebrough has resigned from his office as a Borough Councillor for Sovereign Ward.

SHRA Chairman, Jan Weeks, said: "This is very sad news, Ray was a very active member of the council and very supportive of our campaigns to secure the social infrastructure so desperately needed in Sovereign Harbour."

Although he will be sorely missed as a councillor, Ray has indicated that he will continue to serve as a member of the SHRA committee."

A South Harbour resident recently reported to Police that he had witnessed three well dressed men, with suitcases, being landed on the outer harbour beach from a rib.

Subsequent investigations revealed that the men had come from German yacht which had been moored outside the harbour. The harbour master confirmed that all was in order; the boat had been refused entry to the harbour as the owners didn’t want to pay the mooring charge, so offloaded directly onto the beach.

Although the weather hasn’t quite broken yet, it is definitely on the way towards autumn. Consequently, the bulldozer will be returning to the beach from Monday. Next week’s forecast still looks reasonable, so there are no plans to start recycling immediately.

However, with the next set of 8m tides arriving over the weekend 15th/16th October I will be surprised if we don’t need to start by then.

As you are possibly aware Neighbourhood Watch in Sussex is working closely with Sussex Police and other partners to help keep residents safe from frauds and scams. A number of initiatives are already in place such as Operation Signature (protecting elderly and vulnerable people from fraud), and other initiatives are in the planning stage.

You may not be aware that around the country last year there were about 6 times as many frauds as there were burglaries from dwellings. The number of such burglaries has been falling year on year for a long time, but the number of frauds is steadily increasing. Neighbourhood Watch is keen to help reverse this trend.

We are pleased to inform you that the ITV TONIGHT programme to be broadcast at 7.30pm on Thursday 29th September 2016 is a feature about fraud and scams, and will include Sussex. We believe that you will find this to be very informative and recommend that you try to watch. It may be possible to view recordings online after the broadcast.

A pair of black swans were pictured at the Sovereign Harbour Waterfront yesterday by Francis and Christopher Harrap.

Although not native to this country, black swans were introduced from Australia and New Zealand as ornamental birds for grand gardens. Some escaped into the wild and have been successfully breading in the UK ever since.

Some long-term residents will remember that about ten years ago a pair took up residence in the North Harbour for a year or two. Also, visitors to the SHRA photo gallery might remember that, almost exactly three years ago, one was photographed by Paul Gallup, again in the North Harbour.

26th September 2016 Contractors preparing Site One for the start of the residential development unexpectedly discovered problems with the ground conditions that have brought a halt to work.

A spokesman for the developers told the SHRA:

"Although all the usual ground investigations, trial boreholes etc were undertaken, these cannot give a full picture.

When work started the ground workers became concerned that in a number of areas conditions were not suited to ordinary strip foundations. In order to ensure the integrity of the development work has been suspended while a new piling based foundation scheme is designed and approved.

I am told about six weeks will pass."

Crocodile is a digital walking and cycling to school app to help organise and promote school walking buses or cycle trains, making it easy, safe and fun for kids to get to school.

Crocodile is an online platform and smartphone app for schools and parents to facilitate the organisation of walking buses to school. To engage the children, the app enables “gamification” through reward schemes for pupils, classes or year groups. Crocodile will also create useful analytics for schools, helping them understand trends in walking bus activities.

Eastbourne Borough Council’s Seafront team has added extra lifesaving measures to the seafront this summer, with two new defibrillators on hand for emergencies. The lifesaving devices, which help restart the heart in the case of cardiac arrest have been installed in two busy locations at the Lifeguard station and Seafront Office.

Defibrillators are an essential first aid tool in cases of cardiac arrest, keeping patients alive until paramedics arrive on site. Giving a high energy electric shock to the heart through the chest wall, they should only be used after dialling 999.

Eastbourne Borough Council Lead Cabinet Member for Tourism and Enterprise, Cllr Margaret Bannister said “We take safety and first aid very seriously on Eastbourne seafront and have an excellent team of trained lifeguards on hand to assist in any first aid or lifesaving situation. They are trained in using defibrillators and have already been commended by SECamb for their lifesaving CPR and defibrillation efforts this summer.”

Anyone can access the defibrillators and in an emergency cardiac arrest situation, members of the public should dial 999 and start CPR. The 999 call handler will provide a code to open the nearest defibrillator and give step by step guidance until paramedics arrive.

Extra measures this year also include free sun cream available in lotion dispensers at the Lifeguard Station. With a minimum of SPF 30, the free sun cream is essential for those days of unexpected sunshine which occur so frequently in Eastbourne.

Beach visitors may have also spotted an expanded sandpit, which has proved extremely popular with increasing numbers of families visiting the beach this year. The new sandpit in front of the Lifeguard station is maintained with fresh sand by the lifeguard team and is part of ongoing child-friendly measures which include free kids wristbands and Tyro lifeguard courses in school holidays.

Eastbourne and Willingdon MP Caroline Ansell has today launched the second annual Ian Gow Cup public speaking competition for the town’s schools. All seven secondary schools in the constituency have been invited to take part in the competition in memory of local MP Ian Gow who was murdered by the IRA in 1990. The event on 20th October at the Winter Garden will be sponsored by local solicitors Gaby Hardwicke.

“I’m thrilled we are again launching the Ian Gow Cup and I’m looking forward to again hearing a superb standard of public speaking from pupils,” said Caroline.

“I’m also delighted Gaby Hardwicke Solicitors will sponsor this event again. Public speaking is a vitally important skill and allowing pupils to hone that skill in such a wonderful competition."

“Ian was a brilliant public speaker and I hope this competition will encourage others to follow in his footsteps in the years to come.”

There's a phishing email currently in circulation that claims to be from the City of London Police. The departments that it claims to represent include the ‘Fraud Intelligence Unit’ and the ‘National Fraud Intelligence Bureau’. The email is titled ‘compensation fund’ and has a letter attachment that claims to be offering financial compensation to victims of fraud. The letter uses the City of London Police logo.

The letter states that in order for compensation to be arranged, the receiver of the email should reply disclosing personal information. It states that HSBC and the South African Reserve Bank have been chosen to handle the compensation claims. All of these claims are false.

The email and letter are fraudulent and should not be replied to.

Opening attachments or clicking links contained within emails from unknown sources could result in your device being infected with malware or a virus. The City of London Police and the National Fraud Intelligence Bureau will never email you asking for you to disclose personal information. It seems as though summer has a few more days (weeks?) to go before the arrival of autumn, so we have no plans to reintroduce machines to the beach just yet. If we can get past the 8m tides on 19/20th September, they may not be needed until October.

In the meantime Sospan Dau is due to be leaving dry dock in Holland where she has been undergoing maintenance, and heading for Sussex. First port of call I believe will be Pevensey Bay where we will have around 10,000m3 of shingle added to the beach at Sovereign Harbour.

In early October she will be working in Eastbourne for around two weeks supplying shingle either side of the pier.

There is already a build-up of beach west of the marina, so there will be an inevitable restart of road lorries moving shingle round the harbour in early October before storms can wash it into the harbour entrance.

Yesterday afternoon Police on routine patrol saw a Vauxhall Corsa acting suspiciously in the Crumbles area. The marked Police car attempted to stop the vehicle however the vehicle failed to stop for Police and drove off along Pevensey Bay Road, Princes Road, Wallis Avenue, Seaside, and then coming to a stop in Lottbridge Drove colliding with another unrelated vehicle.

The vehicle, at times, drove on the wrong side of the road, and also mounted the pavement on occasion too. Police acted quickly to ensure that the follow was conducted safely with minimal risk to road users and pedestrians, including deploying a “stop stick” to disable the vehicles tyres to safely bring the follow to a conclusion.

No person was injured in the incident, however two males were arrested in relation to drugs offences, and standard of driving matters. They have been released on Police bail pending further enquiries into the matter.

Given the time of day there would have been many people around those areas, especially with the Tollgate School being nearby and children heading home with their parents.

7th September 2016 UK Power Network has launched 105, a new national power cut phone line to help people contact the company that looks after their electricity network. This would be UK Power Networks for London, the East and South East of England.

The number, which is available to electricity customers in England, Scotland and Wales, will enable people to report, or get information about, power cuts as well as report damage to electricity power lines and substations that could put themselves, or someone else, in danger.

105 is funded and delivered by the electricity network operators, and is a first for the UK’s energy industry. As well as calling 105, you can find more information on the website.

Sussex Police have issued this warning to drivers, in particular women driving alone, across Wealden and Lewes districts.

They have been getting reports over the last two weeks of a dark haired man in his 50's, appearing to be in distress and in need of help, who is flagging down cars. He is described as being of a fairly heavy build, of either Asian or European appearance and he speaks with an Eastern European-sounding accent.

He offers various reasons for stopping cars but in all cases he is asking for money and it seems he has so far only approached women. He has told different drivers alternative versions e.g. that he has run out of petrol, has no money to feed his children, or that he has problems with his credit card. In all cases, he tries to interest the driver in buying one of his gold rings for the money which he tries to remove from his finger.

The incidents have been reported on roads near Uckfield, Nutley, Crowborough, on the A27 just outside Kingston and Lewes, on the A26 going towards Newhaven and apparently also in locations around Rother district. In all cases, a silver coloured Ford Galaxy, which we also understand is one of the older models, has been seen parked nearby.

Sussex Neighbourhood Watch wishes to alert residents to two ongoing types of crime attempts in parts of Sussex. Be aware that it could spread, so you need to be ready.

Firstly, one of its coordinators was telephoned this morning by a lady who told her that her bank wanted to return an amount of interest owing to her. The caller quoted our coordinator's name and address and it all sounded very plausible. Our coordinator then asked the caller which bank or building society this returned interest would be coming from. The caller said she didn't have that information. When our coordinator started to ask more questions the line went dead. It all sounded so convincing.

Please be very cautious about giving personal information if somebody phones you.

Secondly, keep your car keys safe. There is a recognised type of burglary where offenders will enter your home purely to steal your keys in order to take your car.

Please remember to hide your keys and handbag, and do not leave them or other valuables by or in sight of the front door or windows.

Seasonal rental fraud is an emerging trend with students looking for suitable accommodation around August, before the start of the new term. Fraudsters use a variety of websites to advertise available properties to rent, often at attractive rates and convenient locations. Adverts will seem genuine, accompanied by a number of photos and contact information to discuss your interest.

Due to demand, students will often agree to pay upfront fees to secure the property quickly, without viewing the property, only to discover that the fraudster posing as the landlord does not have ownership of the property, or often there are already tenants living there.

Protect Yourself

Only use reputable letting companies. Do some online research such as using Google maps to check the property does exist. Make an appointment to view the property in person. Always view the property prior to paying any advance fees. Look out for warning signs, such as landlords requesting a ‘holding deposit’ due to the property being in high demand. A landlord will usually conduct some due diligence on any successful applicant. Be wary of handing over cash without the landlord requesting employment or character references.

Police are launching a crackdown on street drinking and alcohol-fuelled anti-social behaviour in Eastbourne town centre following a rise in reports during the warmer weather.

Sussex Police is introducing extra patrols to check on hotspots across the town, liaise with local businesses and remove alcohol from anyone who is found drinking and causing a nuisance.

Inspector Rachel Barrow, of the Eastbourne Neighbourhood Policing Team, said, “We recognise that whilst this is an issue and concern at any time of the year, the warmer months tend to see an increase in this type of complaint. We will be making use of our local officers and staff and, when needed, we have planned for support from neighbouring districts such as Lewes and Wealden to help police this operation. Enforcement is only part of the solution to an increasing problem across the country and certainly not unique to Eastbourne as a bustling and vibrant seaside town. We continue to work closely with other services to try and tackle the root cause of alcohol related crime and disorder.”

The operation is part of a wider strategy to tackle street drinking involving Sussex Police, Eastbourne Borough Council and Eastbourne Community Safety Partnership, and includes the setting up of Eastbourne HUB to support the local street community.

Councillor Alan Shuttleworth, Lead Cabinet Member for Community Safety, said, “The Community Safety Partnership is totally committed to combating anti-social behaviour across the town to improve the quality of life for residents, businesses and visitors to Eastbourne. It continues to work closely with the police and its other partners to tackle alcohol related anti-social behaviour.

Inspector Barrow added, "We hope to do our very best in responding to calls and complaints from people about this type of behaviour and encourage that if an incident is taking place to report it by using 101 or 999 in an emergency.”

There has been a recent increase in the number of vehicles that have been stolen in Eastbourne, as thieves are breaking into residents’ homes and taking the car keys.

A burglary in your own home is a devastating experience but to also steal your car can mess with your head. Sussex Police has received numerous reports from the Hastings, Peacehaven and Eastbourne area, where thieves are specifically targeting vehicle owners homes in order to joy ride various cars.

Detective Constable Sheila Bonell said “We are asking the public to be extra vigilant with regards to the security of their homes and vehicles by locking all downstairs windows and doors either when not at home or when they retire to bed. Also to make sure that any car keys are well hidden to prevent the theft and subsequent risk that this could pose to the community.

Majority of burglars are opportunistic as they will look for properties where they think they can enter unobserved and work undisturbed. By following the crime prevention tips below you can deter this crime from happening to you.

Keep your front and back doors shut and locked – even when you are at home. Close and lock all downstairs windows. Never leave car keys, door keys or other valuables in view of a letterbox or window. If possible keep your car and door keys in a secure place where thieves are unlikely to look. Secure your garage and shed too – equipment kept in a garage or shed can be just as tempting for a burglar. If you can, install a burglar alarm and set it every time you leave home.

Students are being recruited, sometimes unwittingly, as “mules” by criminals to transfer illegally obtained money between different bank accounts.

What is a money mule?

A money mule is someone who is recruited by those needing to launder money obtained illegally. Criminals advertise fake jobs in newspapers and on the internet in a number of ways, usually offering opportunities to make money quickly, in order to lure potential money mule recruits. These include: Social media posts Copying genuine company’s websites to create impression of legitimacy Sending mass emails offering employment Targeting individuals that have posted their CVs on employment websites Students are particularly susceptible to adverts of this nature. For someone in full-time education, the opportunity for making money quickly can understandably be an attractive one. The mule will accept money into their bank account, before following further instructions on what to do with the funds. Instructions could include transferring the money into a separate specified account or withdrawing the cash and forwarding it on via money transfer service companies like Western Union or MoneyGram. The mule is generally paid a small percentage of the funds as they pass through their account.

Money Laundering is a criminal offence which can lead to prosecution and a custodial sentence. Furthermore, it can lead to the mule being unable to obtain credit in the UK and prevented from holding a bank account.

Protect Yourself

Be aware that the offence of money laundering carries a maximum prison sentence, in the UK, of 14 years.

Never give the details of your bank account to anyone that you do not trust. No legitimate company will ever ask you to use your own bank account to transfer their money. Don’t accept any job offers that ask you to do this.

Be wary of unsolicited emails or social media posts promising ways of earning easy money. If it seems too good to be true, it probably is. Don’t be afraid to question the legitimacy of any businesses that make you a job offer, especially if the recruitment procedure strays from the conventional.

Police are receiving a number of calls in relation to anti-social driving around the Crumbles area of Eastbourne. Please be reassured that Officers are responding to these calls and are using powers of Section 59 to target street racers, seize vehicles and stop this behaviour from occurring.

Even though this area is an open road, it does not give street racers the right to abuse this road for speeding and disturb the community. Police powers are also enforceable within the car parks and have been used to prosecute drivers using their vehicles in an anti-social manner.

Sussex Police regularly review this area regularly on patrol. In the past vehicles have been sized by Officers and individuals have had to pay fines to recover their vehicle and pay for the time these vehicles have been storage.

Online shopping websites are being utilised by fraudsters to advertise non-existent drones of various specifications for competitive prices.

Drones are personal flying devices that often carry cameras and can be navigated remotely by smartphones or hand-held controllers. Fraudsters are capitalising on their recent popularity and advertising non-existent drones at a lower value than their recommended retail price to tempt buyers.

After victims agree to purchase the drone, the fraudsters request payment to be paid via bank transfer saying that it will quicken the delivery process. After transferring the money the buyers never receive the drone and the fraudster blocks the victim to prevent further conversation.

How to protect yourself:

Check the validity of the post. Avoid paying by bank transfer and instead use an online payment option such as PayPal, which helps to protect you. Check feedback online by searching the associated phone numbers or email addresses of the seller. Feedback will give you useful information about recent transactions other buyers may have made. If the item is below market value consider whether this is an opportunity too good to be true. Wristbands aim to help locate lost children at Airbourne

Airbourne is now upon us and this is a perfect event for all ages to enjoy and best of all its free. However, as many people come to see the spectacular air displays please be mindful of yours and your children’s safety. Losing a child at a busy event is very stressful experience for both parent and child therefore putting a plan in place is vital.

When you arrive at Airbourne make a plan with your child of what to do if you become separated. For older children find a suitable location or landmark and arrange to meet there. The Police Cadets will be handing out wrist bands free of charge. These wristbands will have space for the parents or guardians phone numbers written on the wristband so that stewards or emergency services can contact the child’s parents if the child becomes lost or becomes separated from their group.

However, if you are unfortunate to loose anyone the Lost Person’s marquee and meeting point will be located on Wilmington Square.

She's in good condition other than some weight loss and will be taking a trip to the vets today for a check up.

People selling their items on online platforms are falling victim to a new type of advance fee fraud. This involves a fraudster, posing as a buyer, sending an email to the seller (victim), agreeing to the full asking price of the item. They state that they are unable to collect the item themselves and will arrange for a courier to pick it up instead.

The fraudster then sends a fake payment confirmation email from a different email address, one which falsely purports to be from a payment platform. In the course of the email exchange, the seller/victim is requested to pay the courier fee. Once the payment is made the contact is broken, the item is not picked up and the money paid for the ‘courier’ is gone.

An example of the most recent emails received by the victim/seller, from the ‘Buyer’, read:

“I want you to consider this deal as I am willing to pay your full asking price! I actually want to buy it for a family member who is urgently in need of it, I have checked through your posting and I’m fully satisfied with it. Unfortunately, I would not be able to come personally to view/collect, I work offshore as an instructor on an oil rig so I don’t have time at all, but like I said I am 100% OK with the advert”

Protect Yourself:

Be wary when buyers wish to purchase items at the full asking price without viewing them. Check the validity of the payment receipt confirmation Avoid paying an advanced fee if you are a seller; should you choose to use a courier, arrange your own. Check feedback online by searching the associated phone numbers or email addresses of the seller/buyer. Safety and security are police priorities for the Airbourne 2016 aviation event in Eastbourne. Sussex Police is set to play its part in helping to ensure safety and security at Airbourne, the annual four-day festival of flight in Eastbourne that begins this week.

It takes place from Thursday 11th August to Sunday 14th August, from 10am until 6pm each day, with live music each evening and fireworks on Sunday. As in previous years, the force's priority is the well- being of all concerned, be they visitors to the show and seaside resort, or members of the local community.

Eastbourne district police commander, Chief Insp Emma Brice, said: "For several months now we've been working closely with the organisers and partner agencies to ensure a safe and enjoyable Airbourne for all.”

"In terms of security, where public safety has been significantly compromised as seen in recent events abroad, we've looked at lessons to be learned and reviewed our own plans to keep Airbourne as safe as we can. While the nationally assessed terrorist threat to Airbourne is unchanged from 2015, we will have some additional security measures in place. For instance, this year we will be using some concrete barriers.”

“Most people are unlikely to notice any difference from previous years and none of the changes we have made should affect the enjoyment of people attending the event.”

Airbourne organisers Eastbourne Borough Council added : “We’re pleased to have had the opportunity to work with Sussex Police on key aspects of this popular event. We will have in place reasonable and proportionate measures to ensure that all attending feel confident they are visiting a safe environment.”

Chief Insp Brice said that while stewards and security staff have been thoroughly trained to recognise and respond to any incidents that may arise, and officers and resources are being carefully deployed, visitors and residents can also play their part in keeping things safe. She said: "For example, we'd ask people to take care of their belongings, follow personal safety advice and immediately report any issues or suspicious behaviour to event staff or police. In an emergency, always dial 999.

To help safeguard children in particular it's suggested that parents and guardians make plans with their youngsters about what to do if they become separated. Police cadets will be handing out free wristbands on which responsible adults can write a contact phone number should a child go astray. There will also be a lost people marquee and rendezvous at Wilmington Square, opposite the Wish Tower, on Eastbourne seafront.

People arriving by car are asked to allow extra time for their journeys and to follow the advice of stewards and police officers to try to minimise any disruption or delays.

Spate of lead crime in Eastbourne

Eastbourne Police are asking residents to be vigilant as there has been a spate of crime involving theft of lead from schools and church buildings.

St. Michaels’s Church in Willingdon and Lindfield School have recently targeted and police are appealing for witnesses who may have seen or heard anything.

To prevent this crime from happening to your building consider the following options;

Put all ladders away in secure storage to prevent thieves from using them to climb up on the roof Consider implementing outside lighting around the building Paint anti climb paint on outside pipes and other service items around and on the building Implement CCTV cameras and burglar sensors

Have you seen this Cat?

Mojo is female, ginger, has white feet, a white tummy and the tip of her tail is white. She is quite a small cat and is very friendly.

Unfortunately she doesn't have a collar and she hasn't been micro- chipped, but if x-rayed she has a metal plate in her back leg as she was attacked by a dog when she was a kitten.

She's been missing now for six days, but her owners are not giving up.

From Monday 4th July 2016 Police Community Support Officers (PCSOs) are equipped with new training and additional skills to proactively problem solve and reduce crime in Sussex. This is the first ‘layer’ of change for Local Policing with the rest of the model to follow in April next year.

PCSOs have played an important role in our delivery of policing to local communities since their introduction in 2003. When they first joined the team in Sussex they were introduced primarily to be visible and provide reassurance. Through their excellent work they have become a valuable part of the organisation. Since this time however, social media has expanded, the crimes people commit have changed, people’s expectations have increased and our budget has reduced.

In order to reflect the changes we have seen in the demands placed on the police, we are making changes to the way we deliver all of our services. This allows us to match demands from the public, to reflect how crime patterns have changed and to provide digital services that are fit for the future.

The changes we have made to the PCSO role specifically include the addition of more powers, including the ability to tackle alcohol-fuelled anti-social behaviour. PCSOs will also take statements from victims and witnesses to support the problem-solving work of their teams. They will not be taking statements on behalf of other units. Many of the changes have come about through the evolution of the role and the changes we have made to reflect this.

In the past, communities would have one named PCSO to contact about an issue. If that person was away from the office on leave or on rest days, the enquiry would wait until their return. Now the public can make contact with a team who can be called upon to help them with their problem. This means the public should get a quicker response to their issue and a greater number of people working with them if this is required.

People have told us they are worried that the changes mean a reduction in service. But far from losing a policing presence, communities with a specific issue could have a whole team of PCSOs from the local district, or even the wider Sussex area, come to them to help tackle their problem. We are absolutely not withdrawing from our communities rather delivering policing in a more focussed, flexible and targeted way. They will now work when and where they are needed.

Whilst the role and deployment of our PCSOs does change, they will continue to conduct foot patrols within Sussex. These will be targeted to areas where we know they can make a difference. They will no longer undertake random patrols as these are proven to have little impact on crime reduction. The changes being introduced to the PCSO role mean that they will be more flexible and responsive in the interests of all residents and in Eastbourne your PCSO’s can be contacted in a number of ways.

It started in Willingdon Trees, funded by local councillors devolved budget and Places for People housing association, and has run in the school summer holidays every summer since. This year, for the first time, two locations Willingdon Trees and Shinewater Park will be available.

Fancy lunch and a game of tennis on Friday? Twofour Broadcast, a television production company, is currently producing a new 6 part consumer health series for ITV. The show is trying explore our nation’s preoccupation with health - It will attempt debunk the myths and reveal the facts, telling us everything that we need to know about topics such as sleep, teeth whitening, keeping fit, vitamins and supplements, and how your diet can affect your health and well-being.

They are filming this Friday at the Devonshire Park Tennis Club in Eastbourne to do a story on multivitamins and are looking for people over the age of 50 who fancy a day out with lunch provided and a game of tennis to feature in the show.

It’s pretty short notice but they want people who either regularly take vitamins and swear by them or don’t take them. They plan on doing a fun experiment run by the British dietetics Association and swap the groups over for a period of 4-6 weeks. So those taking multi-vitamins will stop taking them, and those that don’t will be provided with a supply of vitamins to take each day. They will take blood samples before and after to see whether these vitamins are really doing what they claim to. They will be filming again on 23rd September to reveal the results.

VOLUNTEERS are required for the Home from Hospital project across East Sussex, including Hellingly, Hailsham, Herstmonceux, Polegate, and Pevensey Bay. Induction, training, support, travel expenses are provided, plus you have an opportunity to play a part in your local community, supporting people to be independent in their own homes as they recover from recent Hospital stays.

Volunteers required in this area

Would you like to support people who have been recently discharged from Hospital and who require help within their own home to stay independent?

Share a cuppa and engage in conversation Go shopping for a few basic essentials such as milk or bread Do a little light housework for example washing up, making the bed, dusting Promote Age Concern services and activities Identify unsupported needs and pass concerns onto the Co-ordinator

A suicide prevention pocket resource for the UK, Stay Alive, offers help and support both to people with thoughts of suicide and to people concerned about someone else. The app can be personalised to tailor it to the user.

This is the first version of Stay Alive. The app will be updated following an academic review and we are seeking next stage funding to help us develop the app further, including a location-enabled function to show the user support services in their vicinity.

Fraudsters are impersonating telephone service providers and contacting their clients offering a phone upgrade on a low monthly payment contract. The fraudsters will glean all your personal and financial details which will then be used to contact the genuine phone provider and order a new mobile phone handset. The fraudsters will either intercept the delivery before it reaches the victim’s address or order the handset to a different address.

Protect yourself

Never provide your personal information to a third party from an unsolicited communication. Obtain the genuine number of the organisation being represented and verify the legitimacy of the communication. If the offer is too good to be true it probably is. If you have provided personal information and you are concerned that your identity may be compromised consider Cifas Protection Registration.

London man jailed for drug dealing in Eastbourne play area A London man has been jailed after he was caught dealing drugs in the car park of a children's play area in Eastbourne and was then seen swallowing them as officers attempted to arrest him.

Aaron Hudson, 33, of Anthlone Street, Camden, London, pleaded guilty to possession with intent to supply heroin on 9 May this year. He was sentenced to three-and-a-half years imprisonment.

Eastbourne police target banned drugs during a three-day operation On Friday, Saturday and Sunday (8, 9 and 10 July) Eastbourne Police carried out a proactive operation targeting the supply of drugs within the town.

Officers were joined by Sussex and Surrey Police drugs dogs and over the three days the team patrolled the town centre searching anyone suspected of carrying drugs, as indicated by the specially-trained dogs.

Each year over 6,000 primary school aged children in East Sussex join in the fun of The Summer Reading Challenge.

Each child is challenged to read six library books during the summer holidays. Children can read books, audio books, and e-books to complete the Challenge, and for those who are not yet independent readers books can be shared and enjoyed together. The Summer Reading Challenge encourages children to continue reading throughout the summer holidays and helps them to maintain their reading level and enthusiasm for books.

Every Child signing up for the Challenge will get a Big Friendly Read sticker. Children will be able to collect a prize from their library for each of the six books they have read. When they finish the Challenge they will get a medal, and certificate which they will receive in school or at the library.

The Summer Reading Challenge will begin in all East Sussex libraries on Saturday 16th July and end on Saturday 10th September. Keep an eye out for events happening in your local library, including a children’s entertainer visiting Eastbourne and Bexhill libraries on Saturday 30th July.

With summer holidays fast approaching, individuals are often more exposed to travel booking frauds when looking for last minute package deals / cheap flights. Whether paying upfront for a family holiday or simply booking a flight, payments are transferred only to discover that the holiday / airline ticket does not exist and was sold to you by a bogus travel company. Fraudsters will often lure in potential customers with low prices and ‘one time only’ offers that are simply too good to pass up, requesting payment by the preferred method of direct bank transfer.

Protect Yourself

Avoid responding to unsolicited calls, texts or emails offering holidays at incredibly low prices. Whenever possible, pay for your holiday by credit card as it offers increased protection. Always remember to look for the ‘https’ and locked padlock icon in the address bar before entering your payment details. Never feel pressured to make a booking for fear that you will miss out on this ‘low price’ opportunity. If you have never used the company before, take your time to do some online research to ensure they are reputable. Should you make a flight or hotel booking through a travel company, feel free to separately check with the hotel / airline that your booking does indeed exist.

With new skills and powers to deal with a wide range of local problems, they can act to resolve issues such as alcohol fuelled anti-social behaviour from their very first day in the new role. They will be an integral part of larger teams solving local problems, carrying out basic investigations, working alongside partners and directly with witnesses and victims to respond to community issues. Making use of mobile technology, PCSOs will access information whilst out in the community.

There has recently been an increase in thefts from vehicles parked in various areas of Eastbourne. The vehicles targeted have either been left insecure or had personal items left on display.

The Olympic Games in Rio de Janeiro begin on 6th August 2016 and as of late June, you will be able to purchase tickets from the Rio 2016 ticket offices. Purchasing from an unauthorised seller or a ticket tout could leave you out of pocket; not only are the tickets advertised at inflated prices, but there is also a risk that the tickets purchased are counterfeit or do not exist. Any individual with a counterfeit ticket will be refused entry.

To help protect yourself, the list of authorised sellers has been published on the official website and provides a list of trusted resellers; this can be found at www.rio2016.com. Equally, tickets purchased that are no longer needed can be sold through the Rio 2016 website for a 100% reimbursement of the amount paid if the tickets are resold.

Protect yourself

When purchasing from another company or individual, ask questions; specifically when you will receive the ticket and what type of ticket you are purchasing. Pay for tickets by using a credit card or trusted payment service. Payments made by bank transfer may not be recoverable. Always check that the payment screen is secure by looking for the padlock symbol or making sure the website/url begins with “https”. The National Fraud Intelligence Bureau (NFIB) has noticed an increase in reports of fraudsters placing fake letter boxes on residential properties in an attempt to harvest the mail. Residents are sometimes unaware of the fake letterbox as the fraudsters will periodically remove the item, which may leave notable markings. The mail is then used to open various lines of credit with financial providers in the name of the innocent resident.

Protect Yourself

Be vigilant and check for any suspicious activity, tampering of your post/letterbox or for suspicious glue markings on the wall. Check all post received from financial institutions, even if it appears unsolicited. Consider reporting theft of mail to your local police force and any cases of identity fraud to Action Fraud. Online shopping websites are being utilised by fraudsters to advertise vehicles for sale which do not exist. After agreeing to purchase the vehicle via email with the fraudsters, buyers then receive emails purporting to be from Amazon Payments and/or Amazon Flexible Payment Service stating that their money will be held in an ‘escrow account’ (a bank account held by a third party, used as a temporary holding account during a transaction between two parties- for a 7 day ‘cooling off’ period).

Once happy with the purchase the email indicates the money will be released to the seller, therefore offering ‘buyer protection’. In reality these emails are fraudulent and do not come from Amazon. The bank accounts are controlled by fraudsters

Protect yourself

Remember that Amazon does not provide an escrow account to purchase items. Meet the seller ‘face to face’ and view the vehicle before parting with any cash. Be vigilant of emails that purport to be from genuine companies and check the ‘domain’ name of the email address for any inconsistencies. Check feedback online by searching the associated phone numbers or email addresses of the seller. If the vehicle is below market value consider whether this is an opportunity too good to be true!

People are being urged to circle Saturday and Sunday, 2 and 3 July in their diaries for an emergency services special event in Eastbourne.

The popular 999 Weekend is again taking place at the Western Lawns on Eastbourne seafront, giving adults and children alike a chance to meet those who safeguard their lives and provide help when trouble strikes.

The event is being supported by Sussex Police, East Sussex Fire and Rescue Service, the South East Coast Ambulance Service, the Maritime and Coastguard Agency, British Transport Police, the Royal National Lifeboat Institution and voluntary support groups.

Blue light services will provide spectacular demonstrations of the work they do and be on hand to give free advice about safety both in and out of the home.

Troy Hunt, a Microsoft Regional Director and recipient of “Most Valuable Professional for Developer Security” award, blogger at troyhunt.com, international speaker on web security and the author of many top-rating security courses for web developers on Pluralsight, has created “Have I been pwned?” as a free resource for anyone to quickly assess if an online account of theirs has been compromised or "pwned" in a data breach.

Short of the odd donation, all costs for building, running and keeping the service currently come directly out of his own pocket. Fortunately, he says, today's modern cloud services like Microsoft Azure make it possible to do this without breaking the bank!

This site came about after, what to date, remains the largest ever single breach of customer accounts — Adobe. Post-breach analysis of user credentials kept finding the same accounts exposed over and over again, often with the same passwords, which then put the victims at further risk of their other accounts being compromised.

We have been advised by Premier Marinas that in order to carry out essential maintenance works the South Harbour bridge will need to be in the lowered position from Monday 27th June for approximately two weeks.

There will be no access for boats during this period and an alternative pedestrian route can be used via the west and north harbour bridges. Moreover, in the first four days there will be high levels of noise between 9am and 5pm as the maintenance team undertake works using industrial equipment.

Premier sincerely apologises for any inconvenience this may cause.

A new phishing campaign which has hit students of UK universities claims that the student has been awarded an educational grant by the Department for Education. The email purports to have come from the finance department of the student’s university and tricks the recipient into clicking on a link contained in the message to provide personal and banking details. One victim reported that after submitting their sensitive information (including name, address, date of birth, contact details, telephone provider, bank account details, student ID, National Insurance Number, driving licence number and mother’s maiden name), they were taken to a spoofed website which appeared like a genuine website of their bank, where they were asked to type in their online banking login credentials.

Protect Yourself:

Do not click on any links or open attachments contained within unsolicited emails. Do not reply to scam emails or contact the senders in any way. If an email appears to have come from a person or organisation you know of but the message is unexpected or unusual, contact them directly via another method to confirm that they sent you the email. If you receive an email which asks you to login to an online account via a link provided in the email, instead of clicking on the link, open your browser and go directly to the company’s website yourself. If you have clicked on a link in the email, do not supply any information on the website that may open.

If you think you may have compromised the safety of your bank details and/or have lost money due to fraudulent misuse of your cards, you should immediately contact your bank, and report it to Action Fraud by calling 0300 123 2040, or visiting www.actionfraud.police.uk.

Businesses are being contacted for the sale of goods or services by fraudsters, who request to pay by cheque. The fraudster sends a cheque with a higher value than the amount expected, and then sends the business a request for the difference with instructions on how it should be paid back. This is usually by bank transfer or through a money transfer service, such as Western Union or PaySafe. Once the ‘refund’ has been provided, it is realised that the cheque provided was fraudulent and no funds are credited to the business’s account.

The NFIB has seen an increase of 84% in the number of counterfeit cheque frauds reported to Action Fraud since November 2015. Criminals are targeting a wide range of services including paintings or other artwork, photography and lessons, with various amounts requested to be refunded. The average amount requested to be refunded is £1,818. The highest amount requested was over £80,000.

The suspects have used pressure tactics to persuade victims to refund the amounts immediately prior to the cheques clearing.

Crime Prevention Advice

Be cautious of payments where the amount provided is higher than expected. Refuse to provide the service unless the correct balance is received or wait until the cheque has cleared before refunding the difference. Always contact banks on a trusted number found on their website or correspondence that is known to be authentic to confirm whether the cheque has cleared. Do not feel pressured to provide a refund before the cheque has cleared. Sussex Police patrols to support domestic violence victims during football championships

Don’t suffer in silence – that’s the Sussex Police message to anyone who suffers domestic abuse, whether physical or psychological, during the European Football Championships this summer.

Officers will be specifically tasked at peak times during and after England matches to help protect victims and families from abuse. There will also be an all-day Tweetathon as the tournament gets under way to encourage debate and provide advice.

The dedicated “Operation Ribbon” patrols will operate on England Wales match days in the Tournament’s group stages, and further patrols will operate if either team progresses in the Tournament.

Alongside their response role, the Officers are being kept up to date about previous or likely victims who may be particularly vulnerable and about suspected or proven offenders who may pose a higher risk

In addition teams of specialist investigators will be ready to carry our further enquiries.

Police who boarded a yacht entering Sovereign Harbour, Eastbourne, shortly after midnight on Thursday (9th June) found it was carrying herbal cannabis, a class B controlled drug, with an estimated street value of £280,000.

Two men who were on the vessel were arrested and are due to appear before Brighton magistrates at 10am on Friday (10th June).

Anthony Keiran Poyser, 28, and Harrison Law, 21, both of no fixed address, are each charged with being jointly concerned in the improper importation of cannabis to the .

Chief Inspector Emma Brice, Eastbourne district police commander, said: " I am aware of the concern about the security of smaller ports and harbours around Britain's coastline."

"I would like to reassure people that police are alert to the situation and will respond whenever circumstances demand."

The small group of travellers, that set up near to the Southern Water Treatment Works on Prince Williams Parade, left yesterday afternoon. The site is clean and tidy, and Police are not aware of any damage.

Police acknowledge the work of the Neighbourhood First Team and the help of residents around this issue. It is believed that no criminal offences were committed, and so it is a positive story. It is understood that the travellers have now moved on to Wealden District Council area.

Eastbourne Police are aware that a small group of travellers has arrived and set up near to the Southern Water Treatment Works on Prince Williams Parade. They arrived on the afternoon of Sunday 22nd May 2016. Police quickly attended the location to speak with them, and they have explained that they are on route to Bournemouth.

The land they are currently on is owned by the local authority and so representatives have attended and given notice to them that they are required to move on, advising them that there is space at the formal East Sussex Travellers site off the A27 near to Lewes. A notice has been served on the travellers which requires them to move on.

Police are remaining in close contact with Eastbourne Borough Council, East Sussex County Council, and others to ensure that any disruption is kept to a minimum. Police will continue to patrol the area to reassure residents.

Police are appealing for witnesses and owners for possible thefts of bicycles from Eastbourne town centre between 7.30pm on Sunday (15 May) and 3.30am on Monday (16 May).

At 3.30am that morning patrolling police officers arrested three people in the town centre on suspicion of theft of three bicycles. The cycles were seized.

Police seek witnesses to knife-point shop robbery in Seaside, Eastbourne

At around 9.15pm on Tuesday (3rd May) a shop assistant at The Larder Store in Seaside, Eastbourne, was confronted by a masked man who demanded he hand over money from the till while threatening him with a knife.

The assistant, who was shaken but otherwise unhurt, placed bank notes totalling around £150 on the counter which the robber picked up before making off on foot in the direction of Firle Road.

We’ve opened a consultation on our draft Countryside Access Strategy. This is a proposed plan for how we could manage public rights of way and countryside sites.

The inaugural Big Heart charity auction raised an impressive £30,000 in March 2015. The Big Heart Auction 2016 includes around 200 donated artworks from local, national and celebrity artists, illustrators and photographers as well as pieces by some of the children cared for by Chestnut Tree House.

All proceeds from the sale of the artworks will support Chestnut Tree House’s vital work caring for children with life-shortening illnesses across Sussex, and Brighton Dome & Brighton Festival’s community work such as the Umbrella Club, which provides live art experiences for these children. Proceeds will be split, with 80% going to Chestnut Tree House and 20% to Brighton Dome.

Eastbourne Astronomical Society will be holding a free stargazing event at the Redoubt Fortress next Monday 9th May. It is hoped to see Mercury passing right over the sun between 12.12pm and 3.57pm. The last time this was observed from Eastbourne was in 2006 and the next transit will be on 7th May 2049!

Keith Brackenborough of the Eastbourne Astronomical Society said “It is extremely dangerous to look directly at the sun but the society has adapted two of its telescopes to allow safe observing of the small spot, which is Mercury, making its way slowly over the disc of the sun. With luck we may be able to see some sunspots too”.

Local amateur astronomers will be on hand to describe the event and answer any questions. Further details from the Eastbourne Astronomical Society website.

5th May 2015 The National Fraud Intelligence Bureau (NFIB) and Action Fraud have noticed a rise in the reporting of pets, and in particular puppies and kittens, being advertised for sale via popular online auction websites.

The fraudsters will place an advert of the pet for sale, often claiming that the pet is currently held somewhere less accessible or overseas. Upon agreement of a sale, the suspect will usually request an advance payment by money transfer or bank transfer. However, the pet does not materialise and the fraudster will subsequently ask for further advanced payments for courier charges, shipping fees and additional transportation costs. Even if further payments are made, the pet will still not materialise as it is likely that the pet does not exist.

Protect Yourself:

Stay within auction guidelines. Be cautious if the seller initially requests payment via one method, but later claims that due to ‘issues with their account’ they will need to take the payment via an alternative method such as a bank transfer. Consider conducting research on other information provided by the seller, for example a mobile phone number or email address used by the seller could alert you to any negative information associated with the number/email address online. Request details of the courier company being used and consider researching it. Agree a suitable time to meet face to face to agree the purchase and to collect the pet. If the seller is reluctant to meet then it could be an indication that the pet does not exist. A genuine seller should be keen to ensure that the pet is going to a caring and loving new home. If the seller does not express any interest in you and the pet’s new home, be wary. If you think the purchase price is too good to be true then it probably is, especially if the pet is advertised as a pure-breed. Do not be afraid to request copies of the pet’s inoculation history, breed paperwork and certification prior to agreeing a sale. If the seller is reluctant or unable to provide this information it could be an indication that either the pet does not exist or the pet has been illegally bred e.g. it originates from a ‘puppy farm’. A ‘puppy farm’ is a commercial dog breeding enterprise where the sole aim is to maximise profit for the least investment. Commercial dog breeders must be registered with their local authority and undergo regular inspections to ensure that the puppies are bred responsibly and are in turn fit and healthy. Illegally farmed puppies will often be kept in inadequate conditions and are more likely to suffer from ailments and illnesses associated with irresponsible breeding. When thinking of buying a pet, consider buying them in person from rescue centres or from reputable breeders

A man was arrested in Eastbourne on Tuesday evening (3rd May) after police were called to an incident following reports of a group of youths with baseball bats and possibly a handgun.

Armed police officers, supported by a National Police Air Service helicopter, were called to Etchingham Road at 8.03pm where the group was reported to have been seen running into a block of flats. Police surrounded Hampshire Court and advised people not to attend the scene and to remain in their homes locally until the matter was resolved.

Just before 10.10pm, armed officers moved into the block and within minutes removed a man from one of the flats. A police dog was sent in to search the remainder of the premises, but there was nobody else within.

Detective Superintendent Nick May, from the East Sussex Police Divisional Command Team, said: "I would like to thank everyone for their patience while we carried out our operation to contain this matter. I appreciate that the sight of armed officers and the police helicopter may have been disturbing, if not alarming for local residents, but it is important that we treat reports such as these seriously for the safety of everyone concerned."

"Thankfully, nobody was hurt and we managed to bring the incident to a fairly swift conclusion. A man is in custody and we will continue with our investigation locally to establish the circumstances, which include discovering who else was involved. However, we do not believe that they are a threat to the public and people can now move freely in the area again. The scene has been secured and a marked vehicle will remain in place overnight before we resume our search of the premises in the morning."

A 34-year-old man of no fixed address was arrested on suspicion of possession of an imitation firearm with intent to cause fear of violence and affray. He remained in custody on Tuesday night.

Within the past 24 hours a number of businesses throughout the UK have received extortion demands from a group calling themselves ‘Lizard Squad’.

Method of Attack:

The group has sent emails demanding payment of five Bitcoins, to be paid by a certain time and date. The email states that this demand will increase by five Bitcoins for each day that it goes unpaid.

If their demand is not met, they have threatened to launch a Denial of Service attack against the businesses’ websites and networks, taking them offline until payment is made.

The demand states that once their actions have started, they cannot be undone.

What to do if you’ve received one of these demands:

Report it to Action Fraud by calling 0300 123 2040 or by using the online reporting tool Do not pay the demand Retain the original emails (with headers) Maintain a time-line of the attack, recording all times, type and content of the contact

If you are experiencing a DDoS right now you should:

Call your Internet Service Provider (ISP) (or hosting provider if you do not host your own Web server), tell them you are under attack and ask for help. Keep a time-line of events and save server logs, web logs, email logs, any packet capture, network graphs, reports etc.

Fraudsters are texting members of the public offering a tax rebate. The text message contains a link to a website and requests to provide personal information, such as bank account information, to claim the non-existent rebate.

Protect Yourself Don’t click on web links contained in unsolicited texts or emails. Never provide your personal information to a third party from an unsolicited communication. Obtain the genuine number of the organisation being represented and verify the legitimacy of the communication. HMRC will never use texts or emails or tell you about a potential rebate or ask for personal information. If you have provided personal information and you are concerned that your identity may be compromised consider CIFAS Protection Registration.

Police are investigating a burglary at an Eastbourne jewellers in which thousands of pounds worth of stock was stolen.

Officers were called to Ernest Jones, in the Arndale Centre, at about 1.13am on Monday (18th April) following a report from a member of staff about the break in.

Entry was gained via a front window, which was smashed, and stock with an estimated value of between £50,000 and £100,000 was taken.

Police would like to speak to anyone who saw anything suspicious in the area at the time, in particular three men who appeared to be wearing bright coloured ski jackets and scarves covering their faces.

Police are seeking information about several incidents in Polegate, Hailsham and Eastbourne on Tuesday (12th April) in which bogus callers conned or tried to force their way into residents' homes.

Offences occurred in Brook Street and Dittons Road, Polegate; in Hawthylands Road, Hailsham and in Slindon Crescent, Eastbourne.

These may be linked to three further distraction type burglaries which occurred earlier the same day in Sidley, Bexhill-on-Sea, and another in Bexhill Road, St Leonards-on-Sea. 22nd April 2016

The National Fraud Intelligence Bureau (NFIB) has recently received an influx of reports that fraudsters are targeting the public, via social media, in relation to football tickets.

Fraudsters are posting pictures or statuses online telling members of the public to contact them via Direct Message for football tickets. This then leads to a mobile messaging conversation. During the conversation, bank details are provided by the suspect so that the tickets can be purchased.

After the victim has paid for the ticket the fraudster blocks them to stop further conversation, leaving victims without the tickets and out of pocket.

Protect yourself:

Check the security of the website and validity of the post Avoid taking the conversation offline to private messages When purchasing any products over the internet always try to make the payment via PayPal or a credit card where you have some sort of payment cover

Winter gritting for 2015/2016 ended on Thursday 14th April.

Gritters have been busy this Winter, using 4,502 tonnes of salt and gritted all of the primary gritting routes 43 times.

On 1st May Costain CH2M become the new Provider for delivering Highway Services in East Sussex. The new partnership will be responsible for maintaining the roads, pavements, grass and street lights in East Sussex. Most Highway services will continue as normal but there will be some changes. On 29th April the Highways Contact Centre will be closing early to allow for maintenance works. If you need to contact them you can do so online and you can still contact them to report emergencies.

On 1st May ESCC Highways will be launching a new website. You will be able to log and track enquires, view local events and get real-time roadworks information.

The new website - www.eastsussexhighways.com will be available from the 1st May.

Fraudsters are targeting members of the public who are expecting to make a payment for property repairs. The fraudsters, via email, will purport to be a tradesman who has recently completed work at the property and use a similar email address to that of the genuine tradesman.

They will ask for funds to be transferred via bank transfer and once payment is made the victims of the fraud soon realise they have been deceived when the genuine tradesman requests payment for their services.

Protect Yourself:

Always check the email address is exactly the same as previous correspondence with the genuine contact. For any request of payment via email verify the validity of the request with a phone call to the person who carried out the work. Check the email for spelling and grammar as these signs can indicate that the email is not genuine. Payments via bank transfer offer no financial protection; consider using alternative methods such as a credit card or PayPal which offer some protection and avenue for recompense.

The forecast for this week’s big spring tides is, for once, encouraging, with predominantly light winds. If this turns out to be the case, hopefully the current recycling exercise will finish a week on Friday and be the final one before summer. However, a full beach survey won’t be completed until Monday 11th and the results from this will determine how much shingle still needs to be moved.

In the meantime, this Wednesday 6th April sees our Annual Public Display, this year held to be on the 2nd floor of Sovereign Harbour Yacht Club overlooking the marina between 14:00 and 18:00. Anyone and everyone is welcome to come and discuss the sea defences, and anything connected to them. Or just to say hello and have a cup of tea or coffee.

Our earlier plans have predictably been changed by Storm Katie and there is now a significant amount of repair work to be done ahead of the “proper” spring tides in ten days’ time. Basically the crest has been eroded along most of the frontage and needs to be reinforced in order that the fuel bowser can be moved around to support the machines. Because the excavator and trucks are at the Coast Road depot they are now starting here and working west. One bulldozer will stay at Normans Bay and restore the crest prior to moving to Beachlands and the subsequent arrival of the recycling team, probably next week.

The forecast is currently favourable for the next ten days, and all the machines will be staying until at least the end of April’s big spring tides. Whilst storms in April are less likely than March, they are not completely out of the question. Even without further storms the beach will probably take 3-4 weeks to repair.

It doesn’t seem that we are getting any spring weather over Easter weekend, and the forecast for next week doesn’t currently contain much sun either. Three dump trucks are already in the Coast Road depot, ready to start moving beach on Tuesday 29th March ahead of the 8.0mCD tides in early April. Over the next couple of weeks they will move through the frontage reinforcing those areas that are still showing signs of erosion.

Whether this is the last bout of recycling required before summer remains to be seen. Let’s hope so.

Eastbourne Lifeboat took two crew members ashore from a yacht which caught fire off of Sovereign Harbour today at about 12:30pm today. It is understood that those on board were treated for minor smoke inhalation, but no further treatment was required.

At about 2pm, the fire spread to a gas cylinder on board, which exploded sending up a huge fireball; the yacht subsequently sank.

In her latest newsletter, Caroline Ansell MP issued the following statement with regards to the development of Site One.

"I have been contacted by several residents of Sovereign Harbour recently, regarding the development of site 1.

I have every sympathy with Sovereign Harbour residents who live close to site 1, and I understand their concerns. This has become a very valuable community space. But, with deep regret, it has always been clear that this site was designated for development (at one stage a hotel, although that was changed a while ago to housing) and as such, the was no mechanism, no planning consideration we could use to challenge the application.

The land in question is in private ownership, and as long as all appropriate permissions are granted there appears little that can be done as long as development is in line with Sovereign Harbour Supplementary Planning Document (SPD).

What I can do – and will – is approach planning officers and others to see what scope there is to influence the outcome even at this late stage. As they move to the next stage and through to construction, I will demand every consideration for residents be given."

Recent and continuing north easterly waves mean that work bypassing shingle round Sovereign Harbour will finish today for the summer period – not that the wind temperature feels much like summer yet. In the remaining days before Easter two bulldozers will come through Beachlands, Normans Bay, Herbrand Walk and Cooden to repair crest damage caused by last Wednesday’s storm.

After Easter recycling will resume, probably working west to east from Cooden ahead of the 8.0mCD tides in the first week of April. If there are no more storms, I would hope all machines will be finished a week or so after that.

East Sussex Fire and Rescue crews were called to the Waterfront yesterday evening (Tuesday) to tackle a fire that had broken out in rubbish stored in the bin store of Pablo's restaurant.

The fire service quickly had the blaze under control.

I suppose it was too much to think that winter was over, as yesterday’s brief, but significant, storm proved. Being southerly it will have had reduced impact elsewhere, but for Pevensey it resulted in a narrowing of the beach crest in several places. Generally southerly storms do not result in much west to east movement of shingle along the coast, with sediment lost from the crest usually just pulled down to the beach toe.

The remainder of this spring tide sequence is expected to be accompanied by NE winds, which should help return some of the shingle to the crest. To help in this process a bulldozer will start re-profiling next week, with a recycling team arriving a week later, ahead of the next spring tides. Of course, we are then into school Easter holidays, which is not the best time to be moving beach around, but with another set of 8mCD tides to come in the first week of April, there is not a lot of choice if we want to restore the defences before then.

Unless the weather deteriorates badly, there will be no machines working over Easter weekend itself

Eastbourne Borough Council has issued the following statement with regard to the loss of Site Five for the Sovereign Harbour Community Centre.

It has been decided to move the site for the new Sovereign Harbour Community Centre.

The site off Harbour Quay, which was the preference of local residents, had been set aside for the new building. However, a thorough site investigation has shown the ground conditions resulting from its former use as an amenity tip render it to be unsuitable.

At a meeting last week attended by representatives of Sovereign Harbour Residents Association (SHRA), Sovereign Harbour Community Association (SHCA), Eastbourne Borough Council (EBC) and East Sussex County Council (ESCC), it was decided the centre should be built on an alternative site. The new site is near the medical centre.

Councillor David Tutt, Leader of Eastbourne Borough Council, said: “I am bitterly disappointed the original site was found to be unsuitable. However, as a result of a Section 106 planning condition the owners of the land are obliged to make this alternative site available. This is very much a fallback position and I know that it will not please everybody but I am grateful to Sea Change Sussex for identifying the problems and acting swiftly to plan for the alternative site."

“I believe that it is important for us all to continue working together to ensure that the centre becomes a reality as this will be a great asset for people living in Sovereign Harbour.”

A meeting to consider design options for the centre will be held before the end of March. Following this a planning application will be submitted.

Alongside this process, Sea Change Sussex will be preparing tender documents for a contractor to construct the centre and it is anticipated that the building will be completed by spring 2017.

After years of false promises, the Sovereign Harbour Community Centre, is once again on hold. After being assured that the proposed site was clear for development, further investigations have show it to be so badly contaminated that it is no longer viable.

Although Sovereign Harbour Ltd is obliged to proved an alternative site, there will inevitably be further delays.

Unfortunately, Premier Marinas does not expect that the problem with the North Harbour bridge will be rectified before the beginning of next week.

The bridge is currently up and will be lowered throughout the night. The bridge will be opened at 4:50 am to allow the fishing vessels to leave the harbour; it will then be lowered again at at 7am.

Premier apologise for this inconvenience and stress that they are doing everything possible to have this problem resolved without too much delay.

This week should see the end of beach recycling, for the time being at least. There are still some substantial spring tides to come late next week and in early April, so some level of beach erosion is likely before we can expect machines to leave the beach for summer. Hopefully this can be achieved in two or three weeks after Easter school holidays. In the meantime works at Beachlands and Normans Bay should be completed today and tomorrow, before the recycling team finishes at Grey Towers, 'White Horses' and Sovereign Harbour at the end of the week.

Meanwhile, the current wind and waves are adding more shingle to Langney beach, so works there are set to continue well into March. However, works have to be completed by the end of the month, as this is the seasonal cut-off date imposed by Eastbourne Borough Council.

Following a number of complaints from local residents relating to anti-social driving and speeding in the Pevensey Bay Road area of Eastbourne, East Sussex Roads Policing Department took targeted action on Thursday 25th February.

In total six drivers were reported for speeding, one had their vehicle seized for not having appropriate insurance, and one had their vehicle seized following a second warning for anti-social behaviour. The complaints from residents all relate to vehicles driving considerably too fast along Pevensey Bay Road, and using their vehicles inappropriate in and around The Crumbles car park. This is the first of such action, and we will be continuing our attention on this area, and others nearby.

PC Ed Faulkner, Neighbourhood Constable for the area, said “We take all complaints from residents seriously, we also take road safety seriously. This action underscores our focus on these issues, and demonstrates that action will be taken where offences have taken place. Our roads are not race tracks, and it is the responsibility on all drivers, pedestrians, cyclists, and other road users to be safe when using roads and pavements.”

East Sussex Roads Policing Department intend to continue these checks, both in marked vehicles and plain vehicles, targeting those who are endangering others.

Eastbourne Lifeboat has issued this Press Release:

Whilst maintaining its core function of saving lives at sea, the RNLI in a recently announced initiative is placing increasing emphasis on the prevention of loss of life around the shores of the UK.

Research has shown that in recent years many lives have been lost or serious injuries sustained in non boating incidents around our coast such as coastal walking, diving, angling and ‘tomb-stoning’. To reduce this toll the RNLI have embarked on a campaign entitled ‘Respect the Water’ bringing coastal safety to the community by way of promoting awareness, supplying information and education. The aim is to expand the scope of lifeboat stations around the country to make them more community based to include meeting and education space and as a hub for local life saving activities.

All this has had a direct impact on Eastbourne Lifeboat Station. Plans have already been approved to replace the existing building at Sovereign Harbour with a new facility to incorporate the all weather lifeboat ‘Diamond Jubilee’ along with the inshore lifeboat ‘Laurence and Percy Hobbs’. Planning restraints meant that there would be insufficient space in the new building to achieve the latest community life saving requirements and it was feared that the new build might be considered ‘not fit for purpose’ before it was even built. It has been decided therefore to put a temporary hold on the project pending a further review. Retaining the current all-weather lifeboat at Sovereign Harbour remains the station’s top priority.

Theoretically there is one more week of winter before the official start of spring. On the other hand there are significant spring tides in March and April, both months that have in the past resulted in beach erosion due to storms. Whilst spring may be just round the corner, there is plenty to do before we can consider an end to works for winter 2015-16.

As a result recycling will continue, now working from Cooden with four dump trucks, returning shingle to Herbrand Walk, Normans Bay East and Beachlands. If necessary a smaller team will then continue west through Pevensey Bay to Grey Towers and Sovereign Harbour to reinforce any areas that require attention.

Meanwhile, Ovenden have now completed removal of shingle from the outer harbour for Premier Marinas. The resultant stockpile remains to be transferred round the harbour to the north beach, which is likely to take two weeks. Last weekend’s storms have pushed more shingle up against the southern breakwater, so it is everyone’s interests to also try and remove some more sediment from the beach before we leave. If it is not removed it will only end up being driven inside the harbour where it will form another spit similar to the one just removed.

According to Monday’s forecast we were due a much more severe weather event than eventually materialised, primarily because offshore wave heights were nowhere near as big as expected. Nevertheless several areas suffered significant erosion to the front of the beach crest, some of which were those where erosion is not usually a big problem – for instance Sea Road car par.

Tides fall from today and NW winds are set to predominate for the coming week, so the process of restoring eroded areas can proceed in a more orderly fashion. Although Normans Bay East and Beachlands have received some additional shingle, machines will gradually work back towards Cooden next week.

Ovenden are currently removing substantial amounts of shingle from inside Sovereign Harbour all of which will be brought round to the north east side of the marina in the next couple of weeks. There is still a lot of shingle on Langney beach, much of which also needs to be bypassed round the harbour. If left on the beach it too will be forced round the breakwater and into the harbour.

On Wednesday afternoon (10th February) police arrested a woman over a hit and run collision in Hailsham on Tuesday (9th February). A car has also been recovered.

A 78-year old Hailsham woman pedestrian sustained serious injuries following the incident, which occurred at about 6.40am on Tuesday in South Road. She is still in a critical but stable condition in the Royal Sussex County Hospital.

The woman arrested, who is 35 and also from Hailsham, is in custody for interview on suspicion of causing serious injury by dangerous driving, and failing to stop at the scene of a collision

Police are still trying to trace the driver and vehicle involved in a hit and run in Hailsham on Tuesday (9th February).

A pedestrian sustained serious injuries following the incident, which occurred at about 6.40am in South Road. Sergeant Richard Hornsey, of the Serious Collision Investigation Unit, said: "This was an appalling incident that left an elderly lady lying in the road with significant injuries."

"From debris found at the collision site, we are looking for a Ford Fiesta or Ford B-max in Candy Blue, manufactured from 2012 onwards. The vehicle has damaged a wing mirror in the collision. If you know someone who drives a vehicle like this and could have been in the Hailsham area yesterday morning between 6 and 7am, please contact the investigation team on [email protected] or call 101, quoting Operation Image."

Eastbourne Police have arrested two males for offences relating to the suspicious activities in and around Macquarie Quay in the last few days. The incidents have involved males appearing to wait for the postman to deliver mail, and bank accounts being set up in residents names without their knowledge or consent. The arrests were made following vigilant residents contacting Police to say the males were in the area.

PC Ed Faulkner, Neighbourhood Officer for the area, said “I would like to highlight the quick and accurate calls residents have made to Police about these matters. We have been working hard to try and raise awareness of these incidents, and eagle eyed residents have ensured the arrest of two people suspected of being involved. The investigation is still at an early stage, however it will be detailed and rigorous to ensure that all enquiries are exhausted. If anyone has any information that would help our enquiries please contact Sussex Police on 101 quoting reference 427 of 5th February."

"Despite these arrests the advice still stands, and we would still encourage residents to report anything suspicious and to remain vigilant to any potential suspects. Unfortunately these type of crimes can happen at any time and anywhere, but with residents being vigilant we can try to put a stop to it quickly”

With big spring tides approaching, yet another stormy weekend forecast, and an unsettled week to follow, we have arranged for beach recycling to restart on Monday morning. The next couple of days should not be too bad, but Monday night’s 23:15 high water is currently expected to be accompanied by a 0.6m storm surge, which will make quite a difference. Yesterday it looked like Thursday could be the worst day, however that was just looking at a 10 day wind forecast. Today that has moderated and it is now suggesting the middle of the week may have lighter northerly winds. In short it is difficult to know, but to be on the safe side we will be recycling all week, and probably the week after as well.

Increasing wave activity is only likely to add to the volume of shingle arriving at Langney, so bypassing works are not likely to finish for at least two weeks.

Our Neighbourhood PC, Ed Faulkner, has issued the following statement.

“Last year we received numerous reports from residents around Macquarie Quay about fraudsters attempting to gain access to mail boxes and setting up bank accounts in the name of residents there. Due to the vigilance of the residents, and work of the Police we successfully deterred them being in the area trying to defraud residents.

However, this week, we have started to receive similar complaints again. So far we believe there have been three address targeted where they have found that bank accounts have been set up in the occupants name and the fraudsters have attempted to gain bank cards and details for these accounts. Fortunately these residents have been vigilant and the banks have closed the accounts. However there is a risk that others have, or may be, targeted.

We are doing some covert patrols around the area to try and identify offenders, however we need the help of residents. If any resident or visitor sees anyone loitering in the area of the post boxes, or appearing to be waiting for the post man to arrive, please call 999 to report it. Catching offenders in the act is far better than trying to resolve things after the event.

We are not aware that anyone has lost any of their own money as yet, however, everyone needs to work together to stop this intrusive crime”

Bypassing of surplus shingle from south of Sovereign Harbour has started today and is likely to continue for three weeks. Included in this period will the recovery of beach that has been driven round the end of the southern breakwater where it has formed a spit on the inside of the outer harbour. Although this work is technically being done by Premier Marinas, we are working in cooperation with them to ensure that it is done as quickly and efficiently as possible.

Forecasts for the next week or so suggest that strong westerly winds are set to remain dominant. This means that more shingle may arrive from Eastbourne as fast as it is taken away. Therefore it is possible that either works will go on beyond three weeks, or may have to resume in March. It is interesting to note that each of the last three months has been significantly windier than the same months in 2013- 14, so it is of no surprise that a lot of shingle needs to be moved.

Once bypassing does stop, there will inevitably have to be a further round of recycling between Cooden and Beachlands

Due to excessive high winds this winter there has been a build-up of shingle in the entrance channel to Sovereign Harbour. The shingle is picked up, taken around and driven through the harbour arm by large waves resulting from strong South Westerly winds. This year, as in 2014, the rock spur on the south side of the southern harbour arm has been breached. The rock spur was designed to stop shingle from entering the harbour entrance by allowing the Environment Agency time to take the shingle away - either back to the beach in Eastbourne or around the harbour to Pevensey Bay. The material has started to form a shingle spit in the entrance to the harbour. See item 19th January below.

To remove this shingle from the channel we will use an earth moving contractor working alongside Pevensey Coastal Defence Ltd and Premier Marinas Ltd. Initially the shingle that has over-topped the rock spur, but has not been taken around or driven through the harbour arm will be taken away. This will then reduce the chance of any further shingle migrating around the harbour arm and into the harbour entrance.

The contractor will then start work on constructing a temporary shingle haul road out to the shingle spit so that they can then use the spring low tides, twice a day, to remove the shingle in the harbour entrance. Once the haul road is built the removal is expected to take approximately 1 week.

The contractor is scheduled to start moving the shingle on the south side on the 1st February and to start building the haul road to the shingle spit on the 8th February. The works are expected to be completed by Friday 12th February depending on weather conditions.

This week sees the final recycling for the moment. Trucks will be loaded at Cooden for Normans Bay East today and tomorrow, before moving to Normans Bay outfall and supplying Beachlands. At the end of the week they will end up at Sovereign Harbour where they will try to reinstate the haul road along the beach so that tipper lorries can get closer to the revetment.

Sussex Police has released a Press Statement in response the Home Office announcement relating to their report "Ending Gang Violence and Exploitation"

Hastings is included in the government programme but unfortunately Eastbourne was mistakenly included by the Home Office in this announcement, which has caused some concern locally. Eastbourne Police District Commander T/Chief Inspector, Emma Brice, said, "Can you pass this on to your members with my reassurance that Eastbourne does not have a problem with gang violence and remains a safe place to live, work and visit.

"Sussex Police and local partners are fully committed to protecting vulnerable people and dealing with youth crime in all the county's seaside towns. There is no evidence that Sussex has a gang culture where young people become involved in crime through their allegiance to a gang, however we know that youth violence - often drink or drug fuelled - can occur. We also know that vulnerable people locally can be at risk of being exploited by County Lines, where drug gangs from London seek to move into a provincial towns. , and it was to this end Sussex Police and our partners welcome this offer of additional advice and guidance from experts who are able to share good practice. This enables us to build on the strong partnership work already going on across Sussex to protect vulnerable people.

Already officers in Hastings, working with our partners, have done an enormous amount in tackling drug- related criminality, including violence, through initiatives like Operation Ball, which last autumn saw more than 30 arrests made. We have been tackling "County Lines" and we deal with this whenever we have evidence or intelligence to indicate it may be happening. We work closely with our partners to reduce the harm caused and help those who are vulnerable. This operation was based on co-operation with other forces and partner agencies to amass intelligence allowing robust action to be taken against suspects.

Eastbourne was not part of the focus and currently Hastings is the only area in Sussex that will become one of the 52 areas nationally offered this additional support from the Home Office.

Superintendent Nick May said: "While we do not have the gang violence perhaps associated with inner city areas, it can sometimes manifest itself in drug trafficking between the coast and the capital, which we have been dealing with robustly. We are committed with partners to reducing the harm caused by all violence in our towns and protecting those who are most vulnerable in our communities".

In an article on her website, Caroline Ansell MP has confirmed her support for harbour residents in their struggle against the Sovereign Harbour Marina Rent Charge.

Caroline writes, "I am continuing with efforts to support Sovereign Harbour residents with the yearly harbour charge.

I have had a series of meetings with the relevant authorities, as well as representatives from Sovereign Harbour. Clearly this is a very frustrating time as the bills have come in again, but I want to reassure residents that I fully support them in their fight to rectify the unfairness of the Marina Rent Charge.

In the next few weeks I will be having a meeting with the new Chief Executive of the Environment Agency, and will be urging him to help find a resolution to this long running saga."

Weather forecasters have predicted a cold snap in all until Tuesday 19th January. Sleet, snow and severe frosts are forecast in some regions over the next few days.

This cold weather could increase the risk of life-threatening illnesses, especially among older people. The ideal temperature for a bedroom is 18°C (64°F) and 21°C (70°F) for a living room.

On Saturday 16th January at 5pm, the Redoubt Fortress will open its gates to the public for the first time this year as part of the 2016 series of Stargazing events. Both educational and entertaining, these free family friendly events are offered to anyone with an interest in astronomy, beginners or the more experienced stargazers, and anyone who wants to learn more about our night sky, with guided use of telescopes and expert knowledge from the Eastbourne Astronomical Society. The series continues on the 13th February at 6pm and then on the 12th March at 7pm

Some hot drinks and other refreshments will be available to purchase from the Pavilion Tea Room next to the Redoubt.

Grassroots Suicide Prevention deliver training that saves lives. Very few, if any of us, are untouched by suicide. They believe that suicide is a community health problem and that suicide can be prevented.

Grassroots Suicide Prevention promotes and delivers ASIST (Applied Suicide Intervention Skills Training), a 2 day workshop that teaches a model of suicide first aid. ASIST has been developed by LivingWorks and has been delivered to over 1 million people worldwide.

The last two months have been particularly “lively” but unlike 2013-14 the biggest waves have not coincided with spring tides…yet. So, although the beach crest has not been especially threatened, there has been significant single movement from the main body of the beach. Consequently there is still much to do to get the beach back in ideal condition.

The greatest shingle movement has been seen at Langney on the south side of the harbour. I have never seen as much shingle on the beach as there was at the start of this week. Today we will have completed a second bypassing operation for the winter, but that is far from the end of what is required. A large amount of sediment has been driven through and round the breakwater to form a spit protruding towards the marina’s entrance channel. In order to prevent this entering the channel and endangering vessels using the harbour, Premier Marinas are due to start removing this material in the next week or so. Once it has been removed, then this too will need to be brought round to the north harbour by road. It is quite likely that when this starts, there will be more shingle available to be taken from the beach, as has been done this week. In all probability, there will be a further two week period when shingle needs to be bypassed round the harbour.

The next round of recycling will start on Monday. Initially shingle stockpiled close to the north harbour Martello tower will be moved towards the revetment, before machine move east to 'White Horses', 'The Sandcastle', Leyland Cottage, Beachlands, Normans Bay East, Herbrand Walk and Cooden. How long this will all take depends on the weather in the coming weeks. Next week looks as though it will be dominated by NW winds, which should aid a degree of natural recovery over the spring tides midweek, although we have to get through a breezy SW weekend first.

The NatWest Mobile Bank will be in Sovereign Harbour every Wednesday from 1:15pm to 2:45pm It will be parked in the car park behind TK Maxx, opposite the 'The Gym'

There will be two members of staff there each week to help personal customers with their everyday banking needs such as paying money in, taking money out or other day to day enquiries such as statement requests, ordering printouts, ordering cards or cheque books for example 7th January 2016

2016 Marina Rent Charge invoices have started dropping on harbour doormats, even though the directors of the Sovereign Harbour (Beaches) CIC have been made aware of the very strong likelihood that the charges aren't lawful.

Although there are strong feelings that we should refuse to pay, it is the SHRA's recommendation that, as last year, we should pay, "without prejudice". So, before you pay, please read the special issue of Waterlines Online that will be published within the next few days.

Christmas is over so, are you looking for somewhere to dispose of your Christmas tree?

If you have opted into the garden waste collection service, you can recycle your real Christmas tree by cutting it up and placing it in your brown bin or leaving it in manageable chunks (less than 4 feet tall) next to your brown bin.

Alternatively, take it to one of the many collection points across Eastbourne. The closest for harbour residents is the Waste Water Treatment Works car park at the end of Atlantic Drive. This service is only available from 4th to 18th January 2016.
