13th Adoption of highways on Sovereign Harbour - December 2007 December 2007 We have received the following information from the EBC Highways Department, which shows the current state of play with the adoption of residential development.

SOVEREIGN HARBOUR NORTH - DECEMBER - 2007

Country Homes - St Lawrence Way, St Lawrence Mews (Heritage Quay) - Sec38/126

Section 38 Agreement in place. Work substantially complete for sometime. Contact has been made recently (08.08.07) with Country Homes to carry out essential street lighting works in order to progress the Section 38 Agreement. Reduced maintenance period to apply once agreement in place. Adoption anticipated at early part of 2008.

Millwood Homes - Seattle Drive, Campbell Mews, Johnston Place, Wellington Quay, Auckland Quay - (Areas Q, part, Z, part) - Sec38/132

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (part 2) issued 26.09.06. Pre-Adoption site visit took place on 22.08.07 and once all remedials have been identified and repaired adoption can take place.

Persimmon Homes - Barrier Reef Way, Coral Reef Way, Brisbane Quay, Tasmania Way, Hobart Quay - (Areas Y&Z) - Sec38/125

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued August 2005. Pre-Adoption schedule of remedial works has been prepared and agreed with the developer and once these have been carried out adoption can proceed.

George Wimpey - Pitcairn Avenue, Somoa Way, Solomons Close - (Area K) - Sec38/124

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued August 2002. Pre- Adoption schedule of remedial works have been prepared and agreed with the developers contractor following a site meeting carried out on 10.08.07 and once these have been carried out adoption can proceed.

Jones Homes - Eugene Way-Road 1 Only - (Area M) - Sec38/153

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued July 2006. Adoption anticipated late 2007 early 2008.

Whiteoak - Long Beach Mews, Long Beach Close - (Area X) - Sec38/128

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance Certificate (Part 2) issued February 2007. Reduced maintenance period to apply and a pre-adoption site meeting to take place in October 2007. Once remedial work has been completed adoption can proceed.

Whiteoak - Golden Gate Way, Golden Gate Mews - (Area W) - Sec38/141

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance Certificate (Part 2) issued February 2007. Reduced maintenance period to apply and a pre-adoption site meeting to take place in October 2007. Once remedial work has been completed adoption can proceed.

MacLean Homes - Caroline Way - (Area N) - Sec 38/134

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (part 2) issued 07.08.07. Reduced maintenance to apply and adoption to proceed early 2008.

Bellwinch Homes - Callao Quay - (Area P) - Sec38/143

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued June 2004. Pre-adoption site meeting took place on 20.08.07 and once remedial work has been completed adoption can proceed.

Barratt Homes - Phoenix Drive - (Area U) - Sec38/130

Section 38 Agreement in place. Part 1 Certificate of Completion has been issued. Previously a David Wilson Homes site this has recently been taken over by Barratt Homes. Contact has been made with the new developers on 21.08.07 to update them on the outstanding street lighting works and remedial work required by Barratt Homes in order for us to issue the maintenance certificate. A Pre-adoption site meeting to take place later this year and once remedials have been completed adoption can proceed.

Silver Homes - Inner Harbour Walkway, Junction area - (internal roads to remain private) - (Area V) - Sec38/129

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate issued July 2006. A Pre-adoption site meeting took place on 24.08.07 and once remedials have been completed adoption can proceed.

Country Homes - Grosvenor Quay, Inner Harbour Walkways - (Area T) - Sec38/144

Awaiting Section 38 Agreement. Awaiting news from Developers regarding some street lighting issues which have to be resolved in order to progress section 38 Agreement.

Redrow Homes - (Area S) - Sec38/133

No section 38 Agreement expected. Pedestrian access to outer harbour promenade and inner harbour walkway secured by legal agreement.

Sovereign Harbour Ltd - (Pacific Drive) - Sec38/117

Section 38 Agreement in place and Part 1Certificate of Completion issued on 23rd July 2004. Part 2 issued on 02.03.07. (Commencement of maintenance period) street lighting remedial works completed. Adoption to take place once construction traffic ceases and remedial works have been carried out.

SOVEREIGN HARBOUR SOUTH - DECEMBER 2007

Persimmon Homes - Martinique Way, St Kitts Drive, Grenada Close, Outer Harbour promenade - (Area B) Roads F,G,H,J - Phase 5 - Sec38/146

Awaiting Section 38 Agreement. Works are now substantially complete and will be pushing Persimmons to progress this agreement in order for us to issue its maintenance certificate. Will look at reducing the one year maintenance period as Atlantic Drive is already adopted.

Persimmon Homes - Santa Cruz Drive (southern section), Salvador Close - (Area B) Phase 4 - Sec38/106

Section 38 Agreement in place. Part 1 and Part 2 certificates of completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (part 2) issued 10.08.07. Reduced maintenance period to apply and a Pre-adoption site meeting to take place later this year. Once any remedial work has been completed adoption can proceed.

Persimmon Homes - Santa Cruz Drive (northern section), Windward Quay, Leeward Quay, Key West, Key West Bridge - (Area B) Phase 1 - Sec38/107

Persimmon Homes - Barbuda Quay - (Area B) Roads A,B,C - Phase 6 - Sec 38/151

Awaiting Section 38 Agreement. Some street lighting issues and remedial works to be addressed by Persimmons. Will be pushing Persimmons to advance the agreement in order for us to issue the maintenance certificate and once this has been completed a reduced maintenance period can apply.

Persimmon Homes - Bermuda Place, Key West (part), Inner Harbour Walkway - (Area B) Phase 2 - Sec38/121

Awaiting Section 38 Agreement. Persimmons contractors have now completed the outstanding remedial works and will be pushing them to advance the section 38 Agreement in order for us to issue the maintenance certificate. Once this has been completed a reduced maintenance period can apply.

Persimmon Homes - Ocho Rios Mews - (Area B) - Sec38/148

Awaiting Easement Agreement over the parking bays to enable us to proceed with the section 38 Agreement.

Persimmon Homes - St Lucia Walk, Antigua Close - (Area B) - Sec38/138

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S. C.C. Maintenance certificate (Part 2) issued May 2005. Adoption took place on 08.08.07.

Sunley Homes -Madeira Way, Jamaica Way, Havana Court, Inner Harbour walkways - (Area B) - Sec38/118

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued May 2005. Adoption took place on 25.09.07.

Sunley Homes - Canary Quay, West Harbour Walkways, Kingston Quay - (Area B) Phase 2 - Sec38/123

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued May 2005. Adoption took place on 27.06.07.

Sunley Homes - Daytona Quay - (Area B) - Sec38/145

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued however some street lighting works have emerged since the Part 2 certificate was issued. Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Adoption delayed due to hold up with Southern Water adopting drainage. Developer currently talking to Southern Water in order to progress adoption. Will look at reducing the maintenance period as soon as this situation is resolved.

Persimmon Homes - Santos Wharf, Madeira Way. (Part)

Sec 38/154 Section 38 Agreement in place and Part 1 Certificates of Completion have been issued. Some street lighting issues to be addressed in order for us to issue the maintenance certificate. Will look at reducing the maintenance period once these issues have been resolved.

Please Note:

All the above time estimations on adoptions are dependant on the developers commitments to complete any remedial works and to finalise all the associated paperwork required for the final adoption.

Part 1 Certificate.

A Part 1 Certificate of Completion is issued when works have been completed to a pre determined stage and will include:-

1. All highway drainage 2. All other drainage contained within the highway. 3. All kerb foundations and where appropriate kerbs including lowering at vehicular crossings and pram crossings. 4. Carriageway sub-base roadbase and any supporting structure thereto. 5. Carriageway Base Course surfacing. 6. Demarcation of Sight lines and clearance of vision splays.

A Part 1 Certificate of Completion is required for the section of road leading to individual properties prior to occupation.

Part 2 Certificate

A part 2 Certificate of Completion (sometimes referred to ad the maintenance certificate) is issued when all of the works covered by the adoption agreement have been completed. The issuing of this certificate triggers the start of the maintenance period which is usually 1 year. At this point the street lighting day to day maintenance becomes the responsibility of the County Council. The rest of the estate roads etc remain the responsibility of the developer.

1. Prior to the issuing of the Part 2 Certificate the following works are required:- 2. Street lighting and street furniture 3. All outstanding kerbing not completed in Part 1 4. Pedestrian Ways 5. Carriageway wearing course 6. Vision splays and verges 7. Road markings 8. All other works described in the Specification and in the Drawings.

Final Certificate of Completion

At this stage the roads footways etc become public highway and are then maintained at public expense.

11th North Harbour Bridge closures. December 2007 The North Harbour bridge (next to the Waterfront entrance) will be raised between 01:00am and 05:30am on Saturdays and Sundays.

10th December 2007 Proceeds from sales of 'The Crumbles Story' donated to the lifeboat.

So far, SHRA vice-chairman Jan Weeks has sold 20 copies of 'The Crumbles Story' by local author Ann Botha.

On Sunday 9th December, at the annual 'Carols with the Crew of the Eastbourne Lifeboat' service on the Sovereign Harbour Waterfront, Jan presented a cheque for £50 to the Eastbourne Lifeboat Operations Manager, Paul Metcalfe.

If you are looking for a good Christmas stocking filler, or perhaps a little treat for yourself, we have a limited number of signed copies of the very informative book, ‘The Crumbles Story’ by local author Ann Botha.

4th December 2007 District Commander's December update

We now start the run up to Christmas and the Police are as busy as ever keeping you safe..

During the last week of November Eastbourne Police and a number of its partners from the local council, DVLA, Fire Brigade, TV Licensing, Devonshire project ran a multi-agency operation within the town centre. This also involved a number of agencies carrying out environmental audits and removing abandoned cars, Graffiti and rubbish. We also carried out enforcement on known drug suppliers, shoplifters and wanted people.

I feel the week was a complete success and I plan to do it in other parts of the town. I would like to thank all my partners for the assistance they gave making the people of the town feel safer.

As advertised in the local press I was available in the Arndale centre last week for people to come and tell me what they wanted from the local Police. A number of people attended and I will look into a number of issues they raised including cycling on the promenade, noise pollution (in conjunction with the Local Council) and antisocial behaviour. I will be holding another event in January in a different location. Look out for details. We were also able to distribute over 1000 snap back devices to people to try and prevent the number of purse thefts we are having. These devices sponsored by the Eastbourne Crime Reduction partnership secure the purse to the handbag and make if difficult to remove. We are also increasing our plain clothes and highly visible patrols to target known offenders. We have had success recently by arresting a female who has been remanded into the custody of the local prison. I would ask everyone to take extreme care with their bags and never leave them unzipped or unattended.

Christmas is coming but your local Police do not take time off. We work hard to make sure our staff spend time with their families but do not forget our responsibility to the public. The Police do not close down over the Christmas period and anyone thinking of committing crime will be targeted. I would ask that everyone takes extra care at this time and do not leave any valuable items in vehicles. Those with Sat/Navs I would urge to be extra careful. Remove it every time you leave the vehicle and also remove the cradle it sits in. Do not give thieves the chance to take your property. If you would like any of your property post coded contact Insp Tony Wakefield or myself at the Police station and we will get someone to visit you.

A number of Door staff and other members of the public who have assisted the Police were congratulated at Ceremony on the 30 November. These were local people who have made a difference to how we Police the town and they have been duly recognised for it. I thank them all for their contribution.

Eastbourne is a safe place to live, work and visit and we aim to make it even safer. This cannot be achieved without the help of the public and I would just like to take this opportunity of thanking the people of Eastbourne for your help this year.

22nd November 2007 Sovereign Harbour Art Group exhibition

The Sovereign Harbour Art Group will be holding its first Art Exhibition on Saturday 8th December from 10:00am until 5:00pm in the Royal Sovereign Suite of the Sovereign Harbour Yacht Club.

The Exhibition will include the sale of paintings, prints and greetings cards by Art Group members

22nd November 2007 District Commander's update

Violent Crime within Eastbourne

Some of you may have seen recent articles in the press regarding public place violent crime with Eastbourne. I would just like to put these into context.

Can I start by saying that the figures produced by the Argus are out of date and only go up until June 2007. I have been in post since April 2007 and there has been quite a dramatic reduction in violent offences since then and when this report was produced. In April, May & June, Terminus Road saw 30 offences that were classed as "Injury violent crime". Since then there has only been 15 "injury violent crime" offences for the whole of July, August, Sept & October, a 50% reduction from the previous quarter. In fact, in September & October, Terminus Road only recorded one "Injury violent crime" per month!

Statistics can sometimes be misleading when viewed in isolation and that Eastbourne Policing District has seen over a 15% reduction in injury violent crime in a public place from 01/04/2007 leading up to the 01/11/06, in comparison to the same period last year.

Eastbourne town centre, and in particular Devonshire Ward is responsible for over 33% of Eastbourne district's total crime. The town centre area accounts for 48% of all recorded violent crime, with Terminus Road being by far the longest Road in the town centre area. In contrary to the figures that you have been given, the town centre area has also seen a reduction of over 15% for public place violent crime compared to the same period last year.

It has been widely acknowledged that a large percentage of the town centre violent crime is linked directly with alcohol and the night-time economy. Eastbourne police and its partners are investing heavily in the policing of this area and over the last year a number of partnership initiatives have been introduced which include door-staff wearing high-visibility jackets, the introduction of polycarbonate drinking vessels and plastic bottles in a number of larger premises, and Eastbourne Business Crime Group has recently introduced the safer Socialising Award scheme. Eastbourne Crime Reduction Partnership has also provided significant financial assistance which is being used to fund a greater of number of officers during key periods. All of these initiatives, and others, have made a major contribution to achieving the 15% reduction which has been discussed. In addition to this, late last month Eastbourne policing district saw it

This means increased justice for victims of crime. I have just introduced Operation Flush within the town centre which puts officers out on bikes 24hrs a day to increase visibility and response times. This is in addition to Operation Marble our night time economy public place violent crime imitative.

Every instance of someone becoming a victim of crime is regrettable. Eastbourne police, working with our partners, will strive to make Eastbourne an even safer place in which to socialise. Media speculation using out dated figures is not good in reducing the reassurance gap that exists. Police and its partners are working hard to address this. This should in fact be a good news story in that less people are becoming victims of assault.

19th November 2007 Could you be a volunteer Welfare Officer for the Eastbourne Blind Society?

Sovereign Harbour has a small community of visually impaired residents, who are helped by the Eastbourne Blind Society.

This local charity is short of volunteer Welfare Officers, especialy in the Sovereign Harbour and Langney Point areas, and would be very grateful for any help you can offer.

Welfare Officers visit residents in their homes to maintain contact. provide support, advise on allowances and benefits and help fill in the appropriate forms. They also provide friendship and company, especially for those who are totally blind.

14th November 2007 Smugglers Unplugged Music Night

Planning for the next 'accoustic music night' at the Smugglers in Pevensey on 27th November is already well underway, and the featured guest has already been booked. He is Gavin Brown a superb guitarist and singer. His influences are Free, John Martyn, John Lee Hooker, Muddy Waters, Howlin Wolf, Cream and Jimmy Hendrix.

Not a bad line up for free.

Harbour resident Mike Bostock said: "We hope to see more harbour residents there on the night and extend a warm welcome. We start at 8.00 and finish at 10.30."

14th November 2007 Older People's Forum

At the meeting of the Sovereign Harbour luncheon club on Wednesday 21st November, starting at 12:30 at the Harvester on the Waterfront, guest speakers Vicky Smith and Terri Ferrari will discuss the role of the ‘Older People’s Forum’ in .

Vicky Smith is a Senior County Council Officer responsible for the Older Residents Forums Project and Terri Ferrari is the project manager for the Eastbourne Seniors Forum. One of the key steps will be to develop a joined up approach between the Council and partner organisations to ensure coordinated action on the issues that affect older (over 50) people.

East Sussex County Council Cabinet last month approved a strategy to increase older people’s involvement in the improvement of public services across the board, from adult social care to transport, leisure and lifelong learning.

Councillor Bill Bentley, the lead member for Adult Social Care added: “This is an important part of our work to involve people more closely in the planning, delivery and improvement of services that East Sussex County Council provide.”

11th November 2007 Save the Eastbourne DGH

March and rally in support of the‘Save the DGH’ campaign

There will be a march and rally in support of the ‘Save the Eastbourne DGH’ campaign on Saturday 17th November.

If you would like to take part, you should assemble by the pier at 10:30am; the march will start at 11:00am.

The procession will go through the Terminus Road pedestrian area and then on to the Town Hall where the rally will be held.

This will be the last opportunity to show your support before the PCT makes its decision.

6th November 2007 Free Winter Health Check for your car

6th November 2007 Sovereign Harbour Art Group at the Yacht Club

The Sovereign Harbour Art Group will meet this evening (Tuesday 6th November) from 5:00pm to 8:00pm at the Yacht Club.

6th November 2007 District Commander's Update

We continue to fight crime within the town and have this month launched Operation Flush within the town centre. Around 33% of all crime in Eastbourne occurs in and around the town centre. This is not a surprise as it has a high proportion of shops and is the centre of the night time economy. Having said that I aim to reduce crime in this area. A tactic of OP Flush is the deployment of officers on push bikes 24hrs a day to respond to calls and be a highly visible presence. They will work closely with the daywatch and nightwatch scheme and carry one of their radios at all times. This has paid dividends already with the capture of a group of prolific shoplifters. The bikes have also enabled my officers to respond to calls quicker. Last week they attended the pier after a report of a person intending to jump from the end. Due to the fast response time of the officers on the bikes they were able to prevent the person jumping and get them the help they needed.

We had two burglars visit the town from a neighbouring area this month. They came during the night and burgled three properties whilst the owners slept in their beds upstairs. This is a highly unusual and despicable crime. Having committed the crimes they tried to leave the town with their ill-gotten gains but were arrested by two eagle eyed Roads Policing officers with all the property before the householders had even reported the burglaries. This sends out a strong message that Eastbourne is not the place to come and commit crime.

We continued our work targeting drug dealers in the town again this month. Working on information from the public we raided 7 addresses and recovered money and drugs from a number of these properties. Work will continue in the coming month with more addresses

At the end of November we will be launching Operation Synergy. This is a multi-agency week of action within the Devonshire area of the town. A large number of agencies are getting together to make the area a better place to live and work. This will supplement the work the Police are doing as part of OP Flush. I aim during that week to have a face the people session with senior members of a number of agencies (Police, Fire, Council CDRP etc) available in the town centre for the public to come and see and put any issues to them. Please check local press and radio for details and if you have any burning issues come and see us. I will be there and would love to meet as many people as I can.

The Police continue to bring more offenders to justice. In October we detected over 55% of crime in Eastbourne. I am immensely proud of my team for achieving that.

In August 1997, Sovereign Harbour Ltd was given outline planning consent for the residential development of the area now known as Sovereign Harbour North. The site was split up into a number of discrete development areas, which were then sold on to development companies.

One of the final areas for development, Site 'M', was sold to Jones Homes which, in March 2003 was given consent (EB/2002/0224) to build 26 three-storey town houses and 110 apartments, together with garages and ancillary works, on the site. Construction started in 2003 and is now close to completion.

In March 2007, Jones Homes submitted an application (EB/2007/0197) to vary the consent for 'Block G' on the development. The original consent for Block G allowed Jones to build six two- bedroom apartments on each of the first and second floors (twelve in total) and six duplex apartments on the third and fourth floors, making a total of eighteen dwellings.

The revised application sought permission to omit the six duplex apartments and build six two- bedroom apartments on each of the third and fourth floors of Block G, to form 24 flats in total; an additional six dwellings.

This application, which was recommended for acceptance by the council's officers, was opposed by members of the SHRA committee and our ward councillors. The Planning Committee agreed with the objections and refused the application. The decision notice stated that:

"The proposed additional flats would constitute an overdevelopment of the site to the detriment of the general character of the area, resulting in an increased activity to the detriment of neighbouring residential amenity and adding to the demand for on-street car parking in the vicinity, contrary to Policies UHT1, HO20 and TR11 of the Eastbourne Borough Plan 2001 - 2011."

In August 2007, Jones submitted a further application (EB/2007/0393) for this block. This revised application sought to omit four of the duplex apartments and create four two-bedroom flats on each of the third and fourth floors of Block G, to form twenty-two flats in total; an

Despite the Planning Committee's refusal of the previous amendment, the council's officers surprisingly recommended approval of the application, and members of the SHRA committee again opposed it. The committee members refused the application for exactly the same reasons as they rejected the previous application

The decision notice again stated that:

"The proposed additional flats would constitute an overdevelopment of the site to the detriment of the general character of the area, resulting in an increased activity to the detriment of neighbouring residential amenity and adding to the demand for on-street car parking in the vicinity, contrary to Policies UHT1, HO20 and TR11 of the Eastbourne Borough Plan 2001 - 2011."

It was hoped that Jones Homes would respect the wishes of harbour residents and the Borough Council and complete the development to the original consent. In September 2007, however, Jones Homes submitted appeals against both refusals:

1. APP/T1410/A/07/2054975 against the refusal of EB/2007/0197 2. APP/T1410/A/07/2054974 against the refusal of EB/2007/0393

In submitting the appeals, Jones Homes chose the 'written representation' option in an attempt to prevent a hearing at which residents could present their case in person to the Inspector. The SHRA has contacted the Planning Inspectorate and has been informed that "if there is sufficient demand from the public" the Inspector could decide on an informal hearing, or a formal enquiry. The SHRA is seeking the support of its members and other interested parties in making representations to the Planning Inspectorate in opposition to this appeal.

Although the proposed increase in the number of dwellings is relatively small, granting this application could open the door to further residential development on the remaining harbour development sites.

At the meeting of Eastbourne Borough Council on 20th September 2006, the following motion was unanimously accepted by those members eligible to vote:

"Following the refusal of the recent applications for the remaining five development sites in Sovereign Harbour, this council recognises that the Humberts report has now been superseded. The Council therefore requests a high level meeting with the landowner, council members, planning officers, and representatives of local residents, to develop a strategy for the remaining development sites. Such a strategy should acknowledge Sovereign Harbour Ltd's commercial demands, but shouldn't include further residential development. The strategy should address much needed community facilities, such as open space, play areas, a community centre, a medical centre, schools, facilities for the boating community and potential business opportunities, in keeping with the area, including a quality hotel. The council recognises that the available land for development is limited and should be considered as a whole to effectively provide for a sustainable community."

Both Ian Lucas, the then leader of the council, and David Tutt, the current leader, have publicly stated that the acceptance of this motion made it council policy.

At 7:30 this evening, a cheque for more than £32,000.00 was presented by Councillor Colin Belsey to the Eastbourne Branch of the RNLI. The cheque represents the money raised by Councillor Belsey during his year as Mayor of Eastbourne in 2006/2007.

In presenting the cheque to lifeboat Operations Manager, Paul Metcalfe, Councillor Belsey said, “I am delighted and amazed at the sum of money we managed to raise during the Mayoral Year. The input from the people of Eastbourne to the local Lifeboat seems to have touched so many. It goes to prove once again that we are a nation of givers at heart and the people of Eastbourne have proved that.”

This is the largest amount of money raised during a Mayoral Year by one Mayor. During the past year Councillor Belsey has attended many events, fetes and has also held a Charity Ball. His daughter, Anna, parachuted out of an aeroplane at 10,000 feet and held a Halloween party at one of Eastbourne’s nightclubs.

Paul Metcalfe, said, “We are very proud and pleased to have been chosen as the Mayor's Charity during his year in office. It has been an absolute pleasure to have supported the Mayor and Mayoress throughout the year in raising this very large sum of money. This donation is a tremendous boost to the funding in running an RNLI Lifeboat Service here in Eastbourne and the saving of life on the Sussex coast".

Over the 12th and 13th October 2007, Roads Policing Unit Officers based at Polgate conducted an operation in the Langney Point and St Anthonys areas of Eastbourne as a result of local residents concerns regarding speeding and anti social driving behaviour particularly from young drivers in the 17-24 yr range.

Various tactics were used, involving both marked and unmarked police vehicles in order to enforce all aspects of road traffic legislation, target drink drivers and to influence driver behaviour.

As a result of the operation: 2 drivers were arrested for driving with excess alcohol 15 drivers were given warnings for anti social driving behaviour under the Police Reform Act. A second warning will result in their vehicles being seized.

3 vehicles seized due to driver behaviour or no insurance. 18 drivers either given fixed penalty notices or reported for excess speed. 1 male also arrested on suspicion of possession of a class A drug.

Sgt Dave Morgan from the Roads Policing Unit said 'This operation has clearly demonstrated that some young drivers are driving their vehicles in an anti social and dangerous manner and that other drivers are continuing to drink and drive.We will target these drivers and take robust action wherever possible to ensure the safety of other road users.

11th October 2007 Environment Agency Flood Awareness Roadshow

The Environment Agency's Flood Awareness team will be bringing their roadshow to Asda in the Crumbles Retail Park on Tuesday 16th October. The objective of the show is to make people aware of the flood risk in the area in which they live and to explain the measures that the EA has in place to protect the public should a flood occur.

Members of the team will be available to discuss your concerns from 9:30am until 7:00pm. This is a rare opportunity for you to hear it directly from the experts.

If you can't get to Asda on Tuesday, the EA team will also be in the Arndale Centre on Friday 19th October from 9:30am until 5:00pm.

Yesterday, SHRA committee members Jan and Ian Weeks were invited by Sovereign Ward's County Councillor, David Elkin, to join him in a meeting with Councillor John Barnes, Chairman of the East Sussex Downs and Weald Primary Care Trust. Also present at the meeting, which took place at the proposed site for the Sovereign Harbour Medical Centre in Harbour Quay, were Graham Credland, who is responsible for the provision of facilities for the PCT and Sovereign Ward campaigner Tracy Moles.

The purpose of the meeting was to discuss progress in the provision of a much needed medical centre for the harbour. Councillor Barnes assured us that the Sovereign Harbour medical was the PCT's top priority, other than those medical centres that were currently planned or under construction and was hopeful that firm plans would be in place by the end of the year with a planning application probable very early in the new year.

David Elkin said, "it was a very worthwhile and constructive meeting, and we all now have a much better understanding of the procedures and responsibilities, and how the PCT is involved in the process. I am now very optimistic that the Sovereign Harbour medical centre will soon become more than just a concept."

It was confirmed that the area now occupied by the Carillion temporary offices is the preferred site for the project and that negotiations were in progress with Carillion for the purchase of the land. Considering that the land was said at the B&Q planning application to have 'negative value' we would presume that Carillion will donate it to the community. We can but hope.

Today will be the last day shingle will be transferred from Langney beach, round Sovereign Harbour and on to the North Beach in this particular operation. With normal autumnal weather beach is likely to have built up again on the harbour arm by Christmas, necessitating a further week’s work in December or January.

Dumptrucks will be delivered on Saturday to start recycling on Monday. They will do a small amount at Sovereign Harbour and ‘White Horses’ before moving to Beachlands, then Normans Bay East by the end of the week and Cooden about a week later.

2nd October 2007 Acoustic music night at the Smugglers, Pevensey, 23rd. October

Following the hugely successful weekly open mic nights at the Smugglers, Pevensey, a few of the regular ‘quieter’ musicians are organising an acoustic music night. This will take place on the third or fourth Tuesday of each month. The inaugural night is Tuesday the 23rd. October and all are welcome. Admission is FREE and the evening will start at 8.00 and finish at 10.30.

The night will consist of a number of featured artists from the local area covering a wide range of music and suitable for all age groups. There will also be an open mic session, open to all.

Many of the regular musicians live in the Harbour and meet up at the Smugglers, the centre of local music.

Reduced maintenance period to apply once agreement in place. Adoption anticipated at early part of 2008.

17th September 2007 Beach Replenishment Work - update

As the highest two tides of the autumn approach (27 – 30 September & 26 – 28 October) it is time to start preparing the beach for whatever the winter has to offer. At least one bulldozer will be on the beach all winter, starting on Monday 24th September, when it will arrive at Sovereign Harbour.

One week later we will start a shingle transfer, moving surplus beach material from the Langney harbour arm round the harbour and adding it to the beach on the north. Initially it will be used to fill the stockpile to capacity, the remainder being added directly to the beach. Having a full stockpile will mean maximising reserves available to combat the worst of any erosion that happens around the rock revetment.

Road lorries will transport shingle round the harbour from Tuesday 2nd to Friday 5th October.

The following Monday, the 8th, recycling will begin. Initially this will be targeted at any other works needed at Sovereign Harbour and ‘White Horses’ before moving east around the bay to Beachlands, Normans Bay East, Herbrand Walk and Cooden. The amount of work and precise timings will depend on the weather we see in the next four weeks, but it should take between two and three weeks so should be complete by 26th October.

Also, I appreciate residents’ concerns regarding the small cairns of rock (Waterlines 27, page 5) running along the beach. These were placed so as to demark the area that should be used by sea defence vehicles when maintaining the defences. As much as we can we try to use only the seaward 10m of beach thereby allowing the remainder of the crest to recover the natural vegetation that would have existed on the original Crumbles. Without some form of delineation it is likely that dumper and road trucks would gradually start to widen the area they use. If anyone has a better solution for defining this line please let me know and we will certainly consider it.

13th September 2007 Sovereign Harbour Art Group

The first meeting of the Sovereign Harbour Art Group, will take place at Christ The King Church Hall, Princes Road, Eastbourne on Thursday 20th September from 10:00am to 1:00pm. Beginners and experienced artists welcomed. The classes would run initially for 8 weeks.

The class fee will be £8.00 per person for each three hour lesson, which covers Hall Hire costs, tuition Fees and tea/coffee. If you are interested, there are still a few places available.

It is also proposed, subject to response, to start an additional class at the Sovereign Harbour Yacht Club on Tuesdays from 5:00pm to 8:00pm.

13th September 2007 Tesco Race for Life

In June, we reported that SHRA committee member, Jan Weeks, and the wife of the SHRA chairman, Christine Runalls, had taken part in the Tesco 'Race for Life', in support of Cancer Research UK.

Thanks to the generous support of harbour residents, they raised a total of £451.00 for this very worthwhile charity. Due to the enormous response to this event, they have only just received an acknowledgement from the organisers.

The charity NCYPE is hosting a dragon boat racing event at the end of the North Harbour on Sunday 23rd September from 10:00am until 4:00pm.

Our sponsors, Temple Bird, the harbour solicitors, have brought to our attention a change in the law which could affect many harbour residents.

The existing 'Enduring Power of Attorney' (EPA) rules will be replaced on 1st October 2007 by the new 'Lasting Power of Attorney' (LPA) rules. A Power of Attorney is the formal written authority granted by one person (the Donor) to another person (the Attorney) enabling the Attorney to act on the Donor's behalf, and manage his/her financial matters. To be valid, an EPA must have been granted while the Donor was still mentally capable.

If you were to become ill or disabled without an EPA and were unable to manage your financial affairs yourself, no one could act on your behalf unless he/she first went to court and was appointed your Receiver by the Court of Protection. Even your spouse and children would be powerless to act on your behalf.

The current EPA costs about £175, is a 3-6 page document, only needs to be registered on loss of mental capacity and is a private document. The new LPA will possibly cost in excess of £1,100, is a document of up to 51 pages, must be registered before use, and some aspects are public and can be disclosed on payment of a fee.

Good news is that EPA's written before 1st October will still be valid after 1st October.

4th September 2007 District Commander's Update

The long school holidays have come to an end and we head into September with the nights drawing in.

Looking back at August one main event springs to my mind. The Airbourne event took place and really showed off Eastbourne to visitors and residents alike. The Red Arrows were truly spectacular.

I am glad to say that crime connected with the event was very minimal. Throughout the 4 days only 3 offences of minor theft can be attributed to the event. I will put that down to the way our partners and the Police managed the security which was no mean feet bearing in mind the high numbers of people who attended.

As always with such a large event the parking of vehicles was an issue. My team of motorcyclists worked hard to make sure routes into the town flowed as freely as possible and that cars causing an obstruction were removed. I am aware that some residents became upset due to the parking situation and I thank them all for their patience and understanding. The good this event does for the town is surely worth a bit of inconvenience for 4 days.

My thoughts are with the parachutist who was injured on the Sunday and I wish him a speedy recovery.

Crime in the town is still reducing compared to last year. One thing that does concern me is the reporting of incidents that have not in fact actually happened.

Every morning my Inspectors and myself sit down and examine every report of crime across Eastbourne.

I will make sure that we investigate all crimes that may lead to an offender being caught. Quite often we come across reports of crime that when we look further into them we find they have http://www.shra.co.uk/ (30 of 31) [30/01/2009 13:48:07] Welcome to the Sovereign Harbour Residents Association website only been reported to Police so the person can get a Police crime number for insurance purposes. When we investigate the crime we find it never happened but the informant wishes to claim from their insurance company or get a crisis loan from the benefits agency. This is common amongst thefts of mobile phones , bags and reports of theft of money. Whilst I encourage people to report crime to the Police I will not tolerate the wasting of my officers time by false allegations being made.

A number of people have already been challenged on this matter. I will take a robust stance on false reporting and those who I find responsible will be dealt with for wasting Police time which can attract a fixed penalty fine of £80. In severe cases persons could be responsible for perverting the course of justice. If you have lost your mobile then report it as lost and do not run the risk. If you want a new mobile then I suggest you go and buy one and not report it stolen as a number of people have. DO NOT run the risk of getting a criminal record.

The darker nights are coming and I would ask all residents of Eastbourne to make sure there premises are secure before they leave them. Leave a light on if out for the evening so would be burglars think the house is occupied. There is nothing more obvious on a dark night than a house in complete darkness. Let us know if you are going away. The information can be passed to your local PCSO. Together with your help we can reduce burglary of dwellings further. This year together with our partners we have reduced such offences by 37.5%.

28th August 2007 Sovereign Harbour Parish Council

As a result of the positive feedback received from the open meeting held at the Haven school, and subsequently from members, the SHRA committee has decided to proceed with the process to create a 'Parish Council' for Sovereign harbour. As a first step, signatures for the petition to the Secretary of State for Communities will be collected.

SHRA Chairman, Rick Runalls, said: "The process has started, but we are in no way committed to proceed further. The number of residents who sign this petition will help us to determine the level of support from the community. As we progress, there will be more opportunities for residents to share their views."

Although only registered electors of Sovereign Harbour are eligible to sign the petition, we are keen to hear the views of all residents. If you would like more information, or if you would like somebody to call on you for you signature, please click here.

You will also have the opportunity to discuss the issues, and sign the petition, at the SHRA monthly surgery at Simply Italian on the Waterfront, from 10:30 to 11:30 on Saturday 1st September.

24th August 2007 Theft of bikes

Theft of bikes continues to be a problem in Sovereign Ward. We have been informed that two new BMX Bikes were stolen from a shed in South Harbour two weeks ago.

These are children's bikes, and they were just one week old.

The bikes are quite distictive so, if you have any idea where they are now, or if you know who was responsible for the theft, please contact the Police on 0845 6070 999, or Mr Duffy on 01323- 760931

20th August 2007 In aid of Macmillan Cancer Support

Local playwright John Collings, composer Bernardine Artuso, Maureen Kilgour (committee member of the Eastbourne branch of Macmillan Cancer Support), and Curtain Call Musical Productions are joining forces to raise funds for Macmillan Cancer Support by staging a musical entitled: 'Mrs Molly Sweet'. This brilliant brand new musical (book and lyrics written by John Collings of Eastbourne, with music by Bernardine Artuso) is being performed at The Underground Theatre (under the library) Eastbourne. On Saturday the 6th of October at 7.45 and on the 7th of October at 2.30 and 7.45. All proceeds from the show will be donated to your local branch of Macmillan Cancer Support.

August is now upon us and we all hope for some fine weather to enjoy the delights of Eastbourne.

During July Police have continued the fight against those people who commit crime in our town. Together with our partners we have had a lot of success. Credit must be paid to the CCTV operator at the Enterprise centre who on getting a call via Shopwatch was able to track an offender for a robbery and obtain vital evidence for the Police to take action. This swift thinking has enabled us to arrest a male who is now remanded in custody charged with a number offences.

One of the main problems within the town at present is the theft of purses and bags from shoppers in the town centre. I would urge everyone to keep a close eye on their bags and purses and do not leave them unattended for any period of time. If you see anything that raises your suspicions please call it in too Police however minor. I have plain clothed officers deployed in the town on a daily basis to track down these offenders and they will respond promptly to all calls.

The night time economy continues to develop in the town. As I have said on previous occasions I am committed to reducing anti social and violent behaviour in the town and will deploy as many tactics as possible to make this happen. I am aware of growing concerns of residents in the Bolton Road area and along with our partners we aim to form a local action team with residents and members of the licensing trade to address the issues. I see this as neighbourhood policing at its best.

I hope in the coming months to organise a number of face to face sessions with the public of Eastbourne in the town. This will give the public the opportunity to question me on issues they have and for me to give updates on what the Police are doing in the town. More details will follow in due course. These will be in addition to the annual Sussex Police Authority meeting planned for October.

The town will come alive this month with the annual Airbourne international air show. This is a fantastic spectacle for Eastbourne and I am proud to be involved this year along with the Council and other partners. The planning and commitment to the event by the local council should not go unnoticed and they really do work very hard to bring this event to the area. I hope the people of Eastbourne and surrounding areas support this event and enjoy the 4 days.

Performance of the Police remains strong within the town with fewer offences this year and more offenders brought to justice. I am always keen to get feedback from the public on what the Police are doing and what we can do better. Please feel free to write at.

The Police have informed us that apparently there is a problem with unknown youths placing nails and other sharp items near to tyres of cars parked near the Waterfront so that when they drive off the tyres get punctured.

It has been confirmed that Sovereign Harbour Marina Ltd have sold out to Premier Marinas. This was not unexpected, as it has been the subject of rumours for some time.

As yet, the full facts are not available, we will update you as soon as we have more information.

10th July 2007 Open meeting to discuss Community Councils

There will be a public meeting at the Haven School, starting at 7:00pm on Tuesday 17th July, to discuss the merits of setting up a Community Council for Sovereign harbour. Because of other school activities, the capacity of the hall has been reduced to 150.

The agenda will be published early next week

10th July 2007 No more flats

In February, an application by Jones Homes to replace six duplex apartments with twelve two- bedroom apartments was refused by the EBC Planning Committee.

Jones Homes have now submitted a further application (EB/2007/0393), this time to replace four of the duplexes with eight two-bedroom apartments. SHRA committee members and ward councillors spoke at the hearing of the original application, and will do so again. The basis of our objections were that:

● There is no need for any more two-bedroom apartments, either on the harbour, or in the town as a whole.

Not unexpectedly bad weather at the end of last week caused delays to Sospan Dau’s schedule at Hayling Island. It is now expected she will arrive at Shoreham on Monday 16th July, where she will need to change her pipework and dredging configuration for Pevensey. The first delivery of shingle should now be on Tuesday 17th July

In the aftermath of the attacks in London Sussex Police are responding by instigating Operation Padlock. This largely involves a stepped up presence and attention to the transport infrastructure and other key locations.

28th June 2007 Beach Replenishment Work - update

Until recently I had expected this summer’s beach replenishment works to take place in late August or September. However I have been told by Westminster Dredging that Sospan Dau is in great demand from September onwards, and, because she is currently working at Hayling Island, they would like to undertake this year’s work during July.

If she is already working on the south coast it makes economic and environmental sense for her to be further utilised in the same vicinity rather than sail north only to make the return journey a few weeks later.

The current estimated arrival is 15th July although it could be as early as 9th July depending on how progress is made at Hayling Island. As with last year all new shingle will be targeted to the north of Sovereign Harbour entrance, particularly in the area adjacent to the rock revetment. Precise import volumes will not be known until nearer the time, but we expect work to take between 3 and 4 weeks, so should be complete by early August.

Following discussion with Waveley Excursions and Sovereign Harbour Ltd, it has been agreed that, if preferred, passengers for the Balmoral on 22nd June may board at the Marina Office. You should arrive no later than 8:45am

You should note, however, that there is no parking facility at the boarding point and all passengers will be returned to the Yacht Club at the end of the day.

"I am one of group of sea swimmers who swim in the sea from April through to November, I'm not talking a paddle between a few groins but long stretches from The Redoubt to Holywell. Some of us are training to swim The English Channel as a relay team.

We always stay shore side of the end of the pier and closer to shore than the end of the pier; unfortunately many motor boats and jet skis don't remain seaward of the pier and often come in at speed perilously close to us as we are swimming. On behalf of my fellow swimmers would these boats please drop their speed and look out for swimmers if they must come in so close to shore. Sailors may not expect swimmers to be doing such swims and in water as cold as April and November but we are there.

Lets keep the sea safe and enjoyable for all who use her."

7th June 2007 Essential Bridge Maintenance

THIS WORK HAS BEEN POSTPONED. WE WILL LET YOU KNOW WHEN IT IS RESCHEDULED

We have been advised that Sovereign Harbour Marina Ltd will be carrying out some essential maintenance work to the bridge controls on Tuesday 12th, Wednesday 13th and Thursday 14th June 2007.

This work will involve the bridges remaining in the raised position for extended periods throughout the day. It is expecting that the work will be carried out on one bridge at a time, and every effort will be made to limit the disruption.

SHML apologise for any inconvenience this essential work may cause.

5th June 2007 Downing Street website, A27 petition

There is a petition on the 10 Downing Street website that reads:

"I would like to see the dual carriageway extended from Lewes to the new Cople roundabout in Polegate to eliminate the congestion every morning on this stretch of road which is 7 miles long , this must cause so much pollution by stationary traffic."

Former harbour resident and 'No to B&Q' campaigner, Zephyr Grayland, sent us this photograph of the students who recently graduated from her first 'English in the Community' language course.

For their final exercise, they were asked to go around town and ask retailers who do not stock Fairtrade products if they would consider doing so. Zephyr told us, "The students are all beginners, so this is a big deal for them. They have really enjoyed their lessons, and the first two finishing classes have decided amongst themselves that they want us to schedule two more courses, this time for ten weeks instead of six.

English in the Community would like to hear from local independent voluntary or other community groups who may wish to give a talk, particularly those whose work would be of interest to young immigrants aged 19-25, and which have members of a similar age.

29th May 2007 District Commander's Update

As we head towards the end of May I take time to reflect on the performance of the Police during the month.

On all the major crime areas of Burglary Dwelling, Vehicle crime, criminal damage and public place violent crime Eastbourne is showing reductions in crime levels in this performance plan year. Overall that is over 160 fewer victims of crime since the 1st of April compared to last year. This is good news. The detection of offences remains high meaning justice for those that suffer crime.

This is not just down to the Police. We work with a whole host of partner agencies to make Eastbourne a safe place.

One of these groups being the Business Crime Group who run shopwatch and nightwatch. They were instrumental in getting the door staff of a large number of our pubs and clubs wearing black jackets with reflective stripes thereby identifying themselves to would be trouble makers and law abiding members of the public going out for a good time in Eastbourne. By the cohesive highly visible approach it makes us all feel safer within the town. Another group within Eastbourne is the Joint Action Group. Although chaired by the Police it consists of the local council, Fire service, youth services and numerous other agencies. Meeting once every two weeks the group discusses emerging issues and takes quick time joint action to solve them. A recent success was the arrest of a male for setting fire to plastic rubbish bins. This was highlighted by the Fire service and by joint quick time work by a number of agencies a male was subsequently arrested and the fires have now come to a stop. Without this joined up joint working the Police would not be able to deal as effectively with crime.

We continue to work with the community. A number of street briefings have been held this month and I had the pleasure of attending one in Albion Road, I thank everyone who attended. We are also now in the process of setting up a local action team in Sovereign Harbour and I am sure this will help reduce calls to the area around anti social behaviour.

Our work around the supply of drugs in the town continues with some pace. A number of warrants and intelligence led operations have taken place this month with 3 people from separate incidents remanded in custody for the supply of class A drugs. Drugs is a major factor on the amount of crime we suffer and I will continue to target those who deal drugs within the town.

I encourage any feedback you have regarding the Policing of the town as I am always looking at ways to improve the service we provide.

18th May 2007 Public Meeting at the Eastbourne Centre on the subject of Pensions

THIS EVENING, there will be a public meeting at the Eastbourne Centre on Grand Parade (TGWU building), to debate the subject of pensions. The meeting, which starts at 7:30pm, will be chaired by Dot Gibson, Vice President of the National Pensions Convention.

10th May 2007 Help the Borough Council spend the lottery grant

Eastbourne has been given £205,000 from the Big Lottery Fund for developing Play for children aged 5-16 years old in the town. Their plan is to spend the money on four or five major projects, each costing around £40,000 plus. The funding will be distributed over the next three years.

This is an excellent opportunity for EBC to undo some of the damage caused by the 1997 agreement to allow Carillion to opt out of providing play areas on the harbour.

The Borough Council are asking for your help in identifying suitable projects. This is your chance to put your views. Click here to submit your ideas.

8th May 2007 Bus shelters for the North Harbour

We have been informed by the Borough Highways Engineer, Graham Kemp, that two bus shelters will be installed in Pacific Drive this week. Two more will be installed in the summer.

The two sites earmarked for the shelters to be installed this week are:-

East of Tasmania way on the southern side of the road (outbound direction) in the existing bus stop location.

East of Long Beach View on the Northern side of the road (outbound direction) in the existing bus stop location.

Both shelters will be illuminated non advertising, of the same type as the ones in Atlantic Drive. The bases for the shelters have already been provided by Sovereign Harbour Ltd.

Graham told us that we has able to 'take advantage of a window of opportunity' and, with the change in the weather, we're sure that residents using public transport will welcome this.

8th May 2007 District Commander's Update

It's now been 4 weeks since I took over as the Eastbourne District Commander.

Its been a busy time and as I said I have been out and about meeting as many people as I can. I have listened to a number of concerns and also had a lot of positive feedback.

I have attended two street briefings. The first at Pembury Road following the tragic fire which resulted in the loss of a life. The enquiry is now with the coroner as it was found to be an accidental fire. The other at Albion Road nearer the town centre. I met a number of local residents who were concerned about anti social behaviour and drugs within the town. I was able to discuss all the ongoing actions we are doing and I also had a lot of very positive comments about how we are Policing the town.

I have also had a very interesting tour of the Kingsmere from Tracy Mowles a local resident. I attended the local PROBUS meeting at the Hydro Hotel and gave a talk on policing in the town and my visions for the future. I would like to thank everyone at the meeting for the warm welcome.

When I arrived I said we needed to Police the night time economy differently. Operation Marble our response to public place violent crime is now into full swing. I have made a number of changes and if you are in the town centre at weekends you will see a higher visible Police presence. I want to send the message out to everyone that we will not tolerate anti social and drunken behaviour in the Town centre and will deal with it robustly. Having been out in the town centre on the last two weekends the response from the clubs,pubs and public has been really positive. The message is that Eastbourne is a safe place to go out and enjoy yourself and those that cause trouble will be dealt with robustly.

We continue to target burglars and car criminals in the town. Last week 5 people were arrested for breaking into 3 cars in the town after a call from a member of the public. They remain on police bail whilst we investigate other incidents that may be linked. Following a warrant at an address in Eastbourne a male was remanded in custody for possession of class A drugs with intent to supply. A substantial amount of drugs were recovered.

There was also a nasty attack in a shop in the town centre when a female assaulted another female whilst in possession of a knife. Due to the quick thinking of a number of members of the public she was restrained and arrested on arrival of Police. I would like to publicly thank these members of the public for their help. A number of them did not leave their names and addresses and I would ask that if you were involved you call me at the station so I can thank you in person. The female involved was remanded in custody by local magistrates prior to trial at court.

I was very concerned over the weekend about the high number of youngsters roaming about various parts of the town. I found a number of 12 year olds near the pier at half past midnight. A couple of them had obviously been drinking and where they got this alcohol is of concern. Having contacted their parents they seemed shocked that their children were out and about in the town. I made sure the parents came and collected their children and took them home and gave them strong advice. Parents need to take responsibility for their children. They need to make sure they know where they are and what they are up to. I do not need to tell you the dangers that face children of 12 wandering around our streets at this time of night. In the coming weeks my staff will be targeting areas children gather to make sure they are not drinking alcohol and that their parents know where they are. I hope to see an improvement in the coming weeks and don't want to see such young children roaming the streets late at night.

Its been a busy 4 weeks but with the committed staff I have we will make sure we will deliver a service that you are proud of.

Every year the Eastbourne Herald organise an awards ceremony to recognise the individuals and groups within our community that deserve a special mention for their achievements and contribution.

This year's event was held at the Winter Gardens on Tuesday 17th April, and it proved a special evening as two Awards were made to recognise achievements within Sovereign Harbour.

Over 650 people attended the event and enjoyed a 3-course meal before the awards ceremony.

The first award with a special interest to residents of Sovereign Harbour was Mayor Colin Belsey's 'Award for Bravery' and the winner was nominated by over 20 people, the majority probably residents of the harbour.

The award was won by Police Community Support Officer (PCSO) Martin Hylands, who many of you will see patrolling around North and South harbour.

Martin helped resuscitate a young girl who was struck by lightning at Langney Point and without his prompt action and taking control of the situation the unfortunate victim would have surely died.

The second award with a special interest to Harbour residents was actually a newly created award for this year's event. The 'Environment Award' was sponsored by Becketts Newspapers and aims to recognise the contributions made to help protect our local environment.

The winners were Planet Divers, the harbour's local scuba diving club who are based at Pevensey Bay's Aqua Club and regularly use the North Harbour for training and recreational dives.

Over the past four years they have set aside a day each year to clear out rubbish from around North Harbour and also on and under the water.

Claire Pooley, the Club's Project Leader for these clean-ups said: "We were totally suprised to be nominated and very pleased to win. A lot of effort goes in to arranging the clean-ups and getting local businesses to contribute things such as bags and gloves. I'd also like to say a big thank-you to all of the local residents who volunteered to help us last year"

At yesterday's meeting of the EBC planning committee, an amendment to an application by Jones Homes was rejected. The application sought to replace three duplex apartments with six two- bedroom apartments.

Three harbour residents, Ian Weeks from the SHRA, and ward councillors Patrick Warner and Chris Williams all argued passionately that this application, if accepted would constitute over- development of the site, and add to the social problems being caused by the oversupply of two- bedroom apartments.

All three speakers also reminded the committee of the motion unanimously agreed by the full council last September that said the final stages of the harbour development "shouldn't include further residential development".

We hope that the developer will act responsibly, accept the democratic decision of the committee, and complete the development in line with their current consent.

9th March 2007 Introduction from the new District Commander

I would like to take this opportunity to introduce myself to those of you I have not met. I am Chief Inspector Dick Coates and as from the 16th April I have taken over as Eastbourne District Commander from Chief Inspector Bob Gough who after a period of leave will be retiring from Sussex Police.

Bob has done some excellent work within Eastbourne in the last six months and has been instrumental in achieving some significant reductions in crime whilst also bringing more offenders to justice. I wish him well in his retirement.

I aim to continue the service provided by working with all our partners and by establishing good links with the public we serve. Neighbourhood Policing is the basis for all of this and I endeavour to be a visible leader across Eastbourne and accountable for how I deliver the Policing of the District.

There is a lot of good work going on and I want this to continue. Work around anti social behaviour, burglary, criminal damage and vehicle crime will continue and we will focus on offences that cause people real concern.

I want to get out and about the town and meet people in order to listen to their concerns. I aim to do this by attending a number of the street meetings in the ward areas and will contact you to advise you of the dates and times of these. It would be great if you could attend.The local paper have also agreed to highlight these meetings.

Public place violent crime is an issue within the town that needs addressing. I want my officers to be highly visible in the town and to deal with any bad behaviour in a positive timely fashion. I am at present progressing a quick time review looking at how we police the night time economy within Eastbourne and hope to implement a number of new initiatives to supplement the launch of the divisional operation targeting public place violent crime known as Operation Marble.

A lot has been achieved but there is plenty more to do. I have a committed team and will work with everyone to ensure that Eastbourne is a safe place to live, work and visit. I look forward to meeting you all in person in the coming months.

7th March 2007 CHANGE OF PLAN! Volunteers needed to clean up the beach.

We have received the following request from Planet Divers.

Dear Harbour Residents,

Project AWARE Dive for Earth Clean-up Day - Tuesday 24th April 2007

Eastbourne's Planet Divers Scuba Diving Club has joined forces with the International group, Project AWARE once again, to clean up beach at Pevensey Bay. This is our 4th Clean up event and we originally intended to remove the debris at the waters' edge around by the restaurants and beyond. However, we have unfortunately had to change our plans due to circumstances beyond our control.

Dependant on numbers of volunteers. CSV Action Earth are sponsoring the event and staff from the Environment Agency and the Community Support Officers are also planning to get involved on the day.

We are seeking support from local residents who are willing to help on the day. The divers will be removing the debris from within the water but we need volunteers who are willing to help to record the pollutants (for data collection, sort into recyclable and non-recyclable and help with refreshments.

The goals are to increase public awareness on debris issues and the impact on the environment; to gather data to be used to target sources of debris and create solutions to pollutant problems; and provide information to local government and scientists.

The clean-up will start at 10am and finish around 4pm, please support us for the odd hour or stay the whole day.

28th February 2007 Help Eastbourne CAB raise cash with FONEAID

Eastbourne Citizens Advice Bureau is not, as many people think, a government-funded agency. It is an independent charity and is desperate to raise funds. The CAB has recently lost much-needed lottery funding, and has had to cut back some of its services to the Eastbourne community, such as home visits to elderly people in need.

CAB voluntary worker, and SHRA committee member, Alison Attwood said, "We are actively seeking ways to raise cash to maintain our services, and one opportunity is FoneAid - a mobile phone recycling campaign. By donating your old mobile phone, of any age and condition, FoneAid will give us £3 per phone plus an extra £100 for every 100 phones we collect."

Introduction

It gives me pleasure to announce that my three key strategies of : High visibility, public re- assurance patrols, effective performance and effective partnership, coupled with effective delivery by my Neighbourhood Police Teams, of whom I am very proud, have delivered a quality service again this performance year. I hope the communities of Eastbourne also take pride in our achievements, as we end this performance year with a determination to do even better in the year ahead.

High Visibility

My Neighbourhood Policing Teams regularly undertake over 3,000 hours of high visibility public re- assurance patrols each month, working with the communities we serve. These patrols are targeted to ensure maximum disruption of career criminals and those bent on causing antisocial behaviour and public place violent crime. Patrols are undertaken by Police Officers and Police Community Support Officers (PSCO;s). There are now twenty PCSO’s and six Neighbourhood Specialist Constables dedicated to community problem solving in the town and will soon be operating from reinstated police boxes at a location near you (watch this space).

Effective Performance

Eastbourne District is the most successful District in the whole of East and West Sussex for the performance year ending 31st March 2007, in terms of overall detections. Our detection rate for the year is 34.8%, this detection rate, bringing justice to victims of crime, compares favourably with any policing area Regionally or Nationally. Also, compared to last performance year, overall crime is down 8%, vehicle crime is down 10%, public place injury crime is down 15% and robbery is down a massive 30%. In reality this means over 850 less victims of crime. We have set a high standard and my Neighbourhood Policing Teams are determined to continue to disrupt criminal activity through successful prosecution and detection of crime.

Effective Partnership

To build on the current reduction in recorded crime, it is essential your local police work in partnership with the local council and other statutory and voluntary agencies. Partnership work is strong in Eastbourne and the main driver is the Eastbourne Crime Reduction Partnership. Over the last year the Crime Reduction Partnership has commissioned: the Youth Development Service to undertake an enhanced outreach service to young people on the cusp of crime; Operation Blitz, where over a 1,000 bottles of alcohol have been seized from underage drinkers; and developed a multi-agency protocol to assist all Foreign Language Schools to take full responsibility for the young adults in their care and control. The above initiates and others will, in the medium term, contribute to the improved safety and feeling of well being of the communities of Eastbourne.

Conclusion

I believe that policing in Eastbourne has never been stronger, and rigorous implementation of the strategies referred to above along with effective delivery, will ensure Eastbourne becomes even safer than it is today. Though I believe the policing of Eastbourne has been a success story over the last twelve months, the threats from career Criminals, yobbery and drug dealers remains and will continue to be our major focus in the year ahead

Pevensey Coastal Defence is the company contracted by the Environment Agency to maintain the sea defences around Sovereign Harbour. On Wednesday 11th April, from 14:30 to 19:00, they will be holding their Annual Public Forum at the Sovereign Harbour Yacht Club.

Why not come along and meet the people who are at the sharp end of keeping Sovereign Harbour from flooding. Whilst you are there, you can also take the opportunity to meet members of other local organisations, including members of the SHRA committee.

19th February 2007 Pensions Debate at Eastbourne Centre

On Friday 18th May, there will be a public meeting at the Eastbourne Centre on Grand Parade (TGWU building), to debate the subject of pensions.

The meeting, which starts at 7:30pm, will be chaired by Dot Gibson, Vice President of the National Pensions Convention. The speakers will include Nigel Waterson, MP (Shadow Pensions Minister), Michael Foster MP, Vince Cable MP (Chief spokesman on Financial Affairs for the Liberal Democrats) and Joe Harris, General Secretary of the National Pensions Convention.

18th February 2007 Easter party fundraiser

A South Harbour couple have a young grandson who is sadly severely disabled with cerebral palsy, and his family are trying to raise money for special treatment that should help improve his quality of life. Their neighbour Emma, a professional children's entertainer, is organising a special Easter party as a fundraiser.

The event will be from 10-12am on Wednesday 11 April at Christ the King Parish Hall (that's the modern church on the Langney roundabout between North and South Harbours).

This will be a very traditional Easter party with Easter bonnets, eggs etc. There will be musical entertainment, face painting for kids, hand massages for weary mummies (or the other way around, whatever takes your fancy!), tea and scrummy cakes, and a raffle with fabulous prizes. Children from babies to age 7 are all welcome and tickets are just £3 (£1 for siblings).

All proceeds will go to the Jayden Fund.

17th February 2007 Press Release - New master plan initiative for the future of Sovereign Harbour

Representatives of all the interested parties concerned about the future of Sovereign Harbour met this week at the Eastbourne Town Hall to find a positive way forward for the remaining undeveloped areas of land around the marina complex.

Following recent unsuccessful planning applications the developer Sovereign Harbour Limited, part of the Carillion Group has launched a new initiative to build a consensus with residents and the Council to ensure that future plans can be agreed and implemented successfully.

Managing Director of Carillion Developments, Simon Eastwood, said: "Sovereign Harbour has been shaped by a number of different house builders over a period of over 20 years. Our priority now as the owner of the remaining land is to ensure that all the various interests are taken into account and that we achieve the best possible outcome for all concerned."

Following an initial round of consultation that was warmly greeted by all the interested parties, a new team of experts working on behalf of Carillion has been given the task of producing a master plan which considers the options in detail. The plan will then be further refined in co-operation with a cross party committee of councillors, council officers and representatives of the Sovereign Harbour Residents Association (SHRA), after the May elections have been concluded. The outcome of this process will then be subject to broad public consultation prior to implementation.

6th February 2007 Southern Water surface water drainage charges

Check your invoice from Southern Water. If it contains a line item of £22 for surface water drainage, you have been overcharged and are entitled to a rebate.

Southern Water is well aware that all surface water on Sovereign Harbour drains into 'soak-aways' and it is, therefore, not entitled to collect this charge but, because the law required the consumer to inform the water companies what services they provide, this scam is allowed to continue.

So, download the rebate form, print it off, fill it in and send it off to the address shown on the back page. If you don't know the location of the soak-away, just guess. It is most likely to be beneath the road outside of your property. SW are unlikely to know, and are unlikely to check.

Unfortunately, Southern Water is not obliged to make repayments for more than the current year, but one determined harbour resident has forced the company to make back payments. The SHRA will be pursuing this issue on behalf of all harbour residents.

At last some calm weather, and hope that it will continue on into next week at least.

The dumptrucks will today finish running from Normans Bay to Sovereign Harbour and for the final two day so f the week will take shingle from Cooden and deliver it Herbrand Walk and Normans Bay East. They will finish for the time being on Friday, and the bulldozers will do their best to tidy up the worst of the ruts before the weekend. Any remaining smoothing work will be completed early next week.

Road lorries transferring shingle from Langney, around the harbour will also finish on Friday.

Gales over the last two and a half months have had a noticeable effect on overall beach volumes. Even though there is no threat to any individual part of the defences we will need to carefully monitor the beach and re-distribute shingle again as it becomes necessary.

Similarly, should we experience another period of stormy weather, we may need to import more aggregate before the normal summer replenishment works. If that is the case, it may be that it is too rough to bring by sea and it will need to come by road. This will not be something we would undertake unless absolutely necessary, but if it were the only way to quickly bolster diminished defences then it would have to be done.

At present we are exploring the possibility of getting shingle delivered by Sospan Dau in March/ April when she regularly comes to dredge Sovereign Harbour entrance channel. Much depends on the weather, not only for the work, but how it may delay jobs she has elsewhere. As ever I will keep you informed of any work as it occurs.

31st January 2007 Progress with the Health Centre

Now that the NHS Primary Care Trust has given its 'approval in principle' to the building of a Health Centre at the Sovereign Harbour, The Harbour Medical Practice has commissioned a land survey company to carry out a survey of the proposed site (Site Five).

This would, at some stage, entail the drilling of some boreholes to assess the nature of the ground below surface. This information would be vital to all parties concerned (the Environment Agency, the Planning Authority and the Harbour Medical Practice) and needs to be obtained before proceeding to the next stage.

When the Shadow Leader of the House of Commons, Theresa May M.P., came to Eastbourne today, she took the time to visit Sovereign Harbour and meet members of the SHRA committee for a coffee and a chat at Di Leito's on the Waterfront.

SHRA committee members, Alison Attwood, Marj Pratt and Ian Weeks spent about half an hour with M/s May discussing the harbour development and the wonderful lifestyle opportunities that it brings to residents. However, they also took the opportunity to inform her of the problems that have been created by the greed of the developers, and their failure to provide the infrastructure necessary to create a sustainable community, and to seek her help in raising these issues at the highest level.

26th January 2007 Beach Replenishment Work - update

Finally we have some settled weather, which seems as though it will last through next week, and should mean that the Volvo dumper trucks will be able to leave a week tomorrow.

Most of next week we will be transferring shingle from between Normans Bay and Herbrand Walk up to Sovereign Harbour. Thursday and Friday will probably be spent moving shingle from Cooden to Normans Bay and Herbrand Walk wall.

At the same time road lorries will again transfer shingle round the harbour from Langney Point. Despite have removed surplus material from Langney the week before Christmas, recent storms have pushed yet more shingle up against the harbour arm and some has been spilling past the end and into the harbour’s approach channel.

19th January 2007 Beach Replenishment Work - update

Predictably yesterday’s storm managed to redistribute much of the shingle we had been moving around. And whilst it is not quite “back to square one” there is once again plenty to do to make sure that all areas of the bay have the requisite defences in places.

It is interesting to note that the December 3rd storm was generally more erosive as far as Pevensey was concerned. This was largely because last month the worst of the conditions all coincided with high water. Yesterday, peak waves came an hour or so after the tide had turned, and despite a 0.7m surge water levels were still lower than December. Also wind and waves were coming from 20 degrees or so further west, all of which helped.

Be that as it may, we will need to keep the trucks running for another week at least. Initially we will collect what we can from the west of the bay and return it to Sovereign Harbour. Thereafter the only source left is to the east of Normans Bay towards Herbrand Walk, so by Wednesday we may be running six or more trucks right through the village as we did just before Christmas. It is not something we do through choice, but needs must.

Today’s forecast for next week shows the weather is “likely to continue predominately dry and reasonably settled as a result of an area of high pressure continuing to dominate.”

A cold and frosty February would suit us very nicely.

17th January 2007 Beach Replenishment Work - update

Recycling has been continuing moving shingle from Cooden to Normans Bay East and is likely to continue until tomorrow. Thereafter the plant will head west and return to Sovereign Harbour, with beach being taken from 'The Sandcastle'

However, the weather forecast for tomorrow morning’s high tide is not good, particularly for wind and waves. Having said that, there is nothing at the moment to suggest it will be quite as bad as the Sunday 3rd December storm when the frontage survived without there being any overtopping.

It is likely that the Environment Agency will issue a Flood watch for tomorrow’s 10:25 high water.

The December 3rd storm of course resulted in damage to ‘White Horses’ and significant erosion and loss of beach from Sovereign Harbour, so our plans for recycling may well change depending on how the beach reacts. I suspect that recycling will be centred on ‘White Horses’ and Sovereign Harbour for several days, and may have to revert to Beachlands and Normans Bay later next week.

Longer range forecasts show continuing gales into the weekend, though with nothing like tomorrow’s weather to come. By Monday winds should fall away and turn to the north. Kent and perhaps Sussex could be getting some wintery showers during next week.

I think some cold, clear sunny days would be quite welcome!

Residents of Eastbourne are being invited to give their views on how the town should develop over the next 20 years, up to 2026.

The Borough Council are planning a number of public consultation events over the next two months to present the alternatives and seek public opinion on the most appropriate option for managing change in the town, using a rolling programme of exhibitions, focus groups and competitions.

Exhibitions, at which planning officers will be present to answer questions, will be held, amongst other venues, from 10:00 to 16:00 at:

22nd December District Commander's Christmas message 2006 As your Police District Commander, accountable locally to you the communities we serve in the borough of Eastbourne, I report more good news over this festive period. My three key strategies of high visibility public reassurance policing, effective performance and effective partnerships, are having positive results: over 3,500 hours of police and police community support officers (PCSO's) visible patrols each month, with another eight PCSO's to be appointed by March 2007. My Neighbourhood Policing Teams bringing more justice for victims with Eastbourne District detecting a higher percentage of crimes over the last 90 days at 37% currently more than any other police District in Sussex. Furthermore our work with our partners, including Eastbourne Borough Council is bearing fruit, recorded crime is currently down 10% this performance year compared to last. I give you my personal pledge that my Neighbourhood Policing Teams and I will not rest on our laurels but will continue to work hard and strive to make Eastbourne even safer in 2007 than it was in 2006.

16th December Beach Replenishment Work - update 2006 Further to the report earlier this week good progress has been made and the crest width in most places has restored. However, as is often the case, erosion lower down the beach, particularly at ‘White Horses’ and Sovereign Harbour rock revetment, still requires attention.

On Monday there will be six dumptrucks running shingle from Beachlands campsite to Sovereign Harbour. They will move down to Normans Bay outfall soon after and perhaps to Cooden at the end of the week to bring shingle to Normans Bay East.

At the same time we will be bringing shingle round the harbour using road lorries. Shingle washed up against the southern harbour arm will be taken from the beach, transferred to the north harbour, and tipped onto the beach immediately east of the revetment. Some comments were made about the road lorries when they operated in October, so this time we are using a different haulier.

I have also been advised by Eastbourne Borough Council that at the planning stage Sovereign Harbour Ltd never intended for the Beach Haul Route (the track between Pacific Drive and the beach) to be used by pedestrians because there are other pedestrian routes to the beach through all of the various housing estates with public access secured by legal agreement. We will therefore be placing signs at either end of the track closing it to pedestrians and indicating safer routes for walkers to get onto the beach, via Eugene Way (to the east) and Caroline Way (to the west). I will email again next week with further news as works progress.

11th December Save your stamps for 'Guide Dogs for the Blind' 2006 Now the Christmas cards are tumbling through your letter boxes, don't just throw the stamps away. Please tear them off - any denomination, even boring old 2nd class ones - and drop them into an envelope. Don't try to peal them off, tear around them so as not to damage them.

Then, after Christmas, take them to Lynleys, the jewellers in Asda, who collect old postage stamps in aid of Guide Dogs for the Blind.

http://www.shra.co.uk/ (36 of 63) [30/01/2009 13:59:10] Welcome to the Sovereign Harbour Residents Association website 11th December Beach Replenishment Work - update 2006 A survey of the beach completed last Friday showed that not only has all the new shingle placed at Sovereign Harbour during October moved east, but so has some of the beach already there. We will continue to move shingle from areas where some of it has temporarily accreted back to the harbour. This will inevitably mean running dumptrucks along the beach over longer distances. It is not something we want to do, because it will affect more beach users, but in order to maintain the defence standard everywhere it will have to be done.

We will also try and take beach that has built up on the south west side of the harbour and transfer around to the north side. However, if the weather remains unsettled it is not always possible to access the beach because of prolonged wave action.

It is expected that work will only continue up to 22nd December, but should weather conditions deteriorate again, then it may be necessary to continue working through the holiday period. I can assure you this will only happen if strictly necessary.

We apologise in advance for any inconvenience this may cause but it is the only way we can provide shingle to reinforce depleted areas.

Since posting the item below, be have heard that several basement parking areas have been targeted by thieves, and items have been stolen, even in broad daylight.

Please take extra care when entering and leaving parking areas to ensure that intruders do not get in, and be sure to report suspicious activity to the Police.

7th December 2006 Not everybody wants you to have a Happy Christmas

We have received information that several cars in the supposedly secure basement garage at Havana Court were broken into last night, estimated to be during the early hours of Wednesday 6th December.

It seems that no glass was broken, probably to avoid setting off alarms, and probably selected on an 'easier to break into' basis. It is likely that easy to carry and sell objects were the objective, fortunately they found none. With more attractive prospects the nearer to Christmas, shopping left in cars etc, this is unlikely to be the only attempt.

An attempt was also made to remove two high-value motorcycles from the garage. Also, a 'zapper' was likely to have been taken by the thieves from one of the cars, requiring all 24 'zappers' for the roller shutter to be replaced or re-coded.

Vehicles have been checked for fingerprints by police - there may be an association with other thefts of Sat Nav equipment in the vicinity.

30th November Good news for bandstand fans 2006 The Bandstand team are busy scheduling the bands for next summer. There are only a few performances to confirm and it is hoped that the Bandstand Programme for 2007 will be published at the Christmas Day Concert.

This is a tremendous result, but the campaign isn't over however by a long stretch. Now the Bill must be guided through both Houses of Parliament to ensure that it becomes law.

Hopefully, this Bill will become law and help to prevent other communities from suffering the kind of planning abuse that has taken place at Sovereign Harbour

24th November Beachy Head Chaplaincy Team 2006 The Haven Church is holding a coffee morning on Saturday 2nd December form 10:00am until midday in aid of the Beachy Head Chaplaincy Team.

19th November Eastbourne wins clash for lottery grant 2006 In a contest on ITV Meridian South East programme at 6:00pm on November 14, Eastbourne Borough Council was successful in its bid for £50,000 from the Big Lottery Fund. The bid, called 'Goodbye Red Gra, Hello Tarmac!'s was in competition to an opposing bid from Laughton, near Lewes.

The cash will be used to refurbish the Archery Recreation Ground on Seaside, which is covered in red gra, similar to gravel. It is run down and unusable in wet weather. But youngsters from Kingsmere use it for their weekly football sessions funded by the Eastbourne Crime Reduction Partnership.

The project will resurface the ground and replace boundary fencing. There will be new goals and line markings for street soccer, netball, basketball, street skating and tennis.

This has been a good couple of weeks for Eastbourne, and Sovereign ward in particular.

15th November New addition to north harbour foreshore 2006 Eagle-eyed residents may have spotted a new addition to the foreshore of the Northern Harbour. A wave recorder has been temporarily deployed some 200m east of the harbour close to the low water mark, so it will only be visible on the lowest spring tides. It is being used by PhD students from both Brighton and Sussex Universities to help them better understand coastal processes in the area east of the harbour entrance. A combination of Langney Point, the harbour and local currents make this the most volatile section of beach in the 9km between Eastbourne and Bexhill. Both students will be undertaking regular surveys throughout the winter to try and relate beach movement to wave size and direction.

Fieldwork will be augmented by laboratory experiments where differing sediment sizes and permeability parameters will be tried to see how the beach reacts. The study is being funded by Pevensey Coastal Defence Ltd (PCDL) and hopefully the project outputs will lead to improved beach management techniques. Although the standard of defence against breach is already assured until 2025 how it is achieved can varied to suit local conditions. It is not in anyone's interest to move shingle around the beach using heavy plant unless absolutely necessary. A better understanding of exactly what happens on this 500m stretch of beach may result in a modified beach alignment that reduces the amount of machine hours needed to maintain it without reducing the overall protection.

14th November SHL withdraw B&Q appeal as gesture of goodwill 2006 In a surprise but very welcome move, Sovereign Harbour Ltd yesterday withdrew their appeal against the Borough Council's refusal of their application to build a B&Q warehouse at Sovereign Harbour.

This gesture was in response to a request by SHRA committee members and Borough councillors at a meeting organised by consultants employed by Carillion to look into the final stages of the harbour development. Residents and councillors said that they found it difficult to discuss the issues with the prospect of a costly and bitter Public Enquiry hanging over them.

Rick Runalls, SHRA chairman, said, ""I welcome this move by SHL, and am anxious that the SHRA should respond in an equally positive manner. I see this gesture as a promising indication that we can move from a position of conflict to a position of constructive dialogue that will hopefully result in the sustainable community that harbour residents deserve."

Two towns are involved in a David and Goliath showdown to try and win £50,000 from the Big Lottery Fund. Laughton, near Lewes, and Eastbourne have both been selected to appear on ITV Meridian South East at 6:00pm on November 14 to appeal for the public's vote.

They both hope to transform muddy play areas into an all-weather, all-year-round facility for youngsters of all ages. But it is up to the public to decide which town is most deserving of the cash from the People's Millions.

The smaller entry comes from Laughton Community Primary School in Church Lane and is called the Pelham Playing Fields Project. Reception teacher Zena Budd entered the school's bid after children said they wanted better facilities.

Mrs Budd said: "Over the past year we have been fund-raising and managed to improve the school's playground. But we are a little school and a small village and we have done all we can. At the back of the school is a field which is muddy and unusable for most of the year. We put in a bid to create a year-round playing area there. Now we are up against the big boys. Laughton doesn't have a play scheme and there is not much public transport or footpaths. We would like something for the village and neighbouring villages to use. The children are very excited."

The playing field would have three different zones for all age groups and it would be open to the community. There would be football, hoops, low-level wooden trails and climbing equipment, skipping ropes and giant board games.

Eastbourne's bid comes from Eastbourne Borough Council and is called 'Goodbye Red Gra, Hello Tarmac!' The site is the Archery Recreation Ground on Seaside, Eastbourne, which is covered in red gra, similar to gravel. It is run down and unusable in wet weather. But youngsters from Kingsmere use it for their weekly football sessions funded by the Eastbourne Crime Reduction Partnership.

The project will resurface the ground and replace boundary fencing. There will be new goals and line markings for street soccer, netball, basketball, street skating and tennis.

Cllr. Ian Lucas, leader of Eastbourne Borough Council, said: "This is a potentially brilliant opportunity to have this area regenerated."

This is a great opportunity to support the local community and Eastbourne's children in general, and the only cost to you is a phone call and a little time,

DO NOT call this number, as this is a mail scam originating from Belize. If you call the number and you start to hear a recorded message you will already have been billed £15 for the phone call.

If you do receive a card with these details, then please contact Royal Mail Fraud on 0207-239-6655 or ICSTIS (the premium rate service regulator) at www.icstis.org.uk or your local trading standards office.

31st October 2006 Beach Replenishment Work - update

Sospan Dau has now completed delivering shingle for this autumn. However things continued to be unpredictable to the very end. This time it was not so much the weather – although a brief period of increased wave activity on Saturday meant another tide was missed. Having completed a delivery over the 15:00 high water on Sunday, a fire started in her engine room as she passed Newhaven. The room had to be sealed and the engines closed down, and the situation was quickly controlled. She will now be making her way to the Solent to undergo repair work to burnt cabling in the engine room. This could well take 2-3 weeks by when she will be required elsewhere. In theory she would have delivered a further 1,500cu.m before finishing – another two loads.

We are confident that we now have sufficient material in place to ensure the integrity of the defences at Sovereign Harbour and as necessary will reinforce the area by recycling shingle back to the harbour from the east and use the stockpile when required.

Here’s to a calm and peaceful winter – if only.

Introduction

Since my arrival as District Commander of Eastbourne, I have made a number of changes to the way we Police Eastbourne. Everything we do works towards our three key strategies of:

i. High visibility public re-assurance Policing

ii. Effective Performance

iii. Effective Partnership

From feedback I have received, it is clear many elected Councillors and Community Groups welcome the shift in focus and the results Eastbourne District is currently achieving.

High Visibility Public Re-assurance Patrols

We now record every hour spent by Police Officers and Police Community Support Officers on foot and mobile patrol in the Borough of Eastbourne, down to every Ward level, where this effective public re-assurance is taking place. To further improve local high visibility and Neighbourhood Policing I have appointed three new Neighbourhood Specialist Police Constables to work with our communities in Local Action Teams and problem solving. I believe this evidences my commitment to Neighbourhood Policing and my Neighbourhood Policing Team's determination to reduce anti- social behaviour in all it's guises and further improve the quality of life within the communities we serve. Effective Performance

Eastbourne's performance in terms of detections and reduction of crime continues to go from strength to strength, currently our overall detection rate of 36% remains the best of any District in the Sussex Police Force area and compares favourably at both a regional and national level. Reduction in crime continues, vehicle crime is down, robberies are down, public place violent crime is down, criminal damage is down and burglaries of peoples homes is down a massive 30% over the last 3 months.

What the figures really mean is, less victims of crime and more offenders brought to Justice. Our focus to arrest, convict and lock up Eastbourne's 'career burglars', car thieves and drug dealers will continue unabated.

Effective Partnership

Whilst public place violent crime continues to be in reduction there is still too much violence, damage and anti-social behaviour in the Town Centre on a Friday and Saturday night. The causal link between too much alcohol and violence is not in doubt. Therefore licensed premises in the Town Centre have got to get their houses in order. My new Licensing Inspector Nick Porter's focus, will be to work with our partner agencies to utilise all the powers available under the Licensing Act 2003 to ensure all licensed premises act responsibly , comply with the law and their own Operating Schedules. I have also made representations to Eastbourne Borough Council to reduce the expansion of licensed premises in the Town Centre. It is my experience that crime reduction in an area is better achieved by effective partnership working with statutory and voluntary agencies. Pivotal to this in Eastbourne is the Crime Reduction Partnership, whose co-ordinator Justine Armstrong is leaving after seven years. I wish to place on record my thanks to Justine for her unstinting efforts to ensure partnership works in Eastbourne, and wish her every success in her new career.

Conclusion

My Neighbourhood Policing Teams and I are determined to make Eastbourne an even better place to live work and visit. I believe we are on the right track. I am confident our three key strategies will deliver, long term sustainable crime reduction and a town where the only people who live in fear are our career criminals and drug dealers.

25th October 2006 Beach Replenishment Work - update

Up until Thursday last week it appeared that delaying the annual beach replenishment until October had not been a problem. Since then we have had no deliveries of shingle due to wave conditions either in the dredge area and/or on the beach. Hopefully tonight will see a restart of operations with a delivery over the midnight high tide.

We believe we will need a further 8 or 9 deliveries to provide the necessary volume of beach. Hopefully this can be achieved by either Sunday or Monday.

21st October 2006 SHRA committee members meet new trustees of the Sovereign Harbour Trust

SHRA committee members this week met the three new trustees of the Sovereign Harbour Trust nominated by the Environment Agency.

The SHRA attendees took the opportunity to convey to the trustees the anger and frustration felt over the way in which the Trust had been set-up, and the refusal of the Carillion appointed trustees to explain how the Trust's income, which is 100% provided by harbour residents, was distributed. They also expressed their concern at the Trust's failure to publish detailed accounts.

Further, the trustees were informed that the refusal of the Trust to consider the appointment of resident trustees was a major concern, and added considerably to the perception that the trust was operating against the best interests of residents.

The trustees explained that their duty was to ensure that the sea defences were adequately maintained, but felt that they had no responsibility for the harbour and marina maintenance, other than to forward the funds collected from harbour residents on the behalf of Sovereign Harbour Ltd. SHRA members expressed the view that the two parts of the trustees duties could not be separated and trustees must take responsibility for all aspects of the Trust's operation.

Overall, considering that all previous requests to meet trustees had met with refusal, everybody who attended the meeting, which took place at the Pevensey Bay Offices of the Environment Agency, felt that it had been very productive. The SHRA members welcomed the assurances of the new trustees that they would do everything in their power to make the operation of the trust, and the distribution of its funds, more transparent.

SHRA members agreed to provide the new trustees with a current list of residents concerns and it was agreed that a further meeting would take place when the trustees were more settled in their role. It was hoped that a future meeting with all of the trustees might soon be possible.

9th October 2006 New Inspectors Join Eastbourne District Policing Team

Eastbourne District is welcoming two new uniform Inspectors to work directly to the District Commander Bob Gough.

Inspector Nick Porter aged 35, married with children and who lives on East Sussex Division will be focussing on Licensing and public place violence crime. He said “Eastbourne is now one of the best performing Districts in the Sussex Police Force area and I am pleased to be joining such a strong team. My focus will be to utilise powers under the Licensing Act 2003 and other legislation to crack down on alcohol fuelled yobbery and violence”. Nick takes the place of Inspector Di Roskilly who has been selected to become strategic support to the East Sussex Divisional Commander Nick Wilkinson. Inspector Tony Wakefield aged 45 who lives in the town, and has a wealth of experience in Neighbourhood Policing will take the leadership of all Neighbourhood Specialist Teams. He said “My role will be to continue the full integration of local policing into the communities we serve, working with our communities to improve further the quality of life in Eastbourne. 4th October 2006 Beach Replenishment Work - update

Shingle transfer round Sovereign Harbour form Langney will continue until Friday with road lorries running the shingle along the beach from the Martello tower. One resident contacted me this afternoon saying that the lorries were travelling too fast. All drivers have been instructed to stick to a 10mph upper limit and additional signage will be put out tomorrow to reinforce the point. Please let me know if drivers are not sticking to rules they are given.

Although we have a banksman in attendance he has to be near the stockpile to help them tip each load and cannot supervise the entire length of the beach all the time. I will certainly take immediate action if such incidents are reported and in extreme cases remove continuous offenders from this work.

I have just heard that Sospan Dau expects to leave South Wales in the early hours of Wednesday morning so could be here as early as mid morning Friday to deliver her first cargo of shingle. Having looked at the weather forecast for Friday however, I suspect she may be delayed for 24 hours or so depending on how her passage around Lands End looks. Either way I expect to see new shingle on Sovereign Harbour beach during this weekend.

29th September Beach Replenishment Work 2006 October 1st sees the re-opening of the transfer window – not for the premiership – but for transfer of shingle round Sovereign Harbour. Last March we were unable to move any shingle round the harbour because easterly winds had driven most of the beach back towards Langney outfall and we were unable to gain access on to the beach. Shingle has now returned so we need to collect it before it is driven past the harbour arm and into the approach channel where it will be lost to us. I expect to start running lorries round from Tuesday, finishing on Friday. They will only work between 07:30 and 17:30. Because Langney beach is more exposed than north of the harbour there are times when wave action prevents access for a couple of hours either side of high water. If this is the case the work could continue into Monday of the following week.

I anticipate undertaking this 4-5 day transfer three times this winter; roughly in October, December/January and March

As you may be aware the south west has experienced some gales recently as the remnants of Caribbean tropical storms have come across the Atlantic. I understand that dredger Sospan Dau has had to seek shelter from rough weather on occasions but am not sure how much effect this had on her work in South Wales. I am therefore still expecting her to arrive at some point over the weekend 6-8th October and will provide more details once I know she has set sail for Pevensey.

20th September The following motion was unanimously accepted by the members of 2006 Eastbourne Borough Council at their meeting today

Following the refusal of the recent applications for the remaining five development sites in Sovereign Harbour, this council recognises that the Humberts report has now been superseded. The Council therefore requests a high level meeting with the landowner, council members, planning officers, and representatives of local residents, to develop a strategy for the remaining development sites.

Such a strategy should acknowledge Sovereign Harbour Ltd's commercial demands, but shouldn't include further residential development. The strategy should address much needed community facilities, such as open space, play areas, a community centre, a medical centre, schools, facilities for the boating community and potential business opportunities, in keeping with the area, including a quality hotel.

The council recognises that the available land for development is limited and should be considered as a whole to effectively provide for a sustainable community.

Project AWARE International Clean-up – 17th September 2006

Eastbourne's Planet Divers Scuba Diving Club has joined forces for its third year with the International group, Project AWARE, to clean up our local harbour. They plan to clean up the waters and surrounding areas of Eastbourne Harbour, including the Crumbles sites.

The goals are to increase public awareness on debris issues and the impact on the environment; to gather data to be used to target sources of debris and create solutions to pollutant problems; and provide information to local government and scientists.

To be able to do this we need support from our local community. We have approached schools, conservation groups, local businesses and other community groups to request individuals or teams to come along and help.

Any help you can give us would be much appreciated; we need help on the day collecting and sorting rubbish and also items such as gardening gloves, stationary, rubbish bags and refreshments for helpers. Prizes for the best efforts (e.g. most rubbish collected, most unusual item found etc.) will be given.

The clean-up will be at the North Harbour on Sunday 17th September Please support us for the odd hour or stay the whole day.

The SHRA committee have added their support to this campaign, and we hope other harbour residents will join us. Please print off the posters and come along on Saturday, the dreadful cuts that are proposed are a threat to all Eastbourne residents, especially mothers and babies.

Look out for the SHRA banner and march under it with us. This is a great opportunity for us to show that we really care about Eastbourne, not just the harbour.

25th August 2006 Annual Beach Replenishment

The annual beach replenishment is scheduled to start on or about Monday September 4th. Dredger Sospan Dau is currently in dry dock in Holland completing routine maintenance and is expected to leave in around 10 days time.

All this year’s new material will be placed on the beach at Sovereign Harbour in the first 400m immediately east of the harbour. Weather permitting a delivery will made every high tide, day and night, each discharge usually starting around one hour before Herbrand Walk. A bulldozer and an excavator will be used to recover the material on the following low water, again both day and night. Whenever possible beach work at night will be kept to an absolute minimum, but the material has to be brought up to the top of the beach to reinforce the crest.

We will keep you informed as to a precise starting time as and when Sospan Dau sails from Holland. Similarly, whilst the work is expected to last between two and three weeks, any weather delays will inevitably affect the overall programme, but again we will keep you updated as things progress.

1. Introduction

I am very proud to have been appointed District Commander for Eastbourne and am determined to make Eastbourne an even safer place to work, live and visit. Everything my Neighbourhood Policing Teams do will be focused on three key strategies:

i. High visibility Public re-assurance patrols - Police Officers and Police Community Support Officers.

ii. Effective performance – crime reduction, detecting crime and bringing offenders to justice.

iii. Effective Partnership – working with Eastbourne Borough Council and other statutory and voluntary agencies to implement medium and long term crime reduction and public re-assurance strategies.

2. High Visibility Public Re-assurance Patrols

At present we have fourteen Police Community Support Officer Posts (PCSO’s) and each PCSO is attached to a specific Ward in the Borough. Each PCSO is given a patrol tasking plan along with a list of key people on the Ward they should visit on a regular basis; their tasking’s are updated daily. I have received positive community feedback about their effectiveness in terms of public re- assurance and the good news is Eastbourne District has been allocated a further eight posts and these extra PCSO’s will come on stream over the next year. All patrols, both Police and PCSO’s, record the hours on patrol on our recently developed high visibility database. I am also focussing more resources into the Town Centre on a Friday and Saturday to further reduce the late night yobbery and mindless damage that occurs when the pubs and clubs ‘kick out’.

3. Effective Performance

I am pleased to report that overall crime is currently down 4.5% this performance year compared to last, criminal damage is down 5% and public place injury offences are down 18% Robbery is also down a massive 30%. Our overall detection rate for the last 3 months has risen to over 32% (currently best performance of any District in the Force) which means more offenders brought to Justice. We have locked up a substantial number of burglars over the past couple of months, including Darren Martin, charged and remanded in custody for burglary in the Langney area. Our drive to get burglars put behind bars will continue undiminished.

4. Effective Partnership

Since my arrival, I have been impressed with the breadth and depth of effective partnership taking place across the Borough providing public re-assurance and effective crime reduction, from youth diversion to our Local Action Teams (LAT’s); the Kingsmere LAT is a real success story where the community in partnership with the Crime Reduction Partnership has reduced crime by 30% . I want to maintain and further develop these partnership activities and I place on record my objective of increasing Neighbourhood Watch membership by at least 50% during my tenure. 5. Conclusion

Eastbourne has a population in excess of ninety thousand, forty thousand homes and potentially over four million visitors a year, yet experiences on average less than 30 crimes per day, many of which are minor in nature. Eastbourne is a great town in which to live, work and visit and I promise that my Neighbourhood Policing Teams and I will do everything we can to make the quality of life in Eastbourne even better than it is today. 9th August 2006 Five Sites Planning Meeting

Yesterday evening, the Eastbourne Borough Council unanimously rejected all five applications by Sovereign Harbour Ltd for further residential development on four of the five remaining harbour development sites. Almost 300 residents attended the meeting in the Town Hall, and each decision was rapturously applauded. We thank the members of the planning committee for their support, and for their courage in standing up to the corporate bullies. The best result we could have hoped for.

Residents were supported in their objections by our MP, Nigel Waterson, LibDem parliamentary spokesman, Stephen Lloyd, Green Party spokesman, Clive Gross, the council's deputy leader, David Elkin, Sovereign ward councillor, Chris Williams, and Hampden Park ward councillor, Mike Thompson.

Several SHRA committee members and other members of the public also voiced their objections to the applications.

We must now wait for SHL's response. If they appeal, the fight goes on but, hopefully, they will take the enormous opposition from residents and the will of the Borough Council into consideration and start discussions to find a solution that will satisfy everybody. We live in hope!

In the Eastbourne Herald today, the article on page 21 said that buses to the Town Hall on Tuesday would run from the end of Pacific Drive, but omitted to say that there would also be buses running from the end of Atlantic Drive. The information given in Waterlines is correct, buses will run from both harbours starting at 3:00 pm, 3:25 pm and 3:55 pm.

Please make every effort to be there, the future of the harbour is at stake.

Harbour residents are accutely aware of the consequences of gross over-development. Residents of Polegate are facing a similar situation and are looking to other Eastbourne residents to support their struggle.

24th June 2006 Sovereign Racing Club

The first outing of the SRC, the trip to Brighton Racecource on Sunday 9th July is now 75% reserved. There is still, howeve,r time to join in on this trip if you book before 2nd July. All you need to do is phone 01323-470757.

The coach will pick-up on the South Harbour at 12:00 noon, then the North Harbour at 12:15pm, leaving from outside Henley Park at 12:30pm. Expected arrival time at the racecource is 1:30pm.

Departure from Brighton will be at 5:45pm and the last drop at the South Harbour will be at about 7:00pm - well in time for the football.

24th June 2006 No B&Q campaign

In response to the appeal by Sovereign Harbour Ltd against the refusal of their application to build a B&Q warehouse on Sovereign Harbour, the SHRA has launched a 'No B&Q' campaign. There is still some work to do before it gets up to speed, but as a first step, we have started a petition and we have designed a 'No B&Q' poster, which we would urge you all to put into your windows.

16 May 2006 Five Sites Applications

As expected, Sovereign Harbour Ltd has followed up the B&Q appeal with applications for high- density residential developments on four of the 'Five Sites'.

The significant aspect of these applications is that the long promised hotel development, and the much needed health centre are nowhere to be seen. Nor, of course, is there any mention of any of the social infrastructure that SHL have had 25 years to produce. Once again, the thrust is for maximum profit.

The applications for sites two and three, which were withdrawn, have been resubmitted unchanged.

The application for site two is for 18 apartments, associated car parking and sub-basement berthholder parking

The application for site three is for 16 apartments and six houses.

The application for site four is for a number of retail outlets, with 19 apartments above.

Any further residential development on the harbour would be unsustainable.

14th May 2006 Sovereign Harbour Racing Club

We are pleased to announce the launch of the Sovereign Harbour Racing Club; two social outings have been provisionally booked.

On Sunday 9th July, travelling by Flagship luxury coaches, we are heading for Brighton racecourse. Cost, including admission to the Members enclosure. Is just £20 per person.

We have learnt that the appeal against refusal of permission to build a B&Q watehouse on the harbour is in the name of Sovereign Harbour Ltd, B&Q have said that they do not wish to be named as a joint appellant.

What's this all about!!! Well, you don't need to be a rocket scientist to see that we were right all along. The purpose of this application, and the appeal by SHL, is purely to get change of use for the land so that Carillion can leave the harbour with sufficient funds to start work on their next big project, the Olympic Village.

4th May 2006 B&Q LODGE APPEAL

We learnt this afternoon that, despite their dreadful trading position, and the concerted opposition shown by harbour residents to their plan, B&Q have lodged an appeal against the refusal by the EBC of their application to build a warehouse on the harbour.

The EBC have assured us that they will vigorously defend their decision, and the SHRA and the 'No to B&Q' group will be fully supporting them by putting the residents' case to the inspector at the public enquiry.

Your support will be vital. Over the coming weeks, we will be asking you to write letters of objection to the inspector, and to the newspapers. When the case is heard, we will be asking you to attend the public enquiry in large numbers to demonstrate your opposition to this dreadful proposal.

We will, of course, be discussing this issue at the AGM on 9th May, and look out for more information in the next issue of Waterlines, which will be out on about 20th May.

Please pass this news to your friends and neighbours who do not have access to the Internet and ask them to be prepared to lend their support.

24th April 2006 Save the Eastbourne DGH

At the Full Council meeting on 19th April, the council unanimously passed a motion by council leader, Ian Lucas, that means that there will be cross party political support for the 'Save the DGH' campaign.

Over the next few weeks this issue will really kick off when detailed proposals on the future of the hospital are published.

Whatever happens, it is unlikely to be good news for Eastbourne's growing population, especially for the harbour, which doesn't even have a medical centre. To consider downgrading the DGH is an absolute nonsense and, with your support, the SHRA committee will support the campaign to stop the cuts.

The proposal is likely to recommend a downgrading of Maternity, Paediatrics, A&E, Obstetrics, and more. 24th April 2006 Outer Harbour Works

In the February issue of Waterlines, we informed residents of impending repairs to the revetments of the outer harbour. The statement issues by Kier Construction, the contractors for the work, stated that the work would commence on 6th February and continue for 16 weeks. We were assured that inconvenience to residents would be kept to a minimum.

Last week, resident in the vicinity of the outer harbour received a hand-delivered letter from Kier saying that the work was about to begin and would continue for, you've guessed it, 16 weeks.

This letter also stated that the SHRA had been consulted about the delay; this is not the case. When we published the original Kier statement, this was done in good faith.

This is further evidence of the total disregard that Corillion and its contractors have for the comfort of harbour residents. If this continuing disruption is of concern, we suggest you e-mail Sovereign Harbour Marina Ltd

29th Mar 2006 'Five Sites' applications withdrawn

The applications by Carillion to build even more unnecessary high-density housing on 'Site 2' (the Atlantic Drive car park) and 'Site 3' (the fishing harbour at the back of the Harvester) met with huge opposition from residents, with very many letters of objection being submitted to the Development Control department of the EBC. Following pressure from the SHRA, the limit of four speakers that had unexpectedly been placed on each application was relaxed; thanks to Councillor David Elkin for his help.

However, that is now no longer relevant. We have been informed that, following discussions with our elected representatives on the EBC, Carillion has withdrawn both applications and will seek further dialogue with residents before submitting new applications for 'Sites 1, 2, 3 and 4'. We have been told that these applications will be submitted simultaneously, and will almost certainly be heard at a special meeting of the planning committee.

The application for a health centre on 'Site 5' will remain, but Carillion have stated that they will examine the plans to see how community facilities can be incorporated into the proposal.

A small grey female cat, with a red collar and bell was found in the North Harbour area on Friday 17th February.

As nobody came forward to claim this cat, a new home was found for it and it has now settled in.

23rd Feb 2006 Sovereign Harbour Ltd seek planning consent for two of the 'Five Sites'

Sovereign Harbour Ltd have submitted planning applications for two of the five remaining development sites, with no provision for any social infrastructure.

The 'Five Sites' represent the last opportunity to redress the problems caused by over- development of the harbour. Unless we vigorously resist any further high density residential development on these sites, we will never get the social infrastructure we need so badly. Don't sit back and let SHL win yet again.

2nd Feb 2006 Outer Harbour Works

The revetments (sloping banks) around the inside of the outer harbour were formed from a concrete membrane laid over a granular base. This has become unstable and a permanent remedial solution is needed. This will be engineered by replacing the concrete with rock blocks in those areas effected. Carillion has contracted out this work to Kier Construction, and we have agreed to publish this notice to keep residents informed.

'Kier will be carrying out some dredging and rock placement works to the existing Outer Harbour slopes. On the Eastern revetment a length of approximately 250 metres will be worked on, while 50 metres on the West revetment adjacent to the RNLI building will be effected and also a small section in the North West corner. The works will commence on 6th February and will carry on for approximately 16 weeks.

The great majority of rock will be delivered by sea over a 2 week period as a 24-hour operation. The rock will be off-loaded on the beach adjacent to the Martello tower on the North Harbour and will then be transported to a stockpile between the East revetment and the existing beach.

The rock placement works are of a tidal nature, however the intention is to work around one low tide per day, which will be chosen to minimise the disruption to residents. For example, if low tides occur at 04:00 and 16:30 hrs work will be carried out around the 16:30 tide.'

We understand that around 10,700 tonnes of rock will come be sea, and about 1,500 tonnes of rock, of a different specification, by road, over a 4 week period. It is understood that the road deliveries will be no more intrusive than the lorry activity on current building works.

Alan Everard of the RSPB will be running a short course in basic bird watching.

There will, initially be four sessions, which will be held in the Underground Theatre (under the library at the end of Grove Road), on Tuesday mornings, 7th and 21st February, and 7th and 21st March. Sessions will start at 10:00am and finish at 12:15pm, with a short break during which you can buy refreshments. The fee for each session will be £2.00.

24 Dec 2005 In the December issue of Waterlines, we told you about an initiative by Bev Adams to encourage harbour residents to get together for social activities. At their meeting on 21st December, they were joined by 17 new members, with others unable to get there because of prior commitments.

17 Dec 2005 The Eastbourne half-marathon will be run on Sunday 26th February 2006, starting at 10:00 in Prince's Park. The route will take in the seafront and the Meads and will cover a large number of harbour roads and walkways on the way to the finish, also in Prince's Park.

Entry is open to all, and entry forms can be found on the marathon website.

As the route will cross harbour roads and the entrances to individual developments, there will be some slight disruption, but there will be police and marshals to control runners and traffic. If you would like to help, please e-mail Waterlines, and we will pass on your note to the organisers.
