INTRODUCTION 1.1 States and Planning and Implementation Regional Groups (PIRGs) were requested to develop PBN implementation plans and to implement PBN in accordance with timelines established in those plans. 1.2 Viet Nam has adopted a phased approach for the implementation of PBN suitable with Viet Nam situation. The Plan allows both ANSPs and aircraft operators to set up their plan to enhance avionic capabilities and air navigation infrastructures. 2. PBN IMPLEMENTATION PLAN BRIEF AND PROGRESS 2.1 PBN Road Map for Viet Nam The following diagram and table depict PBN Road Map for Viet Nam. 1 PBNICG/4 – IP/15 Agenda Item 6 (a) & (b) 14/03/17 PBN ROADMAP FOR VIET NAM 2016 2025 2020 Route -Oceanic RNP2/4 OTHER ROUTES Domestic RNAV2/5 RNAV1, RNAV2 Mandate at/above FL290 Route Continental International RNAV5/RNAV2/RNP2 RNAV1/RNP1 in other TMA RNAV1/RNP1 airport Approach RNP/RNP AR APCH Expand RNP/RNP AR APCH 2.2 Detailed PBN Implementation Plan 2.2.1 From 2016 to 2020 a) International oceanic routes - RNP2/4 for oceanic routes including L642, M771, N892 and L625 in 2017 and in accordance with regional plan. b) Domestic continental routes - RNAV2/5 for North - South routes (Ha Noi - Da Nang - Ho Chi Minh) Q1-Q8 which were established in 2016; and - All other domestic routes connecting with those North - South routes. c) TMA - RNAV 1 SID/STAR in ATS surveillance environments for 50 per cent of international airports by 2018 and 75% by 2020; therein including Noi Bai and Tan Son Nhat international airport to be implemented in 2016-2017, Da Nang international airport to be implemented in 2018-2019, Cam Ranh international airport to be implemented in 2019-2020. - RNP 1 SID/STAR in non-ATS surveillance environments for other airports in 2018. d) Approaches - Implementing PBN approaches which were designed and flight evaluated for airports including Phu Quoc, Phu Bai, Cam Ranh, Con Dao and Lien Khuong in 2017. - RNP APCH with Baro-VNAV at suitable airports with beneficial potential for 30 per cent of instrument runways by 2017 and 50 per cent by 2018. 2 PBNICG/4 – IP/15 Agenda Item 6 (a) & (b) 14/03/17 - RNP AR APCH at mountainous airports including Dien Bien, Cam Ranh and Con Dao in 2017 and at nother airports if there is beneficial potential. - Studying the feasibility of GBAS implementation at Tan Son Nhat, Noi Bai, Da Nang and Cam Ranh international airport. 2.2.2 From 2021 to 2025 a) International and domestic oceanic routes - RNP 2 for oceanic routes including L642, M771, N892 and L625 and in accordance with regional plan. - RNP2/4 for another oceanic routes. b) International continental routes - RNAV 2 for routes connecting major airports by 2021: R474 between Ha Noi - Vientiane, R468 between Ho Chi Minh - Phnompenh. - RNAV 2 for all new ATS routes by 2022. c) Domestic continental routes - RNAV 1 and RNAV 2. - RNAV 1 or RNAV 2/RNP 2 mandate for aircraft operating at FL290 or above. d) TMA - RNAV 1 or RNP 1 SID/STAR for all airports by 2021. - RNAV1 or RNP 1 SID/STAR for 70 per cent of suitable domestic airports. - RNAV 1 or RNP 1 mandate for aircraft operating in high density TMA. e) Approaches - RNP APCH with Baro-VNAV for all instrument runways by 2021. - Expanding RNP AR APCH at other airports. - Implementing GBAS approaches at Tan Son Nhat, Noi Bai, Da Nang and Cam Ranh international airport in 2021-2022, and at other airports in 2023-2025. 2.3 Current PBN Implementation Progress 2.3.1 Implemented of parallel RNAV 5 routes Q1 and Q2 and connecting Q3-7 serving the traffic on main trunk routes between Ha Noi and Ho Chi Minh city, together with another connecting ATS routes since August 2016. 3 PBNICG/4 – IP/15 Agenda Item 6 (a) & (b) 14/03/17 2.3.2 Implemented of RNAV1 SID/STAR at Tan Son Nhat international airport since November 2016 2.3.3 Implemented of RNAV1 SID/STAR at Noi Bai international airport since end of this month. 2.3.4 Implementation of RNAV1 SID/STAR at Da Nang international airport and RNP1 SID/STAR at Cam Ranh international airport in the 3rd Quarter of 2017. 2.3.4 Finalizing PBN procedures (RNP1/RNP APCH) for Phu Bai, Cam Ranh, Phu Quoc, Con Son and Lien Khuong airport. 3. This study aims to introduce an entropy-Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) Method to evaluate Vietnam Airlines’ domestic ground handling system. The entropy will be used to calculate the weight of each criterion set by the airline company and the TOPSIS will be used to calculate the performance rankings of 17 ground handlers in 2017. As a result, “safety” is figured out to be the most important criterion and the rankings based on 7 criteria and related suggestion will also be given.
