Resumption of the session The sitting opened at 15.05. C 257 E/304 EN Official Journal of the European Union 24.9.2010 Wednesday 23 June 2010 2. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 3. Statement by the President The President made a statement on his recent official visit to Russia of 21 and 22 June 2010, the first by a President of the European Parliament for 12 years. 4. Welcome On behalf of Parliament, the President welcomed members of a delegation from the Parliament of Indonesia - led by Kemal Aziz Stamboel, chair of the delegation - who had taken their seats in the distinguished visitors’ gallery. 5. Composition of political groups Mike Nattrass had informed the Chair that he had left the EFD Group and would sit with the Non-attached Members, with effect from that day’s date (23 June 2010). 6. Composition of Parliament The Dutch authorities had given notice of the election to the European Parliament of: — Lucas Hartong, to replace Louis Bontes; — Jan Mulder, to replace Jeanine Hennis-Plasschaert. The European Parliament took note in compliance with Rule 4(1), with effect from 22 June 2010. Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Lucas Hartong and Jan Mulder would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto. 7. Composition of committees and delegations At the request of the Secretariat of Non-attached Members, Parliament ratified the following appointments: BUDG Committee: Lucas Hartong to replace Daniël van der Stoep LIBE Committee Daniël van der Stoep commission SURE Lucas Hartong to replace Daniël van der Stoep Delegation for relations with the Palestinian Legislative Council Daniël van der Stoep Delegation for relations with the United States 24.9.2010 EN Official Journal of the European Union C 257 E/305 Wednesday 23 June 2010 Laurence J.A.J. Setting up a European early warning system (EWS) for paedophiles and sex offenders (written declaration) Written declaration 29/2010, submitted by Tiziano Motti and Anna Záborská, on setting up a European early warning system (EWS) for paedophiles and sex offenders, had been signed by the majority of Parliament’s component Members. Consequently, in accordance with Rule 123(3) and (4), it would be forwarded to its addressees and published, together with the names of the signatories, in the Texts Adopted of the sitting of 23.06.2010 (see Annex 1 to the minutes of 23.06.2010). 9.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States. Advisory group on asylum, migration and integration SOLIDAR constituted a transversal advisory group on asylum, migration and integration coordinated by our Italian member ARCI with the support of the Secretariat. The political reason for creating such a taskforce is that - despite the fact that migration is currently a very relevant political, social and cultural matter - a common approach has not emerged. On the contrary, migration more and more became a divisive question between different political and cultural visions on the future. The aim of the advisory group is to work together on a common approach on the issues of asylum, migration and integration by providing a platform to better understand the challenges that civil society organisations are facing at local level as well as to share knowledge about practices that SOLIDAR members are carrying out. A brainstorming meeting will take place on 10 February from 10:00 to 13:00 at SOLIDAR Offices. The aim of the brainstorming is to make a first exchange with members on the priorities, objectives and expectations about the work of this advisory group in 2015. Please also note that the brainstorming meeting will be followed by the SOLIDAR-CGIL round table Rights-based approach to EU migration policies: the role of the Trade Union Network on Mediterranean and Sub-Saharan Migrants that will take place on 10 February from 15:00 to 17:30.
