Minutes of 28th Co-ordination Meeting of UGBO dated: 28-03-2017

The 28th Co-ordination Meeting of UGBO, CWC was held on 28-03-2017 under the Chairmanship of Shri S.K.Sibal, Chief Engineer, UGBO, CWC, Lucknow in the Conference Room of UGBO, CWC, Lucknow to discuss the various issues concerning UGBO, CWC. The list of participants present is enclosed as Annexure-I.

At the outset, Shri S. K. Sibal, Chief Engineer, UGBO, CWC, Lucknow welcomed all the participants and requested Shri Shiva Prakash, SE (C) to take up the agenda for the meeting.

The gist of the discussions held on various agenda items is as under:-

1. Rationalisation of Manpower at Site, Sub-division, Division and Circle in respect of Work Charged Staff as per the observation of Member(RM):

Chief Engineer, UGBO, CWC, Lucknow stated that Member(RM) vide his note 4/MCRM/General/2017/43 dated 22.03.2017 has asked to optimise posting of staff on all existing sites, sub-division, Division and new sites to be opened so as to be ready for oncoming flood season from 1st June, 2017.

In this regard, it was intimated that as per data available with this office, out of 472 W/C staff (except OB Engine, MV Driver, Carpenter, Mechanic, Electrician) under UGBO, 141 nos. are posted at Regional Office, Circle Office, Division and Sub-divisions. Details are enclosed at Annexure-II.

SE’s of both the Circle intimated that because of shortage of Regular Establishment, work at Circle, Division, Sub-division is being managed by the W/C Staff. CE, UGBO desired that the utility of each W/C staff posted in place of Regular Establishment alongwith the Work being done by them may be intimated. Further, out of these which work can be managed by alternative way may also be suggested.

10 nos. of new Level & Inflow Forecast stations has been added in this season for which forecast will be issued by the CWC (HQ). Hourly data at these new FF stations and their base stations will be needed from 1st June, 2017. A workable arrangement may be suggested by both the SE,s.

The exercise may be completed by both the Circle and detailed action taken note as discussed may by intimated by 15th April,2017.

2. Inspection of Sites and submission of Inspection Report in RD-16

Inspection of sites is being carried out by the SDE/EE/SEs. As per norms joint inspection is to be carried out by EE/SDE and Inspection Report is to be submitted. However it is seen that the joint inspection is not being carried out, which is affecting the quality of checking of data. It was desired by the CE, UGBO that w.e.f. 1st April, 2017 EEs/SDEs may conduct Joint Inspection failing which their Inspection will be treated as null and void and ATP may not be approved by the controlling officers.

Random checking of data collected at site may also be carried out by the Inspecting Officers. If the staff posted at site is not carrying out properly all the measurements viz hydrological, sediment, water quality, suitable disciplinary action may be taken, so that the staff posted at site become sensitive to their duties and erring staff can be punished.

Further, as discussed earlier and circulated by the SE, H.O.Circle, CWC, Varanasi, inspection of the telemetry system is also to be carried out. Presently the same is not being carried out by most of the SDEs/EEs.

From 1st April, 2017, all the Inspecting officer shall attach Joint Inspection Report alongwith the Inspection Report of Telemetry System. Sample copy of Inspection Report Telemetry system is attached as Annexure-III. (SE, HOC, VNS/DDN, EE, MGD-I/MGD-II/MGD-III/HGD)

3. Status of restoration of existing Telemetry System

Detailed discussion was held on the issue of restoration of existing telemetry system. Site wise status is attached as Annexure-IV. It was desired by the CE, UGBO that all the stations shall be made operational by 30th May, 2017.

Sites (Birdghat, Kakardhari, Shardanagar, Dabri, Bareilly) where tower has been planned, its construction may be taken up of on priority and completed by 15th May, 2017. It was decided that the drawing for Tower as shown in new Telemetry station tender document may be adopted as a Model drawing for estimate and tender purpose. It was also clarified that this work is of continuing nature of 11th Plan.

It was informed that the telemetry system of Srinagar, Rudraprayag, Nandkeshari which had been washed out in flood of 2013 have been included in the Tender for new telemetry system. As such, the number of existing stations, henceforth shall be reckoned as 42 instead of 45.

At Elgin Bridge site, the installation Level may be provided to the Firm without waiting for further lowering of water level, so that the PTB can be constructed by the Firm by 15th May, 2017.

At Bansi site, EE, MGD-I may make the necessary payment to PWD for cutting of Road, so that the Orifice Tube, HDPE Pipe can be laid out and connected to PTB by 15th May, 2017.

At Rishikesh site, EE, HGD may take immediate necessary action for the carrying out Civil Works for the Telemetry system and complete it by 15th May, 2017 so that the HDPE/Orifice

Tube can be laid out that has got disturbed/damaged due to Ghat renovation work undertaken by Uttarakhand Govt.

EE, MGD-II may shift the bubbler of Narora on the concrete wall towards pondage area of barrage, so that the problem of siltation may be avoided and water level system could become functional. Further after discussing the matter with the State Govt. of UP, I&WRD may be intimated that CWC is installing the bubbler on the concrete diaphragm wall at Lucknow pursuant to these discussions, if no approval is forthcoming from their end. This may be informed to them during discussions.

It was also decided that the proportionate payment of Maintenance charges to the Firm may be released by the respective Divisions for the sites that have been made operational. The charges may be worked out from the date of their operationalization.

SE’s of respective Circle may ensure that the works to done from CWC end are completed by 15th May, 2017 positively, so that the sites are operational by 31st May, 2017 otherwise the responsibility may be fixed.

It was also desired that the site wise booklet for each site may be prepared showing therein the geographical location viz latitude & longitude, layout plan, inventory, photograph etc. for future reference. (SE, HOC, VNS/DDN, EE, MGD-I/MGD-II/MGD-III/HGD)

CE, UGBO stated that in an earlier meeting, deadline of 31st October was fixed for publication of Year Books. However the same had not been followed and the publication of year books had got extended upto Feb,2017. Further Meteorological Year Books of Dehradun have still to get published. Infact, publication of year books of 2013-14 is still pending. He directed that henceforth all the year books shall be published by 31st October and in no case it shall extend beyond 31st December. He further stated that SE, HOC, Dehradun should complete the publication of meteorological year book by 31st May,2017.

(SE, HOC, VNS/DDN) 5. Shifting of the existing Site as approved in 27th Co-ordination Meeting

It was decided in the 27th Co-ordination Meeting of UGBO to shift the following discharge observation sites:-

6. Status of Land acquisition/ permission for installation of SG&MS at 7 sites:

Progress on this front was not found satisfactory. It was desired that vigorous personal efforts may be made to get the desired outcome. It was decided that by 30th April, 2017 all the necessary permissions should be in place, so that the installation can be carried out in May-June, 2017.

Both the Respective SE’s may review the status of permission for installation and direct the EEs to avoid the convenient approach of letter writing. They should rather meet the concerned officers personally to expedite matters.

7. Status of Data Entry in e-SWIS at Sub-division Level

It was apprised that now all the agencies are interested in real time data for any strategic planning. Present approach of entry of data at Division is delaying the mandated task. Under HP-II, e- SWIS has been developed, the primary purpose of which was to carryout the data entry from sites itself. Because of problems of IT equipment/ shortage of JE, presently, it is not possible to undertake data entry from the observation sites. However the task of data entry can be undertaken at Sub-division Level, where such constrains do not exist.

It was decided that henceforth all the data entry work should be carried out at Sub-division level. This would help in reducing the time lag in data entry to 10 days from the present 60 days. Any requirement of computers shall be made good by procuring the same. Also internet connectivity shall be ensured upto Sub-division level.

The concerned SEs and EEs shall undertake necessary steps to start the entry of data at Sub- division Level w.e.f 1st June, 2017. It was informed that Gomti Sub-division, CWC, Lucknow is already doing the entry of data in e-SWIS since last one year.

Any requirement of training for the purpose shall be worked out, so that in-house training of SDEs and JEs can be conducted in April, 2017 at UGBO with the in-house trainers available. Both the SEs may co-ordinate and finalise the dates so that the arrangement for training can be made.

All the Gauge, Discharge, X-section and Meteorological Data shall be entered in e-SWIS at Sub- division Level w.e.f. 1st June, 2017.

8. Fortnightly Data collection at New H.O.Sites opened in 12th Plan under DWRIS

Efforts may be made for collection of data at new sites under DWRIS. If sites are not connected with GTS, the same may be carried out and till then data may be collected with arbitrary benchmark.

9. Installation of telemetry at 48 new sites

The issues pertaining to award of work to M/s Mechatronics, Pune were resolved in the 7th Meeting of the Purchase Committee and it is expected that the Contract agreement will be done by 31st March, 2017.

It was also decided that before signing of contract, location of sites shall be finalized. In this connection, it was decided that bubbler system proposed for Kalagarh and Bansagar reservoirs be rather installed at Srinagar and Nadkeshari sites, where the system installed earlier had got washed out. The bubbler system may not be suitable for reservoirs, as the variation in water level there could be more than 30m. As such, it was decided to install Radar based system there.

It was also decided that phasing of works/sites may be carried out based on the site conditions. In the first phase those sites may be chosen, where the PTB needs to be constructed during April-June, 2017 period as during monsoon works on PTBs may not be possible. Also, construction of PTBs may be planned ahead of Towers, if needed, based on this very consideration.

The data required by the firm for design of PTB may be supplied on priority to them by the MGD-II after collecting the same from all the divisions, so that the design and drawing of PTB of each site can be prepared by the vendor.

It was decided that the Vendor may submit the Work Plan by 15th April,2017 to enable timely commencement of work.

The Checklist for the installation process may be prepared and the concerned SDEs/JEs may be explained about the details of work, point of concern, ways of proper documentation, record custody etc. The SEs/EEs alongwith the SDEs/JEs may organise an interaction session for this purpose.

10. Tendering for balance Telemetry stations both at sites and reservoir

It was informed that based on the review carried out by UGBO, radar based telemetry systems have to be installed at the following six sites:

a) Radar based Telemetry system at Reservoirs under UGBO:

The system planned earlier at Maudaha (YBO), Rangwan (YBO), Matatila (YBO), Kanhar (KGBO) & Tehri (THDC) have been taken out of UGBO list. However, as decided earlier the following two reservoirs may be added to the above list:

i. Kalgarh Dam ii. Bansagar Dam

Thus, the total radar based systems to be installed by UGBO comes to 8 nos.

b) Bubbler based Telemetry system at river Sites:

The following additional sites are to be provided with the bubbler based telemetry system:

i. Garhmukteswar ii. Gonda iii. Haldwani iv. Tons Aquaduct v. Bhinga vi. Uska Bazar vii. Base stations/ Sites required after vetting from P&D Dte. for Level Forecast of a. Ganganagar b. Garhmukteswar c. Kachla Bridge d. Dabri e.

c) Modelling centre at MGD-II, CWC, Lucknow

The concern SE’s may take up the matter with the P&D for vetting of base stations for the new Level Forecast stations. Further this office has already intimated to FFM Dte vide letter no. UGBO/T-10(2)/2014-15/4331-39 dated: 07.11.2016 that there is no site at Gonda & Haldwani, rather at these locations UGBO Sub-division offices are located. Tons aqueduct is a closed site. Thus, clarification has been sought about installation of telemetry stations at these locations.

It was desired by the Chief Engineer, UGBO that these stations may be finalised by 30th April, 2017, so that next tender can be prepared and issued in May, 2017.

11. Issue of Inflow & Level Forecast at New Stations of 12th Plan

It was desired by the Chief Engineer, UGBO that following details/ work may be completed by respective divisions by 15th May, 2017 except entry in e-SWIS, which is to be completed by 30th April, 2017.

i. Entry of new Flood Forecasting Station in e-SWIS

ii. Mechanism for data collection till the telemetry is installed and transmission of data to FFM/ P&D and entry in e-SWIS iii. Dissemination of Flood Forecast

For the five new Level forecasting and 5 new inflow forecasting stations, users of that data viz State organisations may be identified, and their addresses e-mail, phone, mobile etc. may be furnished to the FFM Dte of CWC, New Delhi.

iv. Intimation of details of new Level Forecasting & Inflow sites to Local MPs/MLAs v. Details of Area-Elevation Capacity curve, Rule curve, threshold limit of Inflow Forecast for all new Inflow Flood Forecasting Stations to FFM/P&D

12. Comments on the Model Tender Document of Boat

It was desired by the Chief Engineer, UGBO that the Model Tender Document of Boat as circulated by YBO, CWC may be studied by the Executive Engineers and their comments, if

any may be sent to this office by 15th April, 2017, so that same could be sent to YBO/CWC(HQ).

It was decided that all out efforts shall be made by each staff/ officer of UGBO, CWC to make this Abhiyan a success. Report of respective Circle on the Ponds assigned to them may be sent to PCP as well as to this office. Each and every office of UGBO, CWC shall be kept neat & clean. Unserviceable items shall be disposed off on priority.

All the SEs/EEs intimated that they had started implementation of Bhavishya. Problems if any may be taken up with the Nodal section of CWC and Bhavishya.

(SE, HOC, VNS/DDN, EE, MGD-II/MGD-III/HGD) 15. Contour Survey of Shukartal

EE, HGD, CWC, Dehradun intimated that the work of contour survey will be started w.e.f 29th March, 2017. Further, he was also asked to carry out the preliminary study of Solani by collecting the location of pollution point , their quantity from origin to confluence at Shukratal.

Based on the directions received from Chairman, CWC, New Delhi, a team comprising of following officers from UGBO, CWC, Lucknow was deputed to visit Moti Jheel in Muzaffarnagar, Uttar Pradesh:-

The team visited the area on 25.03.2017 and discussed with the local representatives and Hon’ble Union Minister of State for WR,RD&GR at Muzaffarnagar. Visit Report may be prepared by 30.03.2017. Based on the report this office will issue the necessary directions for carrying out the survey of Moti Jheel.

The Team of CWC, Dehradun shall be in full preparedness alongwith safety items for grid survey of Moti Jheel. (SE, HOC, DDN/ EE, HGD,DDN)

vi. Whether the area inside the telemetry enclosure is neat and clean- 5. Rain Gauge (TBR) Sensor:

i. Check to ensure that the TBR is securely placed on foundation/mast-

ii. Check the cable and its connections between the TBR and Data Logger-

iii. Whether the TBR was found clean and free from debris/dust-

iv. Whether regular cleaning is carried out by the Staff and entered in the Log book-

v. Give the latest rainfall measurement available in the Datalogger (may be 0.0 mm) with time-

vi. Check through calibration equipment the rainfall recorded by the TBR and record it-

6. Bubbler Water level Sensor:

i. Check whether the HDPE pipe is firmly laid and whether any dislocation/breakage is observed-

ii. Whether the orifice tube is firmly connected to the datalogger-

iii. Check the RL of the top surface of PTB (if exposed) to ascertain any dislocation/tilting of the PTB and mention the observation-

iv. Compare and record the instant actual water level of river and that displayed in the data logger-

v. In case the river water level is below the bubbler nozzle level, check through calibration equipment the reading recorded by the data logger and record it.
