APPROVED MINUTES OF THE BOARD OF TRUSTEES REGULAR BOARD MEETING HELD RVS EDUCATION CENTRE 2651 CHINOOK WINDS DR. SW AIRDRIE, ALBERTA THURSDAY, OCTOBER 2, 2014 TRUSTEES PRESENT: Chair, Ward 5 Colleen Munro Vice Chair, Ward 3 Todd Brand Ward 1 Norma Lang Ward 2 Bev LaPeare Ward 3 Sylvia Eggerer Ward 6 Fiona Gilbert Ward 4 Helen Clease ADMINISTRATION PRESENT: Superintendent of Schools Don Hoium Associate Superintendent of Business & Operations Darrell Couture Director of Communications Angela Spanier RECORDER: Secretary Lisa Sandberg CALL TO ORDER: Vice-Chair Todd Brand called the meeting to order at 9:10 a.m. IN CAMERA: #408-2014 MOTION BY TRUSTEE TODD BRAND: The Board of Trustees moves into an in-camera meeting at 9:12 a.m. CARRIED OUT OF IN CAMERA #409-2014 MOTION BY TRUSTEE SYLVIA EGGERER: The Board of Trustees moves out of an in-camera meeting at 10:20 a.m. CARRIED ITEMS FROM IN CAMERA #410-2014 MOTION BY TRUSTEE FIONA GILBERT: The Board of Trustees approves, subject to Ministerial approval, the proposed land swap with the Town of Cochrane (entire Town owned land between Manachaban and Cochrane High School swapped for the identified portion of the RVS land between Elizabeth Barrett School and the Arena) and the cost to improve the entire bus loading area and parking lot and pay for all maintenance subject to the arena operator (currently SLS) entering into a Rocky View School Division No. 41 ___________________________ Chair – Board of Trustees reciprocal right to use agreement which allows RVS students to park on the SLS leased arena property (excepting the row of parking directly in front of arena) on school instructional days between the hours of 6 am and 4 pm and patrons of the arena operator (currently SLS) to park on RVS property outside of these times and further providing the arena operator (currently SLS) and its patrons egress. CARRIED Board Chair Colleen Munro recessed the meeting at 10:22 a.m. to move into the Organizational Meeting. Board Chair Colleen Munro reconvened the Regular Board meeting at 10:54 a.m. REGULAR BOARD MEETING AGENDA #411-2014 MOTION BY TRUSTEE SYLVIA EGGERER: The Board of Trustees approves the October 2, 2014, Regular Board meeting agenda as circulated. CARRIED MINUTES OF THE BOARD MEETINGS #412-2014 MOTION BY TRUSTEE NORMA LANG: The Board of Trustees approves the minutes of the Regular Board Meeting of September 18, 2014, with the following amendments: • Remove attendance at the Inclement Weather Meeting in Crossfield from Trustee Norma Lang’s Board report, as she was unable to attend. CARRIED EXEMPLARY PRACTICE: COMPUTERS FOR SCHOOLS Presenter: Kevin Wttewaall, Director of Technology for Learning Business Partners: Harvey Northfield & Ron McWhinnie, Managers of Southern Alberta’s Computers for Schools Project/Program Description – Computers for Schools (CFS) is a not-for-profit organization incorporated in 1995 for the purpose of managing and delivering the Computers for Schools Program in the province. Its mission is to distribute high-quality, multimedia computer equipment, providing a value-added product that meets the expressed requirements of schools, libraries, and not-for-profit learning organizations in Alberta. Over the past five years, Harvey Northfield and Ron McWhinnie, Managers of the Southern Alberta office of Computers for Schools, and Kari Kope, Alberta administrator for Alberta Computers for Schools, have provided Rocky View Schools with outstanding and invaluable service. Since 2009, Computers for Schools has provided updated computers systems at no cost to RVS. This has included desktop systems, as well as printers, laptop systems, and monitors for students at more than 40 sites. ___________________ Chair/Treasurer Initials MINUTES OF THE BOARD OF TRUSTEES OF THE ROCKY VIEW SCHOOL DIVISION NO. 41 REGULAR BOARD MEETING OF OCTOBER 2, 2014 HELD AT 2651 CHINIOOK WINDS DR. SW, AIRDRIE, AB Page 2 In the past school year alone, CFS provided 2273 computer systems at an estimated savings of $2.3 million and 40 printers at an estimated savings of $80K. With CFS’ assistance, RVS also has been able to phase out all CRT monitors and upgrade to LCD monitors - a benefit in reducing vision strain in students and increasing power consumption savings. Harvey Northfield and Ron McWhinnie of Computers For Schools are to be commended for their exceptional work with RVS, continuously responding to needs and requests of our schools. This partnership has saved the jurisdiction millions of dollars and benefited RVS students beyond measure. SUPERINTENDENT’S REPORT 2014/15 EMERGENT CAPITAL SUBMISSION #413-2014 MOTION BY TRUSTEE BEV LAPEARE: The Board of Trustees directs the Superintendent to submit Rocky View Schools’ emergent capital requests to the Minister of Education. CARRIED POLICY GDN APPRAISAL OF SUPPORT STAFF - RESCIND #414-2014 MOTION BY TRUSTEE HELEN CLEASE: The Board of Trustees directs the Superintendent to rescind Policy GDN Appraisal of Support Staff. CARRIED POLICY EBCD EMERGENCY CLOSURE OF FACILITIES AND CANCELLATION OF BUS SERVICE #415-2014 MOTION BY TRUSTEE BEV LAPEARE: The Board of Trustees approves first read of amended Policy EBCD Emergency Closure of Schools/Facilities and Cancellation of Bus Service. CARRIED FOUR YEAR PLAN DEVELOPMENT PROCESS #416-2014 MOTION BY TRUSTEE FIONA GILBERT: The Board of Trustees accepts RVS’ Education Planning Process: 2015-2019 Four Year Plan as information. CARRIED CHAIRMAN’S REPORT Board Chair Colleen Munro read letters of congratulations being sent on behalf of the Board to Premier Jim Prentice, Minister of Education Gordon Dirks, Minister of Jobs, Skills, Training and Labour Ric McIiver and MLA Thomas Lukaszuk. ___________________ Chair/Treasurer Initials MINUTES OF THE BOARD OF TRUSTEES OF THE ROCKY VIEW SCHOOL DIVISION NO. 41 REGULAR BOARD MEETING OF OCTOBER 2, 2014 HELD AT 2651 CHINIOOK WINDS DR. SW, AIRDRIE, AB Page 3 Trustee Norma Lang requested correspondence be sent to school principals informing them that the Board of Trustees would be pleased to visit schools to discuss government issues especially at a grade six level. As well, to inform principals that students are invited to attend a Regular Board meeting to witness local government in action.
