The Hon. Mr. Berntson, Provincial Secretary, then said: I am commanded by His Honour the Lieutenant Governor to inform you that he does not see fit to declare the causes of the summoning of the present Legislature until later today, when the Legislative Assembly shall have elected a Speaker according to law. His Honour the Lieutenant Governor then retired from the Chamber. The Hon. Mr. Devine, addressing himself to the Clerk, moved, seconded by the Hon. Mr. Berntson, that Arnold B. Tusa, Esquire, Member for the Consti­ tuency of Last Mountain-Touchwood, do take the Chair of this Assembly as Speaker. The question being put by the Clerk, it was Resolved, nemine contradicente, that Arnold B. Tusa, Esquire, Member for the Constituency of Last Mountain-Touchwood, do take the Chair of this As­ sembly as Speaker. The Clerk having declared Arnold B. Tusa, Esquire, duly elected, he was con­ ducted to the Chair where, standing on the dais, he addressed the Assembly as follows: WEDNESDAY, DECEMBER 3, 1986 9 MEMBERS OF THE LEGISLATIVE ASSEMBLY: I beg to express my grateful thanks and humble acknowledgement of the high honour the Assembly has been pleased to confer upon me, and, while I leave the floor of this Assembly fo take the Speaker's Chair, I feel that I also leave all political partisan feelings in order that I may discharge with impartiality to aU and to the best of my ability the various and im­ portant duties pertaining to the high office of the Speaker of the Legisla­ tive Assembly of the Province of Saskatchewan. An Examination of the Causes of Education Policy Outputs in Ontario, Saskatchewan, and Alberta Saman Chamanfar Doctor of Philosophy Political Science University of Toronto 2017 Abstract This study seeks to explain why partisanship—contrary to what we might expect based on the findings of other studies concerning social policies—is generally not a useful explanatory variable when examining the primary and secondary education policies of three Canadian provinces (Ontario, Saskatchewan, and Alberta) during two periods (the 1970s and 1990- 2008). Four specific areas of the education sector of the provinces will be examined: objectives of curricula; spending; ministry relations with school boards; and government policies concerning private and charter schools. Utilizing a qualitative approach and building on the findings of other studies on provincial education systems, it will be argued that in order to understand why the three provinces generally adopted similar policies in both periods, regardless of the differences in the ideologies of governing parties, we need to consider the causal effect of key ideas in both periods. In addition, it will be shown that opposition parties in most instances did not present policies that differed from those of governing parties or criticize the policies of such parties. This will further illustrate the limited usefulness of adopting a partisanship lens when seeking to understand the policy positions of various parties in the provinces concerning the education sector.

    SaSkatcheWan EleCtIonS: A History DecemBer 13th, 1905 The Liberal Party formed Saskatchewan’s first elected government. The Liberals were led by Walter Scott, an MP representing the area of Saskatchewan in Wilfred Laurier’s federal government. Frederick Haultain, the former premier of the Northwest Territories, led the Provincial Rights Party. Haultain was linked to the Conservative Party and had advocated for Alberta and Saskatchewan to be one province named Buffalo. He begrudged Laurier for creating two provinces, and fought Saskatchewan’s first election by opposing federal interference in provincial areas of jurisdiction. RESultS: Party Leader Candidates elected Popular vote Liberal Walter Scott 25 16 52.25% Provincial Rights Frederick Haultain 24 9 47.47% Independent 1 - 0.28% Total Seats 25 AuguST 14th, 1908 The number of MLAs expanded to 41, reflecting the rapidly growing population. The Liberals ran 40 candidates in 41 constituencies: William Turgeon ran in both Prince Albert City and Duck Lake. He won Duck Lake but lost Prince Albert. At the time it was common for candidates to run in multiple constituencies to help ensure their election. If the candidate won in two or more constituencies, they would resign from all but one. By-elections would then be held to find representatives for the vacated constituencies. This practice is no longer allowed. RESultS: Party Leader Candidates elected Popular vote Liberal Walter Scott 41 27 50.79% Provincial Rights Frederick Haultain 40 14 47.88% Independent-Liberal 1 - 0.67% Independent 2 - 0.66% Total Seats 41 July 11th, 1912 The Provincial Rights Party morphed into the Conservative Party of Saskatchewan, and continued to campaign for expanding provincial jurisdiction.

Grant, 1944- About this records creator: Authorized Heading Devine, D. Grant, 1944- Brief Biographical Sketch D. Grant Devine was born in Regina, Saskatchewan in 1944. He served nine years (1982-1991) as Premier of Saskatchewan and held various Cabinet portfolios during that time. He also served as a Progressive Conservative member in the Saskatchewan Legislature for the Estevan constituency. Devine currently (2009) farms near Caron, Saskatchewan. Biographical Sketch Donald Grant Devine was born in Regina, Saskatchewan on July 5, 1944 to Donald William Devine and Bette Jean Ford. He has one sister and two brothers. He was raised on the family farm near Lake Valley, Saskatchewan and attended Brownlee School. In 1967, Devine obtained a Bachelor of Science degree in Agriculture from the University of Saskatchewan. He also earned Masters degrees in Agricultural Economics and Business Administration from the University of Alberta in 1970. After graduating, Devine worked as a marketing specialist with the Department of Agriculture in Ottawa, Ontario. In 1976, he earned a PhD in Agricultural Economics from Ohio State University and joined the faculty of the University of Saskatchewan, where he taught Agricultural Marketing and Consumer Economics. Devine's political career began in 1978, when he ran unsuccessfully in the Saskatoon Nutana constituency. He also lost a 1980 by-election in the Estevan constituency.
