FRIDAY, THE 6TH DECEMBER, 1996 (The Rajya Sabha met in the Parliament House at 11.00 a.m.) 1. STATEMENT BY MINISTER CORRECTING ANSWER TO QUESTION. Shri Satpalji Maharaj (Minister of State in the Ministry of Railways) made a statement correcting the reply given in the Rajya Sabha on the 22nd November, 1996 to Starred Question 45, regarding Cleanliness and Beautification of Railway Stations. 2. PAPERS LAID ON THE TABLE Shri Somappa R. Bommai (minister of Human Resource Development) laid on the Table, a copy each (in English and Hindi) of the following papers :- (i) Annual Report of the National Institute of Public Cooperation and Child Development, New Delhi, for the year 1994-95. 6th December, 1996 (ii) Annual Accounts of the National Institute of Public Cooperation and Child Development, New Delhi, for the year 1994-95 and the Audit Report thereon. (iii) Review by Government on the working of the above Institute. (iv) Statement giving reasons for the delay in laying the papers mentioned at (i) and (ii) above. Shri Chaturanan Mishra (Minister of Agriculture) laid on the Table :- 1. A copy (in English and Hindi) of the Memo randum of Understanding between the Govern- ment of India (Ministry of Agriculture, Department of Agriculture and Cooperation) and State Farms Corporation of India Limited for the year 1996-97. II. A copy (in English and Hindi) of the Ministry of Agriculture (Deptt. Of Agriculture and Co- operation) Notification S.O. No. 478 (E) dated the 4th July, 1996 publishing Corrigendum to S.O. No. 340 (E), dated the 17th April, 1995, published under Fertiliser (Control) Order, 1985. Shri Shees Ram Ola (Minister of State (Independent Charge) in the Ministry of Chemicals & Ferti- lizers) laid on the Table :- 1. A copy each (in English and Hindi) of the following papers, under sub-section (1) of section 619A of the Companies Act, 1956 :- (i) Thirty-fifth Annual Report and Accounts of the Hindustan Organic Chemicals Limited, Raigad, Maharashtra for the year 1995-96, together with the Auditors' Report on the Ac- counts and the comments of the Comptroller and Auditor General of India thereon. (ii) Review by Government on the working of the above Company. II. A copy each (in English and Hindi) of the following papers :- (i)Memorandum of Understanding between the Government of India (Ministry of Chemicals Fertilizers-Department of Fertilizers) and the Fertilizers and Chemicals Travancore Limit- ed, for the year 1996-97. Shri Jai Narayan Prasad Nishad (Minister of State (Independent Charge) in the Ministry of Environment and Forests) laid on the Table, a copy each (in English and Hindi) of the following papers :- (i) Annual Report and Accounts of the Salim Ali Centre for Ornithology and Natural History, Coimbatore, for the year 1994-95, together with the Auditors' Report on the Accounts. (ii) Statement by Government accepting the above Report. (iii) Statement giving reasons for the delay in laying the papers mentioned at (i) above. (ii) Annual Accounts of the University Grants Commission for the year 1994-95 and the Audit Report thereon. (2) Statement (in English and Hindi) showing the reasons for delay in laying the papers men- tioned at (1) above. II. RECOMMENDATIONS OF THE BUSINESS ADVISORY COMMITTEE The Deputy Chairman informed Members that the Business Advisory Committee at its meeting held on Thursday, the 5th December, 1996 allotted time for Government Legislative business as follows :- Business Time Allotted 1. Consideration and return of the Income May be disposed Tax (Amendment) Bill, 1996, as passed of without by Lok Sabha discussion. 2. Consideration and passing of the 2 HOURS Companies (Amendment) Bill, 1996. 3. Consideration and passing of the Delhi 2 HOURS Development (Amendment) Bill, 1996, after it has been passed by Lok Sabha. 4. Consideration and passing of the 4 HOURS Constitution (Eightieth Amendment) Bill, 1996, after it has been passed by Lok Sabha. 4. ANNOUNCEMENT REGARDING GOVERN- MENT BUSINESS FOR THE WEEK COMMENCING THE 9TH DECEMBER, 1996. Dr. U. Venkateswarlu (Minister of State in the Ministries of Urban Affairs and Employment and Parliamentary Affairs) announced that Government Business during the week commencing Monday, that 9th December, 1996 will consist of : 6th December, 1996 1. Consideration and return of the Income-Tax (Amendment) Bill, 1996, as passed by Lok Sabha. 2. Consideration and passing of :- (a) The Companies (Amendment) Bill, 1996 (b) The Provisions of Panchavats (Extension to Scheduled Areas) Bill, 1996. (c) The Coal India (Regulation of Transfers and Validation) Bill, 1995. 3. Consideration and passing of the following Bills as passed by Lok Sabha :- (a) The Delhi Development (Amendment) Bill, 1996. (b) The Constitution (Eightieth Amendment) Bill, 1996. 5. CLARIFICATION ON THE STATEMENT BY MINISTER Members sought clarifications on the statement made by Shri Mulayam Singh Yadav (Minister of Defence ) on the 5th December, 1996 regarding procurement of SU-30 MK Aircraft. Shri Mulayam Singh Yadav replied to the clarifications. 6. SUPPLEMENTARY DEMANDS FOR GRANTS (GENERAL), 1996-97 (DECEMBER, 1996) Shri P. Chidambaram (Minister of Finance and Company Affairs) laid on the Table a statement (In English and Hindi) showing the Supplementary Demands for Grants (General), 1996- 97 (December, 1996). 7. PRIVATE MEMBER'S BILLS - INTRODUCED (1) The Rural Electrification Bill, 1996 Shri Suresh Pachouri moved for leave to introduce a Bill to provide for the establishment of a Rural Electrification Authority to ensure uninterrupted electricity supply to farmers for their agricultural activities and for providing at least Ek Batti connection to every house and hut in rural India and for matters connected therewith.
