Government Bill — Introduced The Private Detective Agencies (Regulation) Bill, 2007 Shri Shriprakash Jaiswal (Minister of State in the Ministry of Home Affairs) moved for leave to introduce a Bill to provide for the regulation of private detective agencies and for matters connected therewith or incidental thereto. Shri Shriprakash Jaiswal introduced the Bill. Shri Hansraj Bhardwaj, Minister of Law and Justice responded. 6. On the 17th March, 2005, Shri S.S. Ahluwalia raised a matter regarding need to lay the Justice Nanavati Commission of Inquiry Report in the Houses of Parliament.     ANNUAL REPORT 2019-2020 SPARC-India School for Potential Advancement and Restoration of Confidence India ABOUT SPARC-India SPARC-India, established in 1996 stresses on community based rehabilitation (CBR) along with development initiatives for children with disabilities (CwDs) and persons with disabilities (PwDs) in urban as well as rural regions. SPARC-India is a registered society under the Registrar Chit Funds and Society registration Act 1860 under registration no. 597 (1996). The thrust of our programs is on education, health, skill development, livelihood generation, medical rehabilitation, formation of self-help groups (SHGs) of PwDs / their families and to establish linkages with government schemes through advocacy of rights and entitlements. SPARC-India established Jyoti Kiran School (JKS) for the children suffering from cerebral palsy in 2003. SPARC-India formed Advocacy groups in 2007 and established Uttar Pradesh Viklang Manch (UPVM) in 2009. A local trust helped in initiating a vocational training and placement cell for youths with disabilities (YwDs) in 2010. The Vocational Unit trains women with disabilities (WwDs) and marginalized women. Today SPARC-India is in the process of developing 12 government primary schools into inclusive schools. So far, SPARC-India has an outreach in 30 districts of Uttar Pradesh (UP) through its PACS Program which was supported by DFID, UK.     INDIA-PAKISTAN DIALOGUE: BRINGING THE SOCIETY IN The Regional Centre for Strategic Studies (RCSS) is an independent, non-profit and non-governmental organization for collaborative research, networking and interaction on strategic and international issues pertaining to South Asia. Set up in 1992, the RCSS is based in Colombo, Sri Lanka. The RCSS is a South Asian forum for studies, training and multi-track dialogue and deliberation on issues of regional interest. All activities of RCSS are designed with a South Asia focus and are usually participated by experts from all South Asian countries. The Centre is envisaged as a forum for advancing the cause of cooperation, security, conflict resolution, confidence building, peace and development in the countries of the South Asian region. THE APPROPRIATION (NO. 4) BILL, 2004 THE MINISTER OF FINANCE (SHRI P. CHIDAMBARAM): Sir, I beg to move: "That the Bill to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year, 2004-05, as passed by the Lok Sabha, be taken into consideration". Sir, the Bill arises after the supplementary appropriations charged in the consolidated Fund of India and demands voted by the Lok Sabha. It is proposed to augment the sanctioned provision by Rs. 38,621.77 crore. Of course, I may straightway point out that the cash outgo is much smaller; the cash outgo is only about Rs. 5,000 crore. However, to the extent of Rs. 33,058.23 crore, the augmented provision is matched by savings of the concerned departments by enhanced receipts. In addition, token provision of Rs. 48 lakh is being sought, Rs. one lakh for each of 48 items of expenditure, enabling re-appropriation of savings in cases involving new service or new instrument of service.     POINT OF VIEW ‘‘Freedom Struggle Has to Go On...’’ [Nirmala Deshpande is a name, which does not require any introduction. A widely acclaimed social activist Nirmala is one of the flagbearers of non-violence in the country. Born in 1929, she joined Acharya Vinoba Bhave’s Bhoodan Padyatra in 1952, and covered more than 40 thousand miles touching all nooks and corners of India. She has been the president of Harijan Sevak Sangh, founded by Mahatma Gandhi. In 2005 Nirmala was nominated for Nobel Peace Prize and in 2006 she was awarded with Rajiv Gandhi National Sadbhavana Award. She has been working in troubled areas of Kashmir valley for peace since long. Currently she is a member of Rajya Sabha. Nirmala Deshdande talked to Santosh H K Narayan of Headlinesindia on various issues ranging from politics to Naxalite movement in India. Excerpts :] Q: How much relevant is the ‘Gandhian Value’ in the present scenario? NIRMALA DESHPANDE: We know that UN (United Nations) has declared the Mahatma Gandhi’s birthday — October 2 as an International Day for Non- violence. It reveals that not only India but the whole world recognises Mahatma Gandhi and his philosophy. His actions and programmes are becoming more and more relevant for the contemporary world. Q: But it is seen that in India, we are neglecting him in each and every aspect. NIRMALA DESHPANDE: I think, it is the perception of those who are metro centric (Urbanites). Go to rural areas and countryside, you would come across a general change in perception. I have been to almost all places in India and discovered that Gandhi is becoming more and more relevant.
