CHAPTERS SOCIO-ECONOMIC STATUS OF GRAM PANCHAYAT MEMBERS 3 Socio-econom ic status of Gram Panchayat m em bers This chapter presents the socio-economic background of the gram panchayat members. It analyzes social profile of the gram panchayat members through variables such as age, religion, caste, place of birth, marital status and educational qualification. The economic factors cover occupation, income of the family, landholdings and election expenditure. It also examines the status of women in the family before and after becoming panchayats members. The socio-economic conditions play an important role in characterizing social life and behaviour of an individual and so it is essential to analyze the socio-economic background of the respondents. Knowledge of the socio-economic background of a community is an indispensable prerequisite for understanding behaviour of its members. This hold good for all human communities and more so in case of rural communities, which are traditional in their structure. In a society like ours where religion, caste and kinship influence socicd life and acute disparity in the standard of living and the sub-culture among various 68 groups and religions exists, a study of socio-economic conditions of representatives would help reveal sociological significant dimensions. (Ambedkar and Nagendra, 2006: 147) The nature of leadership is greatly determined by different variables like age, religion, caste, education, occupation, income and landholdings. These variables besides giving insight into their personality makeup also enable us to analyze their social bias in terms of the dominant caste and class to which they belong. The socio economic, educational and political background of the representatives would help us to anticipate as to what they are capable of doing, what we should expect firom them and how well they are equipped to discharge the responsibilities devolved up on them by the electorate. -

On one hand the RSS combine has been very active to prove that RSS ideology is close to Ambedkar’s ideology. In this direction RSS mouth pieces Organizer (English) and Panchjanya (Hindi) brought out special supplements on the occasion of anniversary of Ambedkar, praising him. This is very surprising as RSS is for Hindu nation while Ambedkar has pointed out that Hindu Raj will be the biggest calamity for dalits. The second debate is about Ambedkar-Gandhi. This came to forefront with Arundhati Roy’s introduction to Ambedkar’s ‘Annihilation of Caste’ published by Navayana. In her introduction ‘Doctor and the Saint’ Roy is critical of Gandhi’s various ideas. This digest brings together some of the essays and articles by various scholars-activists on the theme. Working Paper No. 105 Political Economy of India’s Fiscal and Financial Reform by John Echeverri-Gent* August 2001 Stanford University John A. and Cynthia Fry Gunn Building 366 Galvez Street | Stanford, CA | 94305-6015 * Associate Professor, Department of Government and Foreign Affairs, University of Virginia 1 Although economic liberalization may involve curtailing state economic intervention, it does not diminish the state’s importance in economic development. In addition to its crucial role in maintaining macroeconomic stability, the state continues to play a vital, if more subtle, role in creating incentives that shape economic activity. States create these incentives in a variety of ways including their authorization of property rights and market microstructures, their creation of regulatory agencies, and the manner in which they structure fiscal federalism. While the incentives established by the state have pervasive economic consequences, they are created and re-created through political processes, and politics is a key factor in explaining the extent to which state institutions promote efficient and equitable behavior in markets. India has experienced two important changes that fundamentally have shaped the course of its economic reform. India’s party system has been transformed from a single party dominant system into a distinctive form of coalitional politics where single-state parties play a pivotal role in making and breaking governments. At the same time economic liberalization has progressively curtailed central government dirigisme and increased the autonomy of market institutions, private sector actors, and state governments. In this essay I will analyze how these changes have shaped the politics of fiscal and financial sector reform. -

University Rewa (M.P.) 486001India Abstract: According to census 2011 India has 104 million tribals consisting 8.6% of total population.They live cloistered exclusive,remote and inhospitable areas such as hills and forest.Their livelihood is based on primitive agriculture, a low-value closed economy with a low level of technology that leads to their poverty.The present investigation has been done at Sidhi district of Madhya Pradesh(Figure-2,Map Of M.P. Showing Sidhi District).Six tribal village environment of Sidhi district (Forest based society - Parsili and Pondi Bastua, Agricultural based society - Samariha and Tala, Urban based society - Karwahi and Barambaba) are selected for the study. The data collected by the extensive field survey & interviewing with total ethnic population. All the data collected from these investigations gives ethnoecological pictures of Panika ethnoecological systems and gives more light on the management of tribal ethnic community. Report on International Religious Freedom 2006: India
India Page 1 of 22 India International Religious Freedom Report 2006 Released by the Bureau of Democracy, Human Rights, and Labor The constitution provides for freedom of religion, and the Government generally respected this right in practice. However, the Government sometimes did not act swiftly enough to counter effectively societal attacks against religious minorities and attempts by some leaders of state and local governments to limit religious freedom. This resulted in part from legal constraints on national government action inherent in the country's federal structure and from shortcomings in its law enforcement and justice systems, although courts regularly upheld the constitutional provision of religious freedom. Despite Government efforts to foster communal harmony, some extremists continued to view ineffective investigation and prosecution of attacks on religious minorities, particularly at the state and local level, as a signal that they could commit such violence with impunity, although numerous cases were in the courts at the end of the reporting period. While the National Government took positive steps in key areas to improve religious freedom, the status of religious freedom generally remained the same during the period covered by this report. The United Progressive Alliance (UPA) continued to implement an inclusive and secular platform based on respect for the country's traditions of secular government and religious tolerance, and the rights of religious minorities. Terrorists attempted to provoke religious conflict by attacking Hindu Temples in Ayodhya and Varanasi. The Government reacted in a swift manner to rein in Hindu extremists, prevent revenge attacks and reprisal, and assure the Muslim community of its safety. -

'Ambedkar's Constitution': a Radical Phenomenon in Anti-Caste

Anurag Bhaskar1 Abstract During the last few decades, India has witnessed two interesting phenomena. First, the Indian Constitution has started to be known as ‘Ambedkar’s Constitution’ in popular discourse. Second, the Dalits have been celebrating the Constitution. These two phenomena and the connection between them have been understudied in the anti-caste discourse. However, there are two generalised views on these aspects. One view is that Dalits practice a politics of restraint, and therefore show allegiance to the Constitution which was drafted by the Ambedkar-led Drafting Committee. The other view criticises the constitutional culture of Dalits and invokes Ambedkar’s rhetorical quote of burning the Constitution. This article critiques both these approaches and argues that none of these fully explores and reflects the phenomenon of constitutionalism by Dalits as an anti-caste social justice agenda. It studies the potential of the Indian Constitution and responds to the claim of Ambedkar burning the Constitution. I argue that Dalits showing ownership to the Constitution is directly linked to the anti-caste movement. I further argue that the popular appeal of the Constitution has been used by Dalits to revive Ambedkar’s legacy, reclaim their space and dignity in society, and mobilise radically against the backlash of the so-called upper castes. INDIA-PAKISTAN DIALOGUE: BRINGING THE SOCIETY IN The Regional Centre for Strategic Studies (RCSS) is an independent, non-profit and non-governmental organization for collaborative research, networking and interaction on strategic and international issues pertaining to South Asia. Set up in 1992, the RCSS is based in Colombo, Sri Lanka. The RCSS is a South Asian forum for studies, training and multi-track dialogue and deliberation on issues of regional interest. All activities of RCSS are designed with a South Asia focus and are usually participated by experts from all South Asian countries. The Centre is envisaged as a forum for advancing the cause of cooperation, security, conflict resolution, confidence building, peace and development in the countries of the South Asian region.
