Felicitations Hon'ble Chairman Sir, 2006 Edition .:.\ i ,- • Felicita tio ns Hon 'ble Chairman, Sir Congratulatory remarks made in the House on the completion of four years of Shri Bhairon Singh Shekhawat as the Chairman of Rajya Sabha on 18August 2006 Rajya Sabha Secretariat New Delhi August, 2006 '0 F.No.RS.14/l (vii)/2006-R&L Preface Shri Bhairon Singh Shekhawat completed four years as the Chairman, Rajya Sabha in August 2006. On 18th August 2006;when the House met at 11.00 a.m. for question hour, the Minister of State in the Ministry of Parliamentary Affairs, Shri Suresh Pachouri, congratulated him on completing four years in office and complimented him for his inspiring role as the Presiding Officer of the Upper House. Other members also followed suit, impromptu, cutting across party lines «J 2006 Rajya Sabha Secretariat and showered praise on him on the smooth conduct of the House, his http://www.parliamentofindia.nic.in amiable personality, his innate ability to please everyone and his http://www.rajyasabha.nic.in exemplary efforts at keeping the concerns of the common man uppermost [email protected] in the discussions of the House. The Chairman reminded repeatedly that the questions may be taken up during the question hour. There was, however, a remarkable upsurge of emotions in the House and the members went on praising the Chairman profusely, throughout the question hour. Finally, the Chairman, touched by the views expressed so intensely by the members and in such a spontaneous fashion, thanked them f.ortheir support and cooperation. and assured them that he would continue to eO'riductdie;House in ajust and fair manner. This kind of an occurrence is unprecedented in the history ofRajya Sabha when whole of the opening hour of the House was spent on offering rich encomiums to a sitting Presiding Officer. It was felt that a small publication encapsulating the sentiments expressed by the members in the House on the 18th August 2006, and the response of the Chairman, Shri Bhairon Singh Shekhawat to them, would be most appropriate. The text of the speeches has been slightly edited wherever required. Santana Mondal, a dalit woman supporter of the Communist Party of India (Marxist), was attacked by Trinamool Congress men for defying their diktat and exercising her franchise. This incident illustrates the nature of the large-scale violence which has marred the 2014 Lok Sabha elections in West Bengal. Serious allegations of booth capturing and voter intimidation have been levelled against the ruling TMC. Santana Mondal, a 35 year old woman, belongs to the Arambagh Lok Sabha parliamentary constituency in Hooghly district, West Bengal. She lives in Naskarpur with her two daughters and her sister Laxmima. The sisters work as agricultural labourers. Mondal and Laxmima are supporters of the Communist Party of India-Marxist [CPI(M)], whose candidate Sakti Mohan Malik is a sitting Member of Parliament (MP). Before voting took place in the Arambagh constituency on 30 April, political activists from the ruling Trinamool Congress (TMC) had reportedly threatened everyone in the area against voting for the Left Front, of which the CPI(M) is an integral part. Mondal ignored the threats. Her nephew Pradip also disregarded the intimidation and became a polling agent for the CPI(M) at one of the booths. After voting had taken place, three political activists of the TMC visited Mondal’s home. They wanted her nephew Pradip but could not find him there. On 6 May, two days later, the men returned.

On the 15th March, 2005, Shri Ravula Chandra Sekar Reddy and some other Members raised a matter regarding naming of a new International Airport at Shamshabad in Andhra Pradesh. Shri Praful Patel, Minister of State (Independent Charge) of the Ministry of Civil Aviation responded. 5. On the 16th March, 2005, Shri Balbir K. Punj raised a matter regarding reported disclosure by a Supreme Court judge of a phone call received by him from a person of Patna High Court in a certain case. Shri Hansraj Bhardwaj, Minister of Law and Justice responded. 6. On the 17th March, 2005, Shri S.S. Ahluwalia raised a matter regarding need to lay the Justice Nanavati Commission of Inquiry Report in the Houses of Parliament.     Politics, Procurement, Bail-Out and Buy-In: Woes and Ways of Rajasthan’s Distribution Sector Working Paper Mapping Power Project Siddharth Sareen April 2017 Acknowledgements This working paper was written as part of a collaborative research project, Mapping Power, which aims to provide a state-level analysis of India’s electricity governance. The project is coordinated by Sunila S. Kale (University of Washington, Seattle), Navroz K. Dubash (Centre for Policy Research), and Ranjit Bharvirkar (Regulatory Assistance Project), and carried out by a team of twelve researchers. The research explores the views and perspectives of various stakeholders and organisations in each state and how they will be affected by new initiatives in India’s electricity sector, as well as the forces and constraints that shape decision-making in electricity governance. Using data from qualitative interviews with key informants buttressed by quantitative data, the research team covered fifteen states as part of the analysis: Andhra Pradesh, Bihar, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, and West Bengal. There are three types of political parties in Indiai.e. national parties (7), state recognized party (48) and unrecognized parties (1706). All the political parties which wish to contest local, state or national elections are required to be registered by the Election Commission of India (ECI). A recognized party enjoys privileges like reserved party symbol, free broadcast time on state run television and radio in the favour of party. Election commission asks to these national parties regarding the date of elections and receives inputs for the conduct of free and fair polls National Party: A registered party is recognised as a National Party only if it fulfils any one of the following three conditions: 1. If a party wins 2% of seats in the Lok Sabha (as of 2014, 11 seats) from at least 3 different States. 2. At a General Election to Lok Sabha or Legislative Assembly, the party polls 6% of votes in four States in addition to 4 Lok Sabha seats. 3. A party is recognised as a State Party in four or more States. The Indian political parties are categorized into two main types. National level parties and state level parties. National parties are political parties which, participate in different elections all over India.     India-Seychelles Bilateral Relations Historical background & Diplomatic Links India’s bilateral engagement with Seychelles has evolved over our historical contacts and continuous support to Seychelles for its security, even as our bilateral trade remains modest. Today, India-Seychelles relations are characterized by close friendship, understanding and cooperation. Diplomatic ties were established with Seychelles after its independence in 1976. It was in the year 1770 that a small group of five Indians landed in Seychelles as plantation workers along with seven African slaves and 15 French colonists, and were recorded as the first inhabitants of the Islands. During the British colonial period, Seychelles was governed from the Bombay Presidency for some time, with regular shipping links and flow of goods and essential commodities from India. These trade links facilitated migration of an Indian trading community looking for greener pastures having reached a saturation point in East Africa. 2. When Seychelles attained freedom on 29th June 1976, a contingent from the Indian Naval Ship, INS Nilgiri, took part in the Independence Day celebrations. Since then the tradition of Indian military participation at the Seychelles National Day celebrations has continued till date. An Indian Mission was established in 1979 in Victoria, with the High Commissioner based in Dar-es-Salaam and concurrently accredited to Seychelles. The first resident High Commissioner was appointed in 1987, while Seychelles opened its resident mission in New Delhi in early 2008. Visits from India 3. PM’s official visit (10-11 March 2015) to Seychelles was the first Prime Ministerial level visit from India in 34 years. It was a highly successful visit with substantive outcomes, which included inter alia signing of four Agreements/MoUs, inauguration of the Coastal Surveillance Radar System (CSRS) Project, announcement of gifting of a second Dornier aircraft to Seychelles and 3-month gratis visa for Seychelles nationals for travel to India.

    India-Angola Relations India and Angola have traditionally enjoyed friendly and cooperative relations dating back to pre-independence era of Angola. Bilateral relations have substantially grown since Angola´s independence in 1975. With the discovery of oil, Angola has become a major source of energy, for India. India is also keen on importing LNG from Angola, once it is ready to export LNG to other countries. This would further enhance cooperation in energy sector. Angola is the 4th largest producer of diamonds in the world while 90% of world´s rough diamonds are processed, cut and polished in India. Apart from cooperation in oil, gas and diamond sector, India is interested in participating in national reconstruction and infrastructure programmes in Angola, making it a leading example of South-South cooperation. Political Relations Late Prime Minister Rajiv Gandhi visited Angola in May 1986 and Mr. José Eduardo dos Santos, President of Angola since 1979, visited India in April 1987. Further, on July 10, 2009, Prime Minister Dr. Manmohan Singh met with President Jose Eduardo dos Santos on the sidelines of the G-8 meeting at L’Aquila, Italy. Other important visits from India to Angola were those of: Shri Eduardo Faleiro, then Minister of State for External Affairs in October 2006; Shri Anand Sharma, then Minister of State for External Affairs from in June 2007; Shri Jairam Ramesh, then Minister of State for Commerce in March 2008; and Shri Murli Deora, then Minister of Petroleum and Natural Gas in January 2010. A number of public and private sector business delegations, including those from Oil PSUs, GAIL, MMTC, State Bank of India, FICCI, Gems & Jewellery Export Promotion Council delegation, Reliance Industry Limited, HPCL Mumbai and Mittal Investments have visited Angola in the recent years resulting in a steady growth of bilateral economic and commercial relations.
