United Nations A/CN.4/596 General Assembly Distr.: General 31 March 2008 Original: English International Law Commission Sixtieth session Geneva, 5 May-6 June and 7 July-8 August 2008 Immunity of State officials from foreign criminal jurisdiction Memorandum by the Secretariat 08-29075 (E) 141108 *0829075* A/CN.4/596 Summary The present study, prepared by the Secretariat at the request of the International Law Commission, is intended to provide a background to the Commission’s consideration of the topic “Immunity of State officials from foreign criminal jurisdiction”. The study examines the main legal issues that arise in connection with this topic, both from classical and contemporary perspectives, also taking into account developments in the field of international criminal law that might have produced an impact on the immunities of State officials from foreign criminal jurisdiction. Three limitations to the scope of the study need to be emphasized. First, the study only deals with immunities of those individuals that are State officials, as opposed to other individuals — for example, agents of international organizations — who may also enjoy immunities under international law. Furthermore, the study does not cover certain categories of State officials such as diplomats and consular agents, since the rules governing their privileges and immunities have already been a subject of codification. However, reference is made, as appropriate, to such rules where they might provide useful elements in addressing certain issues on which practice regarding the individuals covered by the present study appears to be scant. Secondly, the study is limited to immunities from criminal jurisdiction, as opposed to other types of jurisdiction such as civil. -

Press Information Bureau Government of India Ministry of Personnel, Public Grievances & Pensions 11-February-2014 17:45 IST National Seminar on Combating Corruption: Role of Accountability Institutions, Investigating Agencies, Civil Society and Media organized by the CVC Shri Pranab Mukherjee, the Hon’ble President of India today inaugurated a two day National seminar organized by the Central Vigilance Commission to commemorate its Golden Jubilee at the Vigyan Bhawan, New Delhi. The occasion was marked by the release of a postal stamp on the CVC by the President and the release of a coffee table book on the institution of the CVC by the Prime Minister. Speaking on the occasion, Shri Mukherjee commended the role played by the CVC in the past decades and emphasized the need for institutional and individual probity. He noted that the institutional framework for vigilance oversight in the country has been progressively strengthened through legal provisions and the Vineet Narain case which led to the Central Vigilance Act 2003, he commended the RTI Act, 2005 which had ushered in a new era of transparency and accountability and noted that the recent Lokpal Act, 2013 was part of the continuing commitment of the Government. He also referred to the several other draft legislations which were intended to strengthen the framework. The President also noted that corruption remains a stumbling block to national progress as it increases transaction costs and reduces efficiency of public services. Noting that the CVC has several innovative initiatives to its credit, like leveraging technology tools including e-procurement, reverse auction and concept of Integrity Pacts, he called upon the CVC to proactively raise public awareness. -

Dr. Manmohan Singh, Former Prime Minister of India Distinguished Guests, Ladies and Gentlemen, (Opening) Yesterday, on 30th April, His Majesty the Emperor Akihito abdicated from the Throne after his reign of 30 years, marking the end of the Heisei era. Today, His Majesty the Emperor Naruhito acceded to the Throne. A new era titled “Reiwa” began under the new Emperor. This historic succession to the Imperial Throne from a living Emperor is the first such instance taking place in approximately 200 years. Japan is now overwhelmed with gratitude for Their Majesties the Emperor Emeritus Akihito and Empress Emerita Michiko, who have always wished for the happiness of the 1 Japanese people and peace in the world. At the same time, the Japanese people are brimming with the joy of stepping into a new era under Their Majesties the Emperor Naruhito and Empress Masako. I am honoured to host this reception tonight to celebrate this momentous day for Japan with our friends who have been contributing enormously towards strengthening the Japan-India relationship in various areas. Politics, Procurement, Bail-Out and Buy-In: Woes and Ways of Rajasthan’s Distribution Sector Working Paper Mapping Power Project Siddharth Sareen April 2017 Acknowledgements This working paper was written as part of a collaborative research project, Mapping Power, which aims to provide a state-level analysis of India’s electricity governance. The project is coordinated by Sunila S. Kale (University of Washington, Seattle), Navroz K. Dubash (Centre for Policy Research), and Ranjit Bharvirkar (Regulatory Assistance Project), and carried out by a team of twelve researchers. The research explores the views and perspectives of various stakeholders and organisations in each state and how they will be affected by new initiatives in India’s electricity sector, as well as the forces and constraints that shape decision-making in electricity governance. Using data from qualitative interviews with key informants buttressed by quantitative data, the research team covered fifteen states as part of the analysis: Andhra Pradesh, Bihar, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, and West Bengal. India-Seychelles Bilateral Relations Historical background & Diplomatic Links India’s bilateral engagement with Seychelles has evolved over our historical contacts and continuous support to Seychelles for its security, even as our bilateral trade remains modest. Today, India-Seychelles relations are characterized by close friendship, understanding and cooperation. Diplomatic ties were established with Seychelles after its independence in 1976. It was in the year 1770 that a small group of five Indians landed in Seychelles as plantation workers along with seven African slaves and 15 French colonists, and were recorded as the first inhabitants of the Islands. During the British colonial period, Seychelles was governed from the Bombay Presidency for some time, with regular shipping links and flow of goods and essential commodities from India. These trade links facilitated migration of an Indian trading community looking for greener pastures having reached a saturation point in East Africa. 2. When Seychelles attained freedom on 29th June 1976, a contingent from the Indian Naval Ship, INS Nilgiri, took part in the Independence Day celebrations. Since then the tradition of Indian military participation at the Seychelles National Day celebrations has continued till date. An Indian Mission was established in 1979 in Victoria, with the High Commissioner based in Dar-es-Salaam and concurrently accredited to Seychelles. The first resident High Commissioner was appointed in 1987, while Seychelles opened its resident mission in New Delhi in early 2008. Visits from India 3.
