5 SEPT. 1988] Mentions 338 from Birat Nagar to Saurashtra. in That Parliament Does Not Mean a Tainted, Vitiated Abhiyan He Gave a Speech 337 Special (5 SEPT. 1988] Mentions 338 from Birat Nagar to Saurashtra. In that Parliament does not mean a tainted, vitiated Abhiyan he gave a speech. I am quoting and corrupt Parliament." This is very some portions of his speech. reprehensible. I have already given notice of a privilege motion against Mr. Kuldip He says : Nayyar and the editor of the Indian Express "This country is suffering from for printing such scurrilous material and psychological anaesthesia. Physical damaging the credibility of Parliament leprosy is curable but mental leprosy is House. Through you I would request the incurable. We had witnessed the Quit Chairman that we must once and for all hold India Movement under the leadership of the bull by the horns and credibility of this Mahatma Gandhi. It was easy to fight Parliament must be established, howsoever great the person who has spoken scurrilously because the enemy was visible. Now, the about the integrity and incorruptibility of 'split-India movement' was on and some Parliament. people are involved in it with dedication. Bat th; 'Knit-India programme" Need for Establishment of Neuro- would be the most difficult task, for the surgical Services in Bhopal enemies are within us." Madam, Baba SHRI SURESH PACHOURI (Ma Amte said : "The common people have to dhya Pradesh):Madam Deputy Chairman, be made to understand that in brotherhood through this Special Mention I wish to we stand together." Regarding our draw the attention of the Government to the great friends of the Opposition Baba Amte need for establishment of neurosurgical very aptly recorded his views thus : "Only services in the capital of Madhya Pradesh, the message of brotherhood could save the Bhopal. In the whole of Madhya Pradesh nation, now a broken, smashed, mirror." Gwalior is the only place where medical It is said further, "He also saw no hope in services are available for acute head the Opposition." On talks of alternative injury patients, patients suffering from brain referring to the Opposition Baba Amte tumours and spinal disorders. Bhopal has quipped, "United they fall; divided they th* busiest traffic and hence has a hight cannot stand." incidence of head injury patients, as is Lastly and I am very sorry in th's evident by the data recently collected from connection the renowned columnist, Mr. Gandhi Medical College, Bhopal. In 1986 Kuldip Nayyar, made a very, very insulting total indoor surgical patients wore 6000, utterance about Parliament. All my friends in 1987 5700, in 1988 3700. Head who are Members of this august House, we injury patients were in 1986 1200, in 1987 are the creatures of the Constitution. The 1400, in 1988'500. Percentage of head Constitution has created this august House. injury patients is in 1986 20%, in 1987 H? says : "A free 24.7%, in 1988 13.5% 2463 RSS/88—22 339 Spcchl [RAJYA SABHA] Mentions 340 Shri Suresh Pachouri] Death due to head injury : in 1986 95, in 1987 120 and in 1988 60. It is evident from this data that a large number of head injury patients are admitted to Gandhi Medical College, Bhopal. Most of Functioning of Rajasthan Wakf Board the head injury patients are very sick, unconscious, patients with injury to their brain, and they need specialised investigation and emergency management from a well- trained neurological team. Gandhi Medical College, Bhopal, is an old medical college in Madhya Pradesh and should have all the facilities for the people of Bhopsl. Establishment of neurological services in Gandhi Medical College will be useful for patients suffering from head injuries brain tumour, spinal diseases etc. not only from Bhopal but from neighbouring areas as this facility is not available throughout tho State except Gwalior. This can be done in the form of opening a separate department of neuro- surgery as is in Safdirjang and Ram Manohar Lohia Hospitals in Dilhi or in the form of neuro-sciences centre, that is neurology plus neuro-surgery, plus allied neuro-sciences. Tho former Chief Minister of Madhya Pradesh, who is presently our Union Health Minister, announced in a public meeting in Bhopal to set up a neuro-surgery unit in Bhopal. The unit will have the facilities of scanning machine, new operation theatres, new wards etc. I urge the Go/irnmint to implement this and request the Health Minister to provide the necessary assistance and facility to set up a full-fledged neurosurgery and neurology facility for Bhopal. Thank You. .
