Chapter 5 Southeast Asia— Signs of a Changing Myanmar Problem he government of Myanmar, which is seeking to transition to a civilian-led Tgovernment, adopted actions in advance of the general election expected to be held in 2010 that can be seen as an attempt to exclude the influence of pro- democracy leader Aung San Suu Kyi. Although the Association of Southeast Asian Nations (ASEAN) and the rest of the international community have not been successful in taking effective measures to ameliorate the situation, signs have emerged that the attitude of Myanmar’s isolated military regime may change in response to the Obama administration’s two-pronged policy of sanctions coupled with direct dialogue. In Indonesia, President Susilo Bambang Yudhoyono was reelected. Thus, in a little over a decade since Soeharto resigned the presidency, Indonesia has completed its transition to democracy and succeeded in building a stable government, which may allow the country to gradually assume an influential role not only within ASEAN but also globally. On the other hand, Thailand continued to be mired in the political chaos that arose in the wake of the coup d’état in 2006. In the Thaksin era, Thailand had launched forward-looking regional policies. Now, the political disorder in the country is having an adverse effect on the separatism problem in its southern provinces and on the resolution of its conflict with Cambodia, which in turn is diminishing Thailand’s influence within ASEAN. With the coming into force of the ASEAN Charter in 2008, member nations are working on the development of a system for a regional body that is aimed at realizing an “ASEAN Community” by 2015. -

Chapter 5 Southeast Asia: Forming an ASEAN Political-Security Community and Further Challenges n 2015, the passing of Lee Kuan Yew, founding father of Singapore who Inurtured the city-state’s development, marked the end of an era for Southeast Asia. At the same time, however, the year seemed to unfold the start of a new age for the region as the Association of Southeast Asian Nations (ASEAN) announced formation of the ASEAN Community supported by three main pillars: the Political-Security Community, the Economic Community, and the Socio- Cultural Community. The goal of the ASEAN Political-Security Community (APSC) is to bring greater stability to the region’s strategic environment, but the year of its birth also brought ASEAN further challenges in dealing with South China Sea issues. In addition to the external influence of the United States’ greater engagement in the South China Sea, ASEAN also had to deal with internal factors such as its members’ divergent views toward these issues, resulting in questioning of ASEAN’s relevance as an effective political body to deal with the South China Sea. In communiqués issued by ASEAN conferences of national leaders and foreign ministers, ASEAN has expressed its “grave concern” with the situation in the South China Sea, but rather than being decisive statements, these pronouncements appear to represent the limit of ASEAN unity on the subject. Apart from ASEAN’s engagement as a regional entity, its various member states have displayed a wide range of bilateral responses toward China and the South China Sea. Malaysia, which chaired ASEAN during 2015, further developed the “quiet diplomacy” it has used to be very careful about keeping cordial ties with China, but given China’s expansion of its engagement in the area, Malaysia has been searching for ways to apply restraints through both bilateral and multilateral diplomacy. -
