Response and Recovery Committee 26 November 2020 Allocation of sites for school developments Report by: Director of Children’s Services and Executive Director of Place Relevant Portfolio Holder: Councillor Diane White, Portfolio Holder for Children's Services including Education, and Councillor Caroline Kerr, Leader of the Council and Portfolio Holder for Assets and Investments Purpose This report seeks approval for further work to be undertaken, and revenue funding to be provided, to further the aim of formally allocating land at Kingsmeadow in Norbiton and Moor Lane in Chessington for the development of a new voluntary-aided secondary school and a new special free school in the borough respectively, and seeks approval for additional funding for the new build required to implement the expansion of Burlington Junior School from four to five forms of entry. To RESOLVE that: 1. further due diligence is undertaken, and revenue funding provided for that purpose, towards a formal allocation of land at Kingsmeadow as the site for a new voluntary-aided 900-place (180 per year) 11-16 Church of England secondary school to be provided by the Diocese of Southwark. 2. further due diligence is undertaken, and revenue funding provided for that purpose, towards a formal allocation of land at the Moor Lane Centre site for a new 4-19 90-place special free school to be provided by Ambitious About Autism. 3. funding is allocated for the new build required to implement the expansion of Burlington Junior School from four to five forms of entry and to maintain the school’s existing ‘CLASP’ building until the new accommodation can, subject to planning permission, be built. -

Please provide the precise number and list of locations/names of primary and secondary schools in London where air pollution breaches legal limit, according to your most recent data (I believe the same metric has been used across the years, of annual mean limit of 40ug/m3 NO2, but please clarify). If you are able to provide more recent data without breaching the s12 time limit please do. If not, please provide underlying data from May 2018 (see below). Please provide as a spreadsheet with school name, pollution level, and any location information such as borough. This data is available on the London datastore. The most recent available data is from the London Atmospheric Emission Inventory (LAEI) 2016 and was published in April 2019. The data used for the 2018 report is LAEI 2013. Please find attached a list and a summary of all Educational Establishments in London and NO2 levels based on both the LAEI 2013 update and LAEI 2016. The list has been taken from the register of educational establishments in England and Wales, maintained by the Department for Education, and provides information on establishments providing compulsory, higher and further education. It was downloaded on 21/03/2019, just before the release of the LAEI 2016. The attached spreadsheet has recently been published as part of the LAEI 2016 stats on Datastore here. -

BACKGROUND 1.1 In June 2017, Kingston Council’s then Growth Committee adopted a revised School Place Planning Strategy, following the adoption of a previous version in November 2012 which was revised in March 2013. 1.2 This report therefore: provides an update on the provision of new school places since the June 2017 Strategy, and; analyses demand for additional school places, particularly in the secondary phase and for children and young people with special educational needs and disabilities (SEND); considers how that demand could be met; and gives options for securing local school provision, to ensure that children and young people can be educated within their home community, without being dependent on private car usage for home to school travel. 1.3 Assumptions regarding long-term demand are based upon the Greater London Authority’s and the Office of National Statistics’ pupil and general population projections respectively, but are naturally more speculative than those used to inform the short- to medium-term demand. 1.4 The Mayor’s ‘Intend to Publish’ new London Plan (December 2019)1 sets a target for an additional 9,640 net new homes, including 2,250 from small sites, to be provided in Kingston Borough over a 10 year period between 2019/2020 and 2028/2029, equating to 1,364 per year. -

The consultation took place between 29 June and 23 August 2016. This report explains the background to the proposal, the consultation and summarises the responses received. 1.1. Our proposals Route 691 currently runs between Richmond Road, Ham and The Hollyfield School, Surbiton. It runs one journey from Ham to The Hollyfield School in the morning with one journey from The Hollyfield School to Ham in the afternoon. Following a review and to make better use of our resources we proposed that route 691 would no longer run. There are currently around 90 trips per day made on the 691. Passengers who currently use route 691 between Kingston and The Hollyfield School would be able to use either route 281, 406 or 418 instead. Around 10-15 pupils travel from north of Kingston. They would need to use route 65 and change buses at Kingston to complete their journey. There would be no changes to routes 65, 281, 406 or 418. 2 The consultation The consultation was designed to enable us to understand local opinion about the proposed changes to route 691. -
