Board of Trustees

Dear Members of the Board:

I am pleased to present to you the agenda for the Tuesday, September 3, 2019 Board of Trustees meeting. The Board meeting will begin at 4:00 pm in the Alondra room. We will open the meeting with the Roll Call and adjourn to Closed Session. Following Closed Session, we will reconvene in Open Session at 5:00 pm.

There is one presentation scheduled for this meeting. Ms. Ann O’Brien, Executive Director of Marketing and Communications, and Mr. Jorge Gutierrez, Executive Director of Facilities Planning, Operations and Construction, will provide an information presentation on the Demolition Project for the former Student Activities and Student Services buildings. They will also share the fencing plan and paths of travel to be used during the demolition project. The fencing and paths of travel plans will be in effective for approximately three years during which time the new Behavioral and Social Sciences Building, and the new Arts Complex will be under construction.

PUBLIC HEARING:

In accordance with Education Code Sections 66700, 70901 and 84750, the El Camino Community College District’s Board of Trustees will conduct a Public Hearing regarding the 2019-20 Final Budget. Collegial consultation committees reviewed the budget. The Planning and Budget Committee has recommended this budget to the Superintendent/President. The budget was made available to Board members, the public and numerous college constituency groups, and a copy of the budget has been on file in the Office of the Vice President of Administrative Services since August 22, 2019. Later in the Action Agenda, there is a recommendation to the Board to approve the 2019-20 Final Budget.

The El Camino Community College District’s Board of Trustees will also conduct a Public Hearing regarding negotiations between the El Camino Federation of Teachers, Local 1388 and El Camino Community College District. A list of articles submitted by the District to be negotiated is included in the agenda item for the Public Hearing.

The consent agenda includes the following:

A. Academic Affairs – No Items.

B. Student Services presents one routine item. There is a recommendation to approve the destruction of records in the EOPS/CARE and CalWorks office in accordance with Title 5 of the California Code of Regulations, and El Camino College Administrative Procedure 3310.

C. Administrative Services presents two agenda items. There is a recommendation to approve an amendment to the agreement with Kardent Design for the Baseball Netting/Restroom Project. Upon review by the Division of State Architects (DSA), there are additional ADA requirements associated with this project. The contract amendment with Kardent Design reflects the additional engineering design work required before we re-submit the plans to DSA. The cost will not exceed $22,000. Second, there is a recommendation to ratify Purchase Orders and Blanket Purchase Orders.

D. Measure E includes eight agenda items. There is a recommendation to approve a contract with Sandy Pringle Associates to provide Department of State Architects inspection services for the Central Plant Retrofit Project. The contract will not exceed $34,200. There is also a recommendation to approve an amendment to the agreement with Leighton Consulting to provide additional geotechnical inspection services for a new curb and gutter along the Lot F Parking Structure and new asphalt at the road west of the Gymnasium project site. The amendment will not exceed $19,005. Next, there is a recommendation to approve a contract amendment with Vinewood Company for the Gymnasium Project. This is a “time extension” agreement only. Similarly, there is a recommendation to approve a contract amendment with National Roofing Consultants for the Student Services building project. This is a “time extension” only agreement as well. There is also a recommendation to approve a change order with AMG & Associates for the Gymnasium Project. There are two items of work within the change order, both at District request. One request is regarding repair of damage caused by a vehicle accident within the building. The second request is regarding the exterior finishes of the building. AMG will provide 50% of the cost of the refinishing work. Together, the two items within the change order will not exceed $45,373.

There is also a recommendation to reject all bids for the Student Services and Student Activities Demolition Project (Bid # 2018-2). Public Contract Code Section 20651(b) confers unfettered discretion to the Board of Trustees to reject all Bid Proposals for public works projects. Exercise of the right to reject all Bid Proposals under Section 20651 does not require articulation of reasons for rejecting all Bid Proposals.

Last, there is a recommendation to receive the Measure E Category Budget and Balances report, and the recommendation to ratify the Measure E Purchase Orders and Blanket Purchase Orders.

E. Human Resources section of the consent agenda includes four agenda items. There is a recommendation to approve personnel actions as follows:

F. Community Advancement includes two routine agenda items. There is a recommendation to approve an Externship Agreement with Concentra Health Services, Inc. as a site for students enrolled in the Medical Assistant Program through the Community Education department. There is also a recommendation to ratify an agreement with the Wiseburn Education Foundation to provide a one (1) week Kids STEAM-based activities camp for grades 1-8 through the El Camino College Community Education

President/Board – No Items.

The Action Agenda includes the following:

A. Academic Affairs has three agenda items. There is a recommendation to approve an agreement with the LA County Office of Education for Infant//Toddler courses and student support relating to the Head Start State Preschool. This partnership agreement will provide tuition, books, and academic support for Head Start Teachers employed by the Los Angeles County Office of Education (LACOE) enrolled in infant/toddler classes and will allow them to meet the educational requirements to maintain employment. LACOE will provide $159,993 in funding to support these students. Second, there is a recommendation to approve the increase in Student Health Center fees effective in the Winter 2020 term. Pursuant to Education Code section 76355, 76360, and 76361, the governing board of a community college district may charge health fees and increase those fees by the same percentage as the increase in the Implicit Price Deflator for State and Local Government Purchases of Goods and Services as published by the U.S. Department of Commerce. The Chancellor's Office approved an increase for the 2019-2020 academic year. Board Policy 5030 states that when the State of California increases a mandatory fee, the El Camino Community College District shall increase that fee by the amount. The new Student Health Center fee shall be $21 for Fall and Spring terms, and $18 for Winter and Summer intercessions. Last, there is a recommendation to approve an amendment to the Rancho Santiago Community College District Strong Workforce Program Participation Agreement. The amendment will provide an additional $62,000, bringing the total agreement to $788,236.

B. Student Services – No Items.

C. Administrative Services has one item. There is a recommendation to approve the adoption of the El Camino Community College District Final Budget. A Board Budget Workshop was held on Monday, August 26, 2019. A Public Hearing was conducted earlier in the agenda for the September 3, 2019. The Planning and Budget Committee unanimously recommended that the Superintendent/President forward the 2019-20 Budget to the Board of Trustees for approval.

D. Measure E has one item. There is a recommendation to amend the contract with Twining Consulting for the Pool/Classroom project. The amendment provides an additional $146,563 for building inspection services (welding, fireproofing, brick veneer, concrete) as well as project management services, for the duration of the project.

E. Human Resources – No Items.

F. Community Advancement has one item. There is a recommendation to approve an agreement with the Peralta Community College District – College of . This agreement will provide $100,000 in funding through the El Camino College Employment Training Panel contract, to the College of Alameda to provide Alternative & Renewable Fuel & Vehicle Technology training in the Bay area.

G. Superintendent-President/Board - No Items.

H. Future Action Items/General Information has two information items. One is the Quarterly Bond Project Status Report. The second is a notice of Public Hearing regarding negotiations between the El Camino College Classified Employees, Local 6142, CFT, AFT, AFC~CIO and the El Camino Community College District for January 1, 2020 through December 31, 2022 for full contract negotiations as requested by the El Camino Community College District. .

J. Policies and Procedures – No Items.
