LEADER OF THE OPPOSITION AND LIBERAL PARTY s LEADER JOHN TURNER CHARGED CLARK WITH "HAVING DONE LITTLE MORE THAN RESTATE" THE USG'S POSITION ON SDI, AND ARGUED THAT CLARK HAD GIVEN GOC' S SUPPORT TO THIS "DESTABILIZING" PROGRAM. TURNER CLAIMED THAT THE MULRONEY GOVERNMENT WAS ABANDONING THE CANADIAN TRADITION OF TAKING AN "ACTIVE, INTERVENTIONIST" ROLE ON ARMS CONTROL ISSUES AND OF TELLING OUR FRIENDS THE E TRUTH. HE CITED THE DEC. 10 RESOLUTION WHICH THE LIBERALS INTRODUCED IN PARLIAMENT, CALLING ON THE US AND x USSR TO INCLUDE A MUTUALLY VERIFIABLE NUCLEAR FREEZE AND AN ANTI-SATELLITE WEAPONS BAN ON THEIR NEGOTIATING D AGENDA, AS AN EXAMPLE OF THE ACTIVIST ROLE HIS PARTY IS I PROPOSING FOR CANADA ~EF Bl. IN AN ATTEMPT TO SEIZE THE MIDDLE GROUND FOR THE LIBERALS, TURNED ARGUED THAT s THE CONSERVATIVES AND THE NEW DEMOCRATS HAD REJECTED ,-- THE RESOLUTION BECAUSE THEY WERE "LOCKED IN" TO THEIR RESPECTIVE "RIGHT AND LEFT IDEOLOGIES." TURNER ASSERTED THAT IT WAS NOT ANTI-AMERICAN TO INSIST ON AN INDEPENDENT FOREIGN POLICY, AND DECLARED THAT WHILE CANADA MIGHT BE OPEN FOR BUSINESS, "WE ' RE NOT UP FOR SALE. " LIBERAL SHADOW MI NI STER FOR REGIONAL INDUSTRIAL E EXPANSION LLOYD AXWORTHY ALSO CLAIMED THAT CLARK ' S x REMARKS REPRESENTED A "SHOCKING REVERSAL" OF THE CANADIAN TRADITION OF ADVOCATING ARMS CONTROL. AXWORTHY, WHO D FREQUENTLY SPEAKS FOR THE LIBERALS ON ARMS CONTROL ISSUE I ASSERTED THAT THE SDI WOULD INEVITABLY BE DESTABILIZING, s SINCE THE HISTORY OF THE ARMS RACE HAS BEEN MARKED BY THE ATTEMPTS OF ONE SIDE TO "CATCH UP" WITH ANY TECHNOLOGICAL ADVANCES MADE BY THE OTHER . 5. NEW DEMOCRATIC CSOCIALISTl PARTY EXTERNAL AFFAIRS CRITIC PAULINE JEWETT DECLARED THAT CLARK HAD ADDRESSED THE SDI IN "AN EXTRAORDINARILY CONVOLUTED WAY." IN E THE SAME BREATH, SHE CLAIMED THAT THE SDI WAS UNWORKABLE x THAT IT WOULD SPARK A NEW ROUND IN THE ARMS RACE ; AND THAT, ACCORDING TO US MILITARY SOURCES, THE SOVIETS D CANNOT MATCH THE US IN DEVELOPMENT OF DEFENSIVE TECHNOL- I OGIES.
