FACT SHEET / FEBRUARY 2018 Indigenous People of Western New York Kristin Szczepaniec Territorial Acknowledgement In keeping with regional protocol, I would like to start by acknowledging the traditional territory of the Haudenosaunee and by honoring the sovereignty of the Six Nations–the Mohawk, Cayuga, Onondaga, Oneida, Seneca and Tuscarora–and their land where we are situated and where the majority of this work took place. In this acknowledgement, we hope to demonstrate respect for the treaties that were made on these territories and remorse for the harms and mistakes of the far and recent past; and we pledge to work toward partnership with a spirit of reconciliation and collaboration. The 1969-70 annual report of the New York State Interdepartmental Committee on Indian Affairs describes the committee's purpose and function as being to render, through the several state departments and agencies represented, various services to the 8 Indian Reservations--Cattaraugus, St. Regis, Tonawanda, Tuscarora, Allegany, Anandaga, Shinnecock, and Poospatucklocated within the boundaries of New York. The Department of Commerce programs have included assistance in industrial development and tourist promotion. The Department of Education has contracted with 12 public school districts near the teservations to educate Indian children. In addition, transportation, tuition, and assistance to high school graduates enrcjlled in post-secondary institutions are discussed. The Department of Transportation maintains all highways on Indian Reservations, along with other state highways. The Department of Health offers general medical clinics, child health clinics, and non-clinic medical services, and county health departments of fer services in behalf of specific, reservations. The chairman's report of 1969-70 activities and events, addresses of the 7 New York State Interdepartmental Committee members and 21 Indian Interest Organizations, and 9 Indian Reservation leaders and officials are included. -

Application Instructions Doctors Across New York (DANY) Physician Practice Support (PPS) and Physician Loan Repayment (PLR) Programs General Eligibility A physician is eligible for this program ONLY if ALL 8 of the following pertain: 1. A U.S. citizen or permanent resident alien holding an I-155 or I-551 card; 2. Licensed to practice in New York State by the time the service obligation begins; 3. Not currently working in, or serving, an underserved area in New York State where the current service to the underserved area began prior to July 1, 2013; 4. Not fulfilling an obligation under any state or federal loan repayment program where the obligation periods of the state or federal loan repayment program would overlap or coincide with the DANY obligation period, including any current DANY obligation; 5. GOVERNMENTAL POWER AND NEW YORK INDIAN LANDS-A REASSESSMENT OF A PERSISTENT PROBLEM OF FEDERAL-STATE RELATIONS* By GERALD GUNTHER** t] 'tNDIANSON THE Warpath Here"'-so, in a headline more likely to amuse .1 than to terrorize, a New York City tabloid recently characterized a federal court action by the Tuscarora Indians to invalidate, for lack of federal consent, the New York Power Authority's appropriation of reservation lands for construction of the Niagara River Power Project.2 Through reports such as these, many learned for the first time that Indian tribes indeed still reside in New York-remnants of the once mighty Iroquois Confederacy, some 7,000 strong, on seven reservations of over 85,000 acres.3 More significantly, the recent flurry of claims relating to New York Indians indicates that the problem of delineating federal and state authority over reservation lands, long a source of confusion and dispute, has not lost its capacity to generate controversy. -

CROWDING THE BANKS: THE HISTORICAL ARCHAEOLOGY OF OHAGI AND THE POST-REVOLUTIONARY HAUDENOSAUNEE CONFEDERACY, CA. 1780-1826 A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Beth Ryan January 2017 © 2017 Beth Ryan CROWDING THE BANKS: THE HISTORICAL ARCHAEOLOGY OF OHAGI AND THE POST-REVOLUTIONARY HAUDENOSAUNEE CONFEDERACY, CA. 1780-1826. Beth Ryan, Ph.D. Cornell University 2017 This dissertation examines the settlement pattern, housing styles, subsistence practices, and trade relationships of Haudenosaunee communities in New York State and Ontario in the post-Revolutionary era (1783-1826). Historical and ethnohistorical literature has described the period as one of despair, cultural loss, factionalism, and dependency among the Haudenosaunee Confederacy, and the communities have been labeled as “slums in the wilderness,” confined on small tracts of land and isolated from one another. My excavation at Ohagi, a Tuscarora village in Seneca territory in the Genesee River Valley (ca. 1780-1792), in combination with previously unanalyzed museum collections and a reevaluation of county histories and primary source documents, reveals that the Haudenosaunee communities in post-Revolutionary New York and Ontario built villages in a network of settlement complexes, encircling an area of rich natural resources and facilitating movement between communities and nations. The evidence reveals that housing styles did not immediately shift to European-style log cabins, as often assumed, and the shift to smaller houses did not necessarily accompany a change in matrilineal family structure and relationships. This dissertation employs recent literature on Settler Colonialism to critique both the exiting interpretations of the post-Revolutionary era as well as the practice of archaeological excavation of Native sites. -

Chapter VIII Education General Characteristics & Trends Educational resources in Niagara County include ten public school districts, Niagara University, Niagara County Community College (NCCC), the NIOGA Public Library system, the Board of Cooperative Educational Services (BOCES) system, and 19 private schools, most of which are affiliated with religious institutions.These educational institutions are mapped and identified in Chapter III, Figure III.M.1. Many schools are located in the historically developed urban areas of the County in and around the cities of Niagara Falls, North Tonawanda and Lockport. Fewer schools are located in the rural towns, but as the County population continues to shift northward, the potential need for additional schools and related educational facilities in suburban and rural areas exists as well. As a result of shifting populations, urban school districts like those in Niagara Falls have accommodated the reuse of school facilities that are no longer needed due to decreases in local population and enrollment. Niagara County provides financial support to Niagara County Community College and the NIOGA Library System, and operates several job training programs, the County Youth Bureau, education programs in public schools for children with disabilities, and recreation programs. A number of issues and opportunities related to the role of the County in education and educational initiatives in general have been identified during the planning process and are discussed in this chapter. Many issues and opportunities focus on the County’s ability to function as a key coordinating body with other education stakeholders, particularly in its role in providing social services, economic development and job development.
