    JOINT INDUSTRY COMMENTS on WEEE2 Draft Implementing Regulation establishing a Common Methodology for the Calculation of “the weight of EEE placed on the national market in each Member State” and a Common Methodology for the Calculation of the “Quantity of WEEE Generated by Weight in each Member State” Brussels, 7 February 2017 In view of the upcoming vote on 13th February 2017 of the members of the Technical Adaptation Committee, we would like to provide the following observations on the latest draft Commission Implementing Regulation establishing a common methodology for the calculation of “the weight of electrical and electronic equipment (EEE) placed on the national market in each Member State” and a common methodology for the calculation of “the quantity of waste electrical and electronic equipment (WEEE) generated by weight in each Member State”: • We thank the Commission for its efforts to establish common methodologies both for the calculation EEE POM and WEEE generated collection targets. On the one hand, these methodologies are crucial to ensure a clear and harmonised implementation of the collection target in each Member State. On the other hand, it is essential that the methodologies lead to fair targets, which are based on objective, clear and transparent criteria. Member States are of course free to choose, which of the two approaches they use to demonstrate the achievement of the collection rate from 2019 onwards. • We fully support the following changes made by the Commission compared to the 2015 draft version: o Calculation of the weight of EEE placed on the market of a Member State (POM) – Article 3 of the Draft Implementing Regulation: it is now clear that the first source of information is the information provided by the producers.

  • CECED Comments on ACER FG on Electricity Balancing
    25 June 2012 CECED input to the Consultation on ACER’S Framework Guidelines on Electricity Balancing Smart Grids are considered one of the key investment areas for a sustainable future: they are a tool for optimising energy production and usage by exploiting flexibility in the supply and demand of electricity. On the demand side, household appliances count for about 30% of energy consumption in residential premises, therefore they are one of the best candidates to become “smart”, i.e. built to interact with Smart Grids. CECED1 represents the household appliance industry, a relevant partner in the development of Smart Grids in Europe. We believe that as more and more appliances become smart, a significant curtailment of consumption will be possible upon request at collective or individual level. It implies a contribution to grid balancing through implementation of Demand-Response programs. In short, if well managed, smart appliances can allow the consumer to play a significant role in controlling the demand side with minimum impact on his/her needs and habits in a properly designed smart grid. CECED is convinced that demand-side resources will play a major role in the stability and performance of future European energy networks if relevant decisions are taken with respect to system requirements. Such decisions will have significant implications, at political, technical, and economic levels for consumers and the development of demand side resources’ market in Europe. The rules for trading the provision of system balancing services, including power reserve rules, should allow for demand side response, while ensuring effective competition and benefit for customers.

    Brussels, Monday, October 24, 2016 Dear President, Dear Vice-Presidents, Dear Commissioners, We understand that you will discuss in the coming weeks the future of the Ecodesign Framework. Our industry organisations, representing the heating, cooling, refrigeration, ventilation, household appliance and ICT & consumer electronics sectors, strongly support Ecodesign and Energy Labelling which, for several product groups, have proven very successful and contributed to the EU’s energy and climate goals by pushing and pulling the market towards more energy efficient products. However, to ensure that this success story continues, we would like to emphasize some key points which, in our view, require urgent attention: First, we urge you to publish without delay already voted Ecodesign measures, such as Lot 21 and omnibus Regulation on tolerances, at the very latest with the Winter Package. Indeed, the delay in publication in the Official Journal of already voted Ecodesign measures creates an unmanageable situation for industry, including SMEs, which invests considerable resources to improve the energy efficiency of products and needs legal certainty to re-design them and comply with the new requirements. Second, complement the current Ecodesign and Energy Labelling policies with measures to support the market uptake of efficient products. For example, raise consumer awareness about the benefits of energy efficiency and help them make investments; in the EPBD revision, promote inspections of installed appliances which can lead to planned replacements. Finally, Ecodesign measures have been effective because they have regulated measurable, verifiable parameters of the whole system, such as the energy consumption in use on the basis of a clear and transparent methodology.

    COVER STORY | BY ALI ACKERMAN & ALARICE PADILLA Consumer confidence was a bit manic in 2012, hitting a five-year high in November and then dropping again in December as consumers doubted an end to the fiscal cliff, according toThe University of Mich- igan Consumer Sentiment Index. This uncertainty plays out in the results of CGT’s annual list of the top- performing public consumer goods companies. The vertical lists across 10 categories show a mixture of bright and dark spots — proving that some companies did a great job of capturing the consumer when and TOP where they could while others missed opportunities. Here is a breakdown of the rules and guidelines that we use to determine the players in each category: Company Rank: 2012 annual revenue or the equivalent is used to determine each company’s placement on the Top 100 list and on each vertical list. All financial information was sourced from annual reports and press releases. Revenue for each company is reported in millions of U.S. dollars ($M). If a company reported revenue in a currency other than U.S. dollars, and did not provide the U.S. dollar equivalent in its annual report, then the figure was subject to live exchange rates at press time (between November 8-14, 2013).     CONSULTATION Date: 26/10/2017 One-month consultation on two new CECED draft Code of Conducts on marking of appliances for end-of-life treatment Brussels, October 26th, 2017 CECED, representing the home appliance industry in Europe, launches today a one-month consultation on its new draft Code of Conducts on marking appliances for end-of-life. These Codes of Conduct are launched in the context of the circular economy, regular bilateral discussions between producers and recyclers over the last years, and producers’ obligations under the WEEE Directive Article 15 to provide treatment facilities with information necessary to ensure sound treatment of WEEE. With this voluntary action, CECED members are committed to show the home appliance industry’s proactivity on end-of-life and resource efficiency. CECED members have been working on developing two code of conducts to ease the identification at end-of-life of certain types of appliances to support treatment facilities and recyclers in sorting appliances for sound collection and treatment at the end-of-life. This will facilitate safer and environmentally sound treatment of these types of appliances. With this initiative, CECED members aspire to contribute to improving WEEE treatment by encouraging the ongoing productive dialogue with recyclers, providing them with useful information and indications on the future needs of recycling technologies, while sending a positive signal to the market. What is the scope of each draft Code of Conduct? Household refrigerating appliances containing vacuum insulation panels & heat pump tumble dryers, washer dryers, washing machines and dishwashers containing F-Gases. What is the content of the two draft Code of Conducts? The draft code of conducts will provide a set of guidelines on a common marking for each type of appliances under the scope of the Codes.

Non-technical summary Energy efficiency regulation is an important driver for innovations in environmental technologies. Improvements of energy efficiency do not only contribute to reach envi- ronmental policy targets, they can be furthermore economically profitable. Private households can reduce their costs in the long term by using efficient household appli- ances. According to the German Federal Environmental Ministry, the world market for energy efficient household appliances had 2007 a volume of 105 billion euro, with a German market share of 9 percent and expected growth rates of 3 percent until 2020.

    PRESS RELEASE Date: 14/03/2017 A workable waste legislation to not waste opportunities Today, the European Plenary adopted the reports of MEP Simona Bonafè on Commission proposals amending the 2008 Waste Directive, the 2012 Waste Electrical and Electronic Equipment Directive and the 2006 Batteries and Waste Batteries Directive. These legislative proposals were part of the EU Circular Economy Package, announced in December 2015. Says CECED Director-General, Paolo Falcioni: “The reports adopted by the Plenary set the scene for the future negotiations with the Council and for the future of waste management in Europe.” CECED welcomes the few safeguards introduced by the Parliament to ensure that extended producer responsibility obligations, set within the Waste Framework Directive, do not override the producer obligations already set in specific waste stream legislation. A one-size-fits-all approach is not feasible when it comes to waste legislation. Producers can only be financially responsible for aspects under their control or influence. The home appliance industry must be entitled to take an active role in fulfilling its legal obligations, to control compliance costs and to ensure that treatment is undertaken correctly. We therefore encourage the Council to further secure and strengthen such safeguards in the proposals. This is complemented by an emphasis in the voted text amending the Waste Framework Directive on the roles and responsibilities of all actors handling waste in the Waste Framework Directive. In the WEEE Directive obligations for Member States, measures have been introduced to ensure that data from all actors collecting or treating WEEE are reported. We strongly encourage the Council to take on board the Parliament proposals related to this.
