Chapter II distinguishes conceptually between the purely climatic aspect of drought phenomena and what I term the 'socio-economic1 problem of drought, I argue that the so-called 'drought problem' of the North-East is not only, nor even principally, a climatic problem. The human tragedy of the drought is a direct product of the way in which the rural structure of the sertao places particular groups of rural producers, notably sharecroppers and smallholders, at the economic margin, vulnerable to even the slightest variation in the rainfall cycle. Subsequent chapters examine the effectiveness of current irrigation strategy in solving problems of rural poverty, unemployment and rural-urban migration traditionally associated with the drought. Chapter III looks at the history of irrigation in the region and lays out in detail the goals which irrigation planners (BNOCS and GSIDA) have established; that is, (l) to create rural employment and tie people to the land, stabilizing the population and lessening rural-urban migration, (2) to increase rural incomes, and (3) to increase agricultural production of high-value crops which would generate increased incomes and justify the heavy capital expenditure into irrigation. The evidence from three case-studies of BNOCS projects suggests that these goals are not being met. Chapter IV shows that irrigation is capital-intensive and creates few permanent jobs. Recruits to schemes come overwhelmingly from the humid valleys and have rarely been forced ~ 7 - off their land, either onto emergency work fronts or to the towns, because of drought. Poorer farmers from the less protected and drier caatinga away from the valleys, those most vulnerable, do not benefit from irrigation. Moreover, the implementation of schemes in densely populated valleys has resulted in the dislocation of from three to six times the number of families absorbed by the projects. As DNOCS has no relocation policy for the dispossessed, more unemployment than jobs is created and the rural-urban drift is accentuated. In Chapter V it emerges that only 5% of irrigation farmers enjoy the high incomes predicted for them. Most are in debt to DNOCS. The major reasons for this highly skewed income distribution are examined. Chapter VI shows that DNOCS has been largely unsuccessful in producing and marketing high-value fruits and vegetables but relies on commercializing crops which are already traditional to the sertao. thus severely limiting the income-earning capacity of projects. Relations between the DNOCS administration and irrigation farmers are examined and the agency’s policy of ’cooperativism’ is considered. The final chapter concludes that current irrigation policy is at best marginally positive and at worst marginally negative in relation to the problem of drought as defined earlier on. In order for anti-drought strategy to be effective it must be aimed specifically at the weakest and most vulnerable groups, and not benefit the already privileged. Os elementos considerados estavam relacionados aos fenômenos climáticos, indicadores sociais e a uma incipiente estrutura industrial. As intervenções que se sucediam na região eram de natureza assistencialista e ligadas ao poder político local. O objetivo do artigo é analisar a importância da Sudene para o desenvolvimento econômico da região Nordeste. Tendo como procedimento de pesquisa o levantamento bibliográfico, o estudo analisa as políticas regionais na região através da Superintendência para o Desenvolvimento do Nordeste (SUDENE). Conclui-se que a atuação do órgão se tornou um elemento de referencial histórico para o planejamento e desde então para compreensão dos problemas regionais atuais. The projects Were related to climate systems, social indicators and an emerging industrial structure. The areas that fall into social and political assistance are local. The article is an analysis of the importance of Sudene for the economic development of the Northeast region. Having as search procedure the bibliographic survey, he study analyzes the regional policies developed in the region through the Superintendency for the Development of the Northeast. It is concluded that the agency's performance has become an element of historical reference for planning and since then for understanding of present regional problems.

Water Alternatives 10(2): 395-419 The São Francisco Interbasin Water Transfer in Brazil: Tribulations of a Megaproject through Constraints and Controversy Philippe Roman IHEAL-CREDA (Institute of Latin American Studies), Paris, France; [email protected] ABSTRACT: This paper describes the complex social, political and economic dynamics that led the Brazilian government to launch one of the biggest hydraulic infrastructure projects in the country’s history: the transposição do São Francisco (transfer of the waters of the São Francisco River), a large-scale diversion scheme to transfer water from the São Francisco River Basin to semiarid areas of the Northeastern Region.1 This massive interbasin water transfer, first idealised in the nineteenth century, was turned into reality under Lula’s presidency, at a time when the Brazilian economy was booming and a left-leaning neo-developmentalist coalition had seized power. Such a controversial project has fuelled criticism from a wide social and political spectrum. Between 2005 and 2007, when the conflict was at its highest, large parts of society mobilised against the project, which makes the transposição one of the most remarkable socioenvironmental conflicts in the history of Brazil. The project was given the green light at a moment when water governance was undergoing a process of institutional reorganisation officially aiming at the implementation of more democratic procedures and of integrated governance principles. So, it can be viewed as an anachronism of the 'hydraulic mission' with its supply-side technocratic engineering solutions.

Bogatay Foreword In October 1966 I joined the field research team of Michigan State University in Recife, Brazil. This team was then initiating a large-scale study of market processes in Northeast Brazil. The two primary objectives of the study were: 1) to analyze the role of marketing systems in economic development, and 2) to determine what reforms in market processes could accelerate economic growth. The study was financed by the U.S. Agency for International Development and executed as a combined effort of the Latin American Market Planning and Latin American Food Study Centers of Michigan State University. The Superintendency for the Development of the Northeast (SUDENE) provided Brazilian counterpart technicians and local support for the research project. The research team attached considerable importance to the particular characteristics of the developing society in which it was operating. The economic and cultural setting peculiar to Northeast Brazil heavily influenced the design of the research as well as the nature of the recommendations which resulted from the research. Moreover, in order to effectively communicate the results of the study to the Brazilian technicians and decision-makers with an interest in it, the research had to be placed in the context of development policies and programs operative in Northeast Brazil.

    God, the Devil, and Development in Northeast Brazil * ANTHONY W. PEREIRA Glauber Rocha's 1964 film “God and the Devil in the Land of the Sun” (Deus e Diabo na Terra do Sol) memorably portrays the harshness and brutality of the lives of a poor family in Brazil's Northeast, the country's most afflicted region. Cheated and beaten by his landowning employer, a cattle herder persuades his wife to join him in becoming a member of a fanatical religious sect led by a messianic leader. Mesmerized by the leader's words, the humble couple consents to the bloody sacrifice of their infant son. Later rejecting the sect, the cattle herder abandons his wife and joins a band of outlaws (cangaceiros) who attack, pillage, and destroy the farms and ranches of big landowners. Violence, Rocha seems to suggest, is a recurring response to the misery and oppression of poverty in the Northeast. Advocated both by self-anointed people of God and irreligious bandits, violence is a popular cry of anger and despair of the rural poor. Its repeated occurrence, feared by many and hoped for by others, permeates social relations in the region. The struggle to find a peaceful path to development, to the fulfillment of the minimal material aspirations of the majority of the region's people, is still occurring in the Northeast. It is the area with the highest concentration of poverty in the Western Hemisphere—more than seventeen million of its roughly forty-two million people live below the poverty line.1,2 The Northeast is known for the malnutrition and short stature of its people, the recurring droughts and thin cattle of the arid interior (sertão), the struggling small farms of the intermediate (agreste) plateau, the enormous sugar plantations and masses of poorly-paid rural workers in the coastal zone (mata), the political power of the landed elite, and the decades-long poverty alleviation and drought programs organized by the federal government that never seem to result in significant change.

Com novas alterações na DPLAN, aprovadas pelo Termo de Decisão nº 10, de 30/10/2019, ratificado pela Diretoria Colegiada na 349ª reunião extraordinária realizada em 07/11/2019.

Parte da constatação da necessidade de se lançar um novo olhar sobre Celso Furtado, este grande nordestino de renome internacional e assim de reacender um espaço necessário ao resgate e compreensão da magnitude da obra e da prática profi ssional do criador da Sudene. Poucos autores com raríssimas exceções conseguiram dar um enfoque especial à ação da Sudene, posto que o criador e a criatura se confundem. A conjuntura nacional favorece uma releitura do nordeste de Celso Furtado através de novos ângulos, enfocando outra tônica discursiva, centrada no estatuto da permanência de grande parte dos problemas constatados naqueles idos do fi nal dos anos cinqüenta do século passado.
