EAST AYRSHIRE COUNCIL CABINET – 27 JANUARY 2016 ‘PROCEDURE FOR THE NAMING Of NEW SCHOOLS etc., WITHIN EAST AYRSHIRE’ MERGER OF NEW FARM PRIMARY SCHOOL and EARLY CHILDHOOD CENTRE and SILVERWOOD PRIMARY SCHOOL. MERGER OF JAMES HAMILTON ACADEMY and KILMARNOCK ACADEMY NEW 3-18 GAELIC PROVISION Report by Depute Chief Executive Economy and Skills & Chief Financial Officer PURPOSE OF THE REPORT 1. This report outlines the proposals received for new names for the new build establishments to replace the current New Farm Primary School and Early Childhood Centre, Silverwood Primary School, James Hamilton Academy, Kilmarnock Academy and 3-18 Gaelic Provision. From the proposals submitted and subsequent reason given for each, Cabinet will make a decision on the new names for each of the respective schools and campus. BACKGROUND 2. On 30 October 2013, the Cabinet considered responses and comments received during the public consultation exercise on the creation of a new campus arising from the proposed merger of New Farm Primary School and Early Childhood Centre and Silverwood Primary School and the proposed merger of James Hamilton Academy and Kilmarnock Academy and having reviewed the proposal agreed that the young people attending these establishments transfer to a new secondary school, primary school and Early Childhood Centre, and that the new establishments be located on the Sutherland Drive site adjacent to the existing James Hamilton Academy. 3. On 4 June 2014, the Cabinet considered responses and comments received during the public consultation exercise on the creation of a new 3-18 provision in Gaelic Education involving the relocation of Gaelic Medium Education from Onthank Primary School and Early Childhood Centre and Gaelic secondary education from Grange Academy, to the new campus at the site of the current James Hamilton Academy and having reviewed the proposal agreed that pre-school, primary and secondary Gaelic education provision should be located on the same campus with additional accommodation being funded by grant from the Scottish Government. On 26 August 2015, Cabinet considered a proposal on a new procedure for determining the name(s) of new school(s) and early childhood centres and supported learning centres within East Ayrshire where new names are required. 5. Cabinet recognised the fundamental role that schools play in each community and the need to involve communities in putting forward names for new facilities. Consultation has taken place with the school community; the business community; the third sector/voluntary sector and the local community. 6. Groups were contacted directly and offered the opportunity to submit their proposals for a new name together with a reason for each proposal. One of the groups consulted asked for their gratitude to be conveyed to East Ayrshire Council for this excellent opportunity to be involved in the naming process. 7. The period of time given to submit proposals ran from 23 October 2015 until 18 December 2015. 8. (i) All school community groups (pupils, parents and staff) were given the opportunity to propose a campus name. (ii) Primary school and ECC communities (pupils, parents and staff) involved in the merger were given the opportunity to propose a name(s) for the primary school. (iii) Primary school, ECC and secondary communities involved in the merger (pupils, parents and staff) and those of primary schools associated with the new secondary were given the opportunity to propose a name(s) for the secondary school. (iv) Early years, primary and secondary Gaelic communities (pupils, parents and staff) were given the opportunity to propose a name(s) for the new Gaelic provision. (v) The business community, third sector/voluntary community (including the Ayrshire Federation of Historical Societies) and the local communities most closely associated with the campus were given the opportunity to propose a name(s) for the campus, secondary school, primary school and Gaelic provision. 9. It is recommended that Members of the Cabinet: (i) Consider all proposals submitted together with the reasons given for each proposal. (ii) Determine the name for the campus, secondary school, primary school and early childhood centre, and Gaelic provision for the new-build establishment to be located on Sutherland Drive, Kilmarnock. (iii) Otherwise note the contents of the report.
