PURPOSE OF THE REPORT

1. This report outlines the proposals received for new names for the new build establishments to replace the current New Farm Primary School and Early Childhood Centre, Silverwood Primary School, James Hamilton Academy, Kilmarnock Academy and 3-18 Gaelic Provision. From the proposals submitted and subsequent reason given for each, Cabinet will make a decision on the new names for each of the respective schools and campus.

BACKGROUND

2. On 30 October 2013, the Cabinet considered responses and comments received during the public consultation exercise on the creation of a new campus arising from the proposed merger of New Farm Primary School and Early Childhood Centre and Silverwood Primary School and the proposed merger of James Hamilton Academy and Kilmarnock Academy and having reviewed the proposal agreed that the young people attending these establishments transfer to a new secondary school, primary school and Early Childhood Centre, and that the new establishments be located on the Sutherland Drive site adjacent to the existing James Hamilton Academy.

3. On 4 June 2014, the Cabinet considered responses and comments received during the public consultation exercise on the creation of a new 3-18 provision in Gaelic Education involving the relocation of Gaelic Medium Education from Onthank Primary School and Early Childhood Centre and Gaelic secondary education from Grange Academy, to the new campus at the site of the current James Hamilton Academy and having reviewed the proposal agreed that pre-school, primary and secondary Gaelic education provision should be located on the same campus with additional accommodation being funded by grant from the .

4. On 26 August 2015, Cabinet considered a proposal on a new procedure for determining the name(s) of new school(s) and early childhood centres and supported learning centres within East Ayrshire where new names are required.

5. Cabinet recognised the fundamental role that schools play in each community and the need to involve communities in putting forward names for new facilities. Consultation has taken place with the school community; the business community; the third sector/voluntary sector and the local community.

6. Groups were contacted directly and offered the opportunity to submit their proposals for a new name together with a reason for each proposal. One of the groups consulted asked for their gratitude to be conveyed to East Ayrshire Council for this excellent opportunity to be involved in the naming process.

7. The period of time given to submit proposals ran from 23 October 2015 until 18 December 2015.

8. (i) All school community groups (pupils, parents and staff) were given the opportunity to propose a campus name.

(ii) Primary school and ECC communities (pupils, parents and staff) involved in the merger were given the opportunity to propose a name(s) for the primary school.

(iii) Primary school, ECC and secondary communities involved in the merger (pupils, parents and staff) and those of primary schools associated with the new secondary were given the opportunity to propose a name(s) for the secondary school.

(iv) Early years, primary and secondary Gaelic communities (pupils, parents and staff) were given the opportunity to propose a name(s) for the new Gaelic provision.

(v) The business community, third sector/voluntary community (including the Ayrshire Federation of Historical Societies) and the local communities most closely associated with the campus were given the opportunity to propose a name(s) for the campus, secondary school, primary school and Gaelic provision.

The loch in the area was a winter flood

We believe that this fosters a sense of community identity and encourages people to value the places in which they live. A sense of historic continuity has therefore a social and community benefit.

Kilmarnock Academy (KA) is in continuity with the original school of Kilmarnock, which can be traced to the late sixteenth century, but which probably existed before then. It has therefore had a continuous existence of over 500 years, which is not a history to be disposed of lightly.

There have been many distinguished pupils of KA. It is unique in in having 2 Nobel Laureates, and is the only public school in Britain (excluding N. Ireland) to have this distinction. Ayrshire Federation of Historical Kilmarnock Academy In addition, there are many other pupils who have distinguished themselves in the arts, the Societies sciences, politics, and in several other different spheres. As an inspiration for pupils and fostering a sense of community pride, retaining the name we believe offers a unique opportunity.

In wider historical and literary writing, one of the most frequent ways in which the word ‘Kilmarnock’ occurs is when discussing a former pupil’s attendance at KA. If the town name is regarded as a ‘brand’ that promotes the local economy and community, it seems essential to retain it in the name of one of its most significant institutions. This is seen in the recent multi- author book, Global Citizens, Local Roots: Lord Boyd Orr, Sir Alexander Fleming, and Kilmarnock Academy (Ayr: AAHNS, 2015).

Societies Primary School The Revd James Hamilton was a distinguished servant of the board of education in Kilmarnock over many years. We believe his name should be preserved in retaining it for the campus’s primary school. It also preserves continuity with the former secondary school and helps foster community pride in the continued existence of a local name. As a Society we are strongly in favour of retaining historical names for institutions and places in local communities. We believe that this fosters a sense of community identity and encourages people to value the places in which they live. A sense of historic continuity has Ayrshire Federation of Historical therefore a social and community benefit. Marnoc Gaelic School Societies The name ‘Kilmarnock’ came from an early Celtic monk, and therefore the town’s name is itself derived from Gaelic. Naming the unit after him would remind pupils of East Ayrshire’s Gaelic inheritance, and would also decisively root it in Kilmarnock, by using an element from its name. 19
