Annex List of Development Bureau’s Initiatives in the Policy Address Supplement A list of Development Bureau’s ongoing and new initiatives stipulated in the Policy Address Supplement is appended below. They are mainly under the Chapters of “Upholding and Improving the ‘One Country, Two Systems’ Practice”, “Together, We Fight the Virus”, “Housing and Land Supply”, “Unlimited Business Opportunities”, “Liveable City” and “Caring Society”. Upholding and Improving the “One Country, Two Systems” Practice Progress Made Upgraded the Project Cost Management Office (PCMO) in April 2019 to the Project Strategy and Governance Office (PSGO) to implement various measures to optimise the performance of infrastructure projects. In the past four years, the PCMO/PSGO scrutinised more than 280 public works projects of a total estimated cost of $520 billion and achieved cost savings of $70 billion through optimising project designs. Maintained oversight of the implementation of the new High Court and District Court projects by the central steering committee established under the Judiciary. The statutory rezoning procedures for the latter’s development site is expected to be completed within 2020. Completed the second round consultation with the industry on the extent of adopting IMS as a listing requirement of Government's approved public works contractors by 30 September 2020. Continued to invest in infrastructure to meet Hong Kong’s needs and create jobs. From 2017-18 to 2020-21, the average capital works expenditure per year amounted to $75.5 billion. Together, We Fight the Virus New Initiatives Complete the construction of Penny’s Bay Quarantine Centre - 1 - Phases III and IV in December 2020 for provision of another 2 000 quarantine units. -

Paper No. CB(2)497/99-00(01) Paper for LegCo Panel on Home Affairs Sports Venues for 2006 Asian Games INTRODUCTION Before confirming its support for the initiative by the Sports Federation & Olympic of Hong Kong, China (SF&OC) to express an interest in bidding for the right to host the 2006 Asian Games, the SAR Government reviewed the suitability of our sports venues to host the events of the Games. To assist in this review, we engaged the services of the sports venue planning and design company Bligh Voller Nield Sport Pty Ltd (BVN) [ 百和紐特 ]. BVN’s recent experience includes helping to plan and design venues for the 2000 Olympic Games and evaluating the venues used in Bangkok for the 1998 Asian Games. STUDY PROCESS 2. The BVN brief was to assess whether or not the SAR has sufficient sports venues to host a world-class Asian Games in 2006, and one which could be the “best ever Asian Games”. BVN began work on 3 November with a programme of site visits and consolidation of information 2 available from their own data sources. Prior to beginning detailed site inspections and evaluations, BVN examined the report on venue availability prepared by the Provisional Urban Council (PUC) in September 1999. A copy of the report prepared by BVN is at the Annex. Planning Principles 3. In the course of their study the BVN team took account of the typical requirements of venues for major event planning. These differ from the requirements of community sports facilities, and include the following – (a) the need for spectator, media and competition facilities -

Transport Department Notice Special Traffic and Transport Arrangements for Yuen Long 10K Street Running Pok Oi Challenge for the Yuen Long District Sports Festival 2016 in Yuen Long Notice is hereby given that the following special traffic and transport arrangements will be implemented in Yuen Long to facilitate the event of Yuen Long 10K Street Running Pok Oi Challenge for the Yuen Long District Sports Festival 2016 on 16 October 2016 (Sunday): (A) Road Closures The following sections of roads will be temporarily closed to all vehicular traffic from the time specified below until completion of the event on 16 October 2016. The actual implementation time of road closure may be advanced if necessary. For discussion EC(2017-18)10 on 8 November 2017 ITEM FOR ESTABLISHMENT SUBCOMMTTEE OF FINANCE COMMITTEE HEAD 53 – GOVERNMENT SECRETARIAT : HOME AFFAIRS BUREAU Subhead 000 Operational expenses Members are invited to recommend to Finance Committee the creation of the following supernumerary post in the Home Affairs Bureau with effect from 1 January 2018 or upon approval of Finance Committee (whichever is later) to 31 December 2020 – 1 Administrative Officer Staff Grade C (D2) ($164,500 - $179,850) PROBLEM The Home Affairs Bureau (HAB) needs to create a supernumerary post of Administrative Officer Staff Grade C (AOSGC) (D2) to head the Recreation and Sport Division (2) of Recreation and Sport Branch (R&S Branch) and provide dedicated directorate support to plan for the operation of the Kai Tak Sports Park (the Sports Park), oversee the planning of new public sports facilities, review the provision of sports facilities in Hong Kong, oversee land matters relating to sports and recreation and implement Government’s sports policy in enhancing Hong Kong’s position as a centre for major international sports events. PROPOSAL 2. We propose to create a supernumerary AOSGC (D2) post in the Recreation and Sport Division (2) of the R&S Branch, designated as Principal Assistant Secretary (Recreation and Sport) 2 (PAS(RS)2), with effect from 1 January 2018 or upon approval of the Finance Committee (FC), whichever is later, to 31 December 2020 and, upon creation of the post, restructure the duties within the R&S Branch. /JUSTIFICATION ….. For discussion PWSC(2011-12)46 on 8 February 2012 ITEM FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE HEAD 703 – BUILDINGS Recreation, Culture and Amenities – Open spaces 429RO — Open space in Area 117, Tin Shui Wai Members are invited to recommend to Finance Committee the upgrading of 429RO to Category A at an estimated cost of $232.3 million in money-of-the-day prices for the development of an open space in Area 117, Tin Shui Wai. PROBLEM There is a need to provide more public open space and sports facilities in Tin Shui Wai to meet the needs of the community and to promote sports development. PROPOSAL 2. The Director of Architectural Services, with the support of the Secretary for Home Affairs, proposes to upgrade 429RO to Category A at an estimated cost of $232.3 million in money-of-the-day (MOD) prices for the development of an open space in Area 117, Tin Shui Wai. / PROJECT ….. PWSC(2011-12)46 Page 2 PROJECT SCOPE AND NATURE 3. The project site covers an area of around 2.5 hectares (ha) at the junction of Tin Wah Road and Wetland Park Road, Tin Shui Wai. The scope of works under 429RO includes- (a) an artificial turf pitch suitable for 11-a-side football or 15-a-side rugby with a covered spectator stand; (b) a jogging trail; (c) landscaped areas with sitting-out facilities; (d) a service building with toilets, changing rooms and other ancillary facilities; and (e) car parking spaces, and a loading and unloading area.
