The Technical Specifications in Part II of this Invitation to Bid govern if there is a conflict between those specifications and the Oregon Standard Specifications for Construction . These bid and contract documents, specifications, and plans, although bound separately, are made a part of the complete document with the same force and effect as though all parts and plans referred to were under one binding. Should addenda to the specifications become necessary and be issued prior to the date of receiving bids, they shall be deemed a part of the Special Provisions.
