Preface Puducherry Distilleries Ltd., is an incorporated Government Company since 1972 under the Company’s Act 1956, with its authorised paid-up capital wholly subscribed by the Government of Puducherry. The Company is the only Depot authorised by the Government of Puducherry to sell Arrack to the lessees confirmed by the Excise Department, after the auction of the Arrack shops every year. The Company’s concern is about the quality and safenature of the Arrack sold to the lessees, who in turn sell the same to the Citizens. Bearing in mind this concern the Company has formulated this Charter with the aim to serve its clients in an efficient way. The Company does not deal directly with citizens. However, the taste of the end-user, who is the citizen, is taken into consideration while determining the quality of Arrack. The Company aims to satisfy the Citizens especially of the working class. A task Force was constituted by the Managing Director, of the Company for the formulation of the Citizens’ Charter of this Company. The structure of the Task Force is given at Appendix. 2 2. Vision - Provide uninterrupted supply of safe and quality Arrack (Country Spirit) including IMFL Products to the people of the Union Territory of Puducherry through licensed vendors. - Enhance the level of Customer Satisfaction. - Continually improve the effectiveness of the Quality Management System. - Adhere to safe work practices and applicable statutory and regulatory requirements. 3. Mission To procure good quality Rectified Spirit, the raw material for Arrack. To study the suitability of the raw material before considering for procurement. To follow all possible scientific means of Blending methods in the preparation of Arrack. Reduce the system non-conformities. Maintain nil accident status. Adhere to applicable statutory and regulatory requirements. 3 4. Details of Business transacted The Company, Puducherry Distilleries Ltd., is involved primarily in the Blending and Bottling of Arrack, Country Spirit. The process involves in the procurement of Rectified Spirit which is the main raw material. This is blended with water treated using Reverse Osmosis technique. For thorough mixing and blending compressed air is used. This blend is allowed to mature for about 36 hours and the Arrack is ready. This liquor is bottled in 180 ml. and 750 ml. bottles. This is sold to the licensed lessees identified by the Excise Department, Government of Puducherry against the valid permits issued by the Excise Authorities. The Arrack is also sold to the lessees in loose form also in cans. The Arrack sold conforms to the Indian Standard IS: 5287: 2005. The lessees in turn sell Arrack to the consumers. In addition to the above, the Company supplies De-natured Spirit conforming to the Indian Standard IS:324-1959 and Rectified Spirit conforming to Indian Standard IS:323-1959 to Hospitals, Educational Institutions and manufacturing units who require these Spirits only against valid permits issued by the Excise Department, Government of Puducherry. Instances of lapses in the management of resources and failures in the observance of the norms of regularity, propriety and economy have been presented in the succeeding paragraphs under broad headings. 2.1 Avoidable expenditure TOWN AND COUNTRY PLANNING DEPARTMENT PONDICHERRY HOUSING BOARD 2.1.1 Avoidable liability due to delay in finalisation of tender Failure to finalise a tender within the validity period resulted in avoidable liability of Rs 83 lakh. In response to tenders called for (December 2005) by the Executive Engineer (EE) of the Pondicherry Housing Board (PHB) for the work of construction of 36 Middle Income Group flats at Valatheru, Karaikal, four tenders, valid upto 1 March 2006, were received. The lowest tender of Rs 2.61 crore, recommended (9 February 2006) by the EE, was approved by the Technical Committee (TC) on 27 March 2006. Though the validity of the lowest tender was extended up to 31 May 2006, the work was not awarded due to enforcement of the election code of conduct for Assembly and Local Body Elections. As the successful tenderer refused to extend the validity of the tender beyond 31 May 2006, the work was awarded (January 2007) for Rs 3.44 crore on retender. The contractor had completed about 77 per cent of the work (March 2009) and payment of Rs 2.36 crore was made for the same.

No. 829/2019 with respect to the matter of Lt. Col. Sarvadaman Singh Oberoi Vs Union of India & Ors. has directed all the coastal States / UTs to formulate Action Plan for Coastal Pollution Management. The execution of action plan is to be monitored by the already formed River Rejuvenation Committee (RRC) which may be called as Coastal Rejuvenation Committee (CRC). Government of Puducherry has already constituted River Rejuvenation Committee vide No.4739/PPCC/RRC/Sci-I/2018 dated 13.11.2018 as mentioned below: 1. Secretary (Environment) - Chairperson Chief Secretariat Puducherry. 2. Director - Member Local Administration Department Puducherry. 3. Director - Member Directorate of Industries and Commerce Puducherry. 4. Member Secretary - Member Puducherry Pollution Control Committee-cum- Director, Department of Science, Technology & Environment Puducherry. The same will function as Coastal Rejuvenation Committee and shall monitor the progress of the implementation of this Action Plan. 2 A meeting was held on 04.11.2020 under the Chairmanship of the Chief Secretary, Government of Puducherry to formulate Action Plan for Coastal Pollution Management.
