Outlay at a Glance ROADS & BRIDGES All the towns and villages in the Union Territory of Pondicherry are well connected by roads coming under categories of National Highways, State Highways, District Roads and Rural roads. Due to rapid urbanization, colonization and industrialization the traffic intensity has increased manifold resulting in traffic congestion, poor road/pedestrian safety, strain on public services, stress on road stability, overall degradation of road environment. strengthening and standardizing the road pavements and junction geometrics, construction/reconstruction of bridges and culverts, subways. etc. The important Major Works proposed the Annual Plan 2006-2007 are the following: Widening of Colas nagar bridge. Providing railway bridge at Uppalam and A.F.T. mill . Widening the existing two lane carriageway from Arumparthapuram level crossing to Moolakulam in NH45A, Pondicherry. Impts to Karikalampakkam to Kanniakoil road Widening the existing two lane carriageway into four lane carriageway in ECR from Hotel Ashok to Pillaichavady state border in Pondicherry . Protection work of High Level Bridge across Sankaraparani River at Sellipet. (New work) Providing approach road and protection walls proposed Bridge across Pambai river in between Sanniyasikuppam and Sagadapet. (New work) Beautification of Periyar statue at R.K.Nagar Reconstruction of 2 Nos. of damaged culverts at ch.2.09km and 2.30km in Mangalam to Embalam road in Pondy Improvements and Widening to the Rc.26 Veerampattinam road from Kakayanthope to Periyaveerampattinam road in A.C Construction of retaining wall at various places at Pinnatchikuppam road in Bahour commune. Constn. of bridge across river Vanjiar with approach road at Kannappur in Ambagarathur Constn. of single lane bridge across river Nandalar near Konnakavalli. Protecting work to the link road connecting Ponbethy and Pandaravadai in Nedungadu commune. Providing link road connecting Sorakudy with Subbarayapuram with Nalankulam. Construction of „L‟ drain from Koonichempet jn. to Manalipet Village. (New work) Impts. to the Thondamanatham old colony and Kalathumedu roads by Providing Cement Concrete pavements. (New work) Impts. to the Ramanathapuram pet roads by providing Cement Concrete pavement in Pondicherry (New work) Construction of retaining wall on field side of various places along RC-7 road (Phase- IV). (New work) Providing and laying of Cement Concrete roads at Koodapakkam old colony all roads Thattchuramman Koil road and Main road to old Colony (via. In the Local Administration department, the following two schemes are implemented under Roads and Bridges sector for the development/improvement of Rural/Urban Roads such as Grant for Panchayat Rural Roads and Local Development works and Grant to Municipalities for improvement of Roads and Local Development works. It is proposed to provide concrete roads to town limits of the regions of this Union Territory since Pondicherry is a Tourism spot of French Culture and tourists from other parts of the country as well as from abroad are visiting this town.Further, it is proposed to relay the roads affected by Tsunami under Grant for Commune Panchayats and Grant for Municipalities for creation of infrastructural facilities in Tsunami affected areas In the Annual Plan 2005-06, an amount of Rs.1520.00 lakhs has been proposed to take up 182 works which includes an amount of Rs.1020.000 lakhs to take up 62 Nos. of Tsunami reconstruction works. Instances of lapses in the management of resources and failures in the observance of the norms of regularity, propriety and economy have been presented in the succeeding paragraphs under broad headings. 2.1 Avoidable expenditure TOWN AND COUNTRY PLANNING DEPARTMENT PONDICHERRY HOUSING BOARD 2.1.1 Avoidable liability due to delay in finalisation of tender Failure to finalise a tender within the validity period resulted in avoidable liability of Rs 83 lakh. In response to tenders called for (December 2005) by the Executive Engineer (EE) of the Pondicherry Housing Board (PHB) for the work of construction of 36 Middle Income Group flats at Valatheru, Karaikal, four tenders, valid upto 1 March 2006, were received. The lowest tender of Rs 2.61 crore, recommended (9 February 2006) by the EE, was approved by the Technical Committee (TC) on 27 March 2006. Though the validity of the lowest tender was extended up to 31 May 2006, the work was not awarded due to enforcement of the election code of conduct for Assembly and Local Body Elections. As the successful tenderer refused to extend the validity of the tender beyond 31 May 2006, the work was awarded (January 2007) for Rs 3.44 crore on retender. The contractor had completed about 77 per cent of the work (March 2009) and payment of Rs 2.36 crore was made for the same.
