Sop for Covid-19 Lockdown. Thimphu Dzongkhag August, 2020 SOP FOR COVID-19 LOCKDOWN. THIMPHU DZONGKHAG AUGUST, 2020 1. SCOPE This plan and SOPs shall be enforced upon the confirmation of local/community transmission in Thimphu Dzongkhag and Thromde, and as per the directives of National COVID-19 Task Force and the Royal Government of Bhutan for lockdown. 2. OBJECTIVES 1. Ensure that emergency medical services are provided to the public as per need. 2. Ensure that essential services such as electricity, water, mobile services, cable services, sewerage and waste disposal services are provided. 3. Ensure that essential commodities are supplied to the public. 4. Ensure market accessibility for farm and livestock products. 3. General procedure for lockdown. 1. The lockdown shall be enforced as per the directives of the National COVID-19 Task Force and the Royal Government. 2. The Gewogs shall be intimated accordingly of the lockdown 3. Dzongkhag COVID-19 Task Force shall function as usual from the Dzongkhag Headquarter.(Annexure 1. Contact details of Task Force members) 4. All the Schools, religious institutions, Government, Corporate, Private, NGOs, Autonomous offices under the Dzongkhag shall remain close. 5. All Public Health Centers shall remain open with staff on rotation basis. 6. All the Gewog Offices shall remain open. 7. Office of the responders those who are engaged in COVID-19 shall remain open with minimum essential staff below the age of 50 years old. 8. Ensure Kidu Services are provided to the beneficiaries as usual. 9. Provide immediate relief services during natural disaster and calamities. 10. All industries with the exception for industries producing essential goods and food items shall remain open. Installations and industries that remain operational shall comply with all Protocols/Advisories issued by the Ministry of Health. 11. Movement of vehicle and people shall be restricted except for emergencies. 12. All the shops, hotels, bars, restaurant, entertainment centers, recreational facilities shall remain close except for those identified and approved by Dzongkhag Task Force for the purpose of addressing COVID-19 pandemic. 13. The Gewog administration shall strictly enforce lockdowns in their respective Gewogs. 14. The Dzongkhag Health Officer shall monitor health emergencies in the Dzongkhag. 15. The Dzongkhag Agriculture Officer shall coordinate the collection of farm produce and livestock products from the Gewogs for market accessibility. 4. Structure of Dzongkhag Incident Management Team. 5. SOP for Emergency Medical Services. 1. The emergency medical services shall be monitored and spearheaded by Dzongkhag Health Officer. ( Kencho Wangdi, 17129873) 2. Ensure that all public health centers are open with one staff on rotation basis. 3. Ensure that basic medicines are stockpiled in the health centers. 4. Ensure psychological first aid services are provided. (Annexure 2. list of Councilors for Psychological first aid services) 5. Ensure that medicines are supplied to elderly and people with underlying health conditions on door to door basis by health personnel.(Annexure 3. list elderly people ) 6. Routine checkup of pregnant are carried out in the Gewogs. (Annexure 4. list of pregnant women) 7. DHO shall liaise with Ministry of Health and JDWNRH during medical emergencies. (Annexure 5. contact details of National Response Team) 8. Contact details of Dzongkhag health personnel ( Annexure 6 ) 6. SOP for Essential Services (Basic utilities). 1. The Dzongkhag shall ensure that essential services such as electricity, water, waste disposal, sewerage, internet, road maintenance, cable TV, radio, print and broadcast media services are provided to the public. 2. Any officials assigned for providing above services shall be allowed to move with permits issued by the Dzongkhag IMT. 3. The Dzongkhag shall issue permits for registered private vehicles assigned for ensuring continuity of services.(Annexure 7. List of private vehicles) 4. The Incident Commander (Dzongdag) shall oversee and coordinate operations with supported by Incident Management Team. 5. Any households requiring essential services shall directly contact respective Gups,Mangmis, Tshogpas and Gewog officials who will then intimate Dzongkhag(Annexure 8. Contact details of LG officials) 6. The Dzongkhag Health Sector in consultation with MoH shall provide training on containment protocol to all personnel identified for ensuring continuity of essential services. A. Electricity Services. 1. Mr. Karma Chhophel,(17392784) Chief Manager, Electricity Supply Division shall spearhead the continuity of electricity supply and immediate maintenance in the Dzongkhag. 2. Team leaders shall assess the complaints received through BPC toll free No 1250 and depute personnel based on assessment.(Annexure 9. List of BPC officials) 3. In case of minor complaints, respective service center staff shall be deputed. 4. In case of disruption of electrical network, the group identified shall be deputed to assess and carry out repair/maintenance. 5. In case of disruption in the transmission system, the Transmission and Substation Maintenance Division group shall be deputed to assess and carry out repair/maintenance. 6. The Dzongkhag Engineering Sector shall depute electricians to the Gewogs if immediate maintenance is required in Gewog office and Government infrastructures. B. Water Supply. 1. The Dzongkhag Engineering Sector headed by Chief DE( CL Das, 17129810) shall ensure that there is continuous water supply in the Gewogs. 2. Technicians shall be deputed to the sites as and when there are disruptions in water supply. 3. The technicians shall be deputed on rotational basis. C. Solid waste management. 1. The Dzongkhag shall deploy garbage collector trucks to the Gewogs as per the requirement. 2. The Dzongkhag MTO shall monitor the collection of waste. 3. Driver and handy boy will be provided with basic PPEs to collect the waste and shall follow the COVID-19 safety protocol issued by MoH. 4. Garbage collector truck shall dump the waste at landfill at Memelakha. 7. SOP during Disaster 1. The Dzongkhag Administration shall immediately respond to the event of any natural and manmade disasters. 2. Dzongkhag Disaster Management Officer ( Tandin Wangchuk, 17129796) shall lead the response for any disaster. 3. The Dzongkhag shall provide immediate relief services to those people affected by disaster. 4. The RICBL shall immediately provide insurance claims as per their Rules and Regulations to the affected people and households. 5. The Dzongkhag Kidu Officer ( Gyeltshen, 178444041) shall continue to provide all the Kidu services to the beneficiaries as usual. 8. SOP for movement of public and private vehicles for emergency. 1. As per the directives of the Royal Government, the Dzongkhag Administration shall issue public notification for lockdowns in the Gewogs/Dzongkhag and restrict all movement of people and vehicles. 2. The Gewog Administration, Royal Bhutan Police and Desuups shall enforce lockdown in their respective Gewogs with “stay at home order” and prohibit any sort of public gathering in the community. 3. No person shall be allowed to move in or out of the lock down area unless permitted by a competent authority. 4. Responders/duty bearers shall be allowed movement and permits/card shall be issued by HRO in consultation with Incident Management Team. 5. Family members will be allowed to attend funerals based on approval from a competent authority as per the procedures prescribed by MoH. All persons attending funerals shall observe strict physical distancing, use of face masks and comply with all health advisories issued by Ministry of Health. 6. RBP and Desuups supported by Gewog administration shall set up and monitor secondary checkpoints at entry and exit points in the Gewogs,informal entry and exit points connecting Thimphu Dzongkhag to other Dzongkhags to control unauthorized movement of people and vehicles.(Annexure 10 List of Entry and exit check points and Annexure 11. List of informal routes) 7. RBP and Desuups shall ensure the movements of all public, commercial and private vehicles are restricted except emergency vehicles (Fire, Police, Ambulance), essential service vehicles (waste, sewerage, telecommunication, electricity, road maintenance, cable TV) and those authorized by the Dzongkhag IMT. 8. RBP supported by Desuups, Volunteers and Gewog administrations shall enforce health safety protocols such as physical distancing, hand washing, mandatory use of face mask and Druk Trace App as applicable. 9. SOP for Distribution and Transportation of Food Commodities. 1. The Dzongkhag headed by DAO (Sonam Zangpo, 17129792) shall facilitate distribution of food commodities from specified locations stocked up by FCB in Villages/towns/Gewogs under Thimphu Dzongkhag. (Annexure 12 Distribution points) 2. Dzongrab will spearhead the overall service delivery of food commodities. (Annexure 13. List of essential items) 3. Households in need of food commodities shall contact Gups, Mangmis, and Tshogpas of respective gewogs who will provide distribution point and timing for just one member of household to pick up the food commodities.(Annexure 14. Distribution points) 4. Requirements from households shall be collected/submitted in the morning and deliveries will be made in the afternoon to ensure efficiency and safety. 5. The household members coming to pick up food commodities will strictly follow timing provided for pick up. 6. These household members will not be allowed to stop their vehicles in between their house and pickup centers.

Martin Institute of Current World Affairs 4 West Wheelock Street Hanover, New Hampshire 03755 USA Dear Peter, The yak (Bos grunniens) is found throughout the Himalaya, the mountainous regions along the Chinese border, and in Mongolia (See Figure I). The residents of Jigme Dorji National Park (JDNP) heavily rely on this domesticated ungulate. It ploughs fields, carries loads, provides nourishment, clothes with its wool enhances the soil with its manure, and generates income. It is valued at its birth for its mere existence. It is valued at its death for its meat and hide. It is sacrificed at religious festivals, and is a reminder that wealth and status comes in many other forms This past June, two conservation officers from the government's Nature Conservation Section, three student interns, and I conducted socio-economic surveys in the western regions of Jigrne Dorji National Park (CMC-4). The purpose of the field trip, to assess natural resource utilization patterns and the riving standards of the park's resident population, was financially supported by the WWF-Bhutan Program. In July, another field team conducted the same survey in the Laya and Lunana regions of the park (See Figure 12). While I was unable to PAKISTAN accompany tls second team, I trained the interns and the team leader in survey techniques. I stressed that knowing why people manage natural resources in the ways that they do is just as important as INDIA knowing how people are managing resources now, or were in the past.
