Building Statistics 2017-18 GOVERNMENT OF KERALA BUILDING STATISTICS 2017-18 HOUSING DIVISION DEPARTMENT OF ECONOMICS & STATISTICS THIRUVANANTHAPURAM 2021 Preface Over the last few decades, construction sector has become one of the key drivers of the economy of Kerala, in terms of both generation of income and creation of employment opportunities. This sector contributed nearly twelve per cent of the Gross State Domestic Product of Kerala in 2017-18. Since it being a basic need of human beings, providing safe and adequate housing facilities to the people is a cause of great concern for every welfare state. Various programmes, policies and initiatives are organized by the governments to meet this challenge. Investors in this sector, including individual builders, are keenly observing even minute changes in price, policies, laws, regulations etc. At the same time, ever-increasing density of concrete buildings is seen alarmingly by the environmentalists. In these circumstances, the statistics related to construction activities are of prime importance to Government, various stake holders, environmentalists and researchers alike. Along with the growth of construction sector, the need for reliable housing statistics has also increased considerably. The department has been collecting, compiling and publishing building statistics of both rural and urban areas of Kerala from 2015-16 onwards. Data pertaining to the number of newly constructed buildings, classification of newly constructed buildings on the basis of type of ownership and type of roofing, density of newly constructed buildings, comparison with the data of previous years etc. are included in this report. Data are available at panchayat or municipality level itself. The database will be a guideline factor based on which the housing policies of the state have to be evolved and its efficacy monitored. I congratulate field level officers of districts for their earnest effort in collecting the data pertaining to the field of Housing Statistics and the Labour & Housing Division of this office for their painstaking effort in compiling them. The average density of new buildings in Kerala (excluding forest areas) is 13.21/ sq. km. The number of buildings built in 2017-18 is 4.8% less than that of previous year. Malappuram district has the highest number (55,052) of newly constructed buildings in this year, and Wayand, the lowest (11,104) In the case of density also, Malappuram ranks first among districts with 21.85 new buildings per square kilometer, while Idukki district has the lowest density (4.76/sq.km). Among Block Panchayats, Alengad in Ernakulam district has reported the highest number of new buildings in 2017-18 (6,374). Out of the total number of buildings newly built in Kerala this year, 76.30% are meant for residential purposes. Out of total number of buildings newly built in 2017-18, 2,83,045 are residential buildings. Among the residential buildings built in 2017-18, 2,74,800 are houses. Out of number of residential buildings newly built only 2.9% are for ‘other residential purposes’. In 2017-18, only 87,895 buildings have been constructed for non- residential purposes. Highest number of dwelling houses are constructed in Malappuram (38,692) district and least in Wayanad district (7,066) Buildings erected for commercial purposes account for 79% of the total number of non-residential buildings built in Kerala during 2017-18. 5 Department of Economics & Statistics Building Statistics 2017-18 Out of the total 3,70,940 buildings constructed in Kerala during this year, 3,62,794 buildings are owned by private parties and 3,886 buildings by Government/Local Bodies. Male-female ratio in the case of ownership of private buildings is 2.7:1 in the State in this year. 89.27% of the new buildings have concrete roofing in 2017-18. The housing industry of India is one of the fastest growing sectors. Even after 73 years of independence, the country is still grappling with the growing shelter problem, especially of the poor. Adequate housing facility is a reflection of a nation’s economic prosperity and social well-being of its citizens. The Union and state government is responsible for formulation and implementation of social housing schemes. Housing highlights various initiatives and schemes implemented by government for rural, urban and EWS housing. In the context of formulation of Housing policy and programmes, the need for reliable Housing statistics has increased considerably. Building statistics help us to understand the present housing conditions and the impacts of the housing policies of the state and nation. The housing sector plays an important role in the socio-economic upliftment of a society and a crucial role in the economy of the country. As per the recommendations of National Statistical Commission (NSC) and direction from Government of Kerala, Department of Economics and Statistics has been collecting panchayat level building statistics (Rural sector) since 2001-2002. From 2015-2016 onwards department is collecting building statistics from all Local Bodies both rural and urban sector through district offices of Department of Economics & Statistics. 9 Department of Economics & Statistics Building Statistics 2017-18 Concepts and definitions The concepts and definitions of some of the important terms used in the report are given below. 1. Building: A building is any independent or free standing structure comprising one or more rooms or other spaces, covered by a roof and usually enclosed within external walls or dividing walls which extend from the foundation to the roof. Dividing walls refer to the walls of adjoining building which have been constructed so that they are contagious e.g., dividing walls of house in a row.

I combine an analysis of in-house research activities by ayurvedic firms in South India with their inter-firm and inter-institutional relations in the establishment of a new innovation regime aiming to promote growth in the ayurvedic sector. The tensions typical of this competitive envi- ronment are discussed by paying attention to the absence of contingent regulatory practices and the recent efforts in this direction as illustrated by the use of the ‘Magical Remedies Act’ to curtail the claims of many firms in the market. The ayurvedic pharma- ceutical company Oushadhi owned by the Government of Kerala as well as the private firms SNA Oushadhasala Pvt. Ltd. and Vaidyaratnam Oushadhasala Pvt. Ltd. (all from Thrissur district of Kerala) are analysed to delineate their research priorities and bottle- necks for innovations. The data of this ayurvedic sector is contrasted with the case of the Kani tribe and the ways in which their traditional knowledge has been reformulated into an industrial ayurvedic product. The present study attempts to develop a framework for identifying products which could be produced by micro enterprises promoted by SHGs. Micro enterprises face several constraints such as the inability to invest heavily and low skill sets available. The framework addresses the issues of profitability, marketability and pricing. The framework explores issues such as space for a new entrant in the market place, the level of consumption, competition in the market, entry and exit barriers, brand loyalty, willingness to switch over to products of micro enterprises, possibility of niche marketing and alternate channels of marketing, presence of substitute products, possible geographical reach, presence of other competing SHGs, possibility of marketing along with other products etc. The study suggests the importance of forming an umbrella marketing organization. It also emphasises on the need for ensuring the quality in production. By their very nature, production under micro enterprises could be happening in different homes and ensuring uniformity and standards is a major problem. The work force has to be trained on the importance of quality standards and they have to be made aware that they are competing very often with organized players and only quality will ensure the very survival of the enterprise.

NARAYANAN OF THE INDIAN ADMINISTRATIVE SERVICE DIRECTOR OF CENSUS OPERATIONS KERALA 1976 3/19-i FOREWORD In order to ensure complete coverage at a population count, the Census Organization obtains or prepares up-to-date detailed maps of all administrative units in the country on the eve of a census. Though in several parts of the country maps of the districts, taluks etc., are available with the State Revenue or Survey authorities, often times, they required to be brought up-to-date and they also varied greatly in scale. One also found it difficult to secure a complete or compact set of all these maps from State authorities. The Census Organization took upon itself the task of updating of the administrative maps and the standadization of scales essentially to meet its own requirements of coverage at the census and analysis of data. Standardization of symbol was also attempted to depict certain features such as the Statejdistrictjtaluk boundades, administrative headquarters, national and state highways and other roads, markets and mandis, post and telegraph offices, travellers' bungalows, hospitals, etc. In each of the District Census Handbooks (there are 356 districts in the country) the district map as wdl as the taluk maps will be printed. While these administrative maps, prepared with great amount of care and effort, served the purposes of the census extremely well, the 1971 Census Organization felt that these would be invaluable for many an administrative purpose and for planning and also to the scholars who might like t~! utilize these maps for various studies.

This is something like a directory of fairs and festivals in the State arranged according to di'>tricts and taluks, which might excite the curiosity of the scholars who are interested in investigating the religiou, centres and festivals.
