I combine an analysis of in-house research activities by ayurvedic firms in South India with their inter-firm and inter-institutional relations in the establishment of a new innovation regime aiming to promote growth in the ayurvedic sector. The tensions typical of this competitive envi- ronment are discussed by paying attention to the absence of contingent regulatory practices and the recent efforts in this direction as illustrated by the use of the ‘Magical Remedies Act’ to curtail the claims of many firms in the market. The ayurvedic pharma- ceutical company Oushadhi owned by the Government of Kerala as well as the private firms SNA Oushadhasala Pvt. Ltd. and Vaidyaratnam Oushadhasala Pvt. Ltd. (all from Thrissur district of Kerala) are analysed to delineate their research priorities and bottle- necks for innovations. The data of this ayurvedic sector is contrasted with the case of the Kani tribe and the ways in which their traditional knowledge has been reformulated into an industrial ayurvedic product. The present study attempts to develop a framework for identifying products which could be produced by micro enterprises promoted by SHGs. Micro enterprises face several constraints such as the inability to invest heavily and low skill sets available. The framework addresses the issues of profitability, marketability and pricing. The framework explores issues such as space for a new entrant in the market place, the level of consumption, competition in the market, entry and exit barriers, brand loyalty, willingness to switch over to products of micro enterprises, possibility of niche marketing and alternate channels of marketing, presence of substitute products, possible geographical reach, presence of other competing SHGs, possibility of marketing along with other products etc. The study suggests the importance of forming an umbrella marketing organization. It also emphasises on the need for ensuring the quality in production. By their very nature, production under micro enterprises could be happening in different homes and ensuring uniformity and standards is a major problem. The work force has to be trained on the importance of quality standards and they have to be made aware that they are competing very often with organized players and only quality will ensure the very survival of the enterprise.

NARAYANAN OF THE INDIAN ADMINISTRATIVE SERVICE DIRECTOR OF CENSUS OPERATIONS KERALA 1976 3/19-i FOREWORD In order to ensure complete coverage at a population count, the Census Organization obtains or prepares up-to-date detailed maps of all administrative units in the country on the eve of a census. Though in several parts of the country maps of the districts, taluks etc., are available with the State Revenue or Survey authorities, often times, they required to be brought up-to-date and they also varied greatly in scale. One also found it difficult to secure a complete or compact set of all these maps from State authorities. The Census Organization took upon itself the task of updating of the administrative maps and the standadization of scales essentially to meet its own requirements of coverage at the census and analysis of data. Standardization of symbol was also attempted to depict certain features such as the Statejdistrictjtaluk boundades, administrative headquarters, national and state highways and other roads, markets and mandis, post and telegraph offices, travellers' bungalows, hospitals, etc. In each of the District Census Handbooks (there are 356 districts in the country) the district map as wdl as the taluk maps will be printed. While these administrative maps, prepared with great amount of care and effort, served the purposes of the census extremely well, the 1971 Census Organization felt that these would be invaluable for many an administrative purpose and for planning and also to the scholars who might like t~! utilize these maps for various studies.
