    Briefing Political Trends & Dynamics The Far Right in the EU and the Western Balkans Volume 3 | 2020 POLITICAL TRENDS & DYNAMICS IN SOUTHEAST EUROPE A FES DIALOGUE SOUTHEAST EUROPE PROJECT Peace and stability initiatives represent a decades-long cornerstone of the Friedrich-Ebert-Stiftung’s work in southeastern Europe. Recent events have only reaffirmed the centrality of Southeast European stability within the broader continental security paradigm. Both de- mocratization and socio-economic justice are intrinsic aspects of a larger progressive peace policy in the region, but so too are consistent threat assessments and efforts to prevent conflict before it erupts. Dialogue SOE aims to broaden the discourse on peace and stability in southeastern Europe and to counter the securitization of prevalent narratives by providing regular analysis that involves a comprehensive understanding of human security, including structural sources of conflict.     Putin’s Useful Idiots: Britain’s Left, Right and Russia Russia Studies Centre Policy Paper No. 10 (2016) Dr Andrew Foxall The Henry Jackson Society October 2016 PUTIN’S USEFUL IDIOTS Executive Summary ñ Over the past five years, there has been a marked tendency for European populists, from both the left and the right of the political spectrum, to establish connections with Vladimir Putin’s Russia. Those on the right have done so because Putin is seen as standing up to the European Union and/or defending “traditional values” from the corrupting influence of liberalism. Those on the left have done so in part because their admiration for Russia survived the end of the Cold War and in part out of ideological folly: they see anybody who opposes Western imperialism as a strategic bedfellow. ñ In the UK, individuals, movements, and parties on both sides of the political spectrum have deepened ties with Russia. Some individuals have praised Putin and voiced their support for Russia’s actions in Ukraine; others have travelled to Moscow and elsewhere to participate in events organised by the Kremlin or Kremlin-backed organisations; yet more have appeared on Russia’s propaganda networks. Some movements have even aligned themselves with Kremlin-backed organisations in Russia who hold views diametrically opposed to their own; this is particularly the case for left-leaning organisations in the UK, which have established ties with far-right movements in Russia. ñ In an era when marginal individuals and parties in the UK are looking for greater influence and exposure, Russia makes for a frequent point of ideological convergence, and Putin makes for a deceptive and dangerous friend.

CREST is commissioned by the Economic and Social Research Council (ESRC Award: ES/N009614/1) with funding from the UK Intelligence Community. 1 Introduction This paper considers the ‘far-right’, an overarching term that includes a range of ideologies encompassing both the radical right (democratic) and extreme right (anti- democratic) (Ravndal & Bjørgo 2018). The defining characteristic of the far-right for this paper is: A narrative of racial and/or cultural threat to a ‘native’ group arising from perceived alien groups within a society. This is considered a working definition intended to bound this paper only, this should not be treated as comprehensive.1 This paper focuses on the far-right in the United Kingdom. However, far-right activism is transnational, and so it has not been possible to limit this research exclusively to the UK, nor can the UK far-right be considered in isolation from the wider far-right (Zúquete 2015). The far-right is not composed only of discrete and easily identifiable groups. While various organisations are components of the far-right, including gangs, protest movements, pressure groups, and political parties, the far-right as a whole is amorphous. Its messiness is inherent, stemming from a diverse range of ideologies and narratives enacted over a wide range of geographic contexts by multiple actors. Adding to this, digital technology has allowed an already complex patchwork of groups, influencers and activists to diffuse further through multiple and sometimes overlapping presences on an array of digital platforms.

However, social movements reflecting similar political orientations have rarely been conceptualized as “reactionary.” To better understand the political orientations of reactionary transnational social movements such as the Identitarians and the Defence Leagues, we explore how and why ethnonational symbols derived from the medieval period are utilized by adherents. This interdis‐ ciplinary investigation argues that, through processes of mediated political medievalism, ethnonational symbols are used as strategic framing devices to reimagine an idealized “golden age” of distinct European nations, to assign blame for the erosion of ethnonational identity through multiculturalism, immigration and “Islamization,” to establish an intergenera‐ tional struggle against the supposed incursion of Islam in Europe, and to proscribe and justify the use of violence as a means of re‐establishing the primacy of European nations. The legacy of the recent Yugoslav Wars of the 1990s persists to this day and contributes to ongoing ethnic and political tensions. External actors including Russia, Saudi Arabia, and Qatar are exploiting these tensions to service their own agendas of ethnic or political dominance. In addition, citizens in the Western Balkans are increasingly disillusioned with their local governments and the West (specifically, the US, EU, and NATO). Collectively, these tensions and disillusionment, intentionally aggravated by external actors, fuel Islamist and far-right radicalization and recruitment. Based upon a review of the secondary academic and policy literature as well as in- depth interviews with subject matter experts and on-the-ground practitioners, this report examines the drivers and mechanisms of Islamist and far-right radicalization and recruitment in the Western Balkans — specifically in Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia. After reviewing these drivers, we propose potential responses with an emphasis on strategic communications and local ownership. These include increasing media literacy, the development of local fact-checking institutions, the promotion of impartial journalism, fostering the development of counter-narrative and inoculation messages delivered through strategic cultural sectors, and support for local pro-democracy organizations and groups.
