The pandemic presented abrupt challenges both for educational institute and forcing them to embrace sudden and swift transitions like alternative teaching methods with heightened use of technology. It is commendable that within no times, both students and teachers have adapted themselves well to continue with their core missions of teaching and learning. This pandemic has a great lesson for us. The gravity and severity of the problems notwithstanding, human ingenuity and resolve is capable of getting over it. If there are problems there are solutions. It is quite heartening that the HNB Garhwal University, within a brief span since its inception, has made significant strides in the field of higher education. The University is imparting education to students from across the country and making wholehearted and incessant endeavours towards making education a vital means of national transformation. According to Swami Vivekananda, “Education is not the amount of information” but “life –building, man-making, character- making assimilation of ideas. If you have assimilated five ideas and made them your life and character, you have more education than any man who has got by heart a whole library.” It is therefore quite imperative and essential that the education system lays greater focus on life- building, man-making and character-building of our students, the makers and the shapers of new India, mindful of the great heritage of India- the cradle and continuum of civilization. It is for the first time that we are holding our University Convocation through the online digital mode. It represents the triumph of technology, which is enabling mankind to find new solutions and bringing the world closer. I would like to congratulate the Vice Chancellor, the Faculty and staff of the University, as well as the students, who have managed to make this possible. This is the sort of initiative we need to enable our country to develop on a fast mode. On line teaching has also started. Whenever a new experiment takes place, a few hiccups are bound to occur but we should not be disheartened. If we all work together, the Faculty, staff and students, these initial problems can be sorted out in a short time. COVID 19 has taught us to discover alternatives to our present way of living. Work from home is now a much talked about strategy and is bound to leave a permanent orientation to our living styles. A Convocation is a festive time for the entire family of the University. The global pandemic has presented a challenging scenario in all sectors including higher education. While it has been slightly easier for professionals to adopt the new work culture of “work from home” but in academics to continue teaching and learning as well as to shift from in person classroom teaching to online teaching, was quite challenging. As a matter of fact, still majority of population living in the rural areas is not completely equipped with fast internet, uninterrupted power supply and electronic devices and grappling with these challenges to make education completely digital or online. But COVID-19 has brought a paradigm shift in the educational system. With the Department of Education, Government of India's various initiatives for online teaching and learning as a stop-gap arrangement to evade any disruptions in academic calendars, now e-learning and teaching has not only allowed the faculty of almost all universities to perform but also reform and transform the education sector. In fact, online learning has paved a way to retain normalcy in education sector and it is heartening to see that not only urban educational institutes, but the state-run schools in rural areas have also gone digital and resorted to online classes to avert academic losses. With this, the National Education Policy 2020, has presented a remarkable shift in educational scenario including Higher Education to allow India to take a big leap in the knowledge economy of 21stcentury. The quality higher education aims to develop- good, thoughtful, curious and creative individuals. It proposes specialization in one or more areas of interest at a deeper level with a vision of developing character, ethical and constitutional values, intellectual curiosity, scientific temper, creativity and spirit of service. The set mission of NEP has been specified as Multidisciplinary Approach to academics to enable personal accomplishment and enlightenment, Constructive Public engagement and Productive contribution to society as well as integration and blending of STEM with humanities and social sciences. Here the universities are supposed to take lead and play vital role in proposing new thoughts, ideas and insights in the spheres of art, culture, humanities, fundamental and applied sciences, social sciences, political governance and build a new and creative India. To pursue this great aim, India desperately needs to invest in the youth through creative interventions to enhance their skills and capacities for holistic development. Since, the dreams of transforming India to become a knowledge economy can only be realized through quality education, research, innovation and extension therefore, higher education has a great role to play in building new India and act as catalyst to bring desirable changes by good performances. The H.N.B. Garhwal University, nestled in the lap of Garhwal , is the only Central University in Uttarakhand. Situated in the tough terrains, the university with three different and diverse campuses covers the areas consisting of large number of socio-economically deprived population therefore working for the educational upliftment and excellence through skill enhancement is the key objective for it. And, this objective is being pursued through teaching meaningful courses, research and community outreach and extension activities. The University, at present, has piquant challenges of catering to the need for regional and community development in the unprecedented scenario of COVID-19 pandemic. The university, through its researches on Himalayan Geology, Medicinal Plants, Alpine and Aquatic biodiversity, climate changes, disaster risk reduction, Environment, Culture and Archaeology and socio-economic issues is working for the cause of regional and community development as well as maintaining the standards of content and pedagogy. During the COVID period Online Teaching Learning, organization of webinars, Online Conference, workshops and training programs organized by various departments filled up this gap effectively. Besides this the Language Labs, Internal Quality Assessment Cell, Innovation Cell and Faculty Development Centre under Pt. Madan Mohan Malviya Mission for Teachers and Training, Ministry of Education, Government of India, are also working in the direction of excellence and catering to the needs of students and faculty as well. The o n l i n e c o u r s e s f r o m t h e U G C / G o v e r n m e n t p l a t f o r m s l i k e SWAYAM/MOOC/SWAYAMPRABHA are being adopted through proper procedures. The Learning Management System developed during Corona times by the university is also a step in the right direction. Online admission and other process are also helpful. The smooth functioning of SAMARTH portal of the Ministry of Education, the implementation of PFMS, the e-tendering process and purchases through GEM has made the goal of digitalization and online transaction easier as well as transparent. The university is not only acquiring the status of pan India character but through various MoUs for research and teaching, exchange and interaction with various national and international universities/ institutes is registering its presence globally. Similarly, the establishment of the Indian Himalayan Central Universities' consortium is aimed not only for academic excellence and human centric researches but also developing connection, networking and uniting the whole Indian Himalayan region as “one Himalaya”. “A” accreditation by NAAC is also a certification of excellence and growth in terms of infra-structural facilities after the up gradation of H.N.B Garhwal University as a Central University in 2009 has been quite visible. It is matter of great happiness that the University is holding its 8thconvocation through online mode on December 1, 2020. This is the third successful and consecutive convocation after the up gradation of the HNB Garhwal University as Central University in 2009 from a state University. 29 Hemvati Nandan Bahuguna: The Glorious Son of Himalayan

Revered late Sri Hemvati Nandan Bahuguna ji was a vibrant, dutiful and time- transcending leader who had enhanced the glory of not only his motherland Garhwal but of the entire nation. Establishing academically meaningful existence and identity, our University, was rechristened as Hemvati Nandan Bahuguna Garhwal University to earn same name and fame. On the auspicious occasion of its 8th convocation the University pays humble tributes to the great Son of the Soil with great reverence. Respected as popular national leader sri Bahuguna ji was born in village Bughani, District Garhwal of the then United Province [ now Uttarakhand] on 25thApril 1919. He had his early education from various primary Schools situated in the hilly areas like Guptakashi, Shilaunja and Devalgarh. After passing class VIII from schools at Khirsu and Unkhimath, he took admission in DAV school in class IX. In 1938 he passed High School in first division and scored distinction in three subjects. After completing his Intermediate from the Government Inter College Praygaraj in first division, he took admission in University and graduated with first division. In the young student life, he was very rational, logical and vibrant. Sri Bahuguna ji was a nationalist and had an orientation towards patriotism right from his student life. At that time, India was under the colonial British rule and the determination to liberate the country invoked his political consciousness. Consequently, on the national and international canvas, he emerged as strong personality striving for India's independence. In the persisting situation of those days Anand Bhawan at Prayagraj [Allahabad] was the rendezvous for dialogue and discussion on Indian politics. The political life of Sri Bahuguna was groomed by the political activities of the Nationalist thinkers like Pt. Jawahar Lal Nehru, Sri , and . Due to his determination and devotion towards the focused aim, he become close to Jawahar Lal Nehru. 30 Since he had unconquerable capacity of student leadership, thus he took over the reins of Students' Union during the in 1942. During the independence movement he was declared a revolutionary and the British Government announced a reward for getting him arrested alive or dead. As a result, he went underground. Later, he was arrested in 1945 and sent to Anhat Jail at Sultanpur. After one year he was released from jail and thereafter he registered his presence as a labour leader with the leadership of the Labour Sabha in Allahabad. Late Sri H.N. Bahuguna was an in-depth scholar and nationalist thinker. He had a vast cosmic vision. With the establishment of Students' Congress in 1946, he joined the organization as the Vice President along with Ms. Aruna Asif Ali and Ms. Purnima Banerjee. He was the staunch supporter of 'Sarvdharma Sambhav' (Equal Respect of All Religions) and Saamajik Samata (Social Equality). As a visionary politician focused and devoted to the welfare of the poor, the farmers and the labourers, he established himself as great leader among the topmost leaders of the post independent India. He successfully passed through all the political stages and continuously got elected to Vidhan Sabha of Uttar Pradesh first time in 1952, with huge margin from Karchana (North),Chail (South) of Allahabad, and joined Uttar Pradesh Assembly as a Member. In 1953, he became a member of the Indian Trade Union Congress and simultaneously established the progressive weekly 'Pukaar' published from Prayagraj. In 1957 assembly poll, he won from Sirathu and he was given the responsibility a parliamentary secretary in the state's Ministry of Labour and Social welfare. Later, he was elevated as a Deputy Minister for Industries in Government of Uttar Pradesh in 1962. In 1964, with the death of Pt. Jawahar a change in the values nationalism and political events was witnessed and Indian politics started taking a new turn under the leadership of Smt. Indira . Bahuguna ji immensely contributed for providing political stability to Smt. . In 1967, he became the Finance and Transport Minister in Uttar Pradesh. Influenced by his working efficiency, Smt. Gandhi inducted him in her cabinet as the State Minister [Independent charge] for Communication in 1971. During his tenure, he developed modern communication system by opening new vistas for the progress. The hilly areas, neglected for years, were also benefited by this. After winning the 1971 election from Prayagraj, he became the main proponent of politics of the center. During this time, a serious political turmoil in Uttar Pradesh occurred and Smt. Indira Gandhi assigned him the responsibility of the Chief Minister of Uttar Pradesh in 1973 to deal with it. During two years of the Chief Minister, Sri Bahuguna ji accomplished all round development of the state. Besides this, he held important positions like Union Minister of Petroleum, Chemicals and 31 Fertilizers in the cabinet headed by Sri Morarji in 1977 and he was made Union Minister of Finance in the cabinet of Chaudhri in 1979. Although the political life of H.N. Bahuguna is saga of struggle, full of ups and downs but amidst all the obstacles, he made his journey like the perennial river Ganga, and never conceded defeat in his life. His clear-cut objective was to immerse his 'self' in the interest of national welfare and kept him away from parochial interest. His personality reflected the vivacity and vastness of Himalayas. His politics was motivated by the universally accepted ideals of humanity, society, the state and the nation. The unconquerable warrior in the field of action [Karma] and the glorious son of the Himalayas left for his heavenly abode on 17th March 1989 while undergoing heart surgery. He was cremated at his workplace at Prayag Sangam and his ashes were immersed at the ancestral cremation ground on the bank of Alakananda river in Garhwal. It was only due to his inspiration and efforts that Garhwal University was established in the year 1973 and after inception of Garhwal University, the first convocation was held in 1979 in which Sri H.N. Bahuguna was conferred 'Honoris Causa' with D. Phil. Degree. Sri Bahuguna Ji would always be remembered for the perseverance and commitment towards the growth and development of Garhwal University as well as for the energy spread by his unending consciousness. For the symbolic glorification of his name, the University's name was rechristened as H.N. B. Garhwal University from 25th April 1989 onwards which was upgraded as the Central University on January 15, 2009 by an Act of Parliament i.e. the Central Universities Act 2009. Therefore, getting inspiration from this great glorious personality, all of us should draw energy for the development and progress of state and country from his ideals. We must accomplish our duties regarding Learning, Teaching and Research in the divine light of his ideal persona and contribute our share in the development and progress of the Nation. And, our determination in this respect would be the real tribute to the glorious son of Garhwal Himalaya.

32 Srinagar Garhwal: A Historical Background

In ancient scriptures, Garhwal region has been stated as Tapobhumi, Himvant, Badrikashram, Uttarakhand and Kedarkhand. In Skandapuran, Kedarkhand (Garhwal) has also been stated as 'Swargbhumi' (Land of Heaven). From ancient era, as it has been the sanctum sanctorum for the to practice asceticism for spiritual peace. The source of the life-giving rivers of India -Ganga and Yamuna, the Garhwal region has been, directly or indirectly, influencing the Indian culture for centuries. The Himalayas and its rivers, originated from herewith, have special importance in the mind of people since Vedic period onwards. The famous pilgrim centres Gangotri, Yamunotri, Badrinath and Kedarnath had been established near the sources/originating places of these rivers. As it is situated in the centre of Garhwal region, Srinagar has been the centre of governance and political powers of this region. During ancient period, it was famous as Sripur and has been considered as the centre of practice to gain prosperity and wisdom (Laxmi-Vidya). Jagatguru Shankaracharya had also attained enlightenment at Srinagar. During medieval period, this place was the centre of Panwar kingdom. During last decade of the 15th and first decade of 16th Century, Garhrajya was integrated by the king Ajaypal, after winning more than 52 earlier established Garhis, integrated into united one (Gadhrajya); and its capital was established at Srinagar, with the construction of huge and splendid palaces. This place is the prime township situated en-route to the shrines of Badrinath and Kedarnath where worshiping places of other religions, have also been built along with the temples for Hindus. The grandson of King Ajaypal, Maanshah, further also enhanced the glory of this township. He built Raj-rajeshwari temple and a palace named Maanpur on the bank of river Alaknanda. Thus, Srinagar remained famous as the capital of Pawar Kings. It was the cultural centre of medieval India. On the basis of historical evidences, this place was visited by Jagadguru Shankaracharya and Gorakhnath. Present Bhaktiyana locality of the town is evidence of the fact that during the medieval period of bhakti movement, this place was abode or Bhakti+Ayan of the devotees (bhakts). The location of Sri Yantra and presence of Shankaracharya Math etc., in the Srinagar is the testimony of cultural, religious and spiritual grandeur. King Mahipat Shah built Keshavrai math which is famous in Srinagar as a symbol of Vaishnav Bhakti (devotion). It is also evinced that King Prithvipati shah got Madhavdas, the founder of Ramabhakti, settled at Srinagar. Thus, in the field of religion and faith, a harmoniously synthesized form of various religious beliefs can be seen here. The temples such as Raj-rajeshwari, Kamleshwar, Gorakhnath gufa, Keshavrai math, and Sri Raghunath Mandir present here, have been related to various 33 religious sects of Hindu religion i.e.., Shakts, Shaivas, Nathas and Vaishnavas respectively. The historical evidences proves that Srinagar (Garhwal) has been the region of meditation for the followers of various sects of Hindu religion. All such spiritual ideologies have influenced Srinagar directly or indirectly.

During Prithvipati Shah regime, Garhwal School of painting (Garhwali Painting) was also developed here. In this period famous painter from Delhi Darbar visited to Srinagar. Later on, this tradition was carried forward by the highly renowned painter and poet Molaram, who enriched and enhanced the cultural tradition and heritage of the Srinagar town. This historical town of Srinagar attained the glory of being the capital of united Garhwal for approximately 255 years (1548-1803CE). This town often suffered due to several natural disasters and calamities such as flood and earthquake. In 1803, the town was badly smashed and shattered due to earthquake. Further on August 25, 1884, the deluge caused by the breaking of Gohana lake washed away the entire town. Therefore, in 1894 the map for the new Srinagar was outlined at a higher elevation by the then collector E.K. Pauw. On this basis, the present Srinagar has been developed in quadrilateral configuration. Srinagar is located on the left bank of Alaknanda river at an elevation of 560 metres (1,837 feet). Its latitude and longitude distribution is between 30.22°N to 78.78°E. The shape of Srinagar is based on serpentine flow of Alaknanda river and the 34 and the land developed by it. Due to evenly formed landscape, the newly constructed campus of the University is known as 'Chauras Campus'. As located in a wide Valley of the lower Himalaya the climate of Srinagar falls in the category of Subtropical climatic condition. The population of this town and the towns nearby has been increased to more than 50,000 at present due to continuous migration from other parts of Garhwal region, which was 2091 in year 1901.

Being the hub of educational, cultural and political activities Srinagar is continuously heading towards progress. Keeping its external and internal in view or organisational maps, University was established in this town. During a long span of 47 years of its establishment in Srinagar, the symbol of higher education, Hemvati Nandan Bahuguna Garhwal University, after being upgraded to Central University in 2009, is constantly moving forward on the path of progress and development. At present, for Technical Education the National Institute of Technology and for medical education Veer Chandra Singh Garhwali Government Institute of Medical Science and Research have been established at Srinagar. Education is the only basis of progress of any region, state or nation. Thus, it would not be an exaggeration to say that the Lower and Higher educational structure of Srinagar has enhanced the glory of entire Uttarakhand and constant process of discovering new dimensions of progress is continued. Consequently, this place is now famous as a strong, well planned, structured and important centre of education.

Academic Ventures Establishment of the Indian Himalayan Central Universities' Consortium (IHCUC) 2020. With the innovative vision of the present Vice-chancellor Prof. Annpurna Nautiyal to conduct research for One Himalaya and its people and inspiration, active support and constant encouragement by the Hon'ble Union Minister of Education Sri Ramesh Pokhariyal Nishank Ji, the University has established Indian Himalayan Central Universities' Consortium ( IHCUC).The first meeting to lay the foundation of this consortium was chaired by the Hon'ble Union Minister of Education Sri Ramesh Pokhariyal Nishank Ji on December 1, 2019 in the gracious presence of Hon'ble National Security Advisor Shri Ajit Dobhal Ji, Kirti Chakra, and Hon'ble Chancellor Dr. Yogendra Naraian Ji, IAS ( Ret.) respected members of the EC, AC of the University and the Vice-chancellors of IHCUC. The IHCUC has been authorized by Niti Aayog, New Delhi to conduct studies on five thematic areas; Enumeration and valuation of the economic impacts of Female labour in the Hills; Agro- ecology in Himalayan States with special emphasis on marketing; Development of eco friendly and cost effective tourism in Hills; Opportunities of livelihood to check migration from Hills; Water conservation and harvesting strategies. The HNB Garhwal University, Nagaland University, Mizoram University, North Eastern Hill University, Sikkim University, University, Tezpur University, University, Manipur University, Central University of Jammu, Central University of Kashmir, Central University of Himachal Pradesh, Tripura University and CSIR-IHBT, Palampur are the partner institution of the consortium. The Ministry of Education has allocated an amount of 2 crore for the Consortium vide f. no. 53-2/2020( CU) dated 9 Oct.2020. 37 Ongoing projects: Total : 40 Projects are allocated to faculty members of various departments with an outlay of Rs: 12,92,87,000/- (Rs. Twelve Crore Ninety- Two Lacs Eighty-Seven Thousand) only. These projects are funded by various National and state level agencies. Research publications; During last one year the faculty members have published a total number of 270 research papers out of which [117 in 2019 and 104 in 2020) have been published in Scopus Research Journals. 57 seven chapters in books, and 14 books have also been published by the Faculty members. Efforts for On Line Teaching Learning, Examination and Admission: The COVID-19 posed a very serious challenge as the university was not geared up for online teaching and learning but within no time it was picked up and students were imparted on line education to complete their courses. To conduct Examination was also a challenge as due to lack of online facilities the university had to conduct in person examination of nearly 48,000 students of final semesters. With the guidance and able leadership of the Union Minister of Education Shri Ramesh Pokhriyal Ji the university took the challenge and despite severity of COVID the examination for 2019-20 session were conducted in person mode in 130 centers in the month of September very successfully with full COVID protocol and SOP. The results have also been declared and the classes for 2020-21 sessions have also started in online mode. The admission process is also online which provides a good learning for admissions in the same model for future sessions also. The development of LMS by the university is also an important effort to meet out the challenge of the online teaching and learning process. Library upgradation and Acquisition: During 2019-20, the University Library has procured many e-resources for the benefit of our students, researchers and faculty. And all these resources are accessible from our e-resource labs and departments. It has added 2690 e-books, 409 e- journals and databases like SCOPUS,India Stat

38 and Manupatra. Now more than 10400 e-books are available and accessible to our users community. Central Library has also procured State-of-Art digital scanner for digitization of rare books and theses of our University. Library automation process is under way. Contributions to online courses: University is hosting two SWAYAM MOOCs “Academic Writing” and Industrial Pharmacy through which more than 36000 learners from more than 85 countries are getting the benefit. The Faculty members have also contributed For SWAYAMPRABHA by recording 68 hrs. Lectures covering approximately 100 e-content in Pharmaceutical science and Philosophy. Innovative Practices: the University has taken up several innovative practices like SAIR-SALIKA, UMANG, prepared a documentary for popularizing Himalayan travel route of Swami Vivekanand, collection of books on various themes from states under ' Ek Bharat Shreshtha Bharat' and publication of books focused on local product and produce under our Hon'ble Prime Minister's call for 'Vocal for Local'. The university faculty is also actively involved in ' Namaami Gange' , 'Unnat Bharat Abhiyan' and several other programs through NSS and NCC Units. Social and Corporate Responsibility: The University authorities, administration, faculty members and staff are involved in taking up social and corporate responsibilities in systematic way. The development of Green areas in the campus, cleanliness, waste management and sanitization, demonstration units for education of community are some of the examples. The Physics department of the University is pursuing research for better understanding of aerosol-cloud-radiation-rainfall-climate interaction to make reliable predictions of weather and climate as well as better predictions of lighting and thunderstorm in Uttarakhand. Best Practices : Keeping in view the necessity of the time the university's innovation cell has made a low cost sanitization tunnel for our administrative building to meet the challenge of COVID-19, the engineering and instrumentation center has also fabricated UV chambers for sanitization of official files, stationery and other gadgets. The low-cost sanitization tunnel will also be installed in the schools of the adopted villages by the University under the ' Unnat Bahrat Abhiyaan' of Government of India. On the initiative of the Hon'ble Education Minister Shri Ramesh Pokhriyal Nishank Ji the office of Chief Project Manager, -Karnprayag, New BG Rail line project has agreed in principal to dump the disposable waste material in the damaged areas of Outdoor Stadium, Chauras Campus of the University (which was damaged during the 2013 floods ) which will also be protected and reconstructed by it later on.
