Minister’s Foreword In February 2004, after the failure of the original privatisation framework, the Victorian Government entered into new franchise agreements with Melbourne’s public transport companies, Yarra Trams and Connex. These partnership agreements find the balance between government support for public transport in Melbourne and the operational expertise provided by experienced private rail operators. Almost one year on, the new arrangements are running smoothly, providing stability across the public transport system and giving a solid foundation for a range of improvements in service delivery. Some of the other benefits to passengers that stem from these agreements include: • Additional front-line customer service staff; • Increased security patrols; • Improved driver training programs; • All night New Year’s Eve services; • Additional rolling stock; and • Improved standards for the upkeep of transport facilities. The key themes of this summary report include the background to the failure of the original contracts, the renegotiations, the nature of the new partnership agreements and the challenges of the refranchising process. INVESTIGATION OF THE RELATIONSHIP BETWEEN TRANSIT NETWORK STRUCTURE AND THE NETWORK EFFECT – THE TORONTO & MELBOURNE EXPERIENCE By Karen Frances Woo A thesis submitted in conformity with the requirements for the degree of Master of Applied Science Department of Civil Engineering University of Toronto © Copyright by Karen Frances Woo 2009 Investigation of the Relationship between Transit Network Structure and the Network Effect – The Toronto & Melbourne Experience Karen Frances Woo Master of Applied Science Department of Civil Engineering University of Toronto 2009 Abstract The main objective of this study was to quantitatively explore the connection between network structure and network effect and its impact on transit usage as seen through the real-world experience of the Toronto and Melbourne transit systems. In this study, the comparison of ridership/capita and mode split data showed that Toronto’s TTC has better performance for the annual data of 1999/2001 and 2006. After systematically investigating travel behaviour, mode choice factors and the various evidence of the network effect, it was found that certain socio-economic, demographic, trip and other design factors in combination with the network effect influence the better transit patronage in Toronto over Melbourne. Overall, this comparative study identified differences that are possible explanatory variables for Toronto’s better transit usage as well as areas where these two cities and their transit systems could learn from one another for both short and long term transit planning and design. ii Acknowledgments This thesis and research would not have been possible without the help and assistance of many people for which much thanks is due. -

The contract is for the operation of the Brisbane River ferry services and the maintenance of the vessels and associated infrastructure. SeaLink’s services are planned to commence on 4 November 2020 for a term of up to 15 years and will secure up to 250 local jobs, as well as the operation of 31 vessels and add millions of passengers to the 360 million passengers that the group already moves globally each year. The total contract revenue over the initial ten year term is estimated at approximately $390 million. According to SeaLink Group CEO, Clint Feuerherdt, securing this contract demonstrates the performance capabilities, expertise and strength of the combined group of SeaLink companies. “We had a vision to combine SeaLink’s marine experience and capabilities with Transit Systems’ public transport experience, to become a truly multi-modal transport provider.” “We look forward to working with the Brisbane City Council to deliver innovative and efficient transport services and bringing our people together to deliver a world-class ferry experience in Brisbane,” he said. -

Getting to OLMC Located on the leafy fringe of Parramatta’s vibrant CBD, OLMC provides students with access to all the arts, culture and other learning facilities of a major Western Sydney CBD. The central location and proximity to the Parramatta interchange (approximately 15 minutes’ walk) means students can comfortably travel to and from the College using public transport from throughout western, north western and south western Sydney. Most students use train or bus to travel to and from the College. From the Parramatta transport hub, students have 2 bus options: • State Transit Bus No 697W operates between Parramatta Station and OLMC (Ross Street) in the morning and the afternoon (subject to timetabling). • The free Parramatta Shuttle Bus runs from Parramatta Station and stops on O’Connell Street, across the road from the College. We link people and place. 2 capability statement capability our journey 3 our group Our History SeaLink began in 1996 when a group of South Australian investors and staff purchased the company from overseas owners, returning it to local ownership. Providing the major transport link between South Australia and Kangaroo Island, the SeaLink Travel Group grew rapidly with turnover rising from $11 million in 1996-97 to over $150 million in 2013, when the company debuted on the Australian Stock Exchange. By 2018 SeaLink was Australia’s largest marine and tourism business with operations across six states and territories, connecting our customers aboard ferries and Ropax vessels to many of Australia’s most beautiful island destinations, and providing land and water-based accommodation and hospitality experiences.
