    ICES Research Papers Producing the Present: History as Heritage in Post-War Patriotic Sri Lanka Nira Wickramasinghe Research Paper No: 2 July 2012 ICES Research Papers Producing the Present: History as Heritage in Post-War Patriotic Sri Lanka This paper explores the consolidation by a patriotic post-conflict state of a notion of history reinvented as national heritage. The distinction between history as an analysis of the past and heritage was rarely made explicit in the public discourse of Sri Lanka. After the war ended the distinction disappeared entirely except in some rare university history departments. Heritage as we understand it, is present centred and is created, shaped and managed by and in response to, the demands of the present. It is to follow David Lowenthal, not history at all. While it borrows from and enlivens historical study, heritage is not an enquiry into the past but a celebration of it. The distinction between heritage and history is one of motive. Heritage is best understood as a claim, a special pleading. History in post war Sri Lanka has abandoned specialized journals to inhabit and flourish in theatre, film, videos and pamphlets encouraged by the patriotic state. Professional historians too have either left the public sphere or acquiesced in the production of a history/heritage. This study will draw from an array of sources and practices to develop an understanding of the ideological underpinnings of the new popular history/heritage. Nira Konjit Wickramasinghe is a Professor and Chair of Modern South Asian Studies at Leiden University in the Netherlands. She was a professor in the Department of History and International Relations, University of Colombo, Sri Lanka until 2009.

Gunathilaka Medical Research Institute in collaboration with UNICEF 2012 THIRD NATIONAL SURVEY ON IODINE DEFICIENCY STATUS IN SRI LANKA 2010 Preface Iodine deficiency disorders are a major public health problem in Sri Lanka and it was addressed by the universal salt iodisation programme since 1995. It is important that we monitor and assess the impacts and effects of the programme on our citizens. This report on the assessment of iodine deficiency disorders among primary school children and pregnant women in Sri Lanka was carried out by the Department of Nutrition, Medical Research Institute, Colombo under the able direction of Dr. Renuka Jayatissa. This study was carried out island-wide to obtain Provincial estimates as a third national Iodine survey in Sri Lanka. This is a comprehensive study that should interest not only the medical professionals responsible for the implementation and monitoring of the salt iodisation programme but also the salt producers, they have a major role with the iodisation process. The findings of this study highlight the need to streamline the salt iodisation programme for sustainability. Whilst thanking UNICEF for the support provided, I trust the results of this survey will further improve the iodisation process to eliminate the iodine deficiency disorders in Sri Lanka. JOHNSON1 In this paper I propose an appraisal of scholarly assertions (eg. Obeyesekere 1972,1975, Malalgoda 1976, Stirrat 1981, Gombrich 1983, Bond 1988, Spencer 1990, Bartholomeusz 1994, Seneviratne 1999) that late-nineteenth and early-twentieth century Sinhala2 Buddhist reformism can rightly be labelled Protestant Buddhism. My discussion provides an anthropological take-off from John Holt's earlier (1991) reconsideration of "Protestant Buddhism" in reference to the new Theravada polemics of the Anagarika Dharmapala. Using Max Weber's much discussed thesis (1958) as a theoretical correlate, I will show how the Dharmapala discourse would be overly simplistic and unreflective of local agentive creativity if considered "Protestant" in its framework. Despite their seeming empirical similarities, the meanings of Dharmapala's Sinhala Theravada reformism and Weberian Calvinism were conjecturally incongruous epistemologies. Sinhala Buddhist reformism as articulated in Dharmapala's paradigm was a powerful narrative of local-level resistance and a "protesty'against the supposed threat of Christian encroachment under the guise of colonial hegemonies imposed on Sinhala life-worlds. The first phase of the new competency based curriculum, with an 8 year curriculum cycle was introduced to secondary education in Sri Lanka in 2007 replacing the existing content based education system with the primary objective of developing the national level competencies recommended by the National Education Commission. The second phase of the curriculum cycle to be introduced to grades 7 and 11 starts from 2016. For this purpose, the National Institute of Education has introduced a rationalization process and developed the syllabi for these grades making use of the research based outcomes and the suggestions made by concerned stakeholders. In the rationalization process, vertical integration has been used to systematically develop the competency levels in all subjects from fundamentals to advanced levels using the bottom up approach. Horizontal integration is used to minimize the overlapping in subject content and to reduce content over loading in the subjects to produce a more student friendly and implementable curriculum. This new Teachers’ Guide has been introduced to the teachers with the aim of providing them with the required guidance in the areas of lesson planning, teaching, carrying out activities, measurement and evaluation.
