It is with a future vision that I extend my best wishes to the Progress Report which unvails the success and progress of the programmes and projects implementing by the Ministry in conformity with the National Cultural Policy and in accordance with the “Mahinda Chinthana” Policy Statement. All institutions functioning under the purview of this Ministry has implemented their programmes with proper management plan adhering to a national policy. Progress recorded by the projects and annual programmes such as performing Art Theatre, SAARC Cultural Centre, Printing of Sinhala Dictionary, Encyclopedia and books of modern era as well as of ancient times, literary, music, theatre, art and sculpture, dancing programmes, Rupavahini Award Ceremonies etc. gives great pleasure.

The revival that we could trigger in the sphere of Culture and the Arts of is a resounding victory offered by the Mahinda Chinthana Policy Programme. Our objective is to use domestic culture and the Arts for the interest of ordinary masses. It is my fervent hope that decisions, policies and programmes launched by this Ministry may achieve success in every respect.

!!! Preface

“Our dedicated contribution towards the Journey based on “Mahinda Chinthana” Future Vision, to be the Emerging wonder of Asia”. Physical and financial resources allocated in respect of this Ministry for the year 2011 were invested perfectly in respective objectives and the outcome could be passed to the client-community. This is the satisfaction we derived from our tireless efforts. We have been charged with the task of upgrading our culture which displays the quality and superiority of our people’s behavior. Conservation and promotion of the Arts that have in-extricable links with the culture too, have been entrusted to us. It was an enormous backing for us to receive state patronage for projects and programmes designed by this Ministry applying methodologies and strategic principles laid out in the “Mahinda Chinthana” and Mahinda Chinthana Future Vision.

Accordingly, our Ministry together with the Department of Cultural Affairs, Central Cultural Fund, Tower Hall Theatre Foundation, Public Performance Board and Arts Council of Sri Lanka implemented our own programmes with diligence.

Literary Arts Award Ceremony and other Award Ceremonies which promote all aspects of the Arts, programmes that encourage artistes, printing and distribution of books, promotion of library services, construction of National Theatre in , commencement of construction works of National Art Academy at Kundasale, tourist Cultural Centre and Tsunami Research Centre at Hikkaduwa, renovation and opening of Tower Hall Theatre, commencement of construction works of many Divisional Cultural Centres and writing of volume (vi) of the Mahawamsa, taking measures to bring forward and promote hidden Arts such as ‘Angam’ Martial Art are the major feats we could achieve during the period under review. After establishing peace in this country under the astute leadership of His Excellency the President, a great revival was recorded in the sphere of Arts. Under the circumstances, we try our best to implement our usual programmes dynamically and successfully expecting an increase in the allocation of Rs.2100mn, in 2015 against Rs.1800mn. in 2011.

We ensure our uninterrupted dedication towards the mission, ‘Building a new Sri Lanka’ with patriotic sentiments.

01. Ministry of Culture and the Arts

Vision : Being a proud Sri Lankan nation blessed with national heritages to go forward with the other countries of the world as a country with unique culture that promotes development.

Mission :

To assist in building Sri Lanka as a proud nation with a unique Sri Lankan identity by facilitating the emergence of a culture that would develop all communities of the country while in the process of protecting and preserving Sri Lankan national heritages.

Objectives:

The objectives have been identified in the belief that the culture of a country is the primary mechanism that helps in accomplishing most productively all programmes being introduced for the well being of the people of the country.

1. To build a positive cultural environment that would help direct the people on their own in a manner that would successfully accomplish the general national development policy of the country. 2. To promote cultural diversity and thereby to prevent harm caused to positive cultural characteristics though various forces. 3. To pave the way to organize the cultural life of the people of the country through preservation, maintenance and utilization of cultural heritages. 4. To motivate the people to identify positive cultural characteristics and thereby to promote a culture with distinct Sri Lankan identity. 5. To help the people in identifying themselves the external and internal factors causing cultural downfall and in exterminating these factors. 6. To pave the way to inculcate in the society the fact culture is and energetic, challenging and free force.

Major Activities

1.2.1.1 Cultural Centers programme

It is expected to establish a cultural center in each and every Divisional Secretary’s Division under the programme. Objectives • Building a disciplined society • Promoting aesthetic skills of children in the area • Bringing them up to international plain through providing opportunities to them getting experience in dancing festivals in foreign countries.

III. Establishment of rural societies In order to extend services provided by the Cultural Centers, rural Societies have been established attached to the cultural centers. The objective of establishing rural societies is to provide required services to the rural community who face difficulties particularly tranport facilities in reaching the cultural centers. At present, there are 303 rural societies are functioning.

VI. Library Services Objective Establish libraries at Cultural Centers with a view to improving the reading habits and literal appreciation of the people who reside close to Cultural Centers and students who follow the courses at centers. The number of rural readers who tend to read books from libraries established at cultural centers has exceeded 25,650 by 2011.

VII. Mobile Library Service A moment which marks the commencement of Mobile Objective - Provide opportunities Library Service of reading books to the people who do not have easy access to cultural centers. Under this programme, trishaws are supplied to cultural centres established in locations which lack transport facilities. Accordingly, three trishaws were donated to cultural centres established at Mahawa, Vavuniyawa (South ) and Balangoda at a cost of Rs 976,260/- which was provided by the Norwegian Government to commence Mobile Library Service.

VIII. Conducting Appreciation Programmes Objective - Building a Society with sensitive people through improving aesthetic appreciation abilities of school children and youngsters through out the country.

Implementation - These appreciation programmes will be held for the selected schools and Institutions who made special requests, throughout the year.

In this process, a work shop is to be held with the assistance of resource persons, specialized in aesthetic subject or literature.

• Explanation with examples on converting sounds into lyrics, local music, ritual songs , Folk songs, Musical approach to classical songs, Indian classical music. • Explaining how classical music make impact on physical and mental satisfaction of the People. • Explaining the matters like immerging popular music through classical music with examples in relation to singing.

IX. Establishment of Sri Lanka National Organization of Writers.

Objective Contribute to improve welfare of the writers through publishing their valuable and creative works under the patronage of government and build an intelligent society by way of giving opportunity for the people to read meaningful writing materials.

Activities • This organization was stabilized with the participation of around 200 writers at the meeting held at Museum Auditorium on 08.09.2011. • This association has been established at the zonal office of Battaramulla.

Way forward To initiate publishing reliable creations of writers at government patronage.

X. Establishment of Sri Lanka Association of Astrolgers

Objective

To provide necessary patronage for the promotion of academic knowledge of astrologers scattered across the country.

Activities

To conduct training workshops for apprentice astrologers under the guidance of prominent figures in the field, carryout researches and issue diverse publications (This activity is implemented this year).

To evaluate prominent figures in the field of Astrology (To organize a felicitation ceremony for the 80 th birth anniversary of prominent astrologer, Dr. Piyasena Ratuvitana).

Future Actions

• Commencement of astrological courses on cultural centre basis • Provide facilities to extend astrological services on cultural centre basis • Establishment of a separate library in respect of the subject of Astrology. • Provide opportunities for astrologers to participate in foreign tours and receive assistance of the government

XI. Expansion of the art of Angam Fighting

It is expected to expanded the Angam fighting system through assembling the fighters who are scattered in the various parts of the country and promote this fighting art at both national and international development with a view to achieving a fame to the country.

This was attended by veteran fighters came from different parts of the country. At this show, opportunities were provided to people to entertain different Angampora related items such as Yogi exercises, club fighting, sward fighting, weapons fighting, group fighting and fire fighting and adventure fighting etc.

The Hon. Minister awarded certificates to the veteran fighters from different schools.

Expected Targets at 2011

• To arrange programme aimed at bringing all Angam fighters who are scattered through out the country to one stage. • Declaration of a day for Angam fighting. • Establish a village on Angam Shilpa at Wayamba Cultural quadrangle. • Provide opportunities for Angam fighters to travel abroad for popoularizing Angam fighting among International community. 1.1.2. Foreign Cultural Relations Division This division implements the following programmes with a view to propagate Sri Lankan culture among world community.

This center would function as the main headquarters of the regional artistes and the cultural center where programmes for the encouragement and sponsorship of traditional artistes of the region are introduced. Progress On the instructions of HE the President construction work has been entrusted to the Sri Lanka Army with a view to expediting work of the project. SAARC C ultural Centre - Construction work is underway

Folk music Conservation Library Our heritage such as Folk music, Folk songs, lyrics and Folk tales which have been closely associated with our ancestors for a long time is facing the threat of fast disappearing from our society. The principle objective of this project is the conservation of the information on these aspects of our arts which are unique characteristics of the Sri Lankan culture, with a view to making them a part and parcel of the lives of the people in future as well.

The Ministry of Culture and the Arts has taken steps to establish on 23 rd September 2010 a Folk Music Conservation Library equipped with computerized technological system of instruments at the premises of National Art Gallery. Main Functions • To collect these art materials in the passion of people in various part of the country and various institutions. • To conserve such information through recording and computerized using digital technology. • To store as one institution as to enable them to be released for use them where necessary. • To take action to introduce Artistes to the society.

Accordingly new web site which will developed with new audio and vido facilities is expected to launch before the end of November 2011.

2.2 Performance in 2011

2.2.1 Programmes implemented for the promotion of art activities

2.2.1.1. Saraswathie Pension Scheme

A new project implemented on 11.08.2008 under the joint sponsorship of the Ministry of Social Welfare, Ministry of Culture and the Arts and National Heritage and the Department of Cultural Affairs. At the conclusion of the annual Sri Dalada Perehara the award of titles for the first five beneficiaries under the pension scheme was made by His Excellency the President. In the year 2010, installments amounting to Rs. 2, 333,969.00 have been paid in respect of 89 artistes.

2.2.1.2. Kaladevi Insuarance Scheme

19 artistes who are in economically difficult situation have been selected for the Kaladevi Insurance Scheme. Rs. 900 has been sent to the Insurance Company which they receive under the donation and they are previladge to receive benefit when they are sick or face any accident. In 2011, Rs. 9,900 has been distributed among 11 artistes.

2.2.1.3. Artistes Insurance Scheme

This insuarance scheme is maintained with a view to safeguarding the future of the artistes who render yeoman Service to the field of arts. Under this scheme the Department of Cultural Affairs makes a contribution of 60% for the insuarance while the artistes have to bear 40% of the contribution. 06 artistes have received coverage under this scheme in 2011.

2.2.1.4. ”Kala Bhusana” Award Ceremony

This felicitation Ceremony was initiated in 1984 by the then Prime Minister with a view to appreciating the services of the pioneer artistes who had rendered yeoman Services for the preservation of cultural trails in our society having devoted their time, wealth and labour, but not facilitated adequately. Under this programme honours were bestowed by awarding five (5) gold medals and 48 fixed deposits worth Rs.5, 000/- each. Thereafter, the number of beneficiaries was increased and they were awarded silver medals and fixed deposits worth Rs.10,000/-each besides issuing a ‘Kala Bhusana’ Certificate. In order to appreciate these artistes December 15 th has been declared the Artistes’ Day. Measures are underway to conduct this year’s commemoration Ceremony & the Award Ceremony on 15 th of December.

2.2.1.5. National Artistes Trust

The National Artistes Trust has been established under Japanese aid on 12.06.2007 with a view to providing financial assistance to the artistes to produce their creations. Under this programme first flag day was held on 15.12.2008 and thereafter artistes flag day was held concurrently with the artistes day which is falling on 15 th December, with the participation of the Divisional Secretariats and monies are being credited to this National Trust. At the end of the third quarter of 2011 Trust has exceeded Rs.50 lakhs. 2.2.1.6. Assistance to Needy Artistes

This project is being maintained with a view to helping the aged and needy artistes in the latter part of their lives. Under this project applications are called at Divisional Secretariat level from artistes over the age of 60 years who are not drawing pensions and paid Rs.3"000/- annually. Under this scheme a sum of Rs.2,408,100.00 has been paid to 806 artistes at the end of 3 rd quarter of 2011.

2.2.1.7. Assistance to Kalayathana

Active Kalayathanas registered under the Department are able to claim this assistance having forwarded survey reports annually with the recommendation of the relevant Divisional Secretary. Annually a sum of Rs.1,500/-is paid to registered oKalayathanas on completion of one year of registration, while a Cultural Centre of general grade in paid Rs.3,500/- and a special grade Kalayathana is paid Rs.6,000/-. By 30 th September 2011 a sum of Rs.2,564,500.00 has been paid as assistance to 674 Kalayathana.

2.2.1.8. The Programme on Cultural Boards of Authority (Balamandala)

This programme has been implemented in 2011 with the objective of making cultural revival in Sri Lankan society. Under this programme, the following activities are undertaken. • Establishment of Rural Cultural Boards of Authority at every Divisional Secretariat, with the involvement of Samurdhi beneficiaries. • Establishment of Divisional Boards of Authority at every Divisional Secretariat incorporating all Rural Cultural Boards of Authority. • Establishment of District Cultural Boards of Authority at every District Secretariat incorporating all Divisional Cultural Boards of Authority.

The programmes implemented in 2011

• Staging national level dramas. National level dramas have been staged in every district focusing on Cultural Boards of Authority, with the aim of popularizing such dramas in villages. Higher level of public participation and good response were seen for this programme. • Kedella programme. This programme has been implemented with a view to providing good care for pregnant mothers, in an environment with improved health and safe family system. Under this programme, health awareness campaigns and counseling services for pregnant mothers and their husbands have been organized at every Divisional Secretariat followed by a simple ceremony. At this ceremony, every pregnant mother was given a booklet titled ‘’Kedella’’, published by the Department of Cultural Affairs. • Distribution of the counselable booklet titled ‘’Sepathaki Me Daru’’ among Dhamma School Children throughout the country. This programme has been implemented with the aim of re-establishment of deteriorating cultural values in the society. The first programme was held at Vijayaba Vidyalaya in Polgahawela on 13.11.2011. This is being implemented in other Divisions as well. • Exhibition of arts and sculpture. Under this programme, artworks and sculptors are selected at Divisional level and they will be exhibited at District level. For the creations through which selected at exhibitions, prizes and certificates will be awarded at a ceremony organized at national level, followed by appreciations. The competitions have already been held in 12 districts and competitions are being held in the rest of districts.

The programmes to be implemented during the next quarter. • Holding art fairs. (Kalapola) It is expected to organize art fairs at District level with the objective of gathering craftsmen and selling their creations. • Organizing music appreciation programmes with respect to folk music. • Literal competitions. Under this, it is expected to hold competitions on literal creations at Divisional, District and National levels, and organize certificate award ceremonies for the winners. 28

2.2.1.9. Medical and Funeral Assistance to Artistes A sum of Rs.35, 000/- has been paid to 9 artistes as medical assistance in 2011 and a sum of Rs.852,677/-in respect of 26 artistes has been provided as funeral assistance.

2.2.1.10. Assistance for Various Festivals During the year 2011 a sum of Rs. 472,355/- has been paid as assistance for 33 festivals.

2.2.1.11. Assistance for Processions Under this project assistance is given to 44 processions held in various Buddhist temples located all over the island. By 30 th September 2011 a sum of Rs.172,800.00 has been paid for 27 processions.

2.2.1.12. Registration of Art Institutions When registering private institutions under the Department of Cultural Affairs action is taken to register such institutions which fulfil constitutional requirements with a view to promoting the Culture. A registration certificate and a syllabus is provided under this programme, and 46 Cultural Centres have been registered in 2011 .

2.2.1.13. Registration of Cultural Association Cultural Associations are defined as those organization established under a standard structure by a collection of volunteers, composed of a formal organizational pattern, forwarded on a cultural mission and organized on an all island or regional or rural level in Sri Lanka. These Associations have been established with the objective of promoting culture. So far 475 such Associations, have been registered and out of them 13 have been registered during the year 2011.

2.2.4.1. Dictionary Office

This office was initiated under the following two primary projects with a view to fulfilling the needs of a Sinhala etymological Dictionary.

The objective of this project is the compilation and printing of a Sinhala Encyclopedia. 2000 copies of volume 12 have been printed in 2011.

2.2.4.3. National Art Gallery and Jhon de Silva Theatre

The National Art Gallery and Jhon de Silva Memorial Theatre complex is an abode for artistes. This institution may be hired for exhibitions and festivals organized by the government as well as external parties. The National Art Gallery and the Jhon De Silva Memorial Theatr have earned an income of Rs. 321,699/- and Rs. 443,198/-respectively by reservations in 2011 (up to 3rd quarter)

2.2.4.3.1. State Dancing Ensemble and State Music Ensemble

The State Dancing Ensemble and the State Music Ensemble which are administered by the Department of Cultural Affairs function at the Jhon De Silva Theatre and make their contribution towards various state functions locally as awell as abroad. These artists are employed for five year on contract basis. As at 2011 the strength of their group stood at 77.

2.2.4.4. Independence Square The maintenance and administration of this majestic building erected to make the independence gained by Sri Lnaka on 4th February 1948 are handled by the Department of Cultural Affairs. The building created similar to the plan of the Ceremonial Hall in Kandy is reserved only for national festivals and certain other functions that depict national pride.

Book Store and Sales Centre Sales Center : The sales centre located on the ground floor of Encyclopedia Office and the Jayanthi Book Store located at premises of the National Art Gallery are the main sales centres functioning under the purview of the Department of Cultural Affairs. 2.2.5. Walisinghe Harischandra Memorial Museum and Cultural Centre – Mahahunupitiya – Katana

The house and the land, 0.2118 hectares in extent, belonged to Brahmachchari Walishinghe Harischandra, a pioneer of the national movement was handed over to the Department of Cultural Affairs, with effect from 24.06.2011. Accordingly it was arrived at a decision to use this premises as a Cultural Centre which promotes cultural activities.

Accelerated measures have been taken to convert this premises into nationally and internationally important Cultural Centre, with the objective of making Sri Lankans and foreigners aware on our cultural heritage and the belonging of Brahmachchari Walishinghe Harischandra. A cultural pageant was held focusing on hotel managers and selected people in area on 26.08.2011. The second cultural pageant is to be held aiming at local and foreign participants on 09.12.2011.

2.2.6. Establishment of the National Arts Centre in Kundasale, Kandy

In January 2008 steps were taken to establish a National Arts Centre completed with physical, technical and intellectual resources, with the objective of disseminating knowledge on creation of arts, new experiments and research, study of local and foreign works of art and study and education of arts, for the creation of performing arts, for the exhibition and sale of such art works with a view to getting international publicity.

2.3.1 State Rupavahini Award Ceremoney In conformity to the policies and objectives of the Government and with the intension of fulfilling duties and responsibilities by the government towards the society, the Department of Cultural Affairs has decided to conduct annually a State Rupavahini Award Ceremoney to evaluate creations telecast by this audio-visual medium. Accordingly, this year’s Award Ceremony is scheduled for November.

The Arts Council of Sri Lanka has bean established by the Act No.18 of 1952. Under the Sri Lanka Arts Council five panels are functioning in order to implement the subjects assigned.

1. To appoint panels needed for the promotion, conservation and development of arts and providing them leadership and guidance. 2. To organize islandwide activities through literary, drama, music, dancing and Arts panels. 3. To evaluate artistes at national level and raise them to the highest level in the relevant fields having introduced them to the national level. 4. To effect development in arts while achieving overall national development under the theme of uplifting arts in the Mahinda Chinthana Programme 5. To develop the status of fine arts. 6. State Literary Award Ceremony

The State Literary Award Ceremony inaugurated in 1956 has rendered a unique service for the progress of literary arts in Sri Lanka for more than half a century. Under this scheme books published during the period from January 01 to 31

December of the preceding year are selected and subjected to thorough reviews three times over and the suitable publications are picked out for awards. Sinhala, Tamil and English literary Works are evaluated separately.

One thousand and one entries competed for this year’s literaryaward and thirty five artistes bagged award for their winning creations at the Literary Art Award Ceremony held at Vijayaba Central Collage, Mahawa on October A winning artiste is receiving his award from Hon. The Drama Panel is entrusted with the task of planning and presenting of programmes for the development of Sri Lankan Drama and the Artistes and thereby putting in place measures needed for the promotion, and conservation and propagation of theatrical art.

State Children’s Drama Festival For the first time, State Children’s Drama Festival was held in three meadiums; Sinhala, Tamil and REglish. 153 scripts (Sinhala -120, Tamil- 23, English – 10) of Children’s drama received this year and 41 scripts were selected for the final round.

State Children’s Art Festival State Children’s Art Festival is held annually. It is conducted in three rounds. First Round – Calling for entries under three age groups.

Second Round – Out of the entries received, District Level winners are selected and Art Workshops are held to educate them further on the subject of Art, action will be taken to hold a competition among them with a view to selecting Provincial Level winners. (Opportunities would be given to engage in drawing at the venue where the workshops were held)

Third Round – Workshops would be held in the same manner for the provincial level winners and therefore they are required to face a competition to select national level winners.

47,540 arts have been submitted to this year’s State Children’s Art Festival. Of them, 230 were selected as winners and presentation of awards and certificates were held under the distinguished patronage Hon. T.B. Ekanayake, hon Minister of Cultural and the Arts.

Workshop held for students and parents

A workshop was held on February 26, 2011 at Lunugala Vidyalaya, Badulla with the participation of 250 with Prime objective of promoting appreciative abilities of children, focusing them towards creations under free themes and identifying talents of children based on their arts.

2.4.1.5. Dancing, Ballet, Puppetry Panel

The main objective of this Panel is the formulation of programmes and implementation of such programmes in order to preserve and provide the art of Dancing, Ballets and Puppetry in Sri Lanka. During the year 2011 the Panel has implemented the following programmes.

Commemoration of World Poetry Day for the first time in Sri Lanka and commemoration of World Puppetry Day

The commemoration ceremony of the World Poetry Day along with World Puppetry Day was held from 9.00 a.m. to 2.00 p.m. on 21.03.2011 at Jhon De Silva Memorial Theatre under the distinguished patronage of Hon. T.B. Ekanayake, Minister of Culture and the Arts. Children, undergraduates, poets and puppeteers attended the occasion.

On this occasion, Prof. Praneeth Abeysundara delivered a lecture on puppetry for two hours. The puppeteers group formed by Mr Sarath Abeygunawardana of Dehiwala, presented a puppetry show.

2.4.1.7. Amendment of the Arts Council Act

The purpose of this action is to identify shortcomings and deficiencies in the present Arts Council of Sri Lanka Act No. 18 of 1958 and to strengthen it to meet present day requirements. A panel consisting of eight scholars has been appointed to conduct the process.

3. Central Cultural Fund

Vision

To be responsible for the social, cultural and economical development in Sri Lanka through conservation, development and promotion of cultural heritage of national and international recognition.

Objectives

The prime objective of the Central Cultural Fund is to provide necessary funds for the excavation and conservation of monuments of cultural and religious value and make arrangements to meet the expenditure incurred on the development of archaeological sites of either in Sri Lanka or in a foreign country. Furthermore, provision of monetary assistance to artistes, craftsmen, authors/writers, artists and musicians who render their yeoman service for the promotion of culture is another specific objective.

Functions

The Central Cultural Fund was established by the Parliamentary Act No 57 of 1980 delegating authority to generate income through proper management and exhibition of historical monuments and sacred areas to tourists while ensuring their conservation and preservation by conducting archaeological researches. The fund so collected is utilized solely for this purpose.

The Central Cultural Fund is the apex body which is responsible for the development of archaeological sites such as , Anuradhapuraya, , Dambulla, Galle, Kandy in the World Heritage Sites in Sri Lanka operating under the direct supervision of the Director of Archaeology. The institution undertakes functions such as archaeological researches, conservation, scientific researches activities and landscaping activities to develop monuments and work sites. In addition, it takes steps to improve knowledge through information centers, exhibitions and museums. 3.1. Performance in 2011

The year 2011 was a year in which Central Cultural Fund could re-organize the work sites functioning functions under its purview and achieve a remarkable progress.

3.1.1. Abhayagiriya project, Anuradhapuraya

Conservation of Abhayagiriya , maintenance of work sites and monuments and classification of ancient entrances are undertaken by this project.

Conservation activities of the Abhayagiriya Stupa are being carried out in accordance with the development plan for the Scared City of Anuradhapura. Accordingly, development activities related to new round about roadway, foot paths inside Abhayagiriya Complex and development of infrastructure facilities to give a fillip to the Tourism Industry are carried out under this project. Furthermore, plans pertaining to landscaping of Abhayagiriya and Lankarama complexes which cover an area of about 500 acres together with maintenance of flood lighting system and gardens improving their present condition have been incorporated into this Development Plan.

Excavation and Research Activities Excavation of Thuparama Bodhigara, areas near moonstone and Twin-ponds are carried out as major functions. Apart from these special activities, routine work related to museum, researches and publications, laboratory are also carried out. By the end of August 2011, CCF has recorded a physical progress of 41.15% incurring directly an amount of Rs.4.24mn.

Conservation Activities Priority was given to complete conservation of Abhayagiriya Stupa. Conservation of pinnacle has already been completed and conservation of Devathakotuwa is to be completed by November. Remaining activities related to conservation of inner wall of stupa and Salapathalamaluwa (compound paved with stone slabs) will be commenced afterwards. 73% of conservation activities of the dome has alredy been undertaken and the task is to be completed in 2012. Besides the sites around stupa, conservation of outer-wall of Thuparama is carried out giving special emphasis. The part of wall to the North has already been conserved and conservation of parts to the East and the west are in progress.

Apart from these functions, ‘Ranveta’ (Golden Fence) Fund, has undertaken many improvements close to Sri Maha Bodhi . The first stage of conservation of ancient stone wall has been commenced. The basic cost of this project has been estimated to Rs.40 mn. Meanwhile, maintenance of conserved monuments standing at Abhayagiriya and Mahavihara lands are conducted uninterruptedly.

3.1.2. Jethawana Project, Anuradhapura

Functions coming under this project include conservation of Jethawana stupa, carrying out studies to provide data on their major monuments standing across the project site, obtaining prehistoric and historic facts by studying soil strata and maintenance of monuments and project site.

Excavation and Research Activities Priority was given to carry out archaeological researches, collect data and prepare reports while improving knowledge of tourists using objects in laboratory and museum. At present, study of soil strata to collect data on settlement of ancient human beings is in progress.

Conservation Activities Renovation of monastery buildings is primarily being carried out and work related to several buildings including the museum has been completed. Posting of employees to Abhayagiriya Project has crippled this project. Re-applying of cement/plaster covering 5 m downward from the bottom of Hathareskotuwa of Jethawana Stupa is carried out to confirm the safety of stupa.

3.1.3. Polonnaruwa Project

This project is carried out to study antiquities, inscriptions and monumental ruins found through excavations conducted under archaeological researches and to update knowledge on medival . Following activities are carried out for the purpose.

• Exploration around outer city, analysis of antiquities, formation of a data base of antiquities. • Affairs related to publication which is issued in connection with monthly presentation delivered on scientific researches carried out under the project. • Administration of Museum.

Excavations and Research Activities Research activities are, mainly, carried out giving priority. Even though the excavation of outer city, and Kalinga islands has been proposed for 2011 they were not commenced since Kirivehera conservation had to be undertaken giving priority.

Museum, Library, laboratory are maintained while conducting monthly presentations are maintained uninterruptedly. Excavation Division has achieved a progress of 30% incurring a sum of Rs.2mn as the direct expenditure. 44

Conservation Activities

Under this project, priority was given to conserve Kirivehera and it is expected to complete the task by October 2011. At present, conservation activities around the pinnacle is being carried out. It is done by spraying liquid lime to the stupa of which bricks have been conserved and this spray further protect ancient plaster.

Kiriwehera after completion of conservation

Roads on the archaeological site were proposed to be paved with bricks and a distance of 1 km from the entrance to the stone-bridge is being paved out as the initial step. A special kind of bricks is used for the purpose and, at present, a distance of 100 m. has already been completed. Road paved with interlocking paving blocks at Polonnaruwa Archaeological site

Renovation of Aditya Hostel Aditya Hostal is renovated and refurbished to meet the requirement of a circuit bunglow for the Polonnaruwa Project. Unnecessary parts have been demolished and preliminary activities for building wash rooms have been completed. Foundation for new constructions has been laid and a layer of concrete has been applied to the kitchen.

Apart from these activities, conservation of Lankathilaka Image House is in progress. Once the conservation of Kirivehera is finished this task is to be completed within this year engaging more employees. Maintenance of monuments and gardens are being carried out without interruption.

3.1.4. Sigiriya Project

Functions to be carried out under this project include studying and recording antiquities inscriptions and mural paintings or frescoes unearthed by excavations, improving appearance of archaeological reserve and periphery by landscaping, renovating ancient brick walls and improving necessary facilities for tourists under JBIC grant. Newly built Museum at Sigiriya provided facilities for maintenance of antiquities, guidance service, conservation and exhibition of antiquities, cultural pageants and monthly seminars.

Excavations and Research Activities Mapping of North-Eastern area of archaeological reserve and research excavations at Pahangala have been completed. At present, activities related to museum and laboratory, analysis of antiquities, routine work of database and record room and preparation of reports on excavations are conducted uninterruptedly. In order to attract tourists to the Museum, an “Angampora” show which is an age old martial art in Sri Lanka was held in August. Excavation sites have achieved a physical progress of 50.24% incurring an amount of Rs.2.52 mn. a direct expenditure.

Conservation Activities

Conservation of ancient plaster applied on the mirror wall has been completed. Old brick walls/ruins of buildings at south and east parts of the rock summit are being conserved while strengthening Western and Eastern slopes at Lion’s Paw maintenance of water fountains and stone gardens are conducted uninterruptedly.

With the intention of promoting eco-tourism ‘Apsara building’ is expected be renovated. Architectural plans for the purpose are being prepared. Maintenance of Sigiriya Project site and gardens in archeological sites are carried out continuously.

3.1.5. Dambulla Project

Routines of Museums at Dambulla such as public exhibitions and maintenance of frescoes are conducted uninterruptedly. Furthermore, quality inspection and monitoring of conserved and stored paintings are also conducted.

Conservation of frescoes at Dembawa and Mahavehera was commenced in May. Having completed the conservation of frescoes at Mahavehera, report is being prepared. Repairing of roof of Uyanwatta temple commenced in July.

3.1.6. Kandy Project

The prime objective of this project is to conserve and preserve all the monuments standing on the world heritage city of Kandy along with their cultural, historical and architectural characteristics and to bequeath the same to the posterity.

Excavations and Research Activities

Under archaeological explorations, traditional crafts unique to Udunuwara Divisional Secretary’s Division were traced. Moreover, activities related to collecting data on ancient monuments in Kandy by referring records deposited in the Department of Archives and delivering of presentations to heighten awareness of visitors including students are carried out.

Conservation Activities

Conservation of Bana preaching Hall, Image House and Library of Makuletenna Raja Maha Vihara is nearing completion. Remaining work include repairing of upper wooden layer, landscaping of periphery and construction of proposed granite wall.

• Proposed work of Sellavalie Raja Maha Vihara for 2011 have been completed. Due to emergence of additional conservation necessities the process is still in progress. • Attaragama Raja Maha Vihara – Cement is applied removing plants growing on the Stupa. Ancient carvings which have been covered with lime coat were cleared. • Bulugahatenna Raja Maha Vihara – strengthening of walls and posts was commenced.

• World Heritage Unit - Preparation of plans for proposed buildings to be erected in the city of Kandy without causing any harm to the architectural model and appearance of this world heritage city. Furthermore, this unit works in coordination with the World Heritage Committee setup at Municipal Council and provide information on old appearance of streets and monitor changes.

• Under conservation of frescoes in kandy, conservation activities of Ganegedara Purana Raja Maha Vihara was completed. Internal conservation activities of Menikhinna Pothgul Vihara is nearing completion. • Conservation Division has recorded a physical progress of 67.8% in curring a sum of Rs.7.4 mn. as direct expenditure.

3.1.7. Ramba Vihara

With the intention of extending functions of Cultural Triangle towards the southern part of the island, Ramba Vihara Project was initiated in 2001. Under the project a land area of about 600 acres which belonged to ancient ‘Manawulupura’ was acquired by the Central Cultural Fund and archaeological researches, excavations and conservations have been started.

Excavations and Research Activities Researches and analysis of antiquities are conducted under this process. Soil is removed at complex No. 21 to landscape the periphery. Even though the excavation of pond No. 23/1 is proposed to be conducted, the work has not yet been commenced due to dearth of labourers.

Conservation Activities Conservation of outer wall at No 21 complex and other ancient brick walls has reached their final stages. Since some parts of outer wall have been constructed on private lands, excavations and conservation activities are carried out on parts constructed on project sites only. Remaining conservation activities have to be conducted after having discussions with land owners. Apart from these activities, conservation of ancient plaster and routine maintenance are carried out uninterruptedly.

Tenders received in respect of construction of new monastery (sangawasa) at Ramba Vihara have been referred to the Tender Board after completing technical evaluation. Construction of four toilets has been commenced to develop infrastructure facilities.

3.1.8. Tissamaharama Project

Explorations, excavations and conservations are carried out to establish the importance and history of ancient Magampura Kindom. (The major task entrusted with the Conservation Division is to conserve Sandagiri Stupa). Key objective of Tissamaharama Project include giving a fillip to tourism industry of the area, and thereby triggering a social, economical and cultural development.

Excavations and Research Activities Research excavation commenced at Akurugoda to widen knowledge of ancient human settlements of the area is progressing successfully. Study of soil strata to a depth of 4m from earth surfurce and tracing of antiquities are being carried out. Likewise analysis, conservation and inventorising of antiquities that have already been found are in progress.

Conservation Activities Priority has been given to conservation of Sandagiriya Stupa. Conservation of this stupa which is about 17 m high has reached its final stage and is expected to complete by November. At present, 90% of the whole work has been completed. Bricks for conservation are purchased from suppliers of the locality and they have been provided with necessary facilities to ensure uninterrupted supply. According to estimates, around 20,000 more bricks would be required for completion. Conservation of inner wall of stupa and sandy compound has already been commenced and on completion of stupa, the number of labourers will be increased giving priority to those conservation activites. 48

Sandagiriya Stupa – Conservation is in progress

Kataragama Museum and circuit bunglow are gover by the project and maintenance of monuments and their premises are also carried out by the project uninterruptedly. 3.1.9. Galle Project

Conservation of the and rampart of world heritage Gall Fort to lure tourists and thereby increasing income of the people living in the locality uplifting their living conditions are the key objectives of this project.

Excavations and Research Activities Excavations related to maritime archaeology and conservation of antiquities are carried out under this process. The Maritime Archaeology Unit of Central Cultural Fund undertook explorations at North Western coast and in shallow waters around the coast. These explorations were conducted to identify and study shipwreck sites. More information was gathered by discussing with residents of the area and referring ancient records.

Awareness programmes for visitors and other programmes for students are conducted while maintaining galleries throughout the year.

Conservation Activities Urgent Conservation activities at Garumuni Walawwa, Balapitiya and conservation of lime plaster of Dutch warehouse were carried out . Both projects could be completed. A comprehensive conservation plan for Garumuni Walawwa including conservation of architectural features and its environs has been proposed. Architectural drawings related to this project are designed by the Conservation Department of the University of Moratuwa. Old furniture and photographs kept in the building are expected to be conserved in parallel to this process.

3.1.10. Wayamba Cultural Quadrangle

The project was officially embarked under three stages. Activities of were started under the first stage. The second stage of the project was commenced in July at Dambadeniya and the third at Panduwasnuwara in September.

Yapahuwa Site Subsequent to research excavations of historical ruins at Yapahuwa, conservation activities were commenced in the 1 st quarter of 2011. A part of funds required for the project is provided by the Treasury and the rest is supplied by the Central Cultural Fund.

Three sites are maintained to carryout excavations and researches in Yapahuwa Bangalapitiya Stupa – After completion of conservation site. Stupa and pond located in

Bangalapitiya are excavatedgradually. Excavation of outer moat was commenced in June.

Under conservation activities construction of the flight of stairs in the access way towards the rock summit is in progress. Conservation of frescoes at Kaikawala Rajamaha Vihara was completed and conservation activities at Yapahuwa Raja maha Vihara is being conducted.

3.1.11 Publication Unit and the Press

Publication Unit of Central Cultural Fund takes action to publish different types of publications, handbills, posts, maps, CDs and guide books for tourists. In addition, steps are taken to re-print books and other publications of which copies are not available. Books and articles written by outside writers on topic such as Literature, Culture and traditional intangible heritage are also printed in this press.

The income earned by the Press by this September amounts to Rs.4.96mn, exceeding a profit margin of Rs.01 Mn. CCF makes its books available at annual International Book Fair held at the BMICH to widen the market for its publications. 3.1.12 Special projects Medamaluwa Bodhimalu Vihara On an instruction of His Excellency the President, construction of a gateway for this Vihara (Vahalkada) is in progress. The cost of the project has been estimated to Rs. 1.08 mn, and 40% of total project has been completed. It is expected to complete the whole task by the first week of November.

This school was entrusted to the Central Cultural Fund by the Ministry of Culture and the Arts in 2002. At present diverse courses along with a replica-sales outlet are conducted under this institution. The prime objective of this endeavor is to make and sell authentic replicas of excellent artifacts and monuments unearthed by the Department of Archaeology and the Central Cultural Fund during their excavations.

The Replica school conducts courses in Art, Sulpture and carrying using array of materials such as granite, Clay ceramic, wood and fiber. Certificates of Diploma are awarded to students who complete courses successfully and students will be encouraged to embark on self employments.

Academic Division

The Replica school runs a two-year course on creation of replicas of antiquities. This course which is conducted according to a syllabus gets the contribution of two instructors on full-time basis and 06 external instructors. Apart from class work, students participate in field tours where they can study archaeological places.

Award ceremony of 2009/2011 academic year was held in August and an exhibition to display the creations of awardees was held in parallel.

At present, about 35 students follow the courses run by replica school. The library of academic unit has been provided with books to the value of Rs.60,000/-.

Preliminary arrangements have been made to enroll new students for the academic year 2011/2013. Steps have been made to deliver lectures on replication of antiquities.

Production Division

• Preparation of all the replicas required for the Sri Lankan Gallery at the International Buddhist Museum, Kandy. • A replica of Bisokotuwa was created to meet the order placed by Engineering and Research Organization and handed over to the National Museum Brass Tusker lamp is in course of preparation. • Preparation of 10 portraits statues of principals who rendered their yeoman service to the Richmond college, Galle. • A replica of lion similar in size to the lion carved at Nissankamall Hall is being prepared as a Present of H.E. the President to a foreign country. • Creation of replicas for day to day orders and 09 sales outlets. 53

To expedite the process of creation, payments for craftsmen have been increased and preparation of replicas under piece-rate has been introduced to students who passed out from Replica School.

By 2010, 09 outlets for sale of replicas of antiquities have been established on project sites maintaining by the Central Cultural Fund. The income earned from January to August 2011 amount to Rs.4.98 mn.

Development Activities

Construction of public wash rooms and a Snack Bar on the premises of Replica School, Battaleeya has been completed to improve facilities for tourists.

Proposed Programmes for the fourth Quarter – 2011

Measures are underway to construct the Building for Replica School according to a new plan. The Department of Survey is carrying out a survey to mark the features of the land for construction works. The faculty of Architecture of the University of Moratuwa has commenced the process of preparing drawings and plans.

4. Tower Hall Theatre Foundation

Vision

To facilitate to create quality dramas which are identical to Sri Lanka in order to meet the objectives of the Act of the Tower Hall Theatre Foundation and to become the National Center for Sri Lankan Drama.

Mission Production, promotion and propagation of contemporary dramas on the basis of our traditional dance forms and music acquiring global expertise and wisdom on Arts.

Objectives

1. To encourage and promote National Theatrical Activities. 2. To develop and propagate the knowledge, understanding and practice of the Theatre. 3. To provide financial assistance to Theatre artistes and craftsmen and to assist in the training of artistes. 4. To engage in the production, experiment and performance of opera, dance, drama and music. 5. To restore, preserve maintain and utilize the Tower Hall Theater as a national monument in order to secure the objectives set out above and for such other purposes as the Broad of Management of Tower Hall Theatre Foundation deem fit.

4.2. Performance - 2011

4.2.1. Preservation of Songs Preservation of songs of old singers – Three audio CDs of Christopher Paul, Viviyan De Silva Boralessa and Vincent De Paul Perise have been compiled. Preservation of Noorthi Songs – Recording of the songs of Wessanthara Noorthi, for the purpose of preservation of them, has been completed.

4.2.2 Admiration of Creations by Eminent Artists

• Creations of veteran photographer, P.U.D.Perera, were admired on 25 th March 2011 at the Tower Hall Theater. • Creations of veteran singer Rupa Indumathi were admired on 23 rd July 2011 at the Tower Hall Theater.

4.2.3. Production of Drama ‘’Sakkaya Ditti’’, written and produced by Prof. H.M.Gunathilaka has been directed by Mr.Douglas Siriwardana as a new creation. The inaugural ceremony (Muhurath Ulela) of this drama, acted by the students of Tower Drama and Theater School was held in January 2011, with the participation of Hon. T.B.Ekanayaka, Minister of Culture and the Arts. This drama was staged at the Tower Hall on 17 th , 18 th and 19 th in August 2011.

• For short plays, namely ‘Avasanaya Meya Nove, Sevaneli Eda Minissu, Mariyawa and Yudapitiyaka Sawariyak’ have been produced by the old students of Drama and Theater School and they were staged at the Tower Hall on 28th July 2011.

4.2.4. Drama and Theatre School

• Awarding of certificates for the students of the academic year of 2008/09 was made by Hon.T.B.Ekanayaka, Minister of Culture and the Arts at the Tower Hall on 05 th July 2011. • 24 new students were recruited for the academic year of 2011/12 on 09 th August 2011.

4.2.5. All - Island Inter – School Drama Competition The competitions of inter – school dramas at provincial and final rounds were held in first quarter of 2010. The certificate awarding ceremony was held on 28 th April, 2011 at tower Hall Theatre with the participation of Hon. Ministers of T.B.Ekanayaka and Bandula Gunawardana.

The preliminary activities pertaining to inter – school drama competition in 2011 has been completed during the first quarter of 2011 and the following workshops were held for the directors and music directors of the dramas which were qualified for the provincial round. 4.2.7. Other Programmes of the Tower Hall Theatre Foundation Exhibitions: Participating in the ‘’Deyata Kirula’’ exhibition at Buttala (04 th – 11 th February 2011) Website: Updating website of the Tower Hall Theatre Foundation. Workshops: A three day workshop on ‘’Appreciation, Dramas and Performing Art’’ was held for 30 Cultural Officers at the HARTI ( Agrarian Research and Training Institute, Colombo 07) auditorium on 27 th , 28 th and 29 th in August 2011.

Bakthi Gee: Performing of Bakthi Gee, participated by veteran artistes and old students of Drama and Theatre School was held at the premises of Lanka Bauddha Samithi Sammelanaya and Gangarama Viharaya to commemorate Vesak Poya Day.

Variety Shows: A variety show was organized in parallel to international book exhibition held on 17 th – 25 th of September, 2011. At this show, several items namely staging Sakkaya Ditti, Noorthi Gee, songs of Maestro. Ananda Samarakoon and drama songs were presented with the participation of old students of Drama and Theatre School and Diploma holders.

4.2.8. Renovation of Tower Hall Theatre:

The following activities were undertaken in the Tower Hall Theatre under the modernization work in 2011. - Rehabilitation of dilapidated roof. - Construction of a new hall at the premises where the canteen was operated. - Construction of a new canteen. - Fixing 760 new seats. - Fixing new lighting equipment and stage curtains. - Interior decoration of the stage. - Modernization of green room and store. - Preparation of a special room for VIPs. - Construction of a quarter for the manager. 59

- Construction of a security post. - Rehabilitation of the old clock tower situated in front of the theatre hall. - Construction of a new fence around the premises. After modernizing the Tower Hall Theatre, an over – night pirith chanting and alms giving for 100 Buddhist priests were organized with a view to commemorating 100 th anniversary of the theatre.

5. Public Performance Board

Vision

For the sake of building a disciplined society, appropriate and comparative governing of public performance taking social responsibility to pave the way for a better Art.

Mission

Expedition of previewing films, dramas and shows and issue of permits to render an efficient and effective service for the progress of the above industries.

Objectives

To encourage the production of shows and artistic creations meant for public exhibition in compliance with the theme “Art and Social Responsibility” and to take necessary measures to make the public aware of such aspects in order to build a disciplined society.

Main Functions

Main functions that have been entrusted with the Public Performance Board have been restricted to a limited area. Accordingly, public performances which can exert a strong influence upon the Sri Lankan Society have been categorized as locally produced and imported films, dramatic performances and all other public shows. The above categories are previewed and monitored under the Public Performance Act and according to the vision of the institution and certified as to their suitability for public exhibition. As such the main functions of the Public Performance Board are granting approval, refusal, classification of public performances, and recommendation for edition as and when necessary.

Apart from above functions, Public Performance Board provides services constantly to the general public as well as producers on following matters. Accordingly,

• Public Performance Board awards permits for the relevant films within one day if there is no technical or practical fault. • Watch stage play scripts that are forwarded for preview on the date of receipt giving priority to its necessity and issue permits with the most possible expedition. • Issue permits for non dramas, at least within a day or two days. • Educate artistes, producers and other persons who have links with the film and drama industry on the prevailing condition.
