5.1. Sub-Committee for Officials, Rules and Control Günter Csar presented his report from the meeting of the 12th April.

The most important task of the moment is the development of women’s Nordic Combined. It is moving in a very positive direction with the highlight of the first JWSC event in the past winter. It was an exciting competition with 14 nations on start. In the upcoming season, the women’s YOG premiere will be the big highlight. With the inclusion of the women, the quotas of participants will increase from 1 to 2.

In the last winter, 46 officials deployed were deployed in total and there were no big issues, all events went smoothly. Csar thanked all officials for their commitment.

The education system that is currently in place to give new TDs experience and increase the general level of jury work will be kept up. The TD seminar will take place in Wisla (POL) from the 14th to 16th of June. Unfortunately, it was not possible to complete the Nordic Combined e-learning system yet, but it will hopefully be in place for the next TD seminar.

5.2. Sub-Committee for NC/SJ Youth & Children’s questions The Sub-Committee for Nordic Combined and Ski Jumping Youth and Children’s questions met in Zürich and Chairman Harald Haim presented his report.

The youth and children’s situation was analysed, with the premiere of the women’s Nordic Combined events at the FIS Nordic Junior World Ski Championships as the highlight of the winter. Even with the difficult weather conditions and a demanding track, the level of the women was impressive. Haim also praised the efforts of the Nordic Combined family who really rallies and cooperates to push the women’s development and encouraged everyone to continue in the same direction.

He continued to report on the FIS Youth Cup, which has been noticed with admiration by the Ski Jumping colleagues in the past but went through somewhat of a resizing last year. The earlier success of the system can maybe also be explained in terms of the women’s development, which is now more difficult as the attention in the development turns to the higher competition series. One event in summer and one in winter might be the best solution any way, making it easier to fit the competition into the busy national calendars for the young athletes. He thanked the committee for matching the age group system to Ski Jumping, so that the athletes have the option to compete in both disciplines.

He remined the Committee that the Alpencup for women in summer has two venues with Nordic Combined events which are open for all nations.

He remarked that the qualification system and list of nations with a quota for the Youth is now online and as the system is complicated, the FIS officials are there to help.

Haim concluded his report with the remark that there are good initiatives underway in smaller developing nations. Bulgaria for example has actions for sharing information about coaches, equipment, infrastructure. There will also be a Women’s Ski Jumping Seminar in in September. He recommended to follow these kinds of initiatives and stay informed.

The Race Director thanked Haim for his work.

5.3. Viessmann FIS Nordic Combined World Cup The Race Director looked back on a very positive season that was record- breaking in terms of the total number of Nordic Combined events, especially due to a growing competition calendar for women. Highlight of the season in terms of the discipline’s development was the first-ever official FIS Junior World Championship event for women in Lahti. In general, the Race Director felt that the development of womens’ Nordic Combined was moving in a positive direction and that he has been and still is impressed by the level of performance displayed by the women.

The past season was a good one with no cancellations. The PCR had to be used three times.

On the men’s side, dominated the World Cup with a record number of victories in the past winter. But also on the women’ side, Tara Geraghty-Moats won every Continental Cup event she started in and was also honoured as “Athlete of the Year” at the Nordic Combined Awards in Schonach, which included a women’s category for the first time as well.

Some athletes took the final step up this winter and won their first World Cup, which is a positive development as it is important to have a wide range of winners. In total, 68 athletes from 15 nations took World Cup points, which is eight less than last year. The number of nations remained stable.

One of the closest photo finishes ever was recorded in Lahti and the Race director reported of plans to enhance the TV graphics to show the number of centimetres by which one competitor won in the future. He also mentioned efforts to bring the athletes closer to the spectators and VIP guests.

This development will continue in the future and will be a priority in event planning for future seasons.

The Mass Start format was introduced back into the World Cup: in Lillehammer, it was part of a mini tour programme. The event was quite successful but the importance of having the laser line for spectators on location became even clearer. In general, Nordic Combined’s basic formula is to start with the ski jumping part and end on the cross-country track but the Mass Start enables having smart starting times and share spectators with the other disciplines. It gives Nordic Combined the opportunity to have the cross- country part in the early afternoon, together with Cross-Country Skiing and ski jump in the evening together with Ski Jumping. Especially in the Continental Cup, the flexibility that the format allows was appreciated.

Eric Lazzaroni added that the rules of the traditional Mass Start were updated to a “Reverse Gundersen” version, which worked very well.

Another focus of the Race Director’s report was the new venue Otepää (EST): The feedback after the weekend was very positive feedback and the events served as an important test of the consequences of having women and men on same site. Otepää is a fantastic venue with an enthusiastic organiser. Unfortunately, there were wind issues on the first day but in general it was a great first World Cup weekend there.

NC TRIPLE Due to the FIS Nordic World Ski Championships taking place in Seefeld the Nordic Combined TRIPLE was held outside of Austria for the first time, curiously with the first-ever Austrian winner in the end with Mario Seidl. Seidl’s win came following a big upset in the result lists on Sunday.

The Race Director thanked Chaux-Neuve for taking on Nordic Combined’s biggest event. It features a tougher programme and the quality and value needs to be on the highest level.

While the weather conditions were good, there were not the same number of spectators as in Jason Lamy Chappuis’ heyday, but the Race Director was still very happy with how the event went. After its introduction, now the first proposal to adapt the TRIPLE rules has been made to make it even more exciting in future.

WSC Seefeld (AUT) Ottesen reported on the best Nordic Combined Championships in his time as Race Director in terms of how much priority the discipline received from the organisers. Nordic Combined was one of the main events and he was very happy with how everything worked out.

The week in Innsbruck brought less wind challenges than expected. Bergisel is not easiest venue but there were no cancellations and no weather issues. However, there was a safety issue for the Mixed Zone for the first time ever, and it needed to be protected. As the hill setup was different from earlier years, a renewed discussion around this issue will probably take place for the next Four Hills Tournament but from the Nordic Combined side, the large hill competitions went well.

Competing at two venues brought different challenges like transport and getting the spectators to also attend the events Innsbruck. This resulted in a very different feeling from week one to week two in Seefeld. The compact venue with its great atmosphere offered championships on the highest level.

The Nordic Combined team event was the highlight of the entire champion- ships in terms of number of spectators and the Nordic Combined Team Sprint had the highest TV ratings on ORF.

Nielsen report Nielsen has been a partner for the past years and so the numbers delivered are comparable to the last seasons. There were drops in couple of graphs, based on how many events are on calendar and how the starting times were in the past winter.

However, positive trends could be seen in terms of media impact. The value of the media impact is very important for the sponsoring partners, as they base their engagement on these numbers.

5.4. FIS Continental Cup & JWSC New COC Coordinator Michael Neumayer thanked the Committee and the Nordic Combined community for the trust and an easy start into his first season in Nordic Combined.

He stressed the importance of the Continental Cup as a developing ground for young athletes of both genders, despite the financial difficulties that organisers and teams face. Another topic he specifically mentioned was the Continental Cup as a first testing ground to host men’s and women’s events together. The experiences made now will be important when the World Cup and title events are on schedule for the first time. Hosting both genders required special planning and sometimes, it is not easy to fit everything into one day.

Specifically regarding the women’s side of the discipline, Neumayer stated that the development is progressing smoothly, and the numbers of athletes and quality of the sport is rising. Nordic Combined’s women are on a good path to 2021.

Neumayer also reported on the test of the shortened distances in the team event and the majority of participants agreed that this format is ideal for the Mixed Team event.

5.5. Youth Cup The Race Director reported on the Youth Cup season 2018/19 with two events. This year, the series had a lower number of total athletes, as many of the women focussed on the COC and the older category of boys could not be hosted in Oberstdorf.

The Race Director raised the question of how many are ideal for the age group as there are a lot of other events, nationally and internationally, that take up the young athletes’ time. Coordination with the other competitions series and calendar planning is crucial, to avoid crashes with Alpencup and other international events.

He encouraged all nations to host, also oversees territories like the US and China, as there is no minimum number of nations present required and the Youth Cup events are part of the YOG qualification criteria.

5.6. Equipment Control Equipment Controller Guntram Kraus reported on his activities and figures from the past season.

There has also been a small change in the guidelines: socks cannot contact the pants over the knees anymore.

5.7. Other Important Reports  Media Services Media Coordinator Silke Tegethof reported on her activities and figures from the 2018/19 season.  Ski Jumping Analysis The Race Director and The Race Director Assistant reported on trends in terms of speed and distance in ski jumping.

A big drop in average speed last season was registered on the same jumping hills. The athletes were also jumping 2 metres shorter on average. In addition there was a sharp drop in jumps to hill size and jury distance.

The Race Director raised the question of whether this is what the Committee and the community wants for Nordic Combined and promised that this topic would be taken to the TD seminar for discussion.

He continued to point out that the rule changes to give more value to the ski jumping side again have worked and the balance between the SJ and CC rank has flattened out. These days, athletes need to be top 5 on both sides to win and event. Fabian Rießle has actually come really close the Nordic Combined “Grand Slam” of being number one in both parts with a jumping victory and the third fastest time in Schonach.

Jan Rune Grave added that the equipment is also an important factor and the Committee should discuss how to close the gap between smaller and bigger nations.

6. New Proposals “Funnel System” - Discussion and Decisions The Ewoxx flat rate should be raised to cover more costs, wind & gate

New suggestion: USA/Russia/overseas: 10.500, Scandinavia 9.000, Middle Europe 7.500.

The background behind this suggestion is also to reduce the cost load on smaller nations like Latvia and Ukraine who only attend the COC a few times and end up with large bills of 4.000 € from the “leftover” balance at the end of the season. If participating ends up being this costly, Nordic Combined will lose the smaller nations.

Tomas Slavik asked about competitors and possible other suppliers of timing services. The Race Director explained that the topic was discussed with Swiss Timing and they signalled openness. In the end, each organiser can choose between both. Flat rate offers were obtained from both companies, with Ewoxx being significantly cheaper, so this was taken as the base for the flat rate system.

→ The Committee tabled the proposal. Since it was not on the funnel system yet, all new proposed figures will be sent out to the national federations and a decision will be made in autumn.

6.1. World Cup Rules

4.3. Nordic Combined TRIPLE Funnel system: 12 yes, 1 no. Comment JPN: would prefer to keep two jumps but have top 40 in. → The Committee was in favour of the proposal, one vote against.

6.2. Youth Cup Rules

6.4. Junior World Championships 2020 5.2.1 Daily Programme Add a Nordic Combined Mixed Team event to the program, starting from the upcoming winter. 2 female, 2 male athletes, (distances 5 km, 2.5 km, 2.5 km, 5 km)

In the funnel system, 12 nations replied with yes, German Ski Association + host OC Oberwiesenthal said no (yes for introduction in 2021).

Race Director Lasse Ottesen started the discussion by giving two possible options to react now: stay with the current programme and introduce the Mixed Team event only in 2021 or take out the men’s Ind. Gundersen 5 km and replace it with the Mixed Team Event to keep the same number of events for this year’s edition.

German Ski Association Sports Director Karin Orgeldinger gave the background information that there were several reasons behind their decision and many options were discussed with the Organising Committee and FIS. First, the programme of the JWSC is packed and the inclusion of more events takes away the reserve days in case of bad weather conditions and leaves no room for postponements. Secondly, an added day for the athletes is costly and adds to the Organising Committee’s budget, which is already at 1.2 million for the entire event.

The German Ski Federation supported the replacement of the Men’s 5 km event with the Mixed Team event. They were aware it is a big decision in terms of the men’s World Cup quotas but felt it was the next step in developing the discipline in total.

Multiple Committee members argued that it is essential to make space for the women now and give the teams the advantage of planning security and a clear mandate to develop the women. It would be a wrong signal to stay with the programme as it is.

An extended discussion was lead on the topic of options to add the Mixed Team to the existing schedule without taking an event out, financial matters for the organising committees, the option to cut training days, the chance to get quota spots for the World Cup, the number of total events for Nordic Combined and the best point in time to introduce the Mixed Team event.

The Race Director explained that the long-term vision for the JWSC is to have individual events for men and women, the Mixed Team event and Team Events for men and women, the same as in Ski Jumping. → The Committee was unanimously in favour.

The Committee voted on taking the Ind. 5 km event for men out and replace it with the Mixed Team Event → The Committee was in favour, one vote against.

The Race Director briefly reported on a work in progress to create a unified strategy (men and women) document until 2026 for the future. A draft will be presented in Zürich in autumn.

9. Other Items Arising Presentation Summer Grand Prix event Oberhof Frank Eismann, Andreas Jakob, Heiko Krause and Tino Edelmann presented the planned return of Oberhof (GER) to the Summer Grand Prix calendar, including a FIS Youth Cup event.

Athletes’ Proposals Ilkka Herola and Mari Leinan Lund presented a joint list of proposals made by the athletes. A Facebook groups with all athletes (male and female) has been created in order to gather ideas and receive fast feedback.

- Development of Women’s NC: The male athletes made a joint statement that they are willing to share the responsibility to develop the women. It is great to see that a World Cup is planned already in one year, as it is difficult for athletes to receive funding without World Cup points. The introduction should happen as fast as possible. - Sustainability and travel stress: Travel was heavy in past seasons between mid-European and Scandinavian venues. For the future, the athlete once again would like to ask to concentrate more a tournament/regional model for calendar planning and also referred to the responsibility to be environmentally conscious and avoid excessive plane travel. - Catering problems: in some venues, all food was gone for the Nordic Combined athletes or the offerings insufficient: Ramsau, Seefeld in World Cup and Lahti (feedback was given and addressed already) - Prize Money: for Austrian venues, taxes have been paid by the organisers and the athletes have to pay it on their side as well. It is quite a big process to reclaim one of the payments back from the Austrian government and the athletes hoped that this process could be simplified. - Ski Flying for Nordic Combined: In many cases, Nordic Combined athletes are trial jumpers already and the athletes would like to move some events to ski flying hills as well. Of course they take into consideration to support the development of the women with competing on more normal hills but a ski flying event would be great as a highlight of the season.

- Test events JWSC Oberwiesenthal and WSC Oberstdorf: the athletes inquired why test events for the championships are on the male but not the female calendars.

Race Director Lasse Ottesen gave the feedback that in the case of Oberstdorf, an answer to the question is rather complex as Nordic Combined is sharing the venue with Cross-Country World Cup, which leads to a timing problem when trying to plan even more events. At the moment, there is also no request from Oberstdorf in terms of a women’ COC and there cannot be any women’ World Cup events in the upcoming winter due to the existing contracts. Here, it will be necessary to be prepared more and follow the right process and procedure.

Eric Lazzaroni added that in the case of Nordic Combined event from flying hills, the Committee has been discussing this topic periodically for more than 20 years. Nordic Combined will have to face a set of challenges like the bigger difference between jumpers and the need to have good points conversion table to the cross- country starting times, so that Nordic Combined ski flying events do not get boring. A new discussion backed by a proposal of how a conversion could look like should be undertaken. The task was given to Jury Pelkonen.

Service Bibs for teams Race Director Lasse Ottesen informed the Committee that Cross-Country Skiing has drastically reduced the amount of service bibs to 4 per nation and will also cut down the time for ski testing. While Nordic Combined does not have to follow the rule change to the same extent, keeping it different would have a whole set of challenges, especially at the shared venues.

→ The Committee decided to table a decision until the Autumn meetings.
