Sr. Divisional Commercial Manager, N.F. Railway, Katihar Division on behalf of the President of India invites open tender in sealed cover from the interested Public Sector Banks/Scheduled Commercial Indian Banks for this purpose, for awarding contract for commissioning(operation and maintenance) of Automated Teller Machine (ATM) at the following stations/location over Katihar Division for a period of five years.

*The bid amount is treated as license fee for the 1st year. Though the tender floated without reserve price, due to technical constrain it has been shown as ₹ 1/-.
Bank quoting highest license fee shall be awarded the ATM location. Suitable Location/site as approved by Competent Authority
License fee for subsequent years:-There will be an escalation of 5% on previous year’s license fee.
In addition to license fee and other charges, Licncesee have to pay Conservancy Charge @ 425/- per month for each year contract.
*Separate tender for each location/station must be submitted for individual/ particular location station.
GMs/DRMs are empowered to select a suitable Public Sector Bank/Scheduled Commercial Indian Bank in a transparent manner.The Tender shall be submitted in Single-packet tendering system.
Period of contract:- 05 (five) years from the date of commencement.
Validity of Offer:- 30 days from the date of opening of tender.
Cost of tender document:- 1,000/-(Rupees one thousand) only (non refundable) for each station/ location, to be paid through Demand Draft in favour of FA & CAO, N.F. Railway, Maligaon payable at Katihar or Money Receipt deposited to Divisional Cash Office/Katihar or New Jalpaiguri N.F.Railway
Earnest Money:- 2% of the 05 years contract value for each ATM (As per offered license fee by Bank). Detailed may be seen under Para No.6 of the Instruction to the tenderer for each station/ location, to be paid through Demand Draft in favour of FA & CAO, N.F. Railway, Maligaon payable at Katihar.
Eligibility Criteria:-
1. Public Sector Bank/Scheduled Commercial Indian Bank (notified by RBI) are eligible to participate.
2. The Bank must have all infrastructures to operate ATM & Banking Services in India.
3. The Bank must submit the satisfactory proof/documents in support of their above-mentioned claims.
The Tenderer(s) is required to quote rate/offer without discounts/rebates. The rate/offer containing the discount over and above the offer will summarily be rejected.
Tenders containing erasures & /or alterations of tender documents are liable to be rejected. Any correction made by the Tenderer(s) in his/their entires must be attested by him/them.
Conditional Bids will be rejected. Details of terms and condition of the contract are available in the tender document. All enclosed documents should be Self–attested, shall include signature, stamp and date.
In case of any discrepancy between the Tender Documents downloaded from internet and the Master copy available in offices as mentioned above, the later shall prevail and will be binding on the applicant(s). No claim/complaint on this account will be entertained.
Necessary Tender Document along with its terms and condition are available on N.F. Railway’s Website http://www.nfr.indianrailways.gov.in/ and can be downloaded from the same site. Tender Documents must be accompanied with the requisite cost of Tender Documents in the shape of Bank/Demand draft issued in favour of FA & CAO/Northeast Frontier Railway/Maligaon, Payable at Katihar. In case the offer is not accompanied by the valid draft for the cost of Tender Documents as detailed above, the Tender Documents will be summarily rejected. Railway Administration will not be responsible for any delay/difficulties/inaccessibility of the down loading facility for any reason whatsoever.
The Tender Documents may be downloaded and also be obtained from the Office of Senior Divisional Commercial Manager, Katihar & Assistant Commercial Manager/New Jalpaiguri, Northeast Frontier Railway on production of Money receipt as mentioned above location/station wise as cost of each Tender Documents(non- refundable) issued by Divisional Cashier/Katihar or New Jalpaiguri, Northeast Frontier Railway. Only one Tender Document can be submitted by a Tenderer for a particular station. The Tender form non-transferable and non refundable.

In case the Tender documents is not accompanied with valid Bank Draft towards cost of the Tender documents, Earnest Money and Credentials/requisite documents as detailed above, the Tender will be summarily rejected.
Date of Selling Tender Paper:- 10.00 hrs. of 19/11/2019 and up to 12.00hrs. of 19/12/2019 during all working days at Katihar and New Jalpaiguri.
Sale of Tender Documents:- Tender form((non-transferable and non refundable) for the above works the details can be obtained from the office of Senior Divisional Commercial Manager, Katihar & Assistant Commercial Manager/New Jalpaiguri, Northeast Frontier Railway on production Original Money receipt issued by Divisional Cashier/Katihar or New Jalpaiguri, Northeast Frontier Railway.
The Date for Dropping/Submission of Tender Form(In Wax Sealed):-From 10.00 hrs. of 19/11/2019 and up to 13.00hrs. of 19/12/2019 at Assistant Commercial Manager/ I/Katihar Katihar and Assistant Commercial Manager/New Jalpaiguri.
Tender Box both of at Katihar and New Jalpaiguri will be Opened:- At Katihar only on 20/12/2019 at 15.00hrs. in the Chamber of Assistant Commercial Manager/I, Katihar in presence of the Accounts Representative and the intended tenderer if they wish. In absence of Assistant Commercial Manager/I/Katihar at Katihar due to any reason, opening of Tender Box both of Katihar and New Jalpaiguri will be done in the chamber of Assistant Commercial Manager/II, Divisional Commercial Manager/Sr.Divisional Commercial Manager/Katihar/N.F.Railway.Tender Documents received after the date and time specified above shall not be accepted. In case the date of dropping and opening tender falls holiday/closed day for unforeseen reason, the Tender box will be kept/opened on the next working day as per same timing and place as above.
Tender documents may be sent through registered post to Divisional Railway Manager(Commercial),N.F.Railway,Katihar , Po & Dist-Katihar(Bihar),Pin-854105. Tender documents sent through post will be at the risk of Tenderer/s only and the Railway will not be responsible for any delay. Tender documents which will be received after 13.00hrs. of 19/12/2019 will not be entertained.
If at any stage information furnished is found false, contract awarded is liable to be cancelled immediately without any notice.
