Potential, Power and Enduring Problems: Reassembling the Anarchist Critique of Technology Zachary M. Loeb* Abstract Within anarchist thought there is a current that treats a critique of technology as a central component of a broader critique of society and modernity. This tendency – which can be traced through the works of Peter Kropotkin, Rudolf Rocker, and Murray Bookchin – treats technologies as being thoroughly nested within sets of powerful social relations. Thus, it is not that technology cannot provide ‘plenty for all’ but that technology is bound up in a system where priorities other than providing plenty win out. This paper will work to reassemble the framework of this current in order to demonstrate the continuing strength of this critique. I. Faith in technological progress has provided a powerful well of optimism from which ideologies as disparate as Marxism and neoliberal capitalism have continually drawn. Indeed, the variety of machines and techniques that are grouped together under the heading “technology” often come to symbolize the tools, both * Zachary Loeb is a writer, activist, librarian, and terrible accordion player. That technologically enhanced modern societies remain rife with inequity and oppression, while leaving a trail of toxic e-waste in their wake, is treated as an acceptable tradeoff for progress – while assurances are given that technological solutions will soon appear to solve the aforementioned troubles. -

INTRODUCTION In the late nineteenth and early twentieth centuries, municipal govern- ments in various US cities assumed responsibility for utilities and other ser- vices that previously had been privately operated. In the late twentieth century, prompted by fiscal crisis and encouraged by neo-liberal ideology, governments embraced the concept of “privatization,” shifting management and control over public services2 to private entities. Despite disagreements over the merits of privatization, both proponents and opponents accept the premise of a fundamental distinction between the “public” and “private” sectors, and between “state” and “market” institutions. A more skeptical view questions the analytical soundness and practical signifi- cance of these dichotomies. In this view, “privatization” is best understood as a rhetorical strategy, part of a broader neo-liberal ideology that relies on putative antinomies of “public” v. “private” and “state” v. “market” to obscure and rein- force social and economic power relations. AN AMERICA THAT COULD BE: EMMA GOLDMAN, ANARCHISM, AND THE “AMERICAN DREAM” By Christina Samons The so-called “Gilded Age,” 1865-1901, was a period in American his tory characterized by great progress, but also of great turmoil. The evolving social, political, and economic climate challenged the way of life that had existed in pre-Civil War America as European immigration rose alongside the appearance of the United States’ first big businesses and factories.1 One figure emerges from this era in American history as a forerunner of progressive thought: Emma Goldman. Responding, in part, to the transformations that occurred during the Gilded Age, Goldman gained notoriety as an outspoken advocate of anarchism in speeches throughout the United States and through published essays and pamphlets in anarchist newspapers. Years later, she would synthe size her ideas in collections of essays such as Anarchism and Other Essays, first published in 1917. The purpose of this paper is to contextualize Emma Goldman’s anarchist theory by placing it firmly within the economic, social, and 1 Alan M. The first section of this paper will give a brief account of Emma Goldman’s position within American history at the turn of the twentieth century. -

“My mind is appalled at the thought of a political party having control of all the details that go to make up the sum total of our lives.” About Lucy Parsons The life of Lucy Parsons and the struggles for peace and justice she engaged provide remarkable insight about the history of the American labor movement and the anarchist struggles of the time. Born in Texas, 1853, probably as a slave, Lucy Parsons was an African-, Native- and Mexican-American anarchist labor activist who fought against the injustices of poverty, racism, capitalism and the state her entire life. After moving to Chicago with her husband, Albert, in 1873, she began organizing workers and led thousands of them out on strike protesting poor working conditions, long hours and abuses of capitalism. After Albert, along with seven other anarchists, were eventually imprisoned or hung by the state for their beliefs in anarchism, Lucy Parsons achieved international fame in their defense and as a powerful orator and activist in her own right. The impact of Lucy Parsons on the history of the American anarchist and labor movements has served as an inspiration spanning now three centuries of social movements. Lucy Parsons' commitment to her causes, her fame surrounding the Haymarket affair, and her powerful orations had an enormous influence in world history in general and US labor history in particular. While today she is hardly remembered and ignored by conventional histories of the United States, the legacy of her struggles and her influence within these movements have left a trail of inspiration and passion that merits further attention by all those interested in human freedom, equality and social justice. -

In the immediate aftermath, supposed allies of the social denounced the tactics and attempted to distance themselves from the more radical elements in this movement. In a strict breach of the statement of unity that the Olympic Resistance Network had articu- lated, social liberals who had little or no part in organizing any of the convergence took itupon themselves to denounce the violence of the protesters, not the violence of the police. -

Born to socialist revolutionary parents in the Bronx, New York, he joined the international Communist movement as a Young Pioneer in 1930, then was inducted into the Young Communist League in 1934, where he trained to become a young commissar for the coming proletarian revolution. Impatient with traditional secondary education, he received a thoroughgoing education in Marxism-Leninism at the Workers School in lower Manhattan, where he immersed himself in dialectical materialism and the labor theory of value. But in the summer of 1939, when Stalin’s Soviet Union formed a pact with Nazi Germany, he cut his ties with the party to join the Trotskyists, who expected World War II to end in international proletarian revolution. When the war ended with no such revolution, many radical socialists of his generation abandoned the Left altogether.1 But Bookchin refused to give up on the socialist revolutionary project, or abandon the goal of replacing barbarism with socialism. Instead, in the 1950s, he set out to renovate leftist thought for the current era. He concluded that the new revolutionary arena would be not the factory but the city; that the new revolutionary agent would be not the industrial worker but the citizen; that the basic institution of the new society must be, not the dictatorship of the proletariat, but the citizens’ assembly in a face-to-face democracy; and that the limits of capitalism must be ecological. -

I respond to this tension by articulating a vision of democracy inspired by anti-authoritarian theory and social movement practice. By anti-authoritarian, I mean a commitment to individual liberty, a skepticism toward centralized power, and a belief in the capacity of self-organization. This dissertation fosters a conversation between an anti-authoritarian perspective and democratic theory: What would an account of democracy that begins from these three commitments look like? In the first two chapters, I develop an anti-authoritarian account of freedom and power. -

Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. Unlike right- libertarianism, it holds that natural resources may be privately appropriated only with the permission of, or with a significant payment to, the members of society. Like right- libertarianism, left-libertarianism holds that the basic rights of individuals are ownership rights. Left-libertarianism is promising because it coherently underwrites both some demands of material equality and some limits on the permissible means of promoting this equality” (Vallentyne and Steiner (2000a), p 1; emphasis added). -

Carmen* T is common knowledge that in recent times the constitutional I issues of greatest magnitude and of greatest public interest lie in the area of civil liberties. These cases almost always call for the delicate balancing of the rights of the individual, allegedly pro tected by a specific clause in the Constitution, and the duties that state or federal authority can exact from citizens in order that society may maintain a minimum standard of peace and security. It follows, therefore, that it is these often dramatic decisions which will largely color the images we have of participating Justices. As sume a free speech controversy. -

Not only does the age- old “social question” concerning the exploitation of human labor remain unresolved, but the plundering of natural resources has reached a point where humanity is also forced to politically deal with an “ecological question.” Today, we have to make conscious choices about what direction society should take, to properly meet these challenges. At the same time, we see that our very ability to make the necessary choices are being undermined by an incessant centralization of economic and political power. Not only is there a process of centralization in most modern nation states that divests humanity of any control over social affairs, but power is also gradually being transferred to transnational institutions. -
